Federal Minister of Interior Chaudhry Nisar Ali Khan said on September 1 that Pakistan is not holding talks with Tehreek-e-Taliban Pakistan (TTP) at the moment, reports The Express Tribune. He said the decision to talk with the TTP would be taken during the All Parties’ Conference (APC) after taking political parties into confidence. He said it would be pre-mature to say that talks have gone underway between the Government and Taliban. In a statement, Nisar said most of the media reports in connection with the Taliban talks are not based on reality, adds The News. He advised the media to desist from disseminating news without mentioning the names of a Minister and Government officials and that the Interior Ministry be approached for confirmation of a news item.

The TTP removed Muavia from his position as ‘punishment’ for accepting the Government’s recent offer to hold peace talks and hence, rejecting the decision of the umbrella organisation. A Federal Cabinet Member on September 3 said that the Prime Minister Nawaz Sharif has “decided in principle” to launch a targeted operation against criminals, target killers and extortionists in Karachi this month, reports The Express Tribune. It is a Hobson’s choice, which is a ‘choice’ with only one option, he said. “The operation will be conducted on a now-or-never basis.” Paramilitary Forces will conduct the operation that aims at eliminating criminal elements from Karachi within six months. The military will operate as a quick response force if needed, the Cabinet Member added. Sindh Chief Minister Syed Qaim Ali Shah will supervise the operation which will be spearheaded by the Rangers. Prime Minister Nawaz Sharif will take all political parties into confidence by the end of this week, he said. Interior Minister Chaudhry Nisar Ali Khan, after meeting the heads of all civilian Intelligence Agencies, also requested the Prime Minister to give his final nod to Law-Enforcement Agencies for launching an operation in Karachi, a senior official of the Interior Ministry said. “The premier will announce the proposed plan for the targeted operation in Karachi today (Wednesday)”, he said. According to the proposed plan prepared by Sindh Home Department, the operation will most probably be launched in Lyari Town and Sohrab Goth area of Gadap Town– the most sensitive areas declared by the Agencies, said the official. Then it will be expanded to Manghopir area of Gadap Town, Orangi Town, Korangi Town, Landhi Town, Ranchore Lines in Saddar Town and Ittehad Town in Baldia Town The National Crisis Management Cell (NCMC), a subsidiary department of the Interior Ministry, in its report recommended both the Federal as well as the Provincial Government to cleanse the city. The report further revealed that several Tehreek-e-Taliban Pakistan (TTP) factions and al Qaeda elements have moved to Karachi. Such factions are penetrating deeper into the city every passing day, it claims. Therefore, a targeted operation is inevitable whether the military is engaged or not, NCMC Director-General Wing Commander (retired) Tariq Lodhi advised the Government in the report. The militant group Lashkar-e-Jhangvi (LeJ) is responsible for much of the violence in the city and it needs to be rooted out, stated the report.

Police claimed to have arrested a Tehreek-e-Taliban Pakistan (TTP) militant, identified as Pir Mehsud, during a raid in Khameso Goth area of Sohrab Goth locality in Gadap Town on September 3, reports Daily Times. Station House Officer (SHO) Sohrab Goth Naeem Khan said that the accused is a security guard of Ali Machine Tool factory, hailing from Waziristan, and had been living in New Karachi Town for the past six years. He said that the accused was involved in helping TTP in kidnapping. Further details revealed that Mehsud was trained and also spent time in Afghanistan.

Army’s counter-militancy operations in restive tribal areas would remain unaffected by the talk of Government’s impending dialogue with the Tehreek-e-Taliban Pakistan (TTP) and its affiliated militant groups, Dawn reported on September 5. The Army top brass met at the General Headquarters on September 4 and discussed, among other issues, the Government’s planned dialogue with militants, upcoming crackdown on criminal elements in Karachi (provincial capital of Sindh), situation on the Line of Control and recent media disclosure that the US had intensified spying on the country’s nuclear programme. The meeting chaired by Army Chief General Ashfaq Parvez Kayani “undertook a comprehensive review of prevalent internal and external security situation of the country”, a military spokesman said, but gave no details about what decisions had been taken at the forum called the ‘corps commanders meeting’. However, a source said the counter-militancy operations would continue.

The TTP ‘spokesman’, Shahidullah Shahid, told a private news channel from an undisclosed location that the TTP also supported reconciliation and some Ulema had also contacted the TTP for peace talks. He said internal consultations on holding or not holding talks with the Government were underway within the TTP. However, he said, no final decision had been made in this regard so far. The TTP spokesman said the TTP will make a formal announcement if talks were to be held with the Government and nothing will be concealed.

