Pakistan Ulema Council (PUC) Chairman Maulana Tahir Ashrafi, taking a taut position again on the ‘Fatwa on sanctity of vote as Islamic duty of every Muslim; male and female’ has challenged the Tehreek-e-Taliban Pakistan (TTP), who are declaring the practice of democratic right of vote in Pakistan as a sin and holding terror attacks in response, for an open debate, Daily Times reported on May 3. Addressing a huge press conference at the Lahore Press Club, the PUC chairman called the TTP for holding a debate with him anywhere and anytime, and to give him a chance to explain the real teaching of Sharia (Islamic ideology) about the sanctity of vote with references from the Holy Quran and Sunnah. In support of his religious stance, Maulana Ashrafi said that casting vote is mandatory in the Islamic Sharia having three aspects – first, it would be used as a testimony; second, as a council; and third, as an advise. He said that no Muslim, man or women, could avoid it under any circumstances, so stopping the people to use their right to vote was not according to Islam. He also highlighted the issue of TTP barring women to use their right to vote as ‘wrong’ and ‘itself a sin’. He said that it was necessary for women voters that they should be provided an opportunity to cast their votes in separate polling stations, where only female polling staffs were deputed.

At least three persons were killed and 35 others, including Rangers personnel and children, were injured when two consecutive blasts jolted a Muttahida Qaumi Movement (MQM) office near the MQM head office Nine Zero in Karachi (Karachi District), the provincial capital of Sindh, in the evening of May 4, reports Daily Times. According to details, the first bomb exploded at around 8:50pm near the MQM Unit-153 office in Azizabad Block-8. MQM workers were present at party office at the time of blast, which injured several people. Following the first blast, MQM’s supporters, rescue workers and law enforcers rushed to the crime scene and were busy shifting the injured to the hospital when, at around 9:10pm, the second and more intensive blast occurred. The second blast turned out to be more lethal in terms of casualties, as many party workers, children, journalists, rescue workers, and personnel of law enforcement agencies were injured in the follow-up blast. The victims were shifted to Abbasi Shaheed Hospital, Sindh Government Hospital and other private hospitals for treatment. Doctors said that three of the injured were death, while more than 30 injured were admitted for treatment. The condition of 15 of the victims was critical, Doctors added. Tehreek-e-Taliban Pakistan (TTP) ‘spokesman’ Ehsanullah Ehsan has reportedly claimed responsibility for the blasts.

The Security Forces (SFs) on May 5 destroyed two militant hideouts and killed 16 militants after heavy overnight fighting at a flashpoint near the Afghan border in the Tirah Valley in the Khyber Agency of Federally Administered Tribal Areas (FATA) in which two soldiers also died, reports Daily Times. The fighting took place in the wake of a fresh military push in the Tirah Valley where the military has been targeting Tehreek-e-Taliban Pakistan (TTP) and Lashkar-e-Islam (LI) militants. “In a successful operation security forces last night captured Kismat Sur and Sanghar, two strong hideouts of militants in Tirah Valley,” the military said in a statement. “Sixteen militants were killed in the operation. Two security personnel embraced martyrdom and three were wounded,” it said. Independent verification of the death toll was not possible as the area is cut off to journalists and aid workers.

Dara Adam Khel chapter of Tehreek-e-Taliban Pakistan (TTP) warned the teachers to boycott the polling process “in order to avoid punishment”, reports Daily Times. The warning has been issued through pamphlets distributed in various schools, residences of teachers in different areas of Peshawar, like Sarband, Salman Khel, Masho Khel and some areas located in Badbher. Local found the pamphlets and informed the Police, who gathered the letters for investigation and to determine who distributed them. According to the letter, TTP Dara Adam Khel has announced that “we are against those people who are working for democracy and these people are the enemies of the Islam who want to destabilise our country and Islam through democracy”. Through the pamphlet, the TTP has also demanded that people support the TTP, through money or participation in jihad and reject the election. The TTP also warned the teachers and citizens that they should not participate in election work.

The Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the attack on the JUI-F rally and said Munir Orakzai was the target. It added that the JUI-F party activists weren’t a target. TTP ‘spokesman’ Ehsanullah Ehsan said they had been trying for long to locate and kill Munir Orakzai as he had remained an active member of the coalition Government of the Pakistan People's Party (PPP), Muttahida Qaumi Movement (MQM) and Awami National Party (ANP). TTP ‘chief’ Hakimullah Mehsud had mentioned Munir Orakzai’s name in a videotape released in the past by his organisation. In the video, Hakimullah Masood is seen personally shooting dead former Inter-Services Intelligence (ISI) official Colonel Ameer Sultan, commonly known as Colonel Imam, while accusing Munir Orakzai of selling the Arab fighters to the US.

In their bid to sabotage the May 11 polls, the Tehreek-e-Taliban Pakistan (TTP) and other militant outfits are likely to target the leaders of political parties, foreign election observers, polling staff and journalists, The Express Tribune reported on May 11. The militant groups are carrying out their plans with the backing of foreign countries. Caretaker Prime Minister Mir Hazar Khan Khoso and the Federal Cabinet have been informed of these threats by intelligence agencies. According to documents available with The Express Tribune, Premier Khoso and the cabinet were warned about the threats during a cabinet meeting held on May 4 at the Prime Minister’s Secretariat. Federal Ministry of Interior officials had apprised the meeting that 52 visas had been issued to long-term election observers from the European Union (EU), 46 visas for short-term EU observers and 70 visas to members of the National Democratic Institute (NDI). Documents show that the head of the Inter Services Intelligence (ISI) is in favour of proper vigilance as well as cohesive responsibility about the threats.

Tehreek-e-Taliban Pakistan (TTP) and Hizb ut-Tahrir (HT), in their persistent campaign of violence and extremism against Pakistan's May 11 general election, are following an un-Islamic path of sin, according to religious leaders of Pakistan Ulema Council (PUC), Central Asia Online reported on May 11. In an effort to persuade people not to give in to terrorist threats, the Pakistan Ulema Council (PUC)'s recent fatwa declared voting a religious obligation. "Every voter must come out on the polling day to cast his or her vote," council head Allama Tahir Ashrafi told Central Asia Online, adding that more than 300 clerics belonging to different schools of thought declared the non-casting of votes a sin. The TTP and HT's "conspiracy to disrupt the polls" is an attack against the national interest, he said, adding that they are "misusing the name of Islam" and should be "stopped immediately."

The Tehreek-e-Taliban Pakistan (TTP) on May 15 said that they do not rule out a ‘ceasefire’ if the new Government ‘shows seriousness’ to their dialogue offer, reports The Express Tribune. TTP ‘spokesman’ Ehsanullah Ehsan says if the incoming Government takes their talks offer seriously, his group will also come up with a positive response. “If they [the new government] takes our dialogue offer seriously and makes some progress, then we could also stop attacks,” Ehsan told The Express Tribune by the phone from undisclosed location. “We have seen Nawaz Sharif’s reported remarks and respect his statement about our dialogue offer,” Ehsan said. “I would reiterate that we are serious in our dialogue offer but the outgoing rulers had adopted a non-serious approach,” he added. “The TTP does not declare a ceasefire now and any such decision would depend on the new government’s approach.” The TTP spokesman further said, “I cannot say now that we are stopping attacks but there could be a possibility of stopping attacks as a goodwill gesture once the new government takes some serious steps.”

The Tehreek-e-Taliban Pakistan (TTP) on May 26 issued a fresh threat to assassinate former President General (retired) Pervez Musharraf, currently detained in his palatial farmhouse in Islamabad, over a string of high-profile cases, reports Daily Times. TTP spokesman Ehsanullah Ehsan issued a fresh warning in a video message posted on TTP website Umar Media, saying, “Soon we will punish this Satan (devil) to death for his wicked deed”. Musharraf went to the top of the Taliban hit list after ordering the army in 2007 to storm the Red Mosque in Islamabad (Federal capital). The operation left more than 100 people dead and opened the floodgates to militant attacks in Pakistan. From Balochistan to Waziristan, Musharraf threw this country in blood and fire, he is the killer of hundreds of innocent students of Lal Masjid (red Mosque).” Before his arrival in March, the TTP had threatened to kill him for his alliance in the United States (US)-led “war on terror” and attempts to clamp down on militants, when he was in power.

