According to Tehreek-e-Taliban Pakistan (TTP) sources Shahbaz Taseer, the son of slain Governor of Punjab Salman Taseer, was killed in a drone attack in Shawal valley of the North Waziristan Agency in Federally Administered Tribal Areas (FATA) in 2012, reports The First Post. Shahbaz Taseer was abducted from Lahore District of Punjab on August 26, 2011. They further claimed that Shahbaz was buried in the Shawal area on the same day and the Jirga that was making efforts to get Shahbaz released also returned to their hometown in sheer disappointment. The sources confirmed that the TTP are now shifting the abductees to the areas where chances of drone attacks are at higher possibility to use them as human shields.

Mushtaq Jadoon, the commissioner of Dera Ismail Khan, told The News on August 1 that more than 30 known militants who escaped from the Central Prison Dera Ismail Khan on July 29 night as a result of the jailbreak included those involved in terrorist attacks, sectarian violence and kidnappings for ransom. The militants who got away from the prison included Tehreek-e-Taliban Pakistan (TTP) ‘commanders’ Abdul Hakim, Abdur Rasheed, Haji Ilyas and Mamoor. One Walid Akbar, who allegedly had a hand in the bombings on Ashura procession of 2012 in Dera Ismail Khan in which 25 people were killed, also escaped from the prison. He is said to be member of a sectarian organisation linked to the Tehrik-e-Taliban Pakistan (TTP). The commissioner said that 127 among the escaped prisoners had been convicted and 126 were under trial.

States (US) Secretary of State John Kerry while making a remark in an interview with Pakistan state television on August 1 suggested that US drone strikes targeting the Tehreek-e-Taliban Pakistan (TTP) and al Qaeda operatives in Pakistan could end “very soon”, reports Daily Times. It is the first time that such a senior US official has indicated that there could be a definitive end to the programme, which the Central Intelligence Agency (CIA) has in the past called an effective counter-terrorism weapon. When asked by the interviewer whether Islamabad could expect an end to the strikes, Kerry said replied, “I think the program will end as we have eliminated most of the threat and continue to eliminate it.” Asked if a timeline was envisaged for ending the strikes, Kerry said, “Well, I do. And I think the US President has a very real timeline and we hope it’s going to be very, very soon.

Dawn reported on August 6 that spy agencies have warned against potential militant attacks on headquarters of Pakistan Navy, Air force and on the Parliament House. The report pointed out a recorded conversation of a Tehreek-e-Taliban Pakistan (TTP) ‘commander’, mentioned as Waleed bin Talib, in which Talib was talking about achieving bigger goals than the July 29 Dera Ismail Khan jailbreak. He was quoted as saying that an action is required where all the ‘high-ups’ sit in ‘big houses.’ Sources in the Federal ministry of Interior interpreted the message saying the Parliament House and headquarters of Pakistan Navy and Air force could be the potential targets of the TTP.

Security agencies are investigating possible al Qaeda involvement in the Dera Ismail Khan Jailbreak, reports Daily Times. “Involvement of al Qaeda is one the factors that we cannot rule out at the moment,” one official said on condition of anonymity. He said “such attacks are always carried out with involvement of two type of groups, one which plans and the other which executes”. The Interpol said on August 5 that it suspected al Qaeda was involved in the raid and in other prison breaks in eight countries, including Iraq and Libya. Al Qaeda and TTP have close ties and the link was under scrutiny in the jailbreak probe.

A Tehreek-e-Taliban Pakistan (TTP) group on August 6 claimed of holding Ali Haider Gilani, the abducted son of Prime Minister Yousaf Raza Gilani, reports Daily Times. “The son of former prime minister Yousaf Raza Gilani is with us and doing well,” the Al-Mansoor Brigade ‘spokesman’ Abu Yazeed Mansur told a journalist on phone in Hangu. The junior Gilani is “well” and the group would release his video after Eid. Ali Haider Gilani was taken away from a political rally from their hometown Multan on May 9. The phone call was apparently made from Afghanistan as the number it was made from had the country’s code.

Army troops were deployed at prisons across Khyber Pakhtunkhwa, including Central Jail Peshawar where Dr Shakil Afridi and important Taliban militants are imprisoned, Daily Times reports on August 7. The deployment came in the backdrop of Tehreek-e-Taliban Pakistan (TTP) attack on the Dera Ismail Khan jail on July 29. Haripur jail in northern Hazara division is also under threat and the military has taken responsibility to guard it against attacks from militant groups, said senior Government officials. The current arrangement is for a short period of time and the Army’s deployment aims at strengthening security measures. “Every prison is under security threat. However, Peshawar prison is the top target as it houses Dr Shakil Afridi, who the militants want to kidnap for his role in tracking al Qaeda chief Osama bin Laden,” the official said. Peshawar prison is also a potential target for militants because of the presence of Maulana Sufi Mohammad, the chief of the Tehrik Nifaz Sharia-i-Muhammadi (TNSM).

