Former Prime Minister Madhav Kumar Nepal on April 3 said that the Unified Communist Party of Nepal-Maoist (UCPN-M) is not serious to write the new constitution on time, reports Nepal News. He accused the Maoists of lingering and making various pretexts as they do not want to issue a new constitution. The Maoist chairman’s decision to back-out from the sub-committee under the Constitutional Committee shows that the Maoists are not serious in making the constitution, he said, adding, the UCPN-M must be further pressured to ensure peace and timely statute. President Ram Baran Yadav opined it is not a good idea to endorse the new constitution by a two-third majority without taking the opposition parties - Nepali Congress and the Madhesh based parties - into confidence. He said a consensus among four power groups in the Constituent Assembly (CA) – UCPN-M, Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Nepali Congress and the Madhesh based parties – is must for stability and sustainable peace. Although there is a provision to endorse the statute by two-third majority such statute will not ensure peace and sustainability, said President Yadav, adding, only a statute with consent from the four power groups will be sustainable.

The Maoist Standing Committee (SC) has taken positively the Nepal Army proposal to form a separate directorate comprising a proportional number of Maoist combatants and personnel from other security agencies for the integration of Peoples Liberation Army (PLA) combatants, according to Kantipuronline. As reported earlier, the Army had briefed Prime Minister Jhala Nath Khanal on its proposal to form a separate entity within the Army comprising 50 percent former Maoist combatants and 50 percent personnel from the existing Security Forces. The Army proposes that the new directorate be named the ‘Office of the Director General of Security and National Development’ and that it be responsible for disaster relief operations, infrastructure development and road construction, industrial security and nature conservation. The Army has also said that the directorate, with a strength of 10-12,000 personnel, could also be used for border security if the Government so decides. Himalayan Times reports that the UCPN-M launched its People’s Volunteers in the Valley despite internal conflicts. With the party’s decision to launch a concentrated group of youths, the People’s Volunteers Mobilisation Bureau (PVMB) made public the volunteers in different parts of the country. People’s Volunteers would is to create pressure for peace and constitution, and also serve the people and begin production and construction work besides providing security to people.

‘Military-in-charge’ of the Unified Communist Party of Nepal-Maoist (UCPN-M) and Minister for Peace and Reconstruction, Barshaman Pun, said the integration model proposed by Nepal Army (NA) is positive, according to Nepal News. The integration model is positive, said Pun, adding, it can be implemented after determining the integration process, number to be integrated and criteria for rank determination. Pun also said he is consulting various donor agencies for support in developing suitable rehabilitation package for combatants who do not want to join the Security Forces (SFs). Pun is also a member of the Army Integration Special Committee (AISC) from the UCPN-M. Another AISC member, Ram Sharan Mahat, said his party is not against the model proposed by NA and that a final decision could be taken at the AISC based on political consensus. Mahat represents Nepali Congress (NC) at the AISC. Kantipuronline reports that after the completion of their two-day Standing Committee (SC) meeting on April 3, the Maoist top brass stood together to announce that the party wouldn’t split. The SC meet called to discuss the intra-party rift.

Nepal is going to be declared a mine-free country by mid-June this year, reports Kantipuronline. Four platoons of Nepal Army (NA) with the help of United Nations Mine Action Team (UNMAT) have cleared 45 of the 53 mine fields and plan to clear the remaining mines by mid-June 2011. Among the places where NA is working to clear the mine fields are Aitabare of Ilam, Liwang of Rolpa, Chawang of Pyuthan and Simkhaka of Salyan. In some places the work is yet to start. These include Sillot of Panchthar, Murtidanda of Ilam, Khara of Rukum and Phulchoki of Lalitpur. UN Resident and Humanitarian Coordinator Robert Piper said that UNMAT and the NA will hold a celebration on June 14 to mark the day. During the conflict, NA had reportedly planted 53 minefields, while more than 300 improvised explosive devices (IED) were planted by NA, Nepal Police and Armed Police Force Combined. The UNMAT in coordination with the Communist Party of Nepal-Maoist (CPN-M) and United Nations Mission in Nepal (UNMIN) counterparts is reported to have carried out the demolition of all items in recorded stockpiles of IEDs — a total of 52617 — and other explosive items at all the seven Maoist cantonments. Around 300 people are said to have lost their lives due to mines and explosive remnants after the signing of the Comprehensive Peace Accord in 2006.

