Drawing its cadres from Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM) and Hizb-ul-Mujahideen (HM) the terrorist outfit Harkat-ul-Ansar (HuA) is resuming operations under a new name of Jabbar-ul-Mujahideen, reports Daily Excelsior on December 5. Sources said that the top five ‘commanders’ have already infiltrated into Jammu and Kashmir (J&K) through Samba sector (Samba District) in July this year. Shah Chand Khan is the ‘commander-in-chief’ of the outfit in J&K and Badshah Khan, Noor Mohammad, Abdul Razak and Muneer Khan are his associates. The militant outfit is said to have close links with the Haqqani Network. A meeting was held at Lahore (Pakistan) on July 10, 2012, and soon after the top commanders were ‘launched’. All the five ‘commanders’ are said to be Pakistani nationals with Abdul Razak belonging to Gujranwala (Gujranwala District in Pakistan) and Muneer Khan to Rawalakot, (Poonch District) in Pakistan occupied Kashmir (PoK). Badshah Khan who is the main ‘commander’ after Chand Khan is brother of Sajjad Afghani, the top ‘commander’ of Harkat-ul-Mujahideen (HuM) who was killed in Kot-Balwal Jail break, Jammu, in 1999. Badshah Khan has reportedly visited his brother's grave in Jammu District and offered prayers there, soon after his infiltration. HuA was formed by the merger of two Pakistani militant outfits, Harkat-ul-Jihad-al-Islami and Harkat-ul-Mujahideen, and was led by Maulana Saadatullah Khan and the organization took part in Afghan war. HuA was also operating in Myanmar, Tajikistan, and Bosnia-Herzegovina. In late 1990s it was operating in Jammu and Kashmir. It was declared a terrorist organization by USA in 1997 and the group then recast as Harkat-ul-Mujahideen in 1998.

With several former militants from Jammu & Kashmir (J&K) recently using Nepal to enter India from Pakistan-occupied-Kashmir (PoK), New Delhi has asked Kathmandu to strengthen its screening process since intelligence inputs suggest that Inter-Services Intelligence (ISI)-backed terror groups are trying to push active terrorists in the guise of ex-militants, The Times of India reports on December 7. In the recently concluded meet between the Sashatra Seema Bal (SSB) and the Armed Police Force of Nepal (NAPF), the SSB brass told its Nepalese counterparts that there were credible inputs about militant outfits such as Hizb-ul-Mujahideen (HuM) trying to push subversive elements in the guise of former militants via Nepal and unless proper screening and scrutiny of those arriving in Nepal from Pakistan, Dubai or certain other places was done, it could spell trouble for India. The Nepalese delegation was also given details of how ISI and terror groups backed by it had established significant network on its soil, HuM, Lashkar-e-Toiba (LeT) and Jaish-e-Muhammad (JeM) were using it to launch terror modules in India. Sources said that HuM had even started forging Indian passports to push militants into the country.

Two militants along with two Pakistan troopers were killed as the Security Forces (SFs) from the Indian side retaliated to thwart infiltration attempt of militants, backed by heavy firing from Pakistan Rangers, in almost entire Krishna Ghati sector on the Line of Control (LoC) in Poonch District on November 9, reports Daily Excelsior. A group of seven to eight militants, reportedly belonging to Lashkar-e-Toiba (LeT), had made desperate attempt to infiltrate into the Indian side during last five days under the cover fire of Pakistan Army. As reported earlier, a number of militants have been camping across the LoC and International Border (IB) to be ‘launched’ into this side.

Poonch’s Principal Sessions Judge Kishore Kumar acquitted an alleged Lashkar-e-Toiba (LeT) ‘commander’, identified as Taj, in murder case as the prosecution failed to prove its case. According to the Police case, on June 7, 2004, Taj, along with five-six other militants of the outfit barged into a house at Khaitan Draba and started indiscriminate firing on three Special Police Officers (SPOs), including Mushtaq Ahmed. In the firing, Mushtaq Ahmed died while as other two SPOs managed to escape from the house. Taj was arrested during the course of investigation.

