At the same time, incidents of violence were reported at some places. About 30 Maoist cadres carrying bamboo sticks attacked around a dozen shops in Anamnagar and Ghattekulo area in Kathmandu for defying the general strike. In Satungal and Naikap, the local residents counter attacked the Maoist cadres. Similarly, locals in Biratnagar also chased away the Maoist cadres after they forced shops to close down.

The indefinite general strike called by the Unified Communist Party of Nepal-Maoist (UCPN-Maoist) demanding a national unity Government in its leadership entered fifth day on May 6. Clashes among the Maoists and those opposing the strike were reported from different parts of the country. In one such incident, at least half a dozen persons were injured when clashes between the Maoist cadres and youths affiliated to Hindu Yuva Sangh (Hindu Youth Association) took place in the Birgunj area of Parsa District. The clashes had started after Hindu youths backed by local residents set ablaze the tent in City Hall being used by Maoists. Those opposing the strike also set ablaze a van being used by the Maoists to transport ration.

A meeting of the Maoist standing committee concluded that the ruling parties are intent on giving a violent turn to the 'peaceful' demonstrations and decided to put up tough resistance against those confronting the agitating party cadres. "We won't attack anybody but if we are attacked we will give tough answer," Maoist spokesperson Dina Nath Sharma said after the meeting. The Maoist standing committee's decision comes amid reports of the cadres of ruling parties, especially the CPN-UML and Madhesi Janadhikar Forum (Loktantrik), clashing with the Maoist demonstrators to defy the general strike at different places. Meanwhile, unconfirmed reports said that UCPN-Maoist have formed an informal 'flying teams' comprising YCL cadres to take action against those protesting against or defying the strike. The said 'flying team' is said to have been given special instruction by the Maoist leadership to retaliate against those confronting with party cadres in order to defy the strike called by the party.

Prime Minister (PM) Madhav Kumar Nepal said there can be no consensus without first fixing the number of Unified Communist party of Nepal-Maoist (UCPN-Maoist) former combatants into the Army and other security agencies, Nepal News reports. In an interview with Nagarik daily, the PM said, going for integration without determining the number to be integrated will invite further problems. "It's not a question you have so many qualified people. There are so many armed groups. What happens if all of them demand integration of their combatants into the army," said Nepal. "If we accept the Maoist demand for bulk integration, one phase of conflict will end, but another conflict (with other armed groups) will begin," he added. PM Nepal also claimed, the issue of fixing the number of combatants to be integrated is the only major hindrance to a consensus. Progress towards consensus is stranded on the issue of army integration, he explained. He also expressed confidence the Unified CPN-Maoist would support the Government proposal to extend the term of CA. "Maoist chairman Pushpa Kamal Dahal took a wise decision while withdrawing the general strike. He respected the public sentiment," said Nepal, adding, "I am sure he will do the same on this issue (CA term extension) and support for the CA term extension."

As reported in Himalayan Times, the Unified CPN-Maoist on May 29, as per the party’s earlier announcement, made public ‘people’s constitution’ amid a mass gathering at Khula Manch in Kathmandu. The Maoists’ version of the statute, unveiled coinciding with the Republic Day, includes 19 clauses and 274 sub-clauses. Altogether 12 states have been proposed in the 100-page statute with unicameral parliament in each state. Likewise a 3-tier judiciary and 11 different constitutional bodies have been included as major highlights of the statute, which is entitled People's Federal Republican Constitution. The Maoists had on May 16 decided to unveil the statute after the Constituent Assembly was somewhat sure to miss the May 28 deadline for its main task of writing a new constitution.

Speaking to media-persons at Bharatpur Airport on May 31, he said that as per the agreement, there is one more day left for PM Nepal to resign in order to clear the path for a national consensus Government. The Maoist ideologue further warned the ruling parties not to go against the agreement. There will be serious consequences if the prime minister doesn't resign by June 2 as agreed, Bhattarai said.
