India on May 3 welcomed United Nations Security Council's (UNSC) assurance that it would take up the issue of Pakistan-based 26/11 mastermind Lashkar-e-Toiba (LeT) ‘military commander’ Zaki-ur-Rehman Lakhvi's release from a prison in Pakistan at its next meeting, reports Times of India. "Any act by Pakistan which is defying the international approach will be condemned by all and the indication which has come from UN that they will be having a word with Pakistan in the matter related to release of Lakhvi is a welcome step for us," Union Minister of State for Home Affairs Kiren Rijiju said. Rijiju said India had conveyed to Pakistan its unhappiness at the handling of the 26/11 trial. He charged Islamabad with not placing full facts of the case, including the evidence of Pakistan's role furnished by India earlier, before the courts. "That is why it led to the release of Lakhvi through the court process. We demand the government of Pakistan to be sincere," he said. Earlier, a UNSC committee assured India that it will take up the issue of Lakhvi’s release, Times of India reports on May 3. The assurance by the UNSC to take up the matter came after India's ambassador to the UN Asoke Mukerji wrote to the chair of the UNSC al-Qaida sanctions committee ambassador Jim McLay expressing concern over Lakhvi's release, stating that it violated the provisions of the committee concerning al-Qaida and associated individuals and entities. The committee had listed in December 2008 Lakhvi as a terrorist associated with LeT and al-Qaida for "participating in the financing, planning, facilitating, preparing or perpetrating of acts of activities by, in conjunction with, under the name of, on behalf or in support of" both entities. As a listed terrorist, Lakhvi is subject to assets freeze, travel ban and an arms embargo. Lakhvi, 55, a close relative of LeT founder and Jamaat-Ud Dawa (JuD) chief Hafiz Mohammad Saeed, was arrested in December 2008 and was indicted along with the six others on November 25, 2009, in connection with the 26/11 attack case. The trial has been underway since 2009. A Pakistani court had on April 9 set free Lakhvi.

"What Hafiz Saaed or somebody says does not actually affect the Government of India's policy which is being consistent as far as terrorism is concerned, as far as separatism is concerned," Singh said. "And, therefore, I don't think we should very seriously react or ponder about what somebody says about such issues, because, there is an absolute clarity, conviction and consistency in our approach towards issues related to terrorism," he added.

Army on May 8 thwarted a major terror plot by Lashkar-e-Toiba (LeT) by killing their commander in half an hour long gun battle along the Line of Control (LoC) in Mendhar sector of Poonch District while a group of six to seven other Pakistani militants were reported to have retreated to Pakistan occupied Kashmir (PoK), reports Daily Excelsior. Sources said that the militant was carrying with him a Global Positioning System (GPS), which is provided only to the militant commanders to find the route while leading the group. In addition to GPS, Army recovered one AK-47 rifle, four magazines, 94 rounds, four Chinese grenades and large quantity of eatables mostly dry fruits from the possession of slain militant. Recovery of dry fruits from the slain militant was also an indication that the militants had planned to set off to some hideouts in Pir Panjal range after infiltration or target the Army and Police installations. This was first infiltration attempt on the LoC in twin border Districts of Rajouri and Poonch this summer with melting of snow and opening of passes.

