The Unified Communist Party of Nepal-Maoist (UCPN-M) is preparing to join the Jhala Nath Khanal cabinet even without the home ministry, it is learnt, according to Nepal News. The Maoist agreed to join the Government even without the home ministry for now. It is learnt that there has been a tentative agreement to keep the home ministry with the Prime Minister himself for now and give the ministry to the Maoist once the segregation of combatants going for integration and rehabilitation is completed. A Standing Committee (SC) meeting of the party at party headquarters in the morning of March 1 discussed on joining the Government. However, a decision was not reached due to absence of many SC members. Maoist vice chairman Narayan Kaji Shrestha told reporters after the meeting that we discussed on the options of joining the Government, but could not reach a decision as many SC members were absent. The Standing Committee will meet again on March 2 (today) to take a formal decision, according to Shrestha.

On March 3, the Unified Communist Party of Nepal-Maoist (UCPN-Maoist), which has strongly backed the Prime Minister Jhala Nath Khanal-led Government, seems positive about joining the Government even though it does not get the Home Ministry portfolio immediately, reported Kantipuronline. Maoist leaders say that the party has been positive about joining the Government after Khanal assured that he would hold the Home Ministry for some period and hand it over to them after “concrete progress” is made on the integration and rehabilitation of former Maoist combatants. However, Maoist Chairman Pushpa Kamal Dahal aka Prachanda is still facing difficulties in convincing his deputy Baburam Bhattarai as to why the party should join the Government. Bhattarai has sought a “written commitment” from the Prime Minister about handover of the Home Ministry to them later.

Inaugurating the sixth Lekhnath Municipal conference of the Youth Association Nepal, KP Sharma Oli stressed that the Maoists should not obstruct the way for national consensus in the name of two-third majority. “Completion of the ongoing peace process and the constitution-drafting process will be possible within May 28 if the parties agree on forging national consensus and cooperation”, said Oli. Further, CPN-UML leader KP Sharma Oli said that the peace and security condition in the country begins to deteriorate due to delay on selecting the Home Minister reported Himalayan Times. Refuting accusations that the party floated the youth squad as a preparation to stage 'people's revolt', Chand said the organisation would create pressure for timely completion of the constitution-writing and the peace process apart from engaging in "development activities and public security" across the country. Nepal Army (NA) has proposed to form a separate general directorate under its command comprising of certain number of personnel from NA, Nepal Police, Armed Police Force (APF) and Maoist combatants to complete the peace process, Kantipuronline reported. In a report submitted to Prime Minister Jhala Nath Khanal, Chief of Army Staff (CoAS) Chhatraman Singh Gurung has said, a general directorate with up to 12,000 personnel could be formed and deployed for special tasks like border, industrial or forest security and for rescue works in case of natural disasters. In the model proposed by NA, the general directorate will be led by a Major General and will have about 200 officers. The force will be divided into smaller units of about 250 personnel and will be led by Majors. In the proposal NA has specified the issues in which it can show flexibility and the ones in which it cannot compromise. NA has ruled out the possibility of bulk integration. Likewise it has also ruled out the induction of Maoist combatants accused of serious human rights violations, those who fled security agencies and those in central or regional committees of Unified Communist Party of Nepal-Maoist (UCPN-M). However, NA has said, it can show some flexibility in the criteria on education qualification, physical exercises marital status and age bar. Though the UCPN-Maoist has not responded to the NA proposal, the Maoist combatants have said the proposal could become a basis of discussion for the integration process. The commanding level PLA officers at the seventh division camp in Kailali said the integration issue could be resolved if the NA’s proposal is brought under a positive political discussion and some of its points are revised.

The Unified Communist Part of Nepal-Maoist (UCPN-M) Vice Chairman Babu Ram Bhattarai said on March 30 that the accomplishments of peace and statute drafting processes are in peril as internal populism and culture of democracy are getting weaker, according to Kantipuronline. The Maoist ideologue remarked that the party could split if ideological debates are banned in the party, just like a pressure cooker explodes when if its vapour outlet gets blocked. "Those creating hue and cry inside the party while trying to initiate debate over ideologies are spreading the rumour that the party is splitting," said the Maoist vice chairman, during the fourth annual assembly of a community radio, 'Hamro Radio'. "How can a party that lacks democracy within itself can build a democratic constitution?" Bhattarai questioned, hinting at the internal conflicts within his party. He urged not to doubt the peace and statute-drafting process as it is being led by the Maoists. "The Constituent Assembly (CA) is a child gave birth by the Maoists, others are just the nurses," said leader Bhattarai, adding that the anti-constitution elements are trying to derail the constitution on various pretexts. "Now the anti-constitution are trying to slit the baby CA's throat," he claimed.

Top leaders of major parties have emphasised on political consensus for drafting the constitution and bringing peace process to a conclusion in time, according to Nepal News. The leaders admitted that there was no alternative to writing the new constitution and concluding the peace process within the stipulated time. Prime Minister Jhala Nath Khanal reiterated that the seven-point deal between the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and the Unified Communist Party of Nepal-Maoist (UCPN-M) was signed mainly with the aim to accomplish these two main tasks. He also stressed on the need to expedite talks among political parties to clear the mistrust over some issues concerning the constitution-drafting and the peace process, mainly the integration and management of Maoist combatants. Similarly, Maoist Chairman Puspa Kamal Dahal aka Prachanda said the parties now had a historical opportunity to give a constitution to the nation. "We need political, economic, social and cultural restructuring so as not to invite another conflict in the country," he said. Likewise, Nepali Congress President Sushil Koirala said the constitution-drafting could conclude within one month if the UCPN-M created a trustworthy environment. "The Maoists must implement the past agreements with parties to conclude the peace process," he added.

With the objective of upholding the spirit of ‘people’s war’, a new intellectual and cultural forum has been formed by the Unified Communist Party of Nepal-Maoist (UCPN-M) under leadership of Rishiraj Baral, reports Himalayan Times. “We, the Nepali intellectuals and cultural activists, committed to Marxism-Leninism and Maoism, who committed our faith and belief in the decade-long people’s war, hereby form the Revolutionary Intellectual-Cultural Activist Front (RICAF),” read a statement issued by Baral. Despite the merger of Organisation of Progressive Intellectuals of Nepal of CPN-Ekata Kendra led by Padma Khadka and the UCPN-Maoist’s All Nepal Intellectual Organisation led by Khimlal Devkota, the decision by the party to appoint Khadka as the President of new Organisation of Nepalese National Progressive Intellectuals is yet to be implemented. “It’s not a parallel organisation,” said Baral adding the original organisation is in a mess with no leader and programme. He said his front would be expanded nationwide if the party failed to address genuine issues. RICAF has created a website- thenextfront.com—for its supporters.
