Ekantipur.com reports that two days after its tenure was extended for the final time, the Constituent Assembly (CA) has stepped up preparations to finalise a time-bound calendar to complete the first draft of the new constitution. The dispute resolution subcommittee of the Constitutional Committee (CC) led by UCPN-M chairman Pushpa Kamal Dahal aka Prachanda on December 1 instructed the CA Secretariat to come up with a revised draft of the CA calendar that will reflect their commitment. “We will resolve other outstanding issues, except for the issue of restructuring, within two months.” In the subcommittee's meeting, major party leaders agreed to resolve all intricate issues (22 in total), except for those related to State restructuring, within two months. Dahal is learnt to have said it was the people's verdict to promulgate the constitution within the six months. He committed to "do all" he can to "honour the verdict of the people."

Nepali Congress (NC) office-bearers meeting on December 1 decided that it cannot agree to the Unified Communist Party of Nepal-Maoist (UCPN-M) proposal to increase the number of the Maoist combatants for integration. NC leader Arjun Nar Singh said that the party took the decision not to review on the numbers of the combatants for their integration. The major parties have agreed to integrate up to 6,500 combatants but the Maoist party has come up with a new proposal to increase the number as the combatants more than the double of the agreed numbers have chosen an integration option during the regrouping process.

The Mohan Baidya faction of the UCPN-M has condemned the murder of senior Indian Communist party of India-Maoist (CPI-Maoist) leader, Mallojula Koteswara Rao alias Kishenji by the Indian Security Forces (SFs) in West Bengal. Issuing a joint statement, Maoist vice chairman Baidya and General Secretary Ram Bahadur Thapa said they were shocked and saddened by Kishenji's murder. However, there was no reaction from the UCPN -M leadership in the Nepalese Government over the death of Kishenji. Describing Kishenji as a "true leader of the international proletariat", the UCPN-M leaders said the killing of a top leader like him had dealt a blow to the entire communist movement of India.

In the presence of some UCPN-M leaders close to the hardliner faction led by party Vice-chairman Mohan Baidya, disqualified PLA combatants have formed an organisation—Discharged People’s Liberation Army (DPLA). A gathering of combatants disqualified by United Nations Mission in Nepal (UNMIN) in Butwal on December 1 formed a seven-member committee under Sagar Limbu. Maoist Standing Committee member Netra Bikram Chand, Politburo member, Haribhakta Kandel and central members Khadka Bahadur Bishwo-karma, Chandra Hari Subedi and Uma Bhujel were present at the gathering. “The PLA combatants who fought for peace and constitution cannot stay without a dignified existence and rights. They are ready to challenge the state and even the party if need be for their rights and dignity,” said Limbu.

The members of the Public Accounts Committee (PAC) of Parliament on December 5 asked Prime Minister Baburam Bhattarai to return the allowance issued in the name of proxy People’s Liberation Army (PLA) combatants, reports Nepal News. At the meeting of the parliamentary committee held at Singh Durbar, the lawmakers expressed their serious concern over an estimated NPR 1 billion that was released from the state coffers in salaries and rations for proxy combatants who are believed to have deserted the cantonments and did not show up for the regrouping process. With the latest figure collected by the Army Integration Special Committee's secretariat showing the decline in the numbers of the Maoist combatants by at least around 2,600, opposition parties led by Nepali Congress have started accusing the ruling UCPN-M party of embezzling billions of rupees by registering false details of the combatants.

Leaders of opposition parties in the Parliament On December 8 accused Dr Baburam Bhattarai-led Government and the Unified Communist party of Nepal-Maoist (UCPN-M) of indulging in corruption and promoting irregularities in an organised manner. “It is public knowledge that the UCPN-M received salaries from the Government in the name of 3,000 combatants who had already deserted the People’s Liberation Army camps and the party is planning to take half of the money meant for combatants who have opted for voluntary retirement,” said NC leader Dr Ram Sharan Mahat. “Some combatants from Surkhet have told me over phone that their commander, Nanda Kishor Pun has ordered them to give 50 per cent of the money received under the rehabilitation package to the party.”

Issuing a statement on December 9, they have demanded equal perks and treatment as enjoyed by the Maoist combatants in the ongoing integration and rehabilitation process. “The integration process has reached its final stage but we are kept in the dark. The meeting of the dispute resolution subcommittee under Constitutional Committee (CC) decided to put the provision of mixed electoral system in the new constitution. However, leaders are yet to agree on whether to put 40 or 50 percent seats under the proportional representation quota in the mixed electoral system. With this agreement, the Committee has now narrowed down the disputed issues seen in constitution drafting from 22 to 20. Electoral system was one of the chief disputed issues in the committee as the UCPN-M party was pressing for grant voting rights to all Nepali citizens who have reached 16 years of age.

Nepal News reports that emerging from a meeting of the dispute resolution Sub-Committee under the Constitutional Committee (CC) on December 30, Sub-Committee coordinator and Unified Communist Party of Nepal-Maoist (UCPN-M) chairman Pushpa Kamal Dahal aka Prachanda said that all the disputed issues except the state structuring had been resolved in principle. “We have resolved most of the contentious issues. Remaining issues will be settled as soon as possible,” Prachanda said. He also said that issue of the state restructuring will be discussed only after the State Restructuring Commission (SRC) submits its report. In the meeting, the Sub-Committee approved the report prepared by its task force on the disputed issues seen in the constitution drafting. On December 28, the Sub-Committee had given responsibility to the task force to recommend on 14 disputed issues except state restructuring.