Tehreek-e-Taliban Pakistan (TTP) on August 6 claimed responsibility of killing three security personnel including a Senior Superintendent of Police (SSP-Diamer), Muhammad Hilal, and two Army officers, identified as Colonel Ghulam Mustafa and Captain Ashfaq Aziz, at Rohni in the Chilas area of Gilgit Baltistan, reports Daily Times. These security officials were investigating June 23 Nanga Parbat massacre of foreign climbers. Diamer SSP Hilal Ahmad was returning from the DC House along with Colonel Ghulam Mustafa and Captain Ashfaq Aziz when unidentified gunmen opened fire on their vehicle. “Though no major arrests have been made so far related to the June 23 shooting of foreigners, these officials were investigating the killings of foreigners,” an unnamed senior security official said. According to the TTP spokesperson, the outfit’s subsidiary group Janood-e-Hafsa is behind the attack.

Thirty eight persons, including 21 Police officials, were killed and 40 others were injured in a suicide blast at a funeral in the Police Lines area of Quetta, the provincial capital of Balochistan, on August 8, reports The News. The Deputy Inspector General (DIG), Operation, Fayyaz Ahmed Sumbal; Superintendent of Police (SP), Headquarters, Mehrullah; Deputy Superintendent of Police (DSP), in-charge, Shamsur Rehman; SP Traffic Mohammad Anwer Khilji; Inspector Shakeel Akbar; and five personnel of the Anti-Terrorist Force (ATF) were among those killed. Majority of the injured personnel were from the Balochistan Constabulary, ATF, and Police. According to the sources, Inspector General (IG) Balochistan Mustahq Ahmed Shukera and Capital City Police Officer (CCPO) Mir Zubair Mehmood were the prime targets of the suicide attack; however, they remained safe as they arrived at the site a minute later. The bomber struck when the officers gathered to pay their respects to Station House Officer (SHO) of City Police Station, Mohibullah, who was shot dead by militants in the Killi Almo area of Quetta earlier in the day. The militants had opened indiscriminate fire on a Police van killing the SHO and injuring six others, reports Dawn. Meanwhile, the Tehreek-e-Taliban Pakistan (TTP) claimed the responsibility for the killing of SHO Mohibullah and suicide attack on Police Lines, reports Daily Times. “We killed the station-house officer and then we targeted the funeral to kill the other officers,” TTP spokesman Shahidullah Shahid said. Police said the attack was carried out by a suicide bomber.

Tehreek-e-Taliban Pakistan (TTP) is ready to hold talks with the Government but on certain conditions, said TTP ‘spokesperson’ Shahidullah Shahid on August 9 while speaking to The Express Tribune. Shahidullah Shahid said if the Government gives a guarantee of putting forward ideal religious and intellectual leaders, the TTP would be interested in holding talks. For this purpose the ‘spokesperson’ recommended the names of Jamiat Ulema Islam-Fazal (JUI-F) group Chief Maulana Fazlur Rehman and Syed Munawar Hasan, Jamaat-e-Islami’s fourth elected Ameer. The spokesperson also demanded for a fatwa to be given against killings of Muslims in Myanmar and Syria.

The Punjab chapter of Tehreek-e-Taliban Pakistan (TTP) on August 12 warned the Pakistan Muslim League-Nawaz (PML-N) Government of dire consequences if it carries on with its plan of executing some convicts on death row, reports Dawn. In a pamphlet distributed in Southern Punjab and South and North Waziristan Agencies of Federally Administered Tribal Areas (FATA), the TTP said that the Government will be considered at war with them if it goes on to execute their colleagues currently serving jail terms and are on death row. The pamphlet also warned the PML-N Government to be wary of blindly following the Pakistan Army as it said the Armed Forces use political forces for their own gains. “They (Pak Army) will be in favour of yet another political force after alienating them at due time.” “Remember what happened to Awami National Party (ANP)….. No one would now go to them even for condolences,” said the pamphlet. It said the drone attack on Waliur Rehman was a planned conspiracy of “pro-America generals” to sabotage their ‘wish’ for peace. “Execution of prisoners will prove to be next episode of that conspiracy,” said the pamphlet. The purpose of this conspiracy is to push the PML-N and its allies into the swamp, it added.

Despite threats by the Punjab Chapter of Tehreek-e-Taliban Pakistan (TTP), the Government has decided to carry out the execution of condemned prisoners and the death penalty for the first batch of terrorists belonging to outlawed groups will be implemented next week, reports Dawn. Sources in the Federal Government said that three condemned prisoners were to be executed next week in the Sukkur Central Prison. The three Lashkar-i-Jhangvi terrorists are Attaullah, to be executed on August 20, Mohammad Azam on August 21 and Jalal on August 22. Attaullah was awarded death sentence in six cases by an anti-terrorism court in Karachi on July 6, 2004, and Azam was sentenced to death in four cases by the same court. Federal Minister of Interior Chaudhry Nisar Ali Khan said “There is a huge backlog of 450 cases and we are processing them as fast as we can”. “We will continue the process to implement the execution orders so that the law may take its course,” he said. Punjab chapter of TTP on August 12 warned the Pakistan Muslim League-Nawaz (PML-N) Government of dire consequences if it carries on with its plan of executing some convicts on death row.

