National Investigation Agency (NIA), probing August 5 attack on Border Security Force (BSF) convoy at Udhampur, has announced cash reward on six Lashkar-e-Taiba (LeT) and Hizb-ul-Mujahideen (HM) militants through posters in South Kashmir’s Pulwama District, reports Daily Excelsior on October 2. The posters written in Urdu and English, were pasted by the NIA at different places in Pulwama including Kakapora hamlet. The NIA announced cash rewards for informants leading to arrest of these militants which include LeT ‘commander’ Abu Dujana, who is deputy of outfit’s ‘divisional commander’ and Udhampur attack mastermind Abu Qasim. The other militants include Adil Sher Gujri alias Abu Baqir of Handarpora in Kakapora (LeT), Mu’een Kachroo alias Altaf Dar of Hawoora in Kulgam District (HM), Aashiq Hussain Bhat alias Ubaia of Chursoo in Awantipora (LeT), Majid Zargar alias Talha of Qoimoh in Kulgam (LeT) and Manzoor Ahmad Bhat alias Fahadullah of Samboora in Pampore (LeT). The NIA has announced INR 800,000 each on the heads of Dujana, Adil and Mu’een while INR 500,000 have been announced on the heads of Ashiq, Majid and Manzoor. The NIA has given two mobile numbers, an email and a postal address for information sharing. Last month on September 3, the NIA in the same way announced INR 1 million cash reward on Abu Qasim and INR 500,000 on Abu Okasha.

Pakistan’s spy agency Inter-Services Intelligence (ISI) is preparing to escalate the proxy war against India by nurturing terror sanctuaries in Pakistan occupied Kashmir (PoK), Khyber Pakhtunkhwa (KP) and Gilgit-Baltistan, New Indian Express reports on October 4. According to the Indian dossier Pakistan has activated at least 17 terror training camps there. Dulai, a locale in PoK, has undergone a terrifying transformation in two to three years. The ISI, which runs an interrogation centre, has brought hundreds of potential terrorist recruits from various parts of the country to Dulai camps that exist blatantly under state protection. As per the fresh evidence, ISI operationalised two other terror camps in PoK at Maskar-e-Aqsa and Abdullah Bin Masood, both with close links Dulai’s camp trainers. The Lashkar-e-Taiba (LeT) has also been able to keep three terror camps active in KP to train its suicide units. The training camps in KP are Umar Bin Khitab, Garhi Habibullah and Batrasi. The Pakistani Army also has a sizeable presence in Batrasi and Garhi Habibullah, which is an administrative subdivision of the Mansehra District. According to the Indian dossier Pakistan has activated at least 17 terror training camps there. The files state that LeT terrorists have also found a safe haven in Balakot in KP, where sources said recruits from Jaish-e-Mohammed (JeM) are also being trained by retired Pakistan Army officers. The LeT has another camp at Barali, a village and Union Council in PoK. According to the Indian dossier, JeM, is operating a terror camp in Chellabandi in Muzaffarabad of PoK. The most worrying trend for the Indian security establishment is growing firepower of Hizb-ul-Mujahideen (HM), which is fuelling the insurgency in Jammu & Kashmir. HM is operating its training camp from ‘Khalid Bin Walid’ in Muzaffarabad. With cadre strength of at least 1,500 terror modules, it is active in Districts of Bandipora, Baramulla, Anantnag, Pulwama and Rajouri. Sources said they have identified the pugmarks of 26 terrorists affiliated to HM. “Some top terrorist commanders like Anam Ul Haq Malla and Aadil were trained in Muzaffarabad. Along with several modules, they are operating in various areas of Shopian including Molu, Maldara, Kapran and Chak chollan,” a source added. Indian intelligence is also tracking the footprints of HM 'commander' Burhan Din Wani, trained in a camp in KP, is learnt to be operating from HM hideouts in Doodhkulian Forest, Lurgam and Khalil. He is part of six HM modules in Awantipora. The ISI is also supporting seven terrorist sanctuaries and training facilities in Muzaffarabad and KP to support these outfits

