The Governor Shaukatullah Khan on April 4 said the Government had not contacted militants for holding peaceful elections in Federally Administered Tribal Areas (FATA), reports The News. Speaking at a grand jirga (tribal council) during a visit to the Landikotal tehsil (revenue unit) of Khyber Agency, he said the Government would utilize all resources to conduct free and fair elections in the tribal region. “There have been no talks with the Tehreek-e-Taliban Pakistan (TTP) for elections in the tribal areas,” Shaukatullah said. However, he said the Government would welcome any steps taken by tribal jirga for restoration of peace in the FATA.

The Mullah Nazir faction of Tehreek-e-Taliban Pakistan (TTP) on April 5 assured aspiring candidates that the insurgents would not interfere with the election process in the South Waziristan Agency of Federally Administered Tribal Areas (FATA), reports The Express Triune. The assurance was made by Mullah Nazir Group ‘chief’ Salahuddin Ayubi, locally known as Bahawal Khan, in a meeting with over 50 candidates contesting NA-41 (Tribal Area-VI, South Waziristan) or their representatives in Wana, the main town in South Waziristan Agency. Local tribesmen are free to vote for the candidate of their choice, a source privy to the meeting quoted Salahuddin as telling the meeting.Though he assured the candidates that his group would not interfere in the voting process, he attached some stringent conditions for trouble-free balloting in the constituency. Firstly, the candidates will have to stage public rallies in an open place outside Rustam Bazaar, the main market in the area, due to security concerns. Secondly, candidates with no popular vote bank should better not contest the elections. Thirdly, the candidates have to avoid indecent criticism of their rivals in their speeches. Fourthly, the candidates of three parties – PPP, MQM and ANP – were told about the security threats they might face in the region. They have been told to avoid open election campaigns, use of party flags and banners in public places. The ANP has even been advised against holding public meetings. Invitation to April 5’s meeting was made through pamphlets distributed by the TTP in some parts of Wana, including Rustam Bazaar. In the pamphlet, they were asked either to come in person or send their representatives for the meeting where they would be served with ‘tea and biscuits’.

While the secular Awami National Party (ANP) and a number of religious parties seem set to vie for Pakhtun votes in Karachi (Karachi), the provincial capital of Sindh in the upcoming elections, the balance seems to be tilted in favour of the Fazlur Rehman-led Jamiat Ulema-e-Islam (JUI-F), which adheres to the puritan Deoband school of thought, analysts say on April 5, reports The News. With tens of thousands of Pushto-speaking people settled in Karachi and many of them registered voters now, the community will make a considerable impact on certain seats in the general elections. Former governor Sindh Lt Gen (retd) Moinuddin Haider is of the view that the election prospects of the Pakhtun nationalist ANP appear bleak in Karachi as its workers and leaders remain on the hit-list of the Tehreek-e-Taliban Pakistan (TTP), who adheres to the Deoband school of thought. The TTP and other militant groups have expanded their network in Karachi, especially in the Pashtun-dominated suburban neighborhoods, and have forced the ANP to wind up their operations. However, the JUI-F seems to be an indirect beneficiary of the ANP’s inability to move freely and carry out its election campaign. “In many Pakhtun-dominated pockets of Karachi, the ANP leaders and activists won’t even be able to enter to run their election campaigns,” Haider says.

The security sources said that at least 30 soldiers and nearly 100 militants have been killed in fierce fighting over the past four days following a ground offensive launched by the Army, reports The News. The Tehreek-e-Taliban Pakistan (TTP) on April 7 described democracy as a “system of the infidels” and said it was striving for the establishment of Shariah in the country, reports The News. “Democracy is the system of the infidels. We want the enforcement of Shariah in Pakistan and the Islamic countries,” TTP ‘chief’ Hakimullah Mehsud said in his latest videotape. He said the TTP didn’t believe in democracy and wanted the establishment of Shariah. “If we believed in democracy, we would enter the political arena,” he remarked. The TTP chief believed the “infidels” wanted to divide the Muslims in the name of democracy. “We want the implementation of Shariah, which can only be enforced through waging Jihad. A time will come that the Muslims will establish Caliphate on the surface of earth,” he said. In the video massage, he advised the displaced Mehsud tribe’s people to avoid returning to their homes as they could be killed in the ongoing war between the Government and the TTP. He alleged that the Government and the US wanted to pit the Muslims against each other through the peace lashkar (militia). He said the Mehsud would continue fighting until their conditions were met. Top TTP leader Waliur Rehman said in the videotape that US and Jews were the enemies of the Muslims and Pakistan. “We are fighting against the Americans in Afghanistan and would do so if the US attacked Pakistan,” he vowed. “We are fighting against the Pakistani government because it is toeing the US line. We will adopt softer approach if Pakistan abandons US slavery and pursues an independent and sovereign foreign policy,” he said.

Mangal Bagh, the ‘chief’ of Lashkar-e-Islam (LI) has become supreme leader of both the LI and Tehreek-e-Taliban Pakistan (TTP) for the Khyber Agency, reports Dawn. “The decision to elevate Mangal Bagh to the status of supreme commander for Khyber Agency was taken at a joint Shura (council) of TTP and LI ‘commanders’,” highly placed Government officials said. They said the high-ranking ‘commanders’ of both the Taliban and LI had agreed to coordinate with each other and consult on all matters of mutual importance, particularly those pertaining to Tirah valley and the Khyber Agency. The decision to strike a deal with the LI chief came at a time when the TTP tightened its grip in the areas it had snatched from Ansarul Islam (AI), a pro-Government armed group. LI is also well entrenched in Sipah, Akkakhel and Malikdinkhel areas of Tirah Valley.