Prime Minister (PM) Jhalanath Khanal on April 4 said that the Unified Communist Party of Nepal-Maoist (UCPN-M) has more responsibility than other political parties for integration and rehabilitation of their combatants, reports Nepal News. Speaking at a programme, PM Khanal stressed that other parties should also make positive efforts in this regard. Stating that time for drafting the Constitution is less than two months, he also said the peace process and statute drafting would reach a conclusion within 50 days if the ongoing efforts go smoothly. “The ongoing peace process and statute drafting process are equally important although at the moment, we have to give the priority to peace process than statute drafting,” he said. PM Khanal also stressed that past agreements must be implemented properly for the logical conclusion of peace process and statute drafting in time and urged the Maoists to do their bit for the two main tasks. Speaking at the same programme, Nepali Congress (NC) president Sushil Koirala accused the ruling UCPN-M of creating the terror by forming one organisation or the other rather than cooperating to conclude the peace process.

Unified Communist Party of Nepal-Maoist (UCPN-M) vice chairman Baburam Bhattarai on April 5 said conspiracies to impose presidential rule by derailing the constitution-making and peace process are being hatched, reports Nepal News. Speaking at a programme, he said a new mass movement would be launched if presidential rule is imposed. He, however, did not explain which political quarter is hatching such a conspiracy. Maoist chairman Narayan Kaji Shrestha, speaking at the same programme, said that the Maoist party would stage 'people's revolt' if attempts were made against peace process and constitution-drafting. Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) have rejected the UCPN-M proposal to change the co-coordinator of sub-committee under the Constitutional Committee (CC) formed to resolve the disputed issues in the new constitution. NC and CPN-UML turned down the Maoist proposal at a meeting of the leaders of the three parties in the morning of April 5.

Police said the arrestees were holding a meeting and making plans to bomb several places in the Kathmandu Valley when they raided the hideouts and arrested them. Along with three pistols, some explosives and paraphernalia containing plans to carry out the bombings. The arrestees were identified as ‘Chairman’ Lalit Limbu (Girwan), ‘Vice Chairman’ Bhim Ojha (Mukti), ‘Treasurer’ Barun Shrestha (Omkar), ‘Secretary’ Netra Prasad Dahal (Rijwan) and ‘Military Commander’ Ajay Thapa Magar (Akhanda). Police said the arrestees were preparing to collect around 50 weapons, enroll around 1,000 cadres in the outfit (giving priority to the Madheshi community) and plant bombs in 15 different places of the Valley by the end of April. Police also said they were planning to import two AK-47 rifles within two months. “They were planning to cause destruction and spread terror by bombing various places in the Valley to prove their existence, so that it would be easier for them to collect funds,” Senior Superintendent of Police (SSP), at the Metropolitan Police Range, Madhav Nepal said. “Preliminary investigation has revealed that Magar was a former Kathmandu District Committee member of the Unified Communist of Nepal-Maoist (UCPN-M), while Ojha was a former cadre of the Rastriya Prajatantra Party,” Chief of the Metropolitan Police Crime Division, Senior Superintendent of Police Hemanta Malla, said. However, police sources said the underground organisation is not a splinter group of the UCPN-M as the name suggests. The outfit was formed in mid-May 2010, Police said. Nepal News identified the outfit as Communist Party of Nepal (People's Revolutionary), while the Himalayan Times said that the outfit has defected from UCPN-M and has named itself as CPN-Janavidrohi Maobadi (CPN-People's Revolutionary Maoist).

Another Maoist leader and Physical Planning Minister Top Bahadur Rayamajhi said promulgation of new constitution by 28 May is not possible, according to Nepal News. He said extension of the CA’s term is inevitable as there is no possibility of writing the constitution by 28 May and that dissolution of the CA before promulgating the statute would invite conflict in the country. However, mere extension of the CA's term would not make things better and that the parties need to show unity for constitution, he added. Rayamajhi also said national unity Government is necessary for peace and constitution. "The Khanal Government can be given the shape of national unity Government," he said, adding, "If this is not possible we should be ready for other options."