Four Army personnel and a militant were killed in two separate gun battles in Kupwara District on October 5, while Security Forces (SFs) launched searches against infiltrators, reports Daily Excelsior. Army’s 6 Rashtriya Rifles (RR) launched large scale searches at Tilpatren forest area, near the Line of Control (LoC), in Handwara area of Kupwara District following inputs about the movement of a militant in the area since last few days. On seeing the Army, militants opened heavy fire on them triggering an exchange of fire. In the encounter, four Army personnel, identified as Sepoy Surinder, Sepoy Buta Satyam, Lance Naik Gurdev Singh and Sepoy Surindera, were killed. Reports said that it was freshly infiltrated group of militants which had infiltrated three days ago from the Handwara area of LoC. In another encounter between militants and Army’s 28 RR and 9 Para at Darpora forest area in Lolab of the above mentioned District, a Lashkar-e-Taiba (LeT) 'commander', identified as Usman Tada killed. He hailed from Pakistan and was active in the area since last two years. SFs had received information about presence of three militants in Dardpora forest area and accordingly search operation was launched, during which one militant was shot dead. India and Germany on October 5, agreed to intensify their cooperation in countering terrorism in all its forms, including recruitment, financing, propaganda, training and movement of terrorists, reports The Times of India. The two countries signed a Memorandum of Understanding (MoU) on security cooperation during the visit of German Chancellor Angela Merkel to India. The MoU was signed by Minister of State for Home Affairs Kiren Rijiju and German Parliamentary State Secretary at the Ministry of Interior Gunter Krings. According to an official release, "The MoU proposes to intensify cooperation in countering terrorism in all its forms, including recruitment, financing, terrorist propaganda, training and terrorist movements, countering organised crime, preventing and combating unlawful production/extraction of any narcotic and psychotropic substances". The MoU also covers border protection, aviation security, cyber crime, illegal migration and counterfeit currency. During his interaction with Krings, Rijiju is said to have pointed out that the 'Khalistan' flag and photographs of terrorists bearing weapons were openly displayed in many Sikh shrines in Germany to "incite hatred and anger against India". While recalling that the Annual Report on Protection of Constitution published in June 2015 had made a specific reference to "extremist Sikhs" in the list of extremist organisations of foreigners in Germany, Rijiju said Indo-German "collaboration" against Sikh radicals needs to be effective at all stages starting from recruitment to training, funding, propaganda and movement of terrorist elements. The Indian security agencies have compiled an elaborate document on how Germany has become a meeting point of Babbar Khalsa International (BKI) and other terrorist groups of late. There have been massive Germany-based recruitments in BKI in recent months, agencies have been informed. As per the document, BKI modules have been under immense pressure from Pakistan's Inter-Services Intelligence (ISI) to attack Indian establishments. The latter has even asked BKI to coordinate with outfits like Lashkar-e-Taiba (LeT). As per an intelligence communique circulated among agencies a few months ago, BKI's Pakistan-based commander Wadhwa Singh and his counterpart from LeT held a number of meetings in Choburjee, Lahore. They have been trying to orchestrate a "synchronized attack" on Punjab and Delhi, sources said. The communique further said Wadhwa Singh and LeT 'commander' Tufaili Nayat Mir had visited Germany and Canada a number of times to meet BKI operatives lying low there. "There have been sustained efforts by Wadhwa Singh, Pakistan-based chief of BKI and others based abroad to rejuvenate the organization. Singh has been able to raise human bombs to be used at an opportune moment. A Police officer was killed in a gun battle at Gund Dachin area of Bandipora District in North Kashmir on October 7, after he intercepted a vehicle in which militants including ‘divisional commander’ of Lashkar-e-Taiba (LeT), Abu Qasim, was travelling to receive a group of militants in the area, reports Daily Excelsior. Acting on information, a Police team from Srinagar headed by Sub-Inspector (SI), Altaf Ahmed Dar, chased Qasim, who was travelling from Srinagar to Bandipora in a TATA 407 vehicle. On reaching Gund Dachin area in the District, the Police team opened fire and tried to intercept the vehicle in which militants were travelling. However, the militants retaliated, triggering a brief shootout. In the brief gunfight, SI Ahmad, was seriously injured and later succumbed to his injuries. The militants, fled from the scene, leaving behind the TATA 404 load Carrier bearing registration No JK05E-1096. The vehicle was seized by the Police. Abu Qasim is the mastermind behind Udhampur attack on Border Security Forces (BSF) that took place on August 5, 2015. He was wanted by National Investigating Agency (NIA) and has INR one million on his head. His network has been weakened over the past two months as large number of his Over Ground Workers have been arrested and LeT militants were killed in South Kashmir.

