The National Investigation Agency (NIA) on September 1 arrested another over-ground operative of Lashkar-e-Toiba (LeT) identified as Showkat Ahmed Bhat, who had arranged transportation for the four Pakistani terrorists including captured Mohammad Naved Yakub within Kashmir soon after they infiltrated from Pakistan occupied Kashmir (PoK), reports Times of India. During their two-month stay in the Valley, Bhat assisted the four LeT trained Pakistani terrorists in travelling from one place to another. Officials suspect that he was directed by Abu Qasim to arrange the travel, as desired by LeT bosses based in Pakistan.

The National Investigation Agency (NIA) on September 2 got 14 days custody of Showkat Ahmed Bhat, third accused in the Udhampur attack in which two Border Security Force (BSF) troopers were killed and nearly a dozen others injured early last month, reports The Indian Express. Showkat is the third person arrested on September 1 in connection with Udhampur terror attack after Lashkar-e-Toiba (LeT) terrorist Mohammad Naveed of Faislabad (Pakistan) and a local truck driver Khurshid Bhatt of Chursu in Awantipora. Showkat had transported four Lashkar terrorist including Naveed and Noman from near Baba Riishi in Baramulla District to South Kashmir soon after they had infiltrated into the Indian territory from Pakistan occupied Kashmir (PoK). The other two terrorists included Abu Akasha and Mohammed Bhai.

National Investigation Agency (NIA) on September 3 launched massive hunt against three top Lashkar-e-Toiba (LeT) commanders involved in Border Security Force (BSF) convoy attack at Udhampur in which two BSF personnel were killed and around a dozen were injured, reports Daily Excelsior. Coloured posters written in Urdu and English, were pasted by the NIA at different places in South Kashmir and announced cash rewards for those who would give information to the agency about LeT Divisional Commander Abu Qasim and two other LeT militants Zargham alias Muhammad Bhai and Abu Okasha. Qasim , who is believed to be mastermind of Udhampur attack, carries INR 1 million bounty on his head while as Zargham and Okasha carry INR 0.5 million each on their heads.

The India government has finalized a robust policy for flying such objects, amidst revelations by several terrorists and investigations carried out by intelligence agencies on possible use of unmanned aerial vehicles (UAVs)/unmanned aircraft systems (UASs) for terrorist attacks, The Times of India reports on September 5. The new guidelines for the UAVs/UASs including paragliders, hot air balloons, remote-controlled flying devices, microlight aircrafts etc will be out soon, said sources. The threat from paragliders is borne by the interrogation of terrorists including Lashkar-e-Taiba's Syed Zabiuddin Ansari alias Abu Jundal, Indian Mujahideen's (IM) Syed Ismael Afaque Lanka and Khalistani militant leader Jagtar Singh Tara. Jundal, revealed that LeT provides aerial training to select cadres. Independent inputs confirm Inter-Services Intelligence's (ISI's) role as well in training LeT cadres in parachute jumping. It is learnt that LeT is trying to procure equipment for paragliding from companies in China and UAE, besides falling back on in-house Pakistani companies to purchase the technology to build drones. In December 2014, intelligence inputs had indicated that LeT had paragliders ready to operate at two weeks' notice. The agencies, in investigations carried out in Spain, learnt that a motorized paraglider with a capacity to carry two persons was to be procured for PKR 10,00,000. The equipment could carry a payload of 150 kilogram and cover a distance of nearly 70 kilometre. Tara tasked one Gajinder Singh to receive the paragliding equipment in Pakistan. Spanish authorities confirmed that Spain resident Muhammad Umar Gondal had purchased a para-motor from a paraglider store in Costa de Sol area, mentioning an address in Sargodha, Pakistan, in the invoice. Gondal took the paraglider to Pakistan on June 30, 2014, when he claimed VAT refund on it. As per the plan, the paraglider was to be launched from Narowal area of Pakistan's Punjab during dusk time, with the intention of dropping the consignment into Indian territory. The paraglider would then make a return sortie, with the propeller fan switched off at a safe distance to avoid alerting the border agencies.

Showkat Ahmed Bhat (36), arrested by National Investigation Agency (NIA) in connection with Udhampur terror strike on a Boarder Security Force (BSF) bus that left its two personnel dead, was brought to New Delhi on September 6 for a scientific analysis of his statements and will be subjected to a lie detector test, reports Daily Excelsior. A resident of Pulwama District, Bhat was arrested on September 1 by NIA which is probing the case in which two Lashkar-e-Toiba (LeT) terrorists from Pakistan attacked a BSF bus at Samroli in Udhampur and killed its two personnel. NIA said that Bhat was allegedly involved in transporting a group of four LeT terrorists from Baba Reshi in Baramulla District to south Kashmir soon after they had infiltrated India from Pakistan-occupied Kashmir (PoK). He is said to be an overground worker of LeT.

A special court in Delhi on September 7 allowed a plea by National Investigation Agency (NIA) seeking permission to conduct polygraph test on Showkat Ahmed Bhat, a South Kashmir resident, accused of transporting Lashkar-e-Toiba (LeT) militants, who on August 5 ambushed a Border Security Force (BSF) convoy in Udhampur District in Jammu and Kashmir, reports DNA. The NIA in their application stated that Bhat's statements have been found inconsistent and that a polygraph test is essential "to expose the larger conspiracy behind the instant terrorist attack. It had last month allowed NIA to put another alleged LeT terrorist, Mohammad Naved, through the lie detector test as well.

