Admiral Robert Willard, the United States Pacific Command (USPACOM) Commander said on March that the US and India are working together on contain Lashkar-e-Toiba (LeT), reports Times of India. "We have currently special forces assist teams - Pacific assist teams is the term - laid down in Nepal, Bangladesh, Sri Lanka, Maldives, as well as India," Willard told lawmakers at a Congressional hearing in response to a question on co-operation with India on counter-terrorism issues. He said Pacific Command's Indian Engagement Initiative that resourced and hosted Mumbai counter terrorist specialists for training exercises and exchanges throughout the US, together with capacity-building activities with South Asian partners are mainly focused on containing LeT and contributing to counter-terrorism self-sufficiency of the sub-region's militaries. "We are working very closely with India with regard to their counter-terrorism capabilities and in particular on the maritime domain but also government to government, not necessarily DOD (department of defence) but other agencies assisting them in terms of their internal counter-terror and counterinsurgency challenges," Willard said.

Ministry of External Affairs (MEA) and the Ministry of Defence (MoD) on March 2 denied US Pacific Command (USPACOM) chief Admiral Willard’s statement that crack US military troops were based in India besides Nepal, Bangladesh, Sri Lanka and the Maldives to counter threats from organizations such as the Lashkar-e-Toiba (LeT). Both Ministries dismissed the claim as “factually incorrect so far as the reference to India is concerned'', sources said. India Blooms added that the US embassy in Delhi also clarified that the troops were not stationed in India, adding that a unit from the US 25th infantry division was in India to hold an exercise with Indian forces.

Lashkar-e-Toiba (LeT) militant Ehtesham Malik has revealed that he was assembling a 'capsule bomb' to carry out attacks at Chandni Chowk in Delhi. A police officer said they are yet to come across capsule bombs in previous blasts. Capsule bombs can inflict casualties. The explosive is put in a capsule, which is attached to a detonator. The probe also threw up evidence of links between Pakistan-based Jamaat-ud-Dawa (JuD) and LeT. Ehtesham was mentored by JuD leader, Hanzala. JuD is the political arm of Lashkar, arranging finances in the garb of charity for LeT to carry out terror operations across India, the sources said. Hafiz Saeed is said to be a senior leader of JuD.

Three years after the arrest of Mohammad Umar Madani, the right-hand man of Lashkar-e-Toiba (LeT) Chief Hafiz Saeed, on March 7 disclosed that the LeT are hand-in-glove with the Communist Party of India-Maoist (CPI-Maoist), reported Hindustan Times. Umar Madani, a dreaded alleged LeT operative and an aide of the outfit’s founder Saeed, revealed in his disclosure statement that a close camaraderie exists between LeT and the Naxals. Two of the biggest non-state actors apparently engaged in trying to destabilise the nation. “In his disclosure statement, Madani has said that they (the LeT) had approached the Naxalites with a request to use their men to trigger blasts in the country in return for sophisticated arms,” said a Senior Police Officer. The officer also said that the Home Ministry had asked the Police to submit a report on the same.

Reports that investigations into the recent smashing of a Lashkar-e-Toiba (LeT) module by intelligence agencies has revealed that there is a growing concern among the top hierarchy of terror outfits about the sudden drop in militant activities in India, particularly in the Kashmir Valley and other major cities. This frustration was now creeping into the LeT ranks and they are now more determined than ever to carry out a ‘big strike’. Highly-placed intelligence sources said Hafiz Mohammed Saeed, founder of the Jamaat-ud-Dawa (JuD) and a key LeT ideologue, has categorically told Abu Hamza, the operational chief of LeT in India, to launch a spate of attacks in important Indian cities and to prepare a separate blueprint for increasing violence in Kashmir during the coming summer season. The two LeT militants arrested from Delhi (February 28) and one from Hazaribagh (Jharkhand, February 27) hve revealed that they were in contact with Hamza and were receiving instruction directly from him.

