In deeply embarrassing disclosures for Pakistan, its chief investigator of the 26/11 Mumbai terror attack (2008) has stated that the mayhem was planned and launched from this country and that the operation was directed from an ops room in Karachi (Pakistan), reports The Economic Times on August 5. Tariq Khosa, a top police officer who was made Director General of the Federal Investigation Agency (FIA) weeks after the 26/11 Mumbai terror attack, has written a revealing article in Dawn newspaper giving graphic details of the plot and its investigation, thereby confirming what India has been saying for long. Khosa, who has held top posts in the Pakistan Government and Interpol besides initiating criminal investigation into former Prime Minister Benazir Bhutto's assassination in 2007, wrote that "Pakistan has to deal with the Mumbai mayhem, planned and launched from its soil. This requires facing the truth and admitting mistakes." He also demanded that Pakistan's state security apparatus should ensure that the perpetrators and masterminds of the "ghastly terror attacks" are brought to justice. Noting that the case has lingered on for far too long, Khosa said dilatory tactics by the defendants, frequent change of trial judges and assassination of the case prosecutor as well as retracting from original testimony by some key witnesses have been serious setbacks for the prosecutors. The Asian Age adds that in his article in Dawn, Khosa stated, “The following facts are pertinent. First, Ajmal Kasab was a Pakistani national, whose place of residence and initial schooling as well as his joining a banned militant organisation was established by the investigators. Second, the Lashkar-e-Toiba (LeT) terrorists were imparted training near Thatta, Sindh and launched by sea from there. The training camp was identified and secured by the investigators. The casings of the explosive devices used in Mumbai were recovered from this training camp and duly matched. Third, the fishing trawler used by the terrorists for hijacking an Indian trawler in which they sailed to Mumbai, was brought back to harbour, then painted and concealed. It was recovered by the investigators and connected to the accused. Fourth, the engine of the dinghy abandoned by the terrorists near Mumbai harbour contained a patent number through which the investigators traced its import from Japan to Lahore and then to a Karachi sports shop from where a LeT-linked militant purchased it along with the dinghy. The money trail was followed and linked to the accused who was arrested. Fifth, the ops room in Karachi, from where the operation was directed, was also identified and secured by the investigators. The communications through Voice over Internet Protocol were unearthed. Sixth, the alleged commander and his deputies were identified and arrested. Seventh, a couple of foreign-based financiers and facilitators were arrested and brought to face trial.” However, India feels that its stand is vindicated in the disclosures made by the Pakistani chief investigator of the 26/11 Mumbai attacks (2008) in a newspaper column that the terror strike was planned and launched from Pakistani soil, reports The Asian Age. Government sources said that “We have always insisted that the 2008 terror attack were planned, financed and carried out by people from Pakistan. Also, it is our view that 99 per cent of the evidence in the Mumbai case is in Pakistan.” They added that prosecutors in Pakistan had enough evidence against the perpetrators of the deadly attacks and that if they had revealed it the outcome of the trial would have been different, a reference to the fact that those responsible for it, including Zakiur Rehman Lakhvi, are roaming free in Pakistan.

Local people and Village Defence Committee (VDC) members on August 5 captured alive one of the two Pakistani Lashkar-e-Toiba (LeT) militants involved in attack on Border Security Force (BSF) convoy on the Jammu-Srinagar National Highway from Chirdi village of Udhampur District while he was trying to trek towards Seoj Dhar holding three civilians hostage, reports Daily Excelsior. The captured militant is identified as Mohammad Naveed alias Qasim (22), a resident of Faisalabad, Pakistan. Earlier, two BSF personnel and one militant were killed in the attacked was reported. The martyred BSF personnel have been identified as Constables Shubhenbdu Rai and Rockey. The identity of the slain militant has been identified as Noman alias Momin, a resident of Faisalabad, Pakistan. 13 BSF personnel were also injured in the attacked. The injured BSG personnel have been identified as VB Mondal, Constable; Ashok Kumar, Constable; Kuljit Singh, Constable; Mohan Lal, Head Constable; Mahesh Chander, Constable; Rajiv Ranjan, Head Constable; KP Singh, Constable; M Ahmad, Head Constable, OP Gupta, Constable; Daljeet Singh, Constable; Lalit Mohan, Head Constable; Rakesh Kumar, Constable and Rajesh Kumar, Constable.

Two militants believed to be Abu Qasim and a local militant Manzoor Ahmad were trapped in a house where security forces killed Talib Ahmad Shah, a local militant. Talib was killed in a brief gun battle soon after Police and Army cordoned off Astan Mohalla in Kakapora village on August 6 on specific information about presence of militants in the village. The firing stopped after initial gun battle and troops retrieved the body of the militant killed in the gun battle. But, the other two militants managed to shift to another house when Talib was killed and gun battle continued till late night.