A Lashkar-e-Taiba (LeT) operative Irfan, who had sneaked into Uttar Pradesh from Nepal in disguise of an earthquake victim, was arrested by intelligence agencies and a team from Special Cell of the Delhi Police from Bahraich on May 11, reports The Times of India. Irfan Ahmed alias Papu is also alleged to be the head of Indian Mujahideen's (IM) Nepal branch, according to dnaindia.com. Director General of Police (DGP) UP A K Jain said Irfan was wanted in connection with the Rajdhani Express blast in Kanpur in 1993. "He was released on parole in 2004 after which he initially fled to Kolkata and then took refuge in Bhairwa area near Kathmandu in Nepal...He was arrested in Nepal on a tip-off of the Indian intelligence agencies and was lodged at Palpa jail. But the prison building collapsed in the recent earthquake after which he fled Nepal," Jain said. Deputy Commissioner of Police (DCP) Special Cell (SC) Delhi Police S N Srivastava too confirmed Irfan's arrest in Delhi on May 11. "He was hand-in-glove with a listed LeT operative Amir Raza Khan who now works for Indian Mujahideen. During his stay in Nepal Irfan was being funded by Amir Raza and the financial transactions were taking place through Western Union Money transfer and a Nepal based financial institution by the name of Prabhu Money transfer," SN Srivastava said. Intelligence sources say they have strong and irrefutable evidence to suggest that Irfan was involved actively in indoctrination of gullible Muslim youths from India in Nepal and was involved in sending them to Pakistan for further training. Irfan's son Abrar Ahmed alias Mohammad Issa (30) was arrested in 2006 on charges of working as a LeT operative after 2 kilogram RDX [Research Development Explosive] was recovered from him following an interception in New Delhi. He was rounded up along with his aide Abu Anas, a Pakistani national. According to Special Cell, Irfan was living in Nepal as a businessman dealing in jackets and also opened a cyber café which was to act as the communication hub for the Tanzeem, reports dnaindia.com. "During the time Irfan Ahmed was in Tihar Jail, he met Aasif Reza the founder of IM and Mushtaq Zargar (Released in Kandhahar, Afghanistan by the Government of India during the Air India hijacking incident). It was Aasif Reza who proposed to Ahmed the formation of a new Tanzeem (group) called IM...Reza who was killed in an encounter in Gujarat, before his death had introduced Ahmed to his brother and now co-chief of IM Amir Reza in Kolkata and it was decided that Ahmed will head the Nepal branch of the group. His duty was to indoctrinate Indian youth in Nepal to travel to Pakistan for arms training. He also was the main liaison for terrorists from Lashker-e-Toiba often providing them with a place to stay and information on the routes," said S N Srivastava, Special Commissioner of Police Special Cell.

Minister of State for Home Kiren Rijiju on May 13 said government has been successful in dealing with threats to coastal security in the recent past, but did not disclose details on security grounds, reports Indian Express. Rijiju stated, “I can tell this august House that in the last 11 months, we have been successful in dealing with all the threats we have...I don’t want to claim credit for that. It is the duty of the government to secure the country and we are committed to that.” He refused to divulge details on grounds of security. Regarding Lashkar-e-Taiba (LeT) Rijiju said besides LeT, “there are many other terrorist groups which are working on destroying the peace and tranquility of this country. They are a threat to our national security...They have Indian affiliates also, which are banned under the relevant laws. All the steps are being taken and I am very confident that it is paying dividend also. There is no need to really worry and say that we are not taking enough steps to secure Mumbai.” He also listed out the steps to beef up security in the coastal areas of the country and added that whole security system has been “synergised”.

India is likely to approach the United Nations Security Council (UNSC) to obtain United Nations (UN) sanctions against Hizb-ul-Mujahideen (HM) chief Syed Salahuddin alias Mohammed Yusuf Shah to freeze his assets and a travel ban for his association with terror group like al Qaeda and Lashkar-e-Toiba (LeT), reports The Asian Age on May 19. The National Investigation Agency (NIA) is expected to write to the Union Ministry of Home Affairs (UHMA) in this regard, which in turn will take up the matter with the Ministry of External Affairs. After filing a charge sheet against Salahuddin, the National Investigation Agency (NIA) compiled a dossier and routed it to Ministry of External Affairs for submission before the UN to seek sanctions similar to those issued against underworld don Dawood Ibrahim. An Interpol Red Corner Notice was also pending against Salahuddin, who hails from Soibug area of Budgam District in central Kashmir. Salahuddin, who keeps shuttling between Rawalpindi and his Pakistan Occupied Kashmir (PoK) residence and at one time headed the United Jihad Council (Muttahida Jehad Council), may be declared an international terrorist under UNSC Resolution 1267 of the Al-Qaeda Sanctions Committee if New Delhi's request is acceded to by the global body.

