On May 7 that the five Lashkar-e-Toiba (LeT) terrorists, who are believed to be camping in Gujarat and may target oil refineries, are suspected to have entered the State much before the Central Intelligence Bureau (IB) alerted the local Police. Director General of Police (DGP), Chitranjan Singh said, “The IB alert said the five suspects were given a driving licence. In the alert, we were told that the holder of the licence must be traced. The motive was to see the licence holder’s involvement with the suspects... The alert specified that the suspects may target the refineries in Gujarat. The licence holder was grilled for several hours. We are trying to find out how the licence reached the suspects, as alleged.”

US Secretary of State Hillary Clinton during a town-hall meeting at Kolkata on May 7 said that Pakistan had not taken enough action against Hafiz Muhammad Saeed, the Lashkar-e-Toiba (LeT) chief blamed for masterminding the November 26, 2008, (also known as 26/11) attack on Mumbai, reported Daily Times. “We’re well aware that there have not yet been the steps taken by the Pakistani Government to do what both India and the US have repeatedly requested them they do,” Clinton said, adding, “And we’re going to keep pushing that point. So it’s a way of raising the visibility and pointing out to those who are associated with him that there is a cost for that.”

A special anti-money laundering court in Delhi on May 9 framed charges against Tarique Ahmed Dar, who is alleged to have masterminded and funded the October 29, 2005, blasts at prime Delhi markets like Sarojini Nagar and Paharganj which killed 67 people and injured more than 200, reports Times of India. The court framed charges against Dar under the prevention of money laundering Act (PMLA). The Enforcement Directorate (ED) had filed the charge sheet against Dar for receiving illegal funds from abroad after the Special Cell of Delhi Police probed the case. The ED charge sheet said that "Dar was the main person behind these blasts and was regularly in contact with Abu Al Kama, operative of the Pakistan-based Lashkar-e-Toiba (LeT).

Indian intelligence agencies want the United States (US) to declare Chhota Shakeel, Dawood Ibrahim aide a “specially designated global terrorist” like his mentor, as reported by Asian Age on May 18. It is for this reason that Indian intelligence agencies clearly stated in the comprehensive dossier on Shakeel handed over to the US that “Chhota Shakeel is now the main person in Dawood Ibrahim’s gang coordinating with terrorist organisations, including Lashkar-e-Tayyaba [Lashkar-e-Toiba] (LeT) and the Taliban, which in turn have links with Al Qaeda”.

The dossier states: “There is enough evidence to prove Chhota Shakeel is virtually controlling the entire narco-terror operations of Dawood Ibrahim and providing financial and logistical support to operatives of both Lashkar-e-Tayyaba and the Taliban... There is a strong case for declaring Chhota Shakeel a global terrorist in view of his increasing support to terror outfits that operate globally.” Interestingly, India had provided incriminating evidence to the US on Dawood Ibrahim as well, after which it declared him a “specially designated global terrorist” in 2003.

Nissar Ahmed was arrested on May 19 along with an AK rifle and ammunition rounds while his three associates were arrested overnight on the basis of disclosures made by Nissar Ahmed during his interrogation. The arrestees were in constant touch with Haji alias Hanzalla, the ‘chief operating commander’ of the LeT, presently based at Pakistan occupied Kashmir (PoK). They had been receiving instructions from Hanzalla and some of his other PoK based associates on Pakistan SIM cards, which received signals in forward areas of the LoC as Pakistan mobile companies under pressure from their Army and ISI had installed towers close to the LoC to help militants. Police sources said Hanzalla had repeatedly been asking the militants especially Nissar Ahmed to recruit more youth into militancy and step-up subversive activities as militancy has been dying down. Police sources said a consignment of arms and SIM cards of slain LeT ‘commander’ and Pakistani militant Abu Abrar alias Mistry was also lying with Nissar. Mistry was killed in an encounter with SFs and Police on January 19 at Salwa in Mendhar area of Poonch District. The LeT module busted by the Police was linked to Abu Abrar when he was alive.

On May 20 reported that the state intelligence agencies have intensified search for Shaikh Najeehullah alias Najeeh, an alleged Lashkar-e-Toiba (LeT) operative from Hyderabad, suspecting that he might have entered Andhra Pradesh with some sinister designs. Mohammed Abdul Khaja alias Amjad, an accused in the 2005 Begumpet Task Force office blast case, had told his interrogators in 2010 that Najeehullah who was receiving training in the handling of arms and ammunition in Pakistan was smuggled by his handlers into Jammu and Kashmir from the side of Pakistan occupied Kashmir (PoK). He was allegedly helped by a Pakistani national Pervez in crossing the border. Amjad also told the Police at that time Najeehullah, after completion of his training, had stayed at the residence of Abdul Shahed Bilal, another Hyderabadi. Bilal and his brother who were living in Karachi (Pakistan) at that time were reportedly bumped off by Pakistani agents later. It is not known what task was given to Najeehullah when he was first pushed in to India.

Principal Sessions Judge (Jammu) Jang Bhadur Singh Jamwal acquitted two alleged Over Ground Workers (OGWs) of LeT, Mohd Amin and Shakar Hussain, both residents of village Dhanwan in Rajouri District, as the prosecution failed to connect the accused with the commission of offence. After hearing both the sides, Principal Sessions Judge observed, "There is no evidence to prove that the letter written on the letter head of the militants was recovered from any of the accused. There is also no evidence on record that the accused were found negotiating with any militant organization or any member of any such organizations or in any manner had any links with such organization and as such cannot be held to be enemy agents. There is also no evidence of conspiracy with any militant organization and had ever supported their cause directly or indirectly prejudicial to the interest of the Country or the State."With these observations, Court acquitted both the accused of the charges leveled against them. According to Police case, Mohd Amin and Shakar Hussain were involved in anti-national activities and providing secret information regarding SFs to the militants and elements hostile to the Country.

A spokesman of little known militant group, Islamic Front (IF), owned responsibility for the May 30 attack and claimed that five Central Reserve Police Force (CRPF) personnel were injured in the attack. Security agencies suspected that the IF might be a shadow outfit of Lashkar-e-Toiba (LeT). Inspector General of Police (IGP, Kashmir) S M Sahai, said that this could be a handiwork of militant group that has come from outside Srinagar. However, sources said that their (militant) presence inside Srinagar can't be ruled out. They said that LeT is operating in small modules that are faceless. "The module that has carried out the attack can be from inside Sriangar city but there is no such module that has come under the security forces radar", they added. As reported earlier, seven CRPF personnel were injured, one of them critically, as two motorcycle-borne militants opened indiscriminate firing on them at Victory Crossing near Khanyar area of Srinagar on May 30.