One militant of Lashkar-e-Toiba (LeT) was killed in a gun battle in Kakapora area of Pulwama District on August 6 while two more are believed to be dead including a LeT commander, reports Daily Excelsior. The encounter started at Astan Mohalla in Kakapora area after Police and Army had inputs about the presence of 2-3 militants inside a house. Militants fired at the security forces during search operation and the security forces returned the fire killing a local militant, Talib Ahmad Shah. The firing stopped after initial gun battle and troops retrieve the body of the militant killed in the gun battle. Police said that two militants believed to be Dujani, the deputy chief of Abu Qasim, the divisional commander of LeT and a local militant of Aloochibagh area of Pulwama, Manzoor Ahmad are trapped after initial gun battle as the troops blasted off the house in which the militants were trapped. Police believed all the three militants are dead; however, body of only one was recovered so far.

The special court on August 6 allowed a plea by the National Investigation Agency (NIA) to conduct the trial of the alleged 26/11 (November 26, 2008) Mumbai (Maharashtra) attack mastermind Abu Jundal through video conferencing, reports Indian Express. In its plea seeking trial through video conferencing, the NIA stated that the Maharashtra government feared that the suspected Lashkar-e-Taiba (LeT) operative could either be killed or abducted while being brought to the Delhi court. Jundal is currently lodged at Mumbai’s Arthur Road Jail. “After applying the findings/observations of the High Court, I am of the considered view that the application of NIA deserves to be allowed. I, therefore, allow the application of NIA under Section 273 of the CrPC for commencing the trial through video conferencing,” District Judge Amar Nath said. The special court also directed the Superintendent of the Arthur Road Prison to make arrangements for the trial by video conferencing.

Based on information provided by Naved, Police and central security agencies have launched a manhunt for a businessman who is alleged to have paid him and Mohammed Noman alias Momin INR 5 lakh for sharing it with other LeT cadre. The businessman, who reportedly owns a shop in uptown Srinagar, had provided the money to the Naved and his handlers to run LeT network in Kashmir and to carry out terror strikes. So far 11 people have been arrested by the Police based on information provided by Naved during his interrogation and all of them are being questioned, the sources said.

After sustained questioning for nearly eight days, alleged Pakistani terrorist Mohammed Naved Yakub was brought to New Delhi on August 13, amid tight security for a lie detection test, reports Daily Excelsior. National Investigation Agency (NIA) Director General Sharad Kumar, who returned from his two-day visit to Jammu, said the agency has evidence that he belonged to Pakistan and was part of Lashkar-e-Taiba (LeT), which trained him in use of arms and ammunition and for recruiting cadre for expansion of the terror group. “As far as the case of his Pakistani origin is concerned, it’s an open and shut case as NIA has enough evidence,” Kumar said. The NIA chief said since Naved was still hiding certain things he will be made to undergo some scientific tests, including a lie detection test. Naved, who was questioned yesterday in his presence of Kumar, said that he had undergone a refresher course for six weeks in Pakistan from March this year along with 25 others before infiltrating Kashmir. This was after he had undergone two training modules– ‘Daur-e-Aam’ and ‘Daura-e-Khas’. While the first module teaches LeT cadre physical fitness, mountaineering and use of small arms, in the second they are trained in using assault rifles and manufacturing small explosives. NIA has secured his custodial remand till August 24.

The one page hand written letter in Urdu was allegedly found lying at the old gate of house of Shahi Imam at Brown road area and he "picked" the letter while going to Shahi Mosque in Field Gunj for morning prayers. Private secretary to Shahi Imaam, Muhammad Mustukeem said that in the threat letter, ameer 'chief' of LeT had called Shahi Imaam "traitor" for his loyalty towards India. He added that in the letter ameer had warned Shahi Imaam of dire consequences for his statement against Pakistan. He added that letter had cited his statement on July 29 after July 27 attack on Dinanagar Police station in which he had asked Prime Minister to give befitting reply to Pakistan instead of soft talk. The Shahi Mosque authorities later handed over the letter to Police. The National Investigation Agency (NIA) on August 21 arrested the truck driver who allegedly ferried Lashkar-e-Taiba (LeT) terrorist Mohammed Yakub Naved to Jammu, reports Indian Express. The driver, identified as Khursheed Ahmed alias Surya (35), said to be an over ground operative of LeT, is a resident of Awantipora in Pulwama District. The NIA sources said Khursheed had taken Naved and his accomplice Mohammed Noman alias Momin to Jammu on July 20 on a reconnaissance mission during which the timings of convoys of Border Security Force (BSF) and Army were marked. The militants initially wanted to attack either of the convoys then and there but decided against it at the last minute and were ferried back to the Kashmir Valley, officials said. Khursheed has already served a prison term of two-and-a-half years for alleged drugs' smuggling and cases are also registered against him for involvement in stone-pelting incidents in 2010 and 2011.

