The Khyber Pakhtunkhwa Assembly on October 1 unanimously passed a resolution pushing the Federal Government to begin dialogue with the Tehreek-e-Taliban Pakistan (TTP) for peace without delay in light of the guidelines of the recent All Parties Conference, reports Dawn. Also, the House expressed solidarity with the families, who lost members during the recent suicide bombing of All Saints’ Church in Peshawar, besides condemning terrorist attacks in the Qissa Khwani Bazaar and against the bus of the Civil Secretariat employees. Provincial Law and Parliamentary Affairs Minister Israrullah Khan Gandapur and the opposition members moved the unanimous resolution after the discussion on the current wave of terrorism and prevailing security situation in the province was over. The session called on the requisition of the opposition was later adjourned for indefinite period after two days discussion. The resolution said the assembly condemned attack on the church and that victimisation of minorities was an attack on the ideology of Pakistan.

At least 15 militants were killed and several others were injured when a suicide bomber ran a vehicle full of explosives into the headquarters of Mullah Nabi Hanfi group of the Tehreek-e-Taliban Pakistan (TTP) in the Spin Tall area of Hangu District in Khyber Pakhtunkhwa (KP) on October 2, reports The Express Tribune. The headquarters building collapsed due to the explosion and the compound was badly destroyed. Mullah Nabi Hanfi was a ‘commander’ of the Hangu chapter of the TTP before switching sides and joining the Government’s counter-insurgency efforts. Nabi had said earlier that his group was on TTP’s hit list since the latter wanted to seize control of Hangu, Kohat, Orakzai and parts of the Kurram Agency in Federally Administered Tribal Areas (FATA).

In addition, four Policemen were injured during a raid by the Police at the hideout of TTP militants in Maymar Complex area of Sohrab Goth in Gadap Town on October 2, reports Daily Times. However, the terrorists managed to escape. Following the attack, an extra contingent of law enforcers including the Rapid Response Force reached the site and conducted a door-to-door search operation. They arrested around 22 suspects, official uniforms of security agencies as well as weapons, including, Kalashnikovs and pistols.

In addition, the six militants reported to be killed in an encounter carried out on a tip-off, by the Crime Investigation Department (CID) on October 2 belonged to Mohmand group of TTP, reports The Express Tribune. Earlier, the affiliation of the killed militants was not specified. According to Anti-Extremist Cell (AEC) in-charge, Deputy Superintendent Police (DSP) Chaudhry Aslam Khan, “We had information that terrorists were smuggling explosives from Balochistan. Law-enforcement agencies intercepted a car near Lucky Pahari on Hub River Road. When we tried to stop them, they attacked with heavy weaponry.” Two Police officers and four terrorists were injured in the exchange of fire. The four militants succumbed to their injuries. “We have foiled a major terrorist attack in Karachi,” DSP Khan said, adding, “The ‘chief’ and the ‘deputy chief’ of the group were killed in the encounter.”

In separate incident, two alleged Tehreek-e-Taliban Pakistan (TTP) militants were killed during a targeted raid carried out on a hideout of one of TTP’s splinter groups with the Rangers and the Police in Manghopir area of Gadap Town on October 2, reports The Express Tribune. Weapons including sub-machine guns, pistols and grenades were seized from them. According to the Rangers spokesman, the two terrorists were part of a group who had arrived in the city to carry out attacks against government and military installations.

Separately, a group of top clerics from the Deobandi school of thought hinted that they could mediate peace between the Government and homegrown militants, if formally requested, reports The Express Tribune. The clerics from Wafaqul Madaris – a conglomerate of mainly Deobandi madrassas of the country – had appealed to the Government and the TTP to engage in a dialogue to avoid further bloodshed in the country. The TTP welcomed the appeal and said if the Government announced a ceasefire the group would follow suit. “The Government has not asked us for mediation. If requested, we will play our role,” Wafaqul Madaris General Secretary Qari Muhammad Hanif Jalandhri said. The Deobandi clerics have welcomed the ‘positive response’ to their appeal from the militants. “The willingness from the TTP to cease fire is an encouraging development,” they said in a statement. “Now, we’ll appeal to the Government and the army to announce a truce at the earliest.” Earlier, on October 1, 2103, Ulema and representatives of various religious seminaries expressed concern over the “civil war-like situation” in the country and appealed to both the Government and the TTP to observe a “complete ceasefire” till the completion of the process of talks, adds Dawn.

Speaking to Dawn from an undisclosed location, the TTP ‘spokesman’ Shahidullah Shahid said the TTP welcomes Ulemas’ suggestion for a ceasefire. He, however, claimed it was the government which is launching the offensive against them, saying if it can take the lead in stopping the war, then they were also ready to follow it. “We are ready to proceed with the All Parties Conference (APC) suggestions and willing to have peace, there is no ill-will to the peace process among the Taliban leadership,” he added. About Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan’s offer of opening Taliban offices in the settled areas, Shahid said, “We welcome the offer but we feel at this moment there is no need of opening any office anywhere.” Punjabi Taliban chief Asmatullah Muawiya, in a relevant development, reiterated to hold unconditional talks for peace and said the outfit would respond to the APC offer within three days.

The Tehreek-e-Taliban Pakistan (TTP) on October 2 insisted that the United States (US) drone strikes must stop before they consider peace talks with the Government, reports The Express Tribune. TTP ‘spokesperson’ Shahidullah Shahid said that any ceasefire must include an end to US drone attacks in the tribal areas, which have been targeting suspected Taliban and al Qaeda militants since 2004. “A ceasefire alone is not sufficient. The stoppage of drone strikes is essential, otherwise — if drones continue to strike – we will not accept the ceasefire,” Shahid said.