Mumbai Police on October 8, filed an application in the sessions court seeking issuance of a letter of request against Lashkar-e-Taiba (LeT) terrorist David Coleman Headley, reports Pune Mirror. They want Headley to be produced through video conference, from the US, in the 26/11 (November 26, 2008) terror attack case. The court is trying, LeT operative and key plotter of 26/11 terror strikes, Sayed Zabiuddin Ansari alias Abu Jundal for his alleged role in case. "This court may kindly issue a letter of request to the US district court of Illinois to produce Headley before this court on the next date through video conferencing," said the application moved by the Mumbai Police. The request further states that Headley deserves to be tried by this (Mumbai) court together with Jundal as both of them are conspirators and abettors behind the 26/11 terror attack. "The offences with which Headley is likely to be charged by this court are distinct and separate than the offences with which he had been charged and punished in USA", the application added. In the application, the Mumbai Police said that from the judgment passed by the US court against Headley, serving 35 years for his role in the 26/11 Mumbai attacks, it was clear that he was a member of LeT and had played an active role in the terror attack.

A Lashkar-e-Toiba (LeT) militant was killed in an encounter by Security Forces (SFs) in Handwara forest area of North Kashmir’s Kupwara District. Deputy Inspector General (DIG) of Police, North Kashmir, Garib Dass, said that body of a LeT militant was recovered during searches in the Peth Wudar in Handwara area of the District. The DIG said that SFs had a brief gun battle with the militant group in the forest area and the militants fled away. The group was again intercepted in the evening leading to a fierce encounter. Pakistani terror outfit Lashkar-e-Toiba (LeT) has now developed an exclusive mobile application for its operatives active in Jammu and Kashmir (J&K) and elsewhere to make their communication secure, a report said on October 14, reports Zee News. As per a report published in The Hindustan Times, the new mobile application will help the LeT operatives in keeping their communication highly secure. The application allows the user to make phone calls and send text messages to other users who have the same application installed on their devices. This was confirmed by a central counter terror official who said that captured LeT terrorist Mohammad Naved alias Usman had revealed during his interrogation that his ‘commander’ in the Valley, Abu Qasim, was using an application on his mobile to stay in touch with his handlers and other operatives. Naved also confirmed that the mobile application was specially developed by LeT for its operatives. The official also said that they suspect that the app is running on a separate server that may be installed in Pakistan. Technical experts at National Investigating Agency (NIA) are trying to get more details about the application, added report. It is not the first time LeT has shown innovation in using communication tools. During the 26/11 Mumbai attacks, LeT ‘commanders’ sitting in Karachi used Voice over Internet Protocol (VoIP) service to stay in touch with their attack squad in India’s financial capital, Mumbai. On October 14 (today), the Union Ministry of Home Affairs (UMHA) issued advisory to all states. "Though there is no specific threat to Odisha, we have asked the police in all districts to remain on toe to thwart any untoward incident. The commissionerate of police in Bhubaneswar and Cuttack and SPs in Balasore and Puri have been asked to remain extra vigilant," said a senior officer in home department. Quoting the UMHA letter, the officer said: "Some terrorists belonging to SIMI and Lashkar-e-Toiba have reportedly entered India and are planning to disrupt peace and cause communal tension during Navratri, Durga Puja and Muharram." Police have been asked to fortify Jagannath Temple in Puri and Defence Research and Development Organisation (DRDO), in Balasore. According to a report , Bandipora area in North Kashmir, that was militancy free since 2008, has become active once again for past over a month as there are reports of LeT militants establishing a base in the forests of the border District. Since 2008, there was no militant presence in Bandipora while adjacent Sopore was hot. But of late, Security Forces (SFs) have regular inputs of militants of LeT making movements in Bandipora as they have established base in the forests of Bandipora. A senior Police officer told Excelsior that since SFs have put pressure on them due to which they failed to make Sopore as their base which was earlier used as transit for several years. He said that LeT was trying to make inroads in Sopore but they failed due to sustained pressure. An Army Officer said that Army and Police conducted massive operations since May this year in North Kashmir forests putting pressure on the militants. “So far we have killed 54 militants in North Kashmir including those killed on the Line of Control (LoC) while infiltrating”, he said. SFs have reports that at least 12 militants of LeT are operating from the forests of Bandipora area in North Kashmir for past two months. These militants are believed to have shifted to Bandipora forests recently after intense pressure in other forest areas of North Kashmir where massive operations are on since May this year.

