One of the handlers of the November 26, 2008 (26/11) Mumbai attacks and arrested Lashkar-e-Toiba (LeT) operative Abu Jundal’s internet protocol (IP) addresses will be access by the Police officials to ascertain the fact that he communicated with his fellow terrorists through email when he was on the run and was in Bangladesh, Pakistan and Saudi Arabia," said a police officer, reports Times of India on August 2. The crime branch of the police has applied for a letter Rogatory (LR) to be issued to a US court so that it may seek information from Google and Yahoo! about the online activities of 26/11 accused Zabiuddin Ansari, alias Abu Jundal. One of the officers interrogating Jundal said the police want information about nine email accounts and one Face book profile used by the terrorist. Jundal has told the police he used these to be in touch with his LeT handlers and mentors (Faiyaz Kagzi, Aslam Kashmiri, Abu Junaid and Shaukat). Meanwhile, Abu Jundal revealed that one of the key participants in the preparation of the 26/11 terror strike, another top Lashkar e Toiba (LeT) commander, Abu al Kafa, had apprised Headley of the five targets in Mumbai. Abu al Kafa had briefed US national David Coleman Headley about the sites in Mumbai to be recced for the attack. Kafa’s name first surfaced during the interrogation of captured 26/11 attacker Ajmal Amir Kasab, who had reportedly revealed that Kafa, an expert in handling arms and explosives, had trained them and was one of the LeT commanders who came to see them off at Karachi harbour. The crime branch suspects that if Jundal’s claims are true, It is not possible for Kafa, a LeT commander largely confined to the terror camps, to know the location and topography of the targets, especially a place like Chabad House which was not even known to the locals in Colaba before it came under attack. As reported earlier, Jundal was arrested on June 21, 2012, by Delhi Police at New Delhi's Indira Gandhi International Airport after being deported from Saudi Arabia.

A Lashkar-e-Toiba (LeT) ‘district commander’, identified as Hanzala, is believed to be dead in an encounter in the forest area of Handwara in Kupwara District in the evening of August 2, reports Daily Excelsior. On a specific information, Army cordoned off Dudipora village in Handwara. When the cordon was laid, the militant fired from inside the house of one Ajaz Ahmad Hajam. The sources further said that during the encounter the house caught fire. Police sources said that LeT ‘district commander’ Hanzala is believed to be dead as the Police and the Army received information about his presence in the village. The sources said that Hazala was most wanted militant in the area and was active for past 2 years.

The boys aged 12 and 13 were picked up by the Police after CCTV footage captured their acts on Wednesday. Search is on for the third boy seen in the footage. The blasts have injured three people. Superintendent Police Sopore, Imtiyaz Hussain, commented, “We are investigating. It is a big network as the LeT is banking upon little children now to carry out attacks on security forces,” He also said that LeT ‘commander’ Fahadullah was using children through Muzamil Amin Dar alias Husham alias Urfi for carrying out grenade attacks in the area.