Mehsud, who has a USD five million US Government bounty on his head, said he would continue to target the United States and its allies and reiterated the demand that any ceasefire in Pakistan must include an end to US drone strikes. “We believe in serious talks and we are ready to sit down for them, but the Government has not taken any serious steps,” Mehsud said in a rare video interview with the BBC at an undisclosed location in the tribal areas. “The Government has not formally made any contact,” he said. “There is a set procedure for talks, that if one is ready for talks with the other side then they sit with each other and discuss the matters.” The main political parties last month backed a Government proposal to seek negotiations with the militants, who have been waging a bloody insurgency against the state since 2007. Speaking after a security meeting in Peshawar, Sharif said progress was being made on the issue of opening negotiations. The PM was accompanied by Federal Minister of Interior Chaudhry Nisar Ali Khan, Federal Minister of Information Pervez Rashid and his Advisor on National Security and Foreign Affairs Sartaj Aziz on the occasion. “The government is sincere about solving the issue of terrorism through talks with Taliban,” Sharif told the meeting in Peshawar. “We are seriously implementing the decision jointly taken by the All Parties' Conference (APC) for dialogue with Taliban.” The PM deplored that the previous regimes did not take the matter of terrorism seriously. “Had this problem was taken seriously by the previous Governments, the situation would not have gone intractable today, he added. “We have laid the hands to settle this problem and invited suggestions from all the stakeholders to arrest this issue once and for all,” said the PM Sharif. The petitioner, Advocate Kashif Mehmood Solomani, named the Federation of Pakistan, the Interior Ministry, the Defence Ministry and the Finance Ministry as respondents. He submitted that military action against the TTP was damaging the peace efforts and the respondents should be directed to negotiate peace with the militant group. He said that since becoming a major United States (US) ally in the ‘war against terror’ following the attacks of September 11, 2001, Pakistan had suffered a loss of USD100 billion (PKR10.63 trillion) to the economy. Economic growth, tax collection and foreign investment had declined. Western governments had advised their citizens against travelling to Pakistan, affecting foreign investment further. Pakistan continued to pay a heavy price in economic and security terms, as a large proportion of its human and material resources were being consumed by the war, he said. The petitioner said that allowing the TTP to open an office would facilitate the dialogue process. The report, released in connection with World Polio Day (October 24, 2013), said 16 of those killed were from Khyber Pakhtunkhwa. The most recent attack occurred in October when a militant bomb killed five people – including Police guarding a polio team and local volunteers aiding the team in Badhaber area of Peshawar. Another attack in the same locality a few months ago killed two female polio workers. Meanwhile, the Government on October 24 decided to include polio vaccination on the agenda of dialogue with the Tehreek-e-Taliban Pakistan (TTP) as 90 per cent of the cases during the current year have been reported from Federally Administered Tribal Areas (FATA) where the militants have banned anti-polio campaigns. Minister of State for Health Regulations Saira Afzal Tarar said that Taliban should understand the fact that children were suffering because of their ban on the polio drives. She said so far this year 49 cases of polio had been reported in Pakistan - 36 in FATA, three in Punjab, four in Sindh and six in Khyber Pakhtunkhwa. “Polio virus circulation has been restricted to three zones, that is, FATA, Quetta and its neighbouring Districts of Qilla Abdullah and Pishin and Karachi’s Gadap Town.” She added that 260,000 children in North and South Waziristan Agencies had not been vaccinated against polio since July 2012. The fatwa was re-issued on October 19, 2013 in the form of a post on social networking site Twitter. “We condemn this explicit and targeted threat to journalists, which greatly increases the dangers to which they are already exposed,” said Reporters Without Borders. “We urge the authorities to reinforce protection for the media and journalists named in the fatwa and to ensure that those responsible for this threat are no longer able to do any harm,” said the statement issued in Washington. The fatwa designated Dewa Radio, Mishal Radio, Azadi Radio, Radio Aap ki Dunya, and the British Broadcasting Corporation (BBC) as targets and included the photos of two nationally-known journalists, Hamid Mir and Hasan Nisar. “Showing pictures of Hamid Mir and Hasan Nisar may encourage the banned TTP’s followers and sympathisers to physically attack the two journalists,” one of their colleagues said. According to the fatwa’s authors, employees of the named media should be given an initial warning and “may then be pardoned if they end their hostility to Islam and their anti-Muslim propaganda”. But “actions in accordance with Mujahideen policy must be adopted with those who persist in their work”. The same fatwa was issued a year ago, shortly after the militants attacked Malala Yusufzai. A group that supports the outlawed coalition Tehreek-e-Taliban Pakistan (TTP) has claimed responsibility for reissuing it. The TTP itself has denied any role but did not dispute its message.

In an interview to Dawn, Aziz also said that while the United States (US) might not make a formal announcement for stopping the drone strikes, “we hope that the attacks will taper off”. “We are developing a comprehensive anti-terrorism policy and holding talks with TTP is part of that strategy,” he said, adding, “We are developing a national consensus on this and that’s why we held the all-party conference in Islamabad recently.” Aziz said the Government had already covered a lot of ground and “talks with the Taliban are likely to start in the next few days”. Meanwhile, Senior US officials acknowledged that Prime Minister Nawaz Sharif had shared with them his plan to engage the Taliban. “And we told them we have no objection to it as long as the Taliban agree to recognise the Pakistani constitution and respect the rule of law,” said one US official.

Imran has hinted at mobilising the party workers to block the NATO supply line if the drone attacks were not stopped by the end of this month, saying his party would initiate a mass mobilisation against the NATO supply route in any case.