A ‘divisional commander’ of Lashkar-e-Toiba (LeT) was among three top militants killed in two separate incidents in Cherhar Tujar and Mundji areas of Sopore District on December 13, reports Daily Excelsior. Police identified the dead ‘divisional commander’ of LeT for North Kashmir as Pakistani national Abu Zarar. He was looking after Bandipora, Lolab and Sopore area of North Kashmir. The other two have been identified as a local militant Khitab of Kulgam district of South Kashmir and Pakistan national Yehya Khan of Jaish-e-Mohammad outfit. Three Army personnel also sustained injuries during the operations. Police said that two AK 47 rifles, 4 AK-47 magazines, one pistol, one magazines and one grenade have been recovered from the Mundji encounter site. The Security Forces (SFs) had condoned off the forest areas after receiving information about the presence of four militants. The hunt for the fourth militant, Fahadullah, the ‘commander-in-chief’ of LeT, is still going on. Fahadullah, reportedly, infiltrated into the Indian side in 2007 and graduated to the LeT ‘chief’ as the successive chiefs were killed over the years.

Pakistan Federal Minister of Interior A Rehman Malik on December 14 defended Lashkar-e-Toiba (LeT) ‘founder’ and Jama’at-ud-Da’awa (JuD) 'chief' Hafiz Muhammad Saeed, reports Economic Times. He stated that, "I have no love lost for Saeed...I have arrested him three times in the past but courts punished me for lack of evidence… Terrorism is horrible...we want no 26/11 attacks, we want no Samjhauta bomb blast...we want no Babri Masjid demolition. Non-state actors are involved. Terrorists are there on the other part of the border and this part of the border”. Earlier, upon his arrival at the Delhi International Airport when Malik was asked Kargil martyr Captain Saurabh Kalia's death due to torture by Pakistan Army; he said he was unsure if Kalia died "of a bullet or weather." The Security Forces (SFs) shot dead six militants belonging to Lashkar-e-Toiba (LeT) outfit in village Saidapora of Sopore locality in Baramulla District on December 18, reports Daily Excelsior. The group, which consist one local militant, identified as Athar Naveed Dar, a resident of Bismilla Colony, Model town, Sopore, was being tracked by the SFs for more than a week now. The rest of the militants, reportedly, are of foreign origin. Superintendent of Police (SP) Sopore, Imtiaz Hussain said that Dar was involved in an attack on an Army patrol in South Kashmir township of Pampore (Pulwama District) in July this year. The operation is still going on and SFs believe that there is at least one more militant trapped inside the village. Two houses, in which the militants took shelter, and a cattle-shed were damaged in the encounter so far. It is worth mentioning here that this is the same area where SFs shot dead a ‘divisional commander’ of LeT and two other militants on December 13.

Major General Sarat Chand said that since last night there was no firing and Army presumed that all the militants were killed last night only. SFs have recovered six bodies and 7 weapons from the debris of the houses in which these militants were trapped. LeT ‘spokesman’ Dr. Abdullah Gaznavi confirmed the killing of LeT group of militants. Police on December 21 arrested one Lashkar-e-Toiba (LeT) militant, identified as Mohammad Altaf Ganie alias Cheema son of Abdul Hamid, from village Raipora, Palhalan (Baramulla District), reports Daily Excelsior. The militant was involved in the killing of a Sarpanch (head of village level local self government institution), Ghulam Mohammad Yatoo, of Raipora Palhalan in Baramulla District on September 10, 2012. Yatoo's killing resulted in the resignation of hundreds of Sarpachs. Police said that another accomplice of the arrested militant, Shabir Ahmed Sheikh alias Shaka is still at large. One AK-47 rifle, four AK magazines, 192 rounds of AK ammunition, one pistol, four pistol rounds, one pouch, one wireless set and 32 IED circuit packs were recovered from them.

Rediff on January 1 reported that the Lashkar-e-Toiba (LeT) in the past two years, since 2010 ‘uprising’, has managed to rope in nearly 70 recruits -- mostly in the age group of 20 and 25. Intelligence officials say that the main trouble they face is that the newer recruits are locals of the Valley. They have better understanding of the terrain which makes their hiding and escape easier. The new recruits have been tracked through a missing persons' chart prepared by the Jammu and Kashmir Police. These persons have gone missing since the past two years. While many have been taken to Pakistan for training, several other have already joined the LeT and are engaged in a battle against India. Sources in the Intelligence Bureau have said that the 2010 ‘uprising’ in Kashmir has started to show its effects today. The Union Ministry of Home Affairs (MHA) in 2010 had put out a warning that the escalation of violence in the region was being fuelled by the LeT through its cronies. A majority of the stone-pelters during that ‘uprising’ were found to be LeT cadres who continued their battle against security agencies.
