A cadre of Rastriya Prajatantra Party (RPP), Pemba Lama (48) of Bhotang Village Development Committee-1 (VDC-1), was injured when two local cadres of the Unified Communist Party of Nepal-Maoist (UCPN-M) - Raju Tamang and Mangale Tamang - attacked Lama with Khukuris on the charge of having different political belief on November 1, reports inseconline.org. Stating that there were several instances of clashes and attacks between cadres of UCPN-M and RPP in the incident site, Ninma Gyalbo Tamang, a local said that such incidents have been occurring time and again as action is not taken against the perpetrators of the past incidents.

Nepal News reports that Nanda Kishor Pun , the Chief of the People's Liberation Army (PLA) of the Unified Communist Party of Nepal-Maoist (UCPN-M), on November 3 said that the two-day meeting of the General Staff of PLA held at party chairman Pushpa Kamal Dahal's residence in Naya Bazaar decided to focus all attention towards ensuring proper implementation of the deal. He said the PLA fighters were fully committed to the 'historic' deal and will support the Government for its prompt implementation. The meeting directed all the commanders of the seven divisions of the PLA to help implement the agreement, he said.

Amid the growing rift in the Unified Communist Party of Nepal-Maoist (UCPN-M) over the integration and rehabilitation of Maoist combatants, Prime Minister (PM) Baburam Bhattarai and UCPN-M Chairman Pushpa Kamal Dahal aka Prachanda have decided to visit cantonment sites to encourage combatants to participate in the regrouping process, reports Kantipuronline. Over 19,000 Maoist combatants living in 28 cantonment sites will gather at the seven main cantonment sites for the regrouping process that will begin on November 16. Making a u-turn, the three major parties – Unified communist Party of Nepal-Maoist (UCPN-M), Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) - and the Madheshi Front decided to go for the State Restructuring Commission (SRC) instead of the expert committee to determine state restructuring. The three parties and the Madheshi Front signed a two-point agreement following hectic talks Friday late night, according to which the SRC would be formed within three days. The SRC will present its report on restructuring of the state on the basis of “capacity and identity” while also taking into consideration the reports of concerned committees of the Constituent Assembly and the issues raised by the CA members.

Talking to the journalists at the seventh division of the of Maoist combatants in Kailali, Prachanda said that the review was necessary to address the choices of the combatants. “An increase of one or two thousand combatants will not create any problem,” he added. Major political parties have agreed to integrate up to 6,500 combatants whereas more than the double this number have opted for integration during regrouping process.