Two militants, who had deserted the Police Force 38 days back, were killed in an operation in Chenab Valley’s Doda District on October 15, reports The Times of India. Inspector General of Police (IGP), Jammu Zone, Danish Rana, said, “We were tracking them. The area has been free of militancy for the past several years. These two special police officers (SPOs) had run away with weapons but we eliminated them within shortest period.” The slain SPOs, who had joined the Hizb-ul-Mujahideen (HM) in the first week of September, were identified as Ghulam Nabi Mangnoo alias Maulvi code name Gulla Tailor, and Riaz Ahmed. Mangnoo was first arrested in 2010 when he was working as ‘district commander’ of the Lashkar-e-Taiba (LeT). He later joined the Police as SPO. Ahmed was working with the HM in 2010. On the night of September 7-8, the duo fled, along with an AK rifle and an INSAS rifle with 60 and 70 rounds, respectively, and joined militancy. The joining of these two SPOs into militants was welcomed by the HM. “Even SPO personnel have started understanding the relevance and importance of Kashmir movement,” a HM spokesman had said.

As the Central Government awaits a report from Punjab on the foreign linkages behind recent cases of desecration of Guru Granth Sahib, there are credible inputs with the intelligence agencies to suggest that Pakistan's Inter-Services Intelligence (ISI) may be plotting such incidents in its bid to revive the Khalistan insurgency in the State, reports The Times of India on October 23. The "foreign hand" theory gained ground after the Punjab Police, during their investigations, traced calls to Australia by two suspects arrested in the Faridkot sacrilege case, Jaswinder Singh and Rupinder Singh. The Police believe the funding for desecration incidents may have come from Australia and Dubai, which only confirms the agencies' long-held suspicion that ISI is working with pro-Khalistan elements in the Sikh diaspora to revive militancy in Punjab. In fact, intelligence inputs generated less than a month ago indicated ISI officials in Pakistan had met terrorists from jihadi outfits like Lashkar-e-Toiba (LeT) together with Sikh militants associated with Babbar Khalsa International (BKI) and Khalistan Zindabad Force (KZF) remnants, to plot strikes in Punjab, Jammu & Kashmir (J&K) and Delhi. Nearly 15-20 terrorists who were trained by ISI, which also issued funds for the anti-India strikes, were acquainted with Sikh traditions and Gurmukhi script at Kartarpur Sahib, a gurudwara in Pakistan, with the help of KZF's Ranjit Singh. They were also briefed on the topography of Punjab. Even the commemoration of Operation Blue Star anniversary earlier this year by hardline Sikh elements across the United Kingdom (UK), France, Canada, Germany, Pakistan and Malaysia, etc, was noted with concern by Indian agencies. After a brief encounter with the Army, the militants, however, managed to escape due to dense fog in the area. We supported them and trained them as they were fighting in Kashmir at the cost of their lives,” Musharraf said in an interview to Dunya News. Sources said these LeT militants who are 17-20 years of age are highly trained and Qasim carried them last week (October 19 – 25) from Bandipora to South Kashmir where they have formed several small modules. Violent protests broke out in Srinagar on October 30, after Friday prayers after Security Forces (SFs) disallowed a requiem prayer for the Lashkar-e-Taiba (LeT) ‘commander’, Abu Qasim, who was killed in an encounter in Kulgam District on October 29, reports The Hindu. Protesters, mainly youths, took to the main entrance of the Jamia Masjid in the old city and tried to offer prayers for the militant. Some youths flagged the banners of Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani, who is still active in south Kashmir. The protesters hurled rocks and threw back tear-gas shells at the SF personnel. Scores of people, including SF personnel, were injured in the clashes. There were protests and spontaneous shutdown in the three Districts of Kulgam, Pulwama and Anantnag in south Kashmir over the killing of Qasim.