Sitaula reasoned that the Maoist party’s refusal to abide by the 12-point pact had given rise to the political crisis. He also attacked the seven-point deal between the Maoists and the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), arguing that the deal is in violation of the 12-point pact and is aimed to usurp power. Sitaula also ruled out the possibility of drafting the new constitution until the integration of the Maoist combatants is over, adds Nepal News. He said the peace and statute drafting processes could not gain momentum due to lack of willingness on the part of the Maoists and accused the Maoists of trying to capture the power by creating anarchy in the nation. In response to the question if Prime Minster Jhala Nath Khanal would be called back from the Government, Oli said, “There is no tradition to call back, he should resign.” Nepal News, however, quoted him as saying that his party would call back the Prime Minister after May 28 if he failed to deliver peace and statute by then. "Khanal is failing to meet the objectives and forge national consensus for peace and constitution," he argued, adding that Khanal has not been able to turn his words into deeds. During a meeting convened by Constituent assembly (CA) Chairman Subash Chandra Nembang in the evening of April 29 agreed to intensify bilateral and trilateral discussions to thrash out the debated issues, UCPN-M Chairman Pushpa Kamal Dahal aka Prachanda informed after the meeting. A discussion among the members of sub-committee under the Constitutional Committee has been scheduled for May 1, he added. Dahal is the coordinator of the subcommittee formed to resolve the debated issues relating to constitution drafting. Minister for Education, Gangala Tuladhar, has said that peace and constitution are the top priorities of the Government and support and collaboration from the main opposition party NC is a must to meet such goals, according to Himalayan Times. Meanwhile, the Rastriya Prajatantra Party-Nepal (RPP-N) urged three major political parties – UCPN-M, CPN-UML and NC -- to dump the ideas of federalism and secularism thereby creating a favourable environment for the reinstatement of monarchy in the country, Kantipuronline reports. RPP-N claimed to establish constitutional monarchy and Hindu kingdom through street demonstrations if the big three parties failed to rethink over the issues of secularism, federalism and republic state. The RPP-N leaders demanded that the Government ensure the dissolution of the CA it parties failed to draft the constitution by May 28 deadline.

The Unified Communist Party of Nepal-Maoist (UCPN-M) in its central committee (CC) meeting on April 29 approved the political dossier of its chairman Pushpa Kamal Dahal aka Prachanda by majority votes, according to Nepal News. Dahal has in his political dossier emphasized the need to conclude the peace process and constitution-drafting to safeguard the political achievements made so far. Senior Maoist leader Dev Gurung later said that party vice-chairman Mohan Baidya, who had tabled a separate proposal in the CC meet vigorously advocating the revolutionary path, filed a note of dissent against Dahal’s proposal. Gurung further said that the party’s CC meet also concluded that there’s no alternative left but to go for the second extension of the Constituent Assembly’s term since the May 28 deadline for promulgation of the new constitution is not likely to be met. He, however, said that the party is in favor of an integrated draft of the new constitution by May 28. The vice chairman Baburam Bhattarai faction backed Dahal's document, adds Kantipuronline.

United Nations (UN) Secretary-General Ban Ki-moon called on Nepal's rival parties on April 29 to step up efforts to agree a new constitution, according to Himalayan Times. The Secretary-General said Nepal was facing a new "decisive point" in its efforts to get over a decade of civil war between Maoist rebels and the Government that ended five years ago. "With Nepal's constitutional deadline less than one month away, the secretary-general urges all parties in Nepal to exert the utmost effort in reaching consensus on outstanding issues, including the integration and rehabilitation of Maoist army personnel and fundamental issues regarding the new constitution," Ban's spokesman Martin Nesirky said, adding, "At this decisive point in the process, the secretary-general calls on all parties to exercise maximum flexibility in seeking a common political ground to enable them to fulfill their commitments, including the adoption of a new constitution by the constituent assembly." Ban said in the statement that "Nepal's peace process has already delivered significant achievements. However, the process remains overdue and incomplete due to continuing differences among the parties."