The 'Country Report on Terrorism 2011', released by the United States (US) State Department this week states that the Pakistani Government is providing complete back up to the terrorist organisation functioning in areas of Pakistan and Pakistan occupied Kashmir (PoK), as reported on August 3, by Daily Excelsior. Besides, they have also been continuously trying to push terrorists along the Line of Control (LoC) and this remained an area of serious concern for the Government of India. Several terrorist organisations like Lashkar-e-Toiba (LeT) have also been collecting funds in the form of donations from wealthy persons including Kashmiri business persons and several Pakistan expatriate communities in the Middle East and Europe, particularly the United Kingdom, Islamic non-governmental organizations and Pakistani business families. Secretary of State of the Department had also designated certain organisations as Foreign Terrorist Organizations (FTOs) in accordance with Section 219 of the Immigration and Nationality Act (INA). Those designated as FTO included Harkat-ul-Jihad Islami (HuJI), Harkat-ul-Mujahideen (HuM), Jaish-e-Mohammed (JeM) and LeT, which are also conducting terrorist activities in Jammu and Kashmir State. Elaborating further on the FTOs, the Report stated that HuM had several hundred of armed supporters located in PoK and some militancy infested areas of Jammu and Kashmir. "The organisation is based in Muzaffarabad (PoK), Rawalpindi (Pakistan), and several other cities in Pakistan and the terrorist outfit conduct insurgent and terrorist operations primarily in Kashmir and Afghanistan. Further, the outfit trained its militants in Pakistan, Afghanistan and collected donations from wealthy and grassroot donors in Pakistan, Saudi Arabia, and other Gulf States. HuM's financial collection methods include soliciting donations in magazine ads and pamphlets", the Report stated. Another FTO is LeT, which is one of the largest and most 'proficient' of the traditionally Kashmir focused militant groups that has the ability to severely disrupt already delicate regional relations. "The outfit has LeT has conducted a number of operations against Indian troops and civilian targets in Jammu and Kashmir. The actual size of LeT is unknown, but it has several thousand members in PoK and Punjab Province of Pakistan, besides southern Kashmir, and Doda regions. LeT has global connections and a strong operational network throughout South Asia. The outfit maintained a number of facilities, including training camps in Pakistan and collected donations from Pakistani expatriate communities in the Middle East and Europe, particularly the United Kingdom; Islamic non-governmental organizations; and Pakistani and Kashmiri business people. Another terrorist outfit that has been active in Kashmir is JeM, which had several hundred armed supporters including a large cadre of former HuM members - located in Pakistan, Kashmir and Doda regions. "In 2011, JeM restarted its fundraising and recruitment activities in Pakistan. In anticipation of asset seizures by the Pakistani Government, JeM withdrew funds from bank accounts and invested in legal businesses, such as commodity trading, real estate, and production of consumer goods. In addition, JeM collected funds through donation requests in magazines and pamphlets, sometimes using charitable causes to solicit donations", the Report states. The Report stated that another FTO - HuJI has an estimated strength of several hundred members and its operations extend throughout South Asia, with its terrorist operations focused primarily in India and Afghanistan. The outfit had experienced a number of internal splits and a portion of the group has aligned with al-Qaeda in recent years, including training its members in al Qaeda training camps.

Justice V. K. Shali Tribunal has submitted its report on Students Islamic Movement of India (SIMI) to the Ministry of Home Affairs (MHA), confirming the ban on SIMI that it has links with Pakistan-based terror outfits, including the Lashkar-e-Toiba (LeT) and its frontal outfit, the Indian Mujahideen (IM), reports The Hindu on August 4. The order came after the MHA, on February 3, 2012, extended the ban by two more years under the provisions of the Unlawful Activities (Prevention) Act, 1967.

One of the handlers of the November 26, 2008 (26/11) Mumbai attacks and arrested Lashkar-e-Toiba (LeT) operative Abu Jundal said to Crime Branch of the Police that the arrest of 10 LeT members by Pakistan's Federal Investigation Agency (FIA) immediately after 26/11 was eyewash, reports Times of India on August 4. According to Jundal, after intense international pressure, particularly American, mounted on Pakistan Government, Pakistani Army officers told LeT operatives to clear out of training camps since raids were likely to begin. "On the Army's directions, training camps of the Bait-ul-Mujahideen (BuM) in Muridke and Rawalpindi were cleared. The FIA, then, arrested the 10 LeT men, including Zaki-ur-Rehman Lakhvi, Abu al-Qama and Zarrar Shah. Instead of jail, they were kept in luxurious guesthouses with all amenities," Jundal told the Police. "All 10 were released soon, told to remain underground and not speak to the media." He further said. According to Jundal, in the first week of December 2008, Pakistani Army officers contacted LeT second-in-command Yusuf Muzammil, who in turn told the outfit's members to wind up the camps. As reported earlier, Jundal was arrested on June 21, 2012, by Delhi Police at New Delhi's Indira Gandhi International Airport after being deported from Saudi Arabia.