Two unidentified assailants shot dead Fakhrul Islam (46), an MQM candidate for NA-221 and PS-47 in Hyderabad city (Hyderabad District). The Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for Fakhrul Islam’s murder. Its spokesman Ihsanullah Ihsan said his organisation had carried out the shooting. It was in continuation of the TTP’s earlier threat that all secular parties were on its hit list, he added.

A Police officer was arrested over his links to banned militant outfits. The officials of his own cell arrested Rana Ishrat, who was posted to one of the specialised unit of the Sindh Police, Anti Violent Crime Cell (AVCC). According to sources in AVCC, it was first revealed when the officials of the intelligence agency informed AVCC officials about the involvement of the accused in the target killing of his colleague, ASI Faiz Mohammad who was shot dead in an act of target killing in SITE area on January 1, 2013. The officer said that during investigation, besides his involvement in the killing of a cop, the officials also discovered more clues, such as his links to the militant groups like the outlawed Tehreek-e-Taliban Pakistan (TTP).

The Tehreek-e-Taliban Pakistan (TTP) on April 12 announced supporting the anti-polio drives on a condition that such campaigns were not used by the United States as a cover for espionage, reports Daily Times. The TTP militants also placed the condition that their apprehensions about the vaccination campaigns being ‘un-Islamic’ be removed. “If they can convince us that these polio drops are Islamic and the spy agencies are not using it to kill our fighters, we would have no objection to any vaccination drive which is in the public interest,” TTP ‘spokesman’, Ehsanullah Ehsan said while talking to private news channel via telephone from an undisclosed location. Referring to the Abbottabad incident which led to the capture of Osama bin Laden, Ehsan said vaccination drives were being used by the CIA to hunt down its ‘Mujahideen’ (freedom fighters). “Our opposition and suspicion to the vaccination drives have been increased manifold after the Abbottabad incident,” he said. He further denied any involvement in previous attacks on polio workers. “We are not involved in attack on the polio teams and the threats given to them. We do have reservations against the drive but we are not attacking them,” added Ehsanullah. “Our strategy is very clear. A car rigged with a huge amount of explosives was recently found near Musharraf's farmhouse on the outskirts of Islamabad, which was declared a "sub-jail" after he was arrested last week when a court revoked his bail in a case over the detention of dozens of judges during the 2007 emergency.

As the Afghan Taliban announced on April 27 the launching of annual spring offensive against the US-led Allied Forces in Afghanistan, this year the Tehreek-e-Taliban Pakistan (TTP) has also joined them, the News reported on April 29. The TTP has released a significant video which shows the TTP fighters belonging to the “Saad bin Abi Waqas Front” [which is named after a TTP commander] already carrying out military and suicide operations against the ISAF Forces in Logar province of Afghanistan. Released by the Umar Studio, the media arm of TTP, the videotape has been marketed shortly after the Taliban in Afghanistan vowed to start a new campaign of mass suicide attacks targeting foreign military bases and diplomatic areas as part of their new spring offensive this year. The offensive was announced by the Taliban spokesmen, saying that the 2013 spring offensive, which has been named after Khalid bin Waleed, will involve special military tactics similar to those carried out by the Taliban in the past. “Collective martyrdom operations targeting the bases of foreign invaders, their diplomatic centres and military airbases will be further structured while every possible tactic will be used to detain or inflict heavy casualties on the foreign transgressors in Afghanistan,” the statement released by the Afghan Taliban said. On the other hand, however, the TTP ‘chief’ Hakimullah Mehsud has released a 67-minute Pashto-language videocassette titled, “The Caravan of Truth” which has been posted on Jamia Hafsa Urdu Forum. The footage shows undated ambushes, mortar strikes and raids being carried out by the TTP fighters against the ISAF forces. The video not only shows the execution of a TTP double agent with a rocket launcher but also shows fighters preparing explosives for a suicide bombing, to be followed by a massive explosion at a joint US-Afghan military base in Khushi District of Afghanistan. The video displays white and black banners which also depict the names of Mullah Omar and Hakimullah Mehsud. It merits mention that Hakimullah owes his allegiance to Mullah Omar.

PPP Lahore chapter (women wing) President Faiza Malik said efforts were being made to push the party to wall while the PML-N and PTI were campaigning openly as they were the supporters of the Taliban. “Both parties have assured the Taliban that they will extend full support to them after coming to power,” Ms Malik said while addressing a party workers’ meeting in Lahore. She said the PPP would continue fighting the war against terrorists and would not succumb to militancy. PPP central Punjab president Manzoor Wattoo said the silence of Nawaz and Shahbaz over the TTP terrorist activities against the PPP, the ANP and the MQM testified they had ‘a soft corner’ for the militants. In a statement, he said the people would not let the terrorists and their patrons hijack their country come what may. “The people will reject them and their supporters on May 11,” he said. Wattoo condemned what he called apparent endorsing of the genocide of the PPP, ANP and MQM workers and candidates by Nawaz. “It seems the PML-N is in collusion with terrorists and wants to come to power by using the TTP as a springboard,” he said.