A special NIA court on March 13, directed the agency to produce before it on May 31, 2012 Pakistani-American Lashkar-e-Toiba (LeT) operative terrorist David Coleman Headley, his accomplice Tahawwur Rana, (LeT founder Hafiz Saeed and 26/11 Mumbai (Maharashtra) attack mastermind Zaki-ur-Rehman Lakhvi for allegedly carrying out several terror strikes in India, reports Times of India. Abu Bilal, one of the two Pakistani bombers who had planted IED outside the Delhi High Court last September, is suspected to be none other than the Lashkar-e-Toiba (LeT) operative Ghulam Sarwar, whose name had first figured in an attack on an Army Major General last year. According to an official, the National Investigation Agency (NIA) has strong clues and some tentative evidence to show that Bilal is none other than the LeT terrorist Sarwar. Hailing from Pakistan-occupied Kashmir, Sarwar's name had first popped up on security radar last year when he was identified as the mastermind behind the Udhampur blast on May 2, targeting Major General D S Pathania, the commandant of the Northern Army Command's base hospital.

On March 17 reported that seven militants groups have issued fresh life threatening warning to the valley based journalists and local newspaper owners for what they called “interest-based biased reporting" and ignoring sufferings of people of Kashmir. According to local news agency KNS, the members of Tehreek-e-Shariat Islami, Save Kashmir Movement, Al Nasreen, Al-Arfeen, Al-mansoorian Jehad-ul-Islam, Askari and Al-Jabar held meeting under the ‘chairmanship’ of Abdullah Ghaznavi of Lashkar-e-Toiba (LeT) and said: "Journalists have been warned to remain away from security agencies and police officers. Journalists should stop strengthening the occupation and instead highlight the pain and suffering of kashmiris due to oppressive state sponsored policies." Quoting the statement of the militant outfits, KNS said: "Accusing some media men are working on the pay-rolls of state and Indian government machinery. The militant outfits warned of strict action for anti-freedom movement journalism." The agency further said that the militants further warned the local dailies for putting out images and headlines of few Indian -sponsored personalities on their front pages for their own vested interests. "If journalists continued to work for Indian security agencies, there will be life threatening consequences. They would be responsible for their deeds," the agency quoted militants' statement. "We are not living as far as seven seas. We would fight to protect the sacrifices made by our hundreds of fighters. Nobody should misconstrue our farsightedness as our weakness," the statement said.

A city court in Delhi further extended the remand of the three Lashkar-e-Toiba (LeT) militants accused of planning a terror strike on Delhi till March 28, reported Indian Express. Among the three militants, Ehtesham Malik and Shafqat Ali Tugu were arrested in Delhi on February 28, while Tauseef Ahmed Peer was arrested on February 27, in Hazaribagh (Jharkhand). "There have been some unconfirmed reports in this regard. However, there are no reports of successful infiltration or terrorist activity by LeT women cadre in Jammu and Kashmir," Union Minister of State for Home Jitendra Singh told the Rajya Sabha (upper house of Parliament). Director General of Police (DGP) Kuldeep Khoda while conceding that Pakistan-based terror outfits, like LeT and Hizb-ul-Mujahideen (HM) were still operating in Jammu and Kashmir, said that there has been a drop of 50 percent in terrorist violence in first three months of 2012, according to PTI. "In spite of the presence of Pakistan-based militant outfits such as Lashkar-e-Toiba [LeT] and Hizb-ul-Mujahideen [HM] in the state, there was considerable dip in violence. This year [2012] we have 50 per cent drop in the terrorists violence as compared to the last year [2011]. Last year, as you know, we had 47 per cent drop in violence," Khoda added. The DGP further added, "We have roughly under 200 terrorists in the state at the moment. The Lashkar-e-Toiba and Hizb-ul-Mujahideen- they are two major outfits, which are still here, operating. Tahir Zameel, 40, and Abrar-ul-Haq, believed to be in his late 20s, reportedly sneaked into Delhi in June 2011 and are allegedly part of a LeT sleeper module. Delhi Police have announced an INR 25,000 reward for information leading to arrest. The Deputy Inspector General of Police (DIG), North Kashmir, Munir Khan, said that five AK rifles, 17 magazines and three live grenades were recovered from their possession. He said that all of them were foreign militants and the dairies recovered from them suggest that three of them are Abu Bakar, Ali Bhai and Hanza Bhai. Sources said that Abu Bakar, who is one among the dead, was ‘district commander’ of the outfit.