The four are — Abu Sherjil and Abu Jarar from Beed, Abu Musab from Jammu, who, along with Jundal, is an accused in the 2006 Aurangabad arms haul case. The fourth person is Abu Jaid alias Lal Baba, who has been booked in the plot to blow up the Nasik Police Academy. He further said that two of them are from Beed in Maharashtra where Jundal hails from; the third is from Jammu, while the native place of the fourth operative is not yet known. The crime branch of Mumbai Police has already scoped the areas where the operatives from Beed resided. Although, Jundal said that the four were not part of the 26/11 terror attack, Police are verifying his claim. Jundal has also given a detailed description of LeT’s organisational structure and its hierarchy in Pakistan, along with details of the terror outfit’s commanders, and the area of their operations. He has named several foot-soldiers who are Pakistani nationals. Further, Abu Jundal, told the Police that the Pune German Bakery blast conspiracy was planned in 2008 but it could not be executed as the LeT bosses wanted a Mumbai operation first. "I met my mentor Fayyaz Kagzi and German Bakery blast arrested accused Himayat Mirza Baig in Colombo, Sri Lanka in March 2008. We decided to carry out a strike in Pune in 2008," Jundal told Police. "We paid Baig INR 12.5 lakh to carry out the Pune operation. The LeT bosses had discussed it and agreed that even if fewer people are killed at the bakery, the attack will have impact on the security establishment," said Jundal. He said in August 2008, the LeT decided to postpone the Pune attack. "They decided to first carry out the 26/11 attacks and then consider the Pune attack," revealed Jundal. The blasts happened at German Bakery on February 13, 2010 and killed 17. Meanwhile, Abu Jundal told the crime branch of Mumbai Police that the brothers Riyaz Bhatkal and Iqbal Bhatkal are hiding in Pakistan, but he doesn't know much about them. The Bhatkal brothers are involved in several serial blasts across the country and had fled to Pakistan in 2009.

He is also willing to confess his involvement with the LeT network. Jundal was brought to court at 4:30pm amid tight security and was produced before the additional chief metropolitan magistrate. He then told the court that he wanted to confess. Soon the court was vacated and all the other litigants were asked to leave. During the in-camera proceedings, the court explained to him the procedure of recording the confession and also informed him that his confessional statement could be used against him; Jundal replied in the affirmative when he was asked if his decision to give the confession was voluntary. Further, the magistrate informed Jundal that he would be given time till August 13 to rethink his decision and the statement would be recorded only if he still wanted to make the confession. The circular was sent after receiving inputs that terrorists might carry out their plan between August 12 and August 15. The circular said that some Lashkar-e-Toiba (LeT) cadres, including female and two male cadres, have sneaked into the country and they have made fake identity cards in Ahmedabad (Gujarat). They are shown to be residents of Ahmedabad and married to each other. The fake identity cards of the cadres have been made under the name of Rukhsana Sultana Amin, 22, wife of Murtaza Mohammad Amin, and Surya Begum, 22, wife of Hamidullah, Ahmedabad. Two important members of LeT -- Zia Uddin Masud and Mudaswar Hussain Beig -- have also entered the country and have settled here. A person called Abdul Noor from Vishakhapatnam (Kerala) has also been mentioned in the circular. A militant from Yemen, Yasmin Al Bashir, 30, is a trained pilot and is now in Rajasthan. He is supposed to help in hijacking the planes. The security agencies have claimed that some of the LeT members have already recced Jaipur (Rajasthan), Chandigarh (Punjab) and Jammu and Kashmir airports. The BCAS has information that LeT also has plans to conduct serial blasts in Delhi around the airport on the same day of the plane hijack to create panic among the security and intelligence agencies. He also said that he got to know of the LeT's plans when he visited what he calls the "Jumbo Jet Room" in 2010. According to him, the "Jumbo Jet Room" is actually a huge bungalow in eastern Karachi (Pakistan) where top Lashkar commanders plan aerial and sea route attacks on India. These attacks, claims Jundal, are supervised by a man called Yakub who is also in charge of LeT's accounts. Abu Jundal has also told the Mumbai Police about two more premises - the Karachi House and the Kashmir House. The ATS told the court that Jundal was the main accused in the case and had indoctrinated many Muslims. Earlier, Abu Jundal confession to the court has revealed the role of LeT founder Hafiz Mohammad Saeed in 26/11 attacks, reports The India Today on August 13. Abu Jundal told the court that Hafiz wanted him to suggest the places to be attacked, which would cost not only maximum casualties but also would shake the world. Jundal also confessed about his meeting with LeT ‘operational commander’ Zaki-ur-Rehman Lakhvi, who according to Jundal use to conduct separate special training to terrorist. As reported earlier, Jundal was arrested on June 21, 2012, by Delhi Police at New Delhi's Indira Gandhi International Airport after being deported from Saudi Arabia.