The dossier says a lot of evidence was ignored and many were kept out of the investigations. The Indian government claims the conspiracy to attack Mumbai was hatched way back in 2005, while Pakistan has only investigated the 2007-2008 period. "They could have examined (David) Headley's wife Faiza Qutalah to get evidence against (Hafiz) Saeed," the dossier says. Qutalah, Headley's third wife whom he divorced just after the attacks, claims to have met Hafiz Saeed and was the first one to depose before the US Federal Bureau of Investigation (FBI). The dossier again raises the question as to why the roles of Pakistani Army officers Major Iqbal and Major Sameer were not investigated. "It appears the FIA [Federal Investigation Agency] has investigated the Karachi part of the conspiracy whereas the beginning of the conspiracy, training, motivation etc which took place at Muzaffarabad, Muridke and Lahore has not been thoroughly covered," the dossier says. Importantly, the dossier claims Pakistani authorities have completely omitted investigations into the role of trainers including Abdul Rehman Makki, a Lashkar-e-Taiba (LeT) operative in-charge of training. Makki is Saeed's brother-in-law. "The role of ISI [Inter-Services Intelligence] has been conveniently left out," the Indian dossier says. The dossier also raises questions into the role and whereabouts of those who facilitated the Mumbai attack by arranging for logistic support from Lahore to Karachi. The temporary Control Room in Karachi has also not been looked into, Indian authorities claim. The interrogation of attack mastermind Zaki-Ur-Rehman Lakhvi was also perfunctory, the dossier says, and exhaustive details of accomplices and associates were never sought. The list of suspects supplied by India was ignored and sources of the arms and explosives used in the attack haven't been disclosed. The India also complains that the investigations have been indifferent about Headley's activities in Pakistan. "Headley was intermittently given fake Indian currency by Major Iqbal for use in India. This aspect has not been covered by FIA," the dossier says.

The figure of 10 Indians now with IS is higher than the assessment put forth at a meeting of Chief Secretaries and Police Chiefs of 12 states convened by the Union Ministry of Home Affairs (UMHA) earlier this month. At this meeting, called to discuss the IS' appeal among a section of Indian youth and ways to counter it, the participants were told that 13 Indians had joined IS so far. Of this, seven were believed to be located in IS territory, while six had been killed. During the counter-terror talks with Australia, India is said to have raised Pakistan's continuing terror activities against India and its failure to dismantle the terror infrastructure on its soil. Senior officials of the ministry of external affairs are said to have shared how terror outfits active in the Af-Pak region were now taking up legitimate business such as leather goods exports, travel agencies, flour mills etc, to camouflage their operations and funding. ISI [Inter-Services Intelligence] is controlling most of the terror outfits, particularly LeT. The joint working group also discussed international presence of Sikh radical groups, particularly their attempts to "take over" gurudwaras in US, UK, Germany and Canada, all having a notable Sikh diaspora. According to a dossier prepared to be given to Pakistan during the now-cancelled National Security Adviser (NSA) level talks, when Mohammad Naved Yakub and his three associates sneaked into India on June 2 two top LeT commanders came all the way from Islamabad to see them off besides handing over arms and ammunition, reports Daily Excelsior on September 1.“On May 25, Sajid aged about 45 years, the LeT operations commander for South Kashmir and Hanzla Asnan, also aged about 45, the LeT commander for North Kashmir along with Noman, a resident of Bahawalpur (terrorist killed in the Udhampur attack) arrived in a car from Islamabad at Halen Det Mosque, Forward Kathua, Pakistan occupied Kashmir,” the dossier says.

The Lashkar-e-Taiba (LeT) terrorist Mohammed Naved Yakub, from Faisalabad in Pakistan, arrested in Udhampur (Jammu and Kashmir) on August 5, 2015, has nailed Pakistan's role in sponsoring terrorism against India in his confession before a magistrate under Section 164 of CrPC, reports Times of India on September 1. In his statement, which is admissible in court as evidence, Naved gave details of his birth, addresses, contact details, work, his meetings with LeT ‘commanders’ and training at three different camps in Pakistan-occupied Kashmir (PoK). Naved has confessed that he was "trained from 3.30am till 10 pm every day, which included several lectures on jihad, sports activities, namaaz and arms training". "Naved and his colleagues in the Lashkar training camps were shown videos of atrocities on Muslims in Palestine and Kashmir," an unnamed officer said. Meanwhile, Times of India on August 31 reported that no "discrepancies" have been found in polygraph (lie detection) test conducted on Naved.