The banned terror outfit Lashkar-e-Toiba (LeT) is training and assisting Khalistani terrorists in Pakistan, Jagtar Singh Tara who was arrested in a joint operation of Punjab Police and the Royal Thai Police in January, said during his interrogation, reports The Times of India on May 20. Tara, who headed the Khalistan Tiger Force (KTF), is an accused in the killing of former Punjab Chief Minister Beant Singh in 1995. The revelations have led the investigation agencies to look into the role of LeT in the October 12, 2011 Ambala (Haryana) RDX haul inside an Indica car that was intercepted by Delhi Police while on its way from Jammu. The RDX was meant to carry out a major blast in the national capital (New Delhi) on Diwali that year (2011) and KTF had openly claimed responsibility. According to the interrogation report, Tara had held three meetings with LeT terrorist Asdullah Maulvi between 2012 and 2014 to deliver consignments of arms and RDX into Punjab. Maulvi is currently in Sialkot, Pakistan and is directly controlled by Inter-Services Intelligence (ISI), sources said. The report also said that Tara had told LeT that he did not have enough foot soldiers in Punjab to carry out attacks. LeT had then offered to send both 'hardware' as well as fidayeen attackers. According to Tara as many as six LeT men were backing KTF. "We are trying to ascertain the links between Khalistanis and Kashmiri militant groups. These disclosures are important for us to prove the togetherness of evil forces," said a senior officer.

The 15-page document, "Terror Franchise: THE UNSTOPPABLE ASSASSIN: TECHS Vital role for its success", originally in English, lists the Mumbai terror attack as one of the “blessed” operations. The document directs al Qaeda and its affiliates to kill and target Americans and its allies, including those in Britain, Germany and India with their terror attacks. The documents released by the Central Intelligence Agency (CIA) also reveal that Laden was very much aware of the Mumbai terror attack and his machinery described this as one of the success stories to be emulated by other al Qaeda affiliate groups globally. In these documents, al Qaeda is very strongly against the Pakistan’s Inter-Services Intelligence (ISI) and describes it as an ally of the CIA.

According to report, the Indian Government has yet to communicate its decision via diplomatic channels. But it is hoping Islamabad would cooperate. Union Home Minister Rajnath Singh said "It's not just India, but the whole world knows who's been sponsoring terrorism. Therefore, we have urged Pakistan to help us in combating this terror since Pakistan is also reeling under terrorist attacks." The trio has been listed as terrorists by the Indian Government, and they are also on the United Nations Security Council's (UNSC) Al Qaeda Sanctions List. That makes it mandatory for the Pakistan Government to impose a ban on their financial assets, travel and arms transfer. While both Saeed and Lakhvi are known to be living freely in Pakistan, there has been speculation over Dawood’s whereabouts over the years. Despite Islamabad’s repeated denials, India believes the key conspirator behind the 1993 Mumbai serial blasts is hiding somewhere in Pakistan. Police said that militants fired upon an Army vehicle in Yaripora area. An Army Personal identified as Sepoy Dharam Ram was injured in the firing and was later succumbed to his injuries. Soon after the attack, the Army and Police laid cordon around the area and conducted search operation. The search party was attacked again in an orchard, leading to a gun battle in which a militant was killed. The militant was later identified as Ayatullah Bhat alias Khoumaini alias Maaz who was functioning as ‘District Commander’ of LeT.

Police and Army in Pulwama District on May 29 have sought people’s help through posters for providing information regarding top militants including Lashkar-e-Toiba (LeT) South Kashmir Chief, Abu Qasim, in exchange of huge rewards, reports Daily Excelsior. The posters in Urdu with contact numbers of Police and Army and pictures of eight militants operating in South Kashmir appeared in the posters in District. The poster reads: “The people are informed through these posters that the above persons are missing from their homes. After searches it has been found that they have joined Lashkar-e-Toiba. They are involved in loot, plunder and killings besides other crimes. People can share information with the police regarding these militants in exchange of huge rewards.” The areas where these posters appeared include Sangarwani, Pulwama town, Tahab, Kakpora, Newa, Litter, Shadimarg, Rajpora and Ruhmou.