A special Maharashtra Control of Organised Crime Act (MCOCA) court on August 17 framed charges against 21 persons in the 2006 Aurangabad (Maharashtra) arms haul case, reports The Hindustan Times. All the accused pleaded not guilty before the MCOCA court. The court charged the accused under the provisions of MCOCA and Arms Act, in addition to provisions of the Indian Penal Code (IPC). The court rejected the prosecution's plea to defer framing of charges till the Maharashtra Anti Terrorist Squad (ATS) filed a charge sheet against one of the prime handlers of the November 26, 2008 (26/11) Mumbai (Maharashtra) attacks and arrested Lashkar-e-Toiba (LeT) operative Abu Jundal alias Zabiuddin Ansari. The trial in the arms haul case was stayed by the apex court after one of the accused challenged the constitutional validity of certain provisions of the MCOCA. The apex court had, in May 2009, lifted the stay and the trial was to commence in June 2010. As per the prosecution's case, in May 2006, the ATS booked 21 persons for carrying a large amount of explosives and arms. The ATS claimed to have seized 43 kg of RDX, 50 hand grenades, 16 AK-47 rifles and over 3,000 live bullets from Chandaud in Aurangabad.

Army warns of potential recruitment of jihadis in India as they got information about Lashkar-e-Toiba (LeT) and its political front, Jamaat-ud-Dawah (JuD), holding a meeting in Karachi (Pakistan) on July 2 on the attack on Rohingiya Muslims in Myanmar, a senior Army officer told on August 19, reports The Times of India. According to officer, the Kokrajhar (Assam) riots on July 21 gave the fundamentalists an opportunity to club the two issues and besides creating confusion, the fundamentalists also hoped to recruit potential jihadis in India by fanning passions. The Kokrajhar riots had no connection with happenings in Myanmar but it was possible to club the two issues in distant places like Mumbai (Maharashtra). The official advised that the Government should not be in a hurry to send back displaced persons in Kokrajhar living in refugee camps to their villages as this could heighten tension. Blood samples for conducting DNA test to ascertain Kagzi’s identity have already been sent to Saudi Arabian authorities, said Police sources. Kagzi is among the top Indian wanted terrorists, and whose presence in Saudi Arabia has been confirmed by Abu Jundal (The prime handler of the November 26, 2008 (26/11) Mumbai, Maharashtra terrorist attacks), is crucial for counterterrorist agencies for his key role in at least four terror acts in India. The National Investigation Agency (NIA) on August 23 detained four people in Beed District in connection with an FIR lodged against Zabiuddin Ansari alias Abu Jundal, the arrested prime handler of the November 26, 2008 (26/11) attacks and Lashkar-e-Toiba (LeT) operative, according to The Times of India. However, no formal arrest has been made. A team of NIA officials along with Maharashtra Anti-Terrorism Squad (ATS) personnel raided a few residences in Beed in the night of August 22 and detained four persons. The agency has recovered several documents, including passports, bio-datas of several people and photographs. Indian Express, reported on August 24, that Beed Police sources said NIA teams searched a small hospital near Jalna Road, a house in Juna Bazar and another in Balepeer area and seized some computers and papers.

