A meeting of the UCPN-M central office-bearers at chairman Pushpa Kamal Dahal’s residence in Nayabazaar in the morning of February 15 (today) decided not to recommend ministers immediately for the Khanal-cabinet as touted earlier. Nepal News reports that the row over the Home Ministry seemed far from over as the Unified Communist Party of Nepal-Maoist (UCPN-M) reverted to its earlier decision to support the Government from outside, saying that the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) was yet to fulfill its commitment to the seven-point agreement. A meeting of the Maoist standing committee in the afternoon of February 17 decided not to join the Government unless the CPN-UML implemented the deal signed between party chairman Pushpa Kamal Dahal aka Prachanda and CPN-UML chairman Jhala Nath Khanal prior to the prime ministerial election. The Maoist standing committee's decision came after Prime Minister (PM) Jhala Nath Khanal could not decide on the expansion of his cabinet following a pressure from within the CPN-UML not to give the Home Ministry to the Maoists. There was heated dispute in CPN-UML standing committee meeting over the idea of giving the Home Ministry to the Maoists. The CPN-UML faction steered by KP Oli and Madhav Kumar Nepal had informed PM Khanal in writing on February 16 that the Home Ministry and Defence Ministry should not be given to the UCPN-M. Standing firm against the recent seven-point deal between the CPN-UML and UCPN-M, the Terai Madhes Loktantrik Party-Nepal (TMLP-Nepal) said it has decided not to join the CPN-UML-led Government, but instead stay in the opposition

Top Maoist leaders, including chairman Pushpa Kamal Dahal, vice chairmen Mohan Baidya and Baburam Bhattarai and general secretary Ram Bahadur Thapa arrived in Pokhara on February 16 to give orientation to cadres on party's policies ands strategies. Security was tightened in and around Pokhara Sabhahriha located at Srijana Chowk as the Maoist leaders arrived for the training programme jointly organised there by Tamuwan and Magarat Rajya Samiti of the party. Some 450 senior cadres are participating in the training. The nationwide training programmes were cancelled owing to dispute after vice chairman Bhattarai boycotted a programme held in Kathmandu for not being allowed to present his dissent. Bhattarai differs on the strategy of launching 'people's revolt' advocated by the party establishment and has been stressing that the party should instead focus on constitution-drafting and peace process so as to defend the political achievements made so far.

UCPN-M chairman Pushpa Kamal Dahal aka Prachanda suggested PM and UML chairman Jhala Nath Khanal to settle internal dispute in his party first and then ask the Maoists to join his Government. The Maoist chairman gave such a suggestion to PM Khanal during a meeting held at the PM's official residence in Baluwatar. According to PM's advisor Surya Thapa, PM Khanal tried to convince Prachanda to join the Government by "sacrificing" the Home Ministry UML considering the degree of disenchantment among UML leaders after he decided to allocate the ministry to the Maoists. However, Prachanda turned down Khanal's request.

Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Central Committee (CC) approved the seven-point agreement signed by its chairman Jhala Nath Khanal and Unified Communist Party of Nepal-Maoist (UCPN-M) chairman Pushpa Kamal Dahal aka Prachanda on February 3, but reinterpreted most of the points. A CC meeting at the party headquarters Balkhu on February 22 endorsed the decision forwarded by the politburo meeting on February 21 without any changes. The party has concluded the aim of the seven-point agreement is to complete the peace process successfully and promulgate a federal democratic constitution within the stipulated time. The most contentious issue in the seven-point agreement - to complete the army integration by forming a separate force of the Maoist combatants alone or along with representation from the security agencies - has been scrapped by the UML CC. The party has concluded, the seven-point agreement does not supersede any previous agreements and the army integration among other tasks of the peace process would be completed duly by following previously agreed formal processes. The party has agreed to take the leadership of the government turn by turn, but not limit such system to only two parties.

Unified Communist Party of Nepal-Maoist (UCPN-M), Secretary CP Gajurel on February 24 said his party was forming a new youth organisation, which would be more ‘dangerous’ than the existing Young Communist League (YCL), reports Kantipuronline. “In the past, everybody was afraid of YCL but not anymore. So we are planning to constitute a new force,” he said at a function in Sindhuli. Gajurel also threatened to revive the party’s structures such as ‘people’s government’ and ‘people’s court’—which were active during the insurgency—if the seven-point deal struck with Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Chairman and Prime Minister Jhala Nath Khanal was not implemented. Stating that they planned to capture the urban areas, he said the struggle plan would be announced within five months. Maoist combatants would remain inside their camps even if the party revived the wartime organisational structures. “Those who try to obstruct the establishment of a people’s federal republican order will be banished to jungle.” The party would be compelled to take a rough road if the easy one to constitution was hindered, the party secretary said.

The Unified Communist Party of Nepal-Maoist (UCPN-Maoist) Chairman Pushpa Kamal Dahal aka Prachanda on February 27 warned that all the factories, industries and hotels across the country will be turned into barracks to ensure the success of the people's revolt the party plans to wage, reports Nepal News. Prachanda said that Maoists will not tolerate any attempts to halt efforts aimed at ensuring peace and constitution as well as bringing about a radical transformation in the country. He also called upon all the factory workers affiliated to the Maoist party to make "final preparations" for people's revolt with all their power and might. He further said that those who believe that the Maoists will not wage any people's revolt and think that it is just a bluff will soon be getting a rude shock. As reported earlier, in a similar warning he had said that all "the universities would be converted into barracks" if the regressive elements intensified their conspiracies.

Mohan Vaidya, the Vice-chairman of the Unified Communist Party of Nepal-Maoist (UCPN-M) has warned that his party will be compelled to withdraw its support to the Government if the current political impasse caused by the inability to expand the cabinet and give a full shape to the Government continues, reports Nepal News. He insisted that the cabinet should be expanded as per the spirit of the seven-point deal. "If we can't move ahead as per the seven-point agreement, then the Maoist party will withdraw its support to the government," he said, clearly hinting that the onus is on the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) to implement the agreement. He blamed the intra-party tussle in the CPN-UML behind the inability of the Government to expand the cabinet. However, Maoist Chairman Pushpa Kamal Dahal aka Prachanda assured that another "vital decision" will be taken soon to expand the cabinet and give a full shape to the Government. 'We will take another vital decision soon to form a full-size cabinet and prevent the regressive forces from intervening in national politics," Dahal said. He said that the Government will get a full shape within couple of days much to the surprise of regressive and reactionary elements who want the present impasse to continue. He said the decision will be as surprising as the support of his party to Prime Minister Jhala Nath Khanal for the latter's election to the top executive post.

However, the Maoist rejected the UML proposal. "We did not agree to UML's decision to keep the Home Ministry with themselves," said Maoist vice-chairman Narayan Kaji. Shrestha added, "However, we agreed to sit for another round of discussion following internal meetings in both the parties."
