The Intelligence agencies have sounded high alert along the Line of Control (LoC) and International Border (IB) in Jammu and Kashmir following latest inputs of top militants camping close to the border for infiltration into this side even as the Border Security Force (BSF) on June 2, lodged strong protest with the Rangers over targeted firing on the BSF personnel in Hiranagar sector of Kathua District on June 1, in which a personnel was injured, reports Daily Excelsior. The fresh ceasefire violations by Pakistan Army and Rangers along the LoC and IB on June 1 and firing of mortars and RPG shells has triggered panic among the villagers living in the forward areas. Official sources said that the Intelligence agencies have sounded statewide alert on the LoC and IB and called for high state of alert by all security agencies following specific inputs that some groups of highly trained militants including fidayeen (suicide) squad of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) were trying to sneak into J&K to carry out terror strikes. “There were specific inputs that the militants were trying to infiltrate into this side to carry out terror attacks and target security installations. The militants were trying to target both LoC and IB as they were finding it difficult to infiltrate into this side. A number of militants have reached close to LoC and IB to make infiltration attempts,’’ sources said, adding the militants could try series of infiltration bids.

Daily Mail reports on June 4 that UMHA has prepared a fresh dossier Dawood Ibrahim, Lashkar-e-Taiba (LeT) 'commander' and mastermind of 26/11 (November 26, 2008) Mumbai (Maharashtra) terror attack, Zakiur Rehman Lakhvi and LeT 'founder' and Jama'at-ud-Dawa (JuD) 'chief' Hafiz Saeed detailing their assets and residential addresses in Pakistan. With fresh intelligence inputs, the UMHA has sent the dossier to the Ministry of External Affairs (MEA) asking it to exert pressure on Pakistan to freeze the assets and properties of the trio. The UMHA in its report to the MEA has listed more than 20 addresses occupied by the three terrorists.

India and Bangladesh have decided to exchange all information on terror organizations, including the Jama'atul Mujahideen Bangladesh (JMB) which as responsible for the October 2, 2014 blast at Khagragarh in Bardhaman District of West Bengal, The Times of India reports on June 11. A recent press release from Bangladesh's Rapid Action Battalion (RAB) stated: "We also shared evidence of the three fugitive Jama'atul Mujahideen Bangladesh operatives' involvement in the blast." However, the exercise is not merely restricted to JMB only. Inputs with Research and Analysis Wing (R&AW), India's external intelligence agency, confirm that Lashkar-e-Taiba (LeT) and its political wing, Jamaat-ud-Dawa (JuD), are working on extending their footprint along the Bangladesh-Myanmar border by taking advantage of the sectarian violence involving Rakhine Buddhists and Rohingya Muslims in Myanmar's Rakhine state. According to information, JuD strongman Hafiz Muhammad Saeed is leading the anti-Myanmar campaign, espousing the cause of Rohingyas from various platforms in Pakistan, while his terror subordinates are visiting the Bangladesh-Myanmar border region. Indian intelligence agencies fear the Bangladesh-Myanmar border might emerge as a new theatre of jihad in the not-too-distant future. The NIA had arrested a Rohingya in the Khagragarh case but later dropped his name from the chargesheet as they "did not have enough evidence" against him. Intelligence inputs also suggest that apart from creating a new forum, Difa-e-Musalman Arakan (Burma) Conference (Defence of Muslims in Myanmar), to mobilize support for an anti-Myanmar government campaign, JuD deputed a two-member team, comprising its spokesperson Nadeem Awan and publications wing member Shahid Mahmood Rehmatullah to forge covert links with similar Islamic outfits in Bangladesh and Myanmar.

The Pune unit of Maharashtra's Anti-Terrorism Squad (ATS) is circulating pocket calendars for the year 2015 titled “Wanted”, which carries photographs of terror suspects wanted in different cases of terrorist attacks and extremist activities, Indian Express reports on June 20. Along with the calendar it has photographs of as many as 13 terror suspects, allegedly associated to outfits like Lashkar-e-Taiba (LeT), Indian Mujahideen (IM) and the Communist Party of India-M (CPI-Maoists), wanted in connection with the German Bakery blast on February 13, 2010, the J M Road serial blasts on August 1, 2012, the bomb blast in the parking of Faraskhana-Vishrambag Police Stations on July 10, 2014, the Mumbai local train blasts of July 11, 2006 and the Maoist activities. All these cases are being probed by the ATS. Assistant Commissioner of Police (ATS) Bhanupratap Barge said, “We are circulating the calendars among Policemen and people. Contact numbers of ATS office in Pune and Mumbai are mentioned on these. Those having any information about the suspects can call ATS.”