Based on intelligence inputs, the Reserve Bank of India (RBI) has asked banks to scrub the system to spot the transfer of funds to an account in Lahore (Pakistan), in what is seen as a significant move to spot beneficiaries and supporters of Lashkar-e-Toiba (LeT) founder Hafiz Saeed in India, as reported on August 24, by The Times of India. The Intelligence Bureau (IB) is said to have stumbled upon "huge funds being transferred to Jamaat-Ud-Dawa [JuD] account in the name of Al-Rashid Trust and the money is coming from Arab countries". IB believes some of the terror funding to Saeed might have been routed through Indian banks and has sought RBI's assistance. Earlier, on August 21, the RBI sent an alert to banks across the country giving details of Saeed's bank account in Pakistan and has asked them to keep a tab on every transaction in the name of "Lashkar" or "Al-Rashid" or even if the name is being used in any remittance. "We are in receipt of a communication from IB... The funds collected from LeT are being deposited in the Account Number — 2011816001 — in Faisal Islamic Bank of Bahrain (Lahore, Pakistan)," RBI said in its letter to banks. When asked about the use of word "huge funds", an official said, "organizations linked to Saeed receive large funding from Arab countries." Moreover, an Islamic charity, also named Al-Rashid Trust was linked to Osama bin Laden and post-9/11 attacks was among the 27 groups listed by the US for alleged involvement in financing and supporting terrorist groups.

The intelligence agencies have cautioned the Jammu and Kashmir Police to keep a close watch on the activities of Hizb-ul-Mujahideen (HM) and Lashkar-e-Toiba (LeT) who are trying to rope in surrendered militants back into their fold, according to Deccan Chronicle. In a recent advisory sent to the State Police and other security agencies active in the Valley it has been disclosed that both HM and the LeT are feeling extremely frustrated in wake of the acute manpower crunch they are facing. Also, following intensified patrolling along the International Border and the Line of Control (LoC) as many as 800 militants are stuck at the launching pads in Pakistan-occupied Kashmir (PoK) waiting to cross over. Therefore, these terror groups have now turned their attention to the former cadres who had surrendered before the security agencies. Sources said the terrorist organisations are trying both threat and the lure of money to bring back the surrendered terrorists into active militancy once again. “They are threatening these surrendered militants and their family members to pressurise these militants. We have asked the state government to look into this matter and take immediate measures. If need be these surrendered militants and their families should be provided adequate security cover as well,” an unnamed senior official of the Union Ministry of Home Affairs said. The terror outfits are also giving financial incentive to the surrendered militants offering them huge sum of money. There are concrete reports, sources added, that for this purpose these militant organisations are getting money through the hawala channels. Intelligence agencies are keeping track on suspicious money transactions, particularly from abroad, in the Valley. Intelligence agencies have also cautioned in their advisory that by September the militant organisations will start exerting more pressure on their ex-cadres as the season will start changing and some of the upper reaches will start getting snowfall by end of the month.

An employee of a Defence Research and Development Organisation (DRDO), Ejaz Mohammed Mirza, working for Airborne Early Warning and Control System, and a journalist were among six persons who were arrested from Bangalore on August 29. Muthi-ur-Rahman Siddiqui (26); Shoaib Ahmed Mirza alias Chhotu (25); Abdullah alias Abdul Hakim Jamadar (25); Ejaz Mohammed Mirza (25); Mohammed Yusuf Nalbandh (28); and Riyaz Ahmed Byahatti (28), were also arseted from Bangalore. Prior to that, five persons were arseetd in Hubli. According to a report in The Bangalore Mirror on August 31, five persons arrested from Hubli and were identified as Obeidulla Imran Bahadur alias Sameer (24), Mohammed Sadiq Lashkar alias Raju (28), Wahid Hussain alias Sahil (26), Baba alias Mehboob Bagalkote (26) and Dr Jaffer Iqbal Sholapur (27). "We obviously welcome the steps taken to improve international cooperation in the fight against terrorism and the steps taken by the United States has certainly been in that direction," Foreign Secretary Ranjan Mathai told reporters. Earlier, announcing the sanctions, the US said LeT, despite being designated as a foreign terrorist organisation in January 2002, continues to "operate in Pakistan" and throughout the region and engage in terrorist activities worldwide. "LeT has conducted numerous terrorist acts against Pakistani, Indian, Afghan and US interests and is responsible for the November 2008 Mumbai attacks that killed more than 160 people, including six Americans, and the 11 July 2006 Mumbai train bombings that killed more than 180 people," the Department of Treasury said.