All public and private schools at Miranshah in North Waziristan Agency of Federally Administrative Tribal Areas (FATA) have reopened on September 4 after successful negotiations between the Tehreek-e-Taliban Pakistan (TTP) and local administration, reports Daily Times. As per media reports, students have started going to school again after a gap of four months and 20 days. Local TTP had imposed the ban on children going to school after a blast occurred on a checkpost in Miranshah on May 12, 2013.

Army on September 4 cleared Tirah Valley in Khyber Agency of Federally Administrative Tribal Areas (FATA) of the Tehreek-e-Taliban Pakistan (TTP) militants and restored the Government’s writ after a successful operation that killed 104 militants and injured 64 others, reports Daily Times. At least eight soldiers, including an officer, were lost during the operation. Operational Commander Major General Humayun Aziz said the militants have fled to Afghanistan to avoid arrest or being killed by the forces. Foreign militants of Uzbek origin have also been killed in the operation that continued for 22 days, starting on May 28 and culminating on June 20, he added. The operation was conducted in 99 villages of Maidan and Bagh. The militants have burnt 90 percent of houses in both the areas, he said, adding that initially Army had reports of the presence of 1,000 to 1,500 militants in these areas but during the course of fighting they were found to be no more than 500. Major General Humayun Aziz further said that TTP militants associated with different outfits from Swat District of Khyber Pakhtunkhwa and Bajaur, Mohmand and Orakzai agencies of FATA had taken shelter in these areas. The militants had occupied hilltops in the area and continued to fire at the forces from their positions which have now been captured. General Aziz said that 40,000 persons were dislocated due to operation in Tirah valley.

The second-in-command of the Haqqani Network, Mullah Sangeen Zadran (45), was among those killed in the September 6, 2013 United States (US) drone attack in North Waziristan Agency of Federally Administered Tribal Area (FATA), reported The Express Tribune on September 7 (today). While talking to the media, a local security official confirmed Zadran was killed in the drone strike along with five other suspected militants. Seven others, he added, were injured in the attack. The official said those killed also included three suspected al Qaeda militants. Two of them were identified as Jordanian nationals while the third reportedly hailed from Egypt. The remaining two were local tribesmen, he added. According to locals, some of those killed and injured in the strike were Zadran’s bodyguards. Zadran, hailed from the Zadran tribe in Paktika province of Afghanistan. He was a popular leader among militants and played an influential role in bringing different banned outfits, including the Tehreek-e-Taliban Pakistan (TTP), al Qaeda and the Afghan Taliban, together. In August 2011, the US State Department added Zadran to its list of designated global terrorists. The militant commander had been blamed for a number of attacks on US and NATO forces in Afghanistan. Zadran also appeared in a video alongside US soldier Bowe Bergdahl, who was kidnapped by the Taliban in June 2009.

A Policeman was also killed while 13 other persons, including three security officials, were injured in the attack inside the military cantonment area. We consider it is a good omen,” reports The Express Tribune. “Unanimous stance of all the stakeholders in today’s APC Statement is a positive sign but the Government will have to take more sincere steps,” the TTP ‘Political Commission’ member, Ehsanullah Ehsan said. “The Government will also have to convince the Army and to decide a road-map for the talks,” he added. Ehsan also posted a statement on a social networking site Facebook which read, “Jama’at-e-Islami (JeI) and Pakistan Tehreek-e-Insaf (PTI) could play a serious role in the proposed dialogue.” The central leadership of the TTP claimed that Prime Minister Nawaz Sharif has sent a letter to the TTP about a possible peace dialogue and the TTP has replied to it. Whereas the correspondence has been confirmed, the contents of both the letters are yet to be known. “I would not disclose contents of both letters as the contacts are at very early stage,” the leader, who is part of the Taliban’s ‘Political Commission’, confirmed. He said, “There are two types of Taliban: Afghan and Pakistani. It is easy to negotiate with the Afghan Taliban as compared to the Pakistani, because there are around 59 groups operating in the country,” reports Dawn. Shah, the leader of opposition in the National Assembly, said the PPP Government had brought Sufi Muhammad to the negotiating table for 13 times, but all efforts went in vain as many agreements reached in the talks were not even adhered to by the Taliban themselves. Prime Minister (PM) Nawaz Sharif and Chief of Army Staff (COAS) General Ashfaq Parvez Kayani held a meeting on September 11 to discuss the post-All Parties Conference (APC) situation wherein they discussed implementation of the APC resolution and deliberated upon national security matters with special focus on talks with Tehreek-e-Taliban Pakistan (TTP), reports The Express Tribune quoting the Prime Minister’s media office. The PM and the COAS exchanged notes over the process and strategy to initiate the dialogue process with militants. The participants at the APC had agreed that talks should be held with militants as a measure to tackle terrorism in Pakistan. It was the Prime Minister’s note that Jama’at Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazl-ur-Rehman could be taken aboard as a facilitator to begin the talks. The Army Chief, however, noted that all prominent religious leaders should be consulted, particularly those having close contacts with Taliban leadership, adding that the Intelligence Agencies were ready to facilitate in this regard. The COAS said this while referring to the key role of Maulana Sami-ul-Haq, who is also known as ‘the father of Taliban’. It should be noted that Maulana Sami’s Jama’at Ulema-e-Islam-Sami (JUI-S) had not been invited in the APC. His party featured nowhere in the Government’s plans of initiating dialogue with the TTP. Earlier, the PML-N Government did invite Sami for facilitating the Government’s intended peace negotiations but after receiving JUI-F chief‘s reservations, the Government removed Sami-ul-Haq’s party from its preferred list of facilitators for talks with the militant outfit.