The U.S. State Department's “Country Terrorism Reports 2014,” noted that despite India aligning its domestic anti-money laundering and counterterrorist financing (AML-CFT) regime with international standards, “The Indian government has yet to implement the legislation effectively, however, especially with regard to criminal convictions”, The Hindu reports on June 20. The U.S. alleged that the Indian Government was restricting its enforcement anti-hawala (illegal money transfer) prosecutions to non-financial businesses only, and more than two years after the Prevention of Money Laundering Act, “the government has not taken adequate steps to ensure all relevant industries are complying…” What the report says, "India is restricting its enforcement of anti-hawala prosecutions to non-financial businesses only. United States investigators have had limited success in coordinating the seizure of illegal proceeds with their Indian counterparts. India continued to be a major target for a range of terrorist groups; in 2014, around 400 people were killed as a result of terrorist attacks in India..." The report also outlined the serious nature of the threat posed to India by Islamic State (IS), asserting. “Given India’s large Muslim population, potential socio-religious marginalization, and active [IS] online propaganda efforts, there remains a risk of increased [IS] recruitment of Indian nationals.” The U.S. performed a careful balancing act by calling Pakistan, an ally in its fight against terror, both a target of numerous terrorist attacks and also as a country that had failed to act effectively against groups that threatened India, such as Lashkar-e-Taiba (LeT). “LeT and its alias organisations continued to operate freely in Pakistan, and there were no indications that Pakistan took significant enforcement actions against the group,” the State Department said in its report. The report also remarked upon the region-wide effects of Pakistan allowing LeT to operate freely on its soil, citing the May 26, 2014 attack by the terror outfit against the Indian Consulate in Herat, Afghanistan.

Two Army personnel were also injured in the encounter. The two militants have been identified as Javed Ahmad Bhat and Idrees Ahmad Nengru, both belonging to LeT militant outfit. The Union Ministry of Home Affairs (UMHA) on June 22 asked states to provide extra security at the Israeli embassy, consulates and other Jewish establishments, following intelligence inputs that terror outfits like Lashkar-e-Taiba (LeT) are planning to target them, Deccan Herald reports on June 23. In an advisory, UMHA shared inputs collected by Central security agencies and asked the states to step up vigil. Official sources said the states have been specifically asked to increase vigil around the Israeli Embassy in Delhi and the Consulates General in Mumbai (Maharashtra) and Bengaluru (Karnataka). Synagogues and Chabad houses are also possible targets. Advisories have been issued to Delhi, Karnataka, Rajasthan, Himachal Pradesh, Tamil Nadu, Maharashtra and Goa.

The ‘splinter’ group of Hizb-ul-Mujahideen (HM) headed by Qayoom Najjar, is turning out to be a new hardline militant group in Kashmir with militants from other outfits like Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT) rallying around it, reports Daily Excelsior on June 29. Police blames Najjar’s group for attacks on telecom companies in which two people were killed and four others were injured, leading to breakdown of telecommunications for some days in Kashmir valley last month. Police also holds them responsible for killings of four activists of All Party Hurriyat Conference-Geelani (APHC-G) and former militants in Sopore area early this month. Earlier, Police and other security agencies claimed that the group is restricted to Sopore area only and is a splinter group of HM that has serious differences with its leadership and some All Party Hurriyat Conference (APHC) leaders. Now, sources revealed that the group has already spread its tentacles in Srinagar and South Kashmir and is emerging as a new militant group in Kashmir valley that will pose a major security challenge to the Government in future. Security agencies have apprehensions that a large numbers of self-radicalised youth can join them in future, making this group one of the powerful militant groups in Kashmir valley. The group has also several JeM militants from Pakistan with them and they are expecting more JeM militants to join them later this year. Sources said that large numbers of JeM militants are waiting for infiltration at the launch pads along the Line of Control (LoC). Sources said that Najjar with the support of some hardliners in HM were for last two years asking for stepping up of the militant activities in Kashmir but the top leadership was against it.