Two days after he said that terrorist organisation Islamic State (IS) was not big challenge to India, Union Home Minister (UHM) Rajnath Singh told a Russian delegation that “the threat of IS was a matter of serious concern”, reports The Hindu on September 8. This was conveyed during a meeting between a Russian delegation headed by Interior Minister Vladimir Kolokoltsev and an Indian team headed by Rajnath Singh. A statement issued by the Union Ministry of Home Affairs (UMHA) said, “Union Home Minister said that the threat of Islamic State of Iraq and the Levant (ISIL) is a matter of serious concern and there is need for close cooperation and exchange of information between the two countries and monitoring the activity of ISIL particularly in the field of media to counter the extensive media propaganda by the ISIL and the Cyber Space to combat close Jihadi chat and online recruitment.” Home Minister also asked Russia to tell Pakistan to rein in terrorist groups operating from its soil and support New Delhi in its effort to isolate Islamabad in international forums on the issue of terror. The Indian side told the visiting Russian delegation that terrorist groups like Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM), which have been targeting India, operate from Pakistan’s soil and Moscow should ask Islamabad during their bilateral meetings to dismantle all such groups, official sources said. The Indian delegation also told the Russian side to help New Delhi isolate Islamabad in the United Nations (UN) and other international forums on the issue of terror.

During the discussions, the two sides agreed to have in a place a mechanism of coordinated patrolling and hold sector, battalion and post-level talks on border issues and monitoring ceasefire violations. "The most significant takeaway of the talks has been that the two sides agreed that maintenance of peace and tranquility on this border is the most important issue and this needs to be implemented on the ground," said a source. The Indian delegation, led by Border Security force (BSF) DG Devendra Kumar Pathak, didn't bring up the issue of arrest of Lashkar-e-Taiba (LeT) terrorist Mohammad Naveed Yakub involved in Udhampur attack and Gurdaspur attack. "We won't gain anything from the past. Let's forget about it and work towards peace at the border. Let's talk about the future," a government source quoted Pathak as having said at the beginning of the talks with the Pakistani delegation, led by DG (Punjab) Umar Farooq Burki. Burki asked BSF to initiate joint patrolling along some mutually identified areas, which was agreed by India, sources said. Sources said the Pakistan Rangers "did not bring on table" the issue of activation of the UNMOGIP (UN Military Observer Group in Indian and Pakistan). The Pakistani officials expressed their inability to monitor infiltration. "Pak officials claimed that they are unable to check infiltration as they don't have high-tech instruments and infrastructure like the Indian security forces," said a source. On September 9 (today), two surrendered militants-turned-Special Police Officers (SPOs) escaped from their duty in Doda (Doda District) along with official Insas and AK-47 rifles and magazines and were reported to have rejoined the Lashkar-e-Toiba (LeT) ranks, reports Daily Excelsior. Army and Police have launched search operations to nab the ‘militants’. “The escape of two SPOs from the District Police Lines (DPL) Doda was part of Lashkar-e-Toiba (LeT) efforts to revive militancy in the sensitive district, which had been declared militancy-free for the past quite some time. The duo also tried to win over another surrendered militant-turned-SPO but he had refused,” official sources said. The third SPO has been taken into custody for questioning. The SPOs-turned militants who had escaped were identified as Gul Mohammad Mingno alias Gulla, a resident of Mohalla Dandyan, Doda town; and Riaz Ahmad, resident of Marmat in Doda. The militants took away with them their service weapons including one Insas rifle, an AK-47 rifle and their three magazines each, while deserting police and joining the militant ranks. Gul Mohammad had surrendered in Doda in 2010 while Riaz had surrendered in Kathua in 2002. They were later recruited as SPOs in Police for their good work against the militancy. A Special MCOCA (Maharashtra Control of Organised Crime Act Court) on September 10 convicted 12 persons of hatching a criminal conspiracy and subsequently executing a series of bombings on Mumbai’s (Maharashtra) local trains on July 11 2006 (7/11), which claimed 189 lives and injured over 800 people, reports The Hindu. The 12 convicts, including key conspirators Faisal Shaikh and Asif Khan Bashir Khan alias Junaid, were chiefly found guilty of being members of terrorist organisation under section 20 of the Unlawful Activities (Prevention) Act- UAPA and of being part of an organised crime syndicate under MCOCA, among other sections. Of the total 13 accused arrested and charge sheeted by the Maharashtra Anti-Terrorism Squad (ATS), one person Abdul Wahid Din Mohammad Shaikh was acquitted of all the charges after nine years in jail. They were also found guilty of criminal conspiracy (section 120B) to commit offences related to waging war against the Government of India (sections 121A, 122) under the Indian Penal Code. Five of the convicts, namely Kamal Ansari, Lashkar-e-Taiba’s (LeT) 'Mumbai chief' Faisal, SIMI (Students Islamic Movement of India) cadre Ehtesham Siddiqui, Naveed and Junaid were planters of bombs at Jogeshwari, Mira Road, Bandra and Borivali. Reports said that Special Operations Group (SOG) of Jammu and Kashmir Police Srinagar received information about the presence of four LeT militants including two top LeT ‘commanders’, Abu Ukasha and Abu Dujana in Begam Bagh village of Kakpora in the District. However, a Police officer said that the two top LeT commanders, Abu Ukasha and Abu Dujana, involved in last month Udhampur attack who were also trapped used the locals working in the rice fields as human shields to flee. “Police and army didn’t fire to avoid collateral damage and the two commanders took advantage of it”, he added.