According to sources, six TTP prisoners were handed over in exchange for two security personnel in Shoyee Khel area of Shawal in SWA. The sources identified the released militants as Ismail of Momi Karama, Suhail of Karama, Pirzada of Barond Moli Khan Srai and Ayaz and Farmanullah of Delai area. Sources said three of the TTP prisoners were released from the administration’s lock-up in Wana and the other three from Army custody in Bannu (Khyber Pakhtunkhwa). The sources claimed that the freed militants were received with celebratory firing by TTP in Mir Ali. However, the Inter Service Public Relation (ISPR) denied the report. According to a reports aired on Dawn News, Paracha had claimed that the ‘chief’ of TTP telephoned him and named 50 TTP prisoners for their release. Paracha, who later visited Adiala Jail and met Taliban prisoners, had informed the media that a procedure for the militants’ release was under consideration. The Taliban should be dealt with force, stated the resolution. The SIC resolution said that while the Government was making peace overtures, the Taliban continued their “terrorist activities”, most recently with the bombing of a Peshawar church. The Government had, without receiving any assurances from the Taliban, released several “terrorists”, it said. Talking to militants who had killed hundreds of Pakistanis was to rub salt in the wounds of the bereaved. SIC Chairman Hamid Raza Rizvi said the organisation would continue to oppose talks with “rebels”. The SIC condemned all acts of terrorism and would continue to do so, he added. The Government, by offering talks, had ignored the sacrifices of groups like the SIC, which had lost several leaders including Doctor Sarfaraz Naeemi to Taliban attacks. In a message uploaded on social media networks, Khurasani said: “We want to clarify that we are not begging for peace talks, but we took the initiative of offering talks for the wellbeing of the countrymen and for saving Pakistan from more losses.” “This does not mean that we are weak. We are still organised and strong. We (Taliban) are still loyal to our ‘chief’ Hakimullah Mehsud,” the message said. Nawaz Sharif during an interview with the Wall Street Journal in New York had said that militants must lay down their arms and follow the constitution. However, previously the Prime Minister did not give any preconditions for the talks. The prime minister had also indicated during his meeting with United States (US) Secretary of State John Kerry that while seeking a dialogue with the TTP, the Government is also considering a more vigorous Police and military action against them should the talks fail. A spokesman for the TTP, while criticizing Prime Minister Sharif in an interview to a local news magazine, said his Government was not serious about holding peace talks. “By telling us that we will have to lay down arms and respect the constitution, the Prime Minister, Nawaz Sharif, showed that he is following the policy of America and its allies,” the ‘spokesman’ said. Declining to accept the writ and authority of the Pakistan Muslim League-Nawaz (PML-N) Government, Shahid said, “He (Nawaz Sharif) is talking about laying down arms and accepting the Constitution. The two officers and the soldier lost their lives when their vehicle was struck by an improvised explosive device (IED) in Upper Dir. The claim was made in a 20-minute video, which is exclusively available with Dawn. It purports to show a military jeep driving up a mountainous track while a TTP cameraman tracks the shot. Suspected militants can be heard in the background praying for “success”. The video also shows an interview with Mullah Fazlullah, the reclusive leader of the TTP’s Swat chapter, in which he says that he would abide by the orders of his outfit’s supremo, Hakimullah Mehsud, and those of the Shura, over negotiations with the Government. “The government of Pakistan is a slave and not sovereign. It has not fulfilled a single agreement in the past and has instead accused us of violating the agreements.