An American think tank warned the Pakistani authorities that if they fail to confront the growing influence of Tehreek-e-Taliban Pakistan (TTP) in Karachi (Karachi District), the provincial capital of Sindh, the militant network will weaken the city’s overall security and stability, on May 28, reports The News. With funding from abroad drying up, TTP is increasingly looking toward generating income from within the country, says the Combating Terrorism Centre in a report on the growing sway of the TTP in Karachi. The study, released last week, identifies the various Taliban factions operating in the city, the neighbourhoods where they hold influence and the various methods of extortion they use. The Taliban have become more violent over the years after the Pakistani authorities took up anti-terrorism financing measures, resulting in stoppage of funding from abroad. The TTP has now taken to abducting for ransom and bank heists. In the first four months of 2013, 11 bank robberies of $800,000 took place in Karachi alone. And authorities believe most of these robberies are aimed at helping the militant outfit. Following the military operation and drone attacks in Khyber Pakhtunkhwa and Federally Administered Tribal Areas (FATA), the militants began moving away in 2009. They found a safe haven in Karachi as a variety of ethnic and linguistic groups in the city made it easier for them to operate clandestinely. More significantly, with about five million Pakhtun already living in the city the militants found sanctuaries in the Pakhtun-majority neighbourhoods. The report says that with Karachi the most feasible choice, the growing presence of militant networks in the metropolitan city is evident. In the early stages of their movement, the militants’ primary purpose was to raise funds as well as rest and recuperate. In June 2012, however, the group began its violent fund raising tactics and increasingly attacked secular politicians and law enforcers. In Karachi, the militants are organised into three factions: the Mehsuds, the Swat faction and the Mohmand faction. All three groups operate from Pakhtun-dominated neighbourhoods that include Ittehad Town, Manghopir, Kunwari Colony, Pashtunabad, Pipri, Gulshan-e-Buner, Metroville, Pathan Colony, Frontier Colony and the settlements in Sohrab Goth. The Mehsuds are further divided into two organisational groups: one is loyal to TTP chief Hakimullah Mehsud while the second reports to TTP South Waziristan chief Waliur Rehman Mehsud. Both the leaders, however, belong to the Mehsud tribe and have their own militias within the TTP but share the same agenda. Although the TTP influence in Karachi is alarming, the city will “not fall” to the Taliban, as the city is home to the most powerful secular elements in the country as well as progressive political parties – the Muttahida Qaumi Movement (MQM), Pakistan People’s Party (PPP) and the Awami National Party (ANP).

The Supreme Court was petitioned on May 28 for issuance of a declaration that no person, civil or military, can engage in any contact or negotiation with any Tehreek-e-Taliban Pakistan (TTP), an act that is forbidden by Article 256, reports Daily Times. Freelance journalist Shahid Orakzai has filed the petition under Article 184(3) of the constitution, nominating as respondents the Joint Chiefs of Staff Committee (JCSS) through its chairman and Director General (DG) of Inter-Services Intelligence (ISI). He requested the court to instruct the DG, ISI to identify the persons who are in contact with the TTP and their mode of communication. “Instruct respondent Chairman to pre-empt any contact/dialogue/negotiations on the territory of Pakistan between the enemy and any politico-religious person/party advocating peace with the enemy”, the applicant pleaded. He further said that respondent JCSC chairman should be instructed to call a meeting of the committee to identify the areas in Pakistan wherein the rebels are threatening the security of the country and report the action to be taken against them. Orakzai contended that the court needed to prevent any move against the constitution that might undermine the security of the country and the discipline of the armed forces of Pakistan. “The court’s attention is called to the plight of the combatant soldier and his loosening grip on the trigger when he discovers that his blood is now a matter of bargain for the next prime minister of Pakistan. Some judges of this court (who were locked in their homes) may kindly recall their feeling towards their betraying colleagues who joined hands with the military president in November 2007. All betrayals stink alike,” Orakzai remarked. He said that the armed forces had not lost any ground or territory to the rebels nor have they lost the will to fight, and the court could seek their view from JCSC chairman or any other officer mentioned in Article 243. “Having suffered loss of life, they are bewildered by the sudden U-turn in state policy on the war,” he noted. The petitioner also questioned whether the armed forces of Pakistan can propose a truce/ceasefire/end of hostilities to the enemy on the territory of Pakistan. “Whether the armed forces shall uphold the constitution as interpreted by the Supreme Court or by the federal government,” he added