Intelligence Agency on August 20 uncovered a plot to abduct Punjab Chief Minister Shahbaz Sharif from his residence in the Jati Umra town of Raiwind in Lahore District, reports The Express Tribune. The conspiracy was unearthed after a militant of the Tehreek-e-Taliban Pakistan’s (TTP) Punjab Chapter, identified as Muhammad Usman, arrested on suspicion, revealed they had completed their reconnaissance and had chalked out a plan to abduct the Chief Minister. During the course of investigation Usman revealed that Ubaid alias Qari Muhammad Imran Group and Aslam Yasin alias Osama Group, ‘commanders’ of Punjabi Taliban, had planned to abduct Shahbaz Sharif to release their accomplices detained in high-profile cases of terrorism in different jails of the country, particularly in Punjab. ‘Commander’ Ubaid and Aslam Yasin were based at Miranshah in the North Waziristan Agency of FATA, and had also links with the al Qaeda; sources quoted Usman as telling investigators.

The United States (US) Treasury on August 20 set economic sanctions on a madrassa (seminary) in the provincial capital of Khyber Pakhtunkhwa, for acting as training and recruiting base for al Qaeda, Taliban and the Lashkar-e-Toiba (LeT)), reports The Express Tribune. The Treasury said that the Taleem-ul Quran Ganj Madrassa in Peshawar was being used as training and recruiting base by these militant groups. The head of the madrassa, Fazeel-a-Tul Shaykh Abu Mohammed Ameen Al-Peshawari, known as Shaykh Aminullah, has been a US and United Nations-designated terrorist since 2009, for his support for al Qaeda and the Taliban. But it was the first time a madrassa has been the target of sanctions, which forbid any Americans from having any business interaction with it, and freeze any of its assets that come under US jurisdiction. “Today’s action is the first designation of a madrassa that is being abused by terrorist organisations,” the Treasury said in a statement. Meanwhile, reacting to the ban imposed by the US, the administration of the madrassa said they feel the sanctions are “unjustified and uncalled for”, reports Dawn. An administrative council member of the madrassa, who wished not to be named, said that Aminullah was just a teacher at the madrassa and had left it almost eight months ago. There was no information about him after he was put on the wanted list in November 2012, he added.

Police officers of the four provinces and Gilgit Baltistan told the Senate Standing Committee on Interior on August 21 that the crime was becoming organised as various criminal groups had associated themselves with terrorist organisations like the Tehreek-e-Taliban Pakistan (TTP) and Baloch Liberation Army (BLA). “We are heading for a situation like Mexico where drug lords and street criminals are operating like a corporate firm,” said a senior official of the National Police Bureau. “The more serious problem in Pakistan is that terrorists and anti-state elements are getting aligned with all kinds of criminals.” Senator Shahi Syed of the Awami National Party alleged that terrorist organisations like the TTP and BLA operated with the help of local criminals in Lyari and other parts of Karachi. “It may look odd but we have seen it. If you catch a small fish involved in crime his backing comes from the TTP whose field operators in Karachi are criminals belonging to Waziristan or Afghanistan,” he said. Shahi Syed even accused personnel of Intelligence Agencies, Rangers and Police of conniving with criminals. He cited an example that persons belonging to a terror outfit came to the forefront after complaints were lodged to the officers of an Intelligence Agency against some criminals. The Committee’s Chairman Senator Talha Mehmood suggested that Police should use strong-handed techniques to curb the crime rather than waiting for the outcome of court cases against criminals. “The number of known gangs involved in murders, kidnappings-for-ransom, car lifting and other criminal activities has been increasing. The general impression is that police cannot even touch these criminals,” he regretted.

Prime Minister (PM) Nawaz Sharif while talking to The Telegraph on August 23 stressed the need for having cordial relations with India, as well as holding peace talks with the Tehreek-e-Taliban Pakistan (TTP), reports Daily Times. PM said that he has made it clear that he sees his election victory as a mandate for peace with India. He said, “There will be progress and there has to be progress... If we have to prosper, there has to be progress on this,” adding, “We didn’t have any India-bashing slogans in the elections. We don’t believe in such slogans. There have been such slogans in the past, 10 years ago, 20 years ago, 30 years ago, but not now. In fact, I very clearly spoke about good relations with India even before the elections were happening.” He said that he made his position very clear that “if we get a mandate, we will make sure we pick up the threads from where we left off in 1999 and then reach out to India, sit with them, resolve all our outstanding issues, including the issue of Kashmir, through peaceful means”. He also said that his Government would produce a new national security strategy in the next few weeks, and that the emphasis will shift away from force and towards negotiation with the TTP. “Of course we’re fighting each other,” he said. “I believe that there may be no harm in exploring the other option of having dialogue with them if they’re at all serious, and if we find them serious enough – and if we think that talks can yield positive results.”

The ‘spokesman’ for the Hakimullah Mehsud-led Tehreek-e-Taliban Pakistan (TTP), Shahidullah Shahid, claimed on August 24 that the head of the Punjabi Taliban faction, Asmatullah Muawiya, has been stripped of his leadership for welcoming the Government’s peace talk offer, reports Dawn. He said that the Taliban central Shura (council) had taken ‘serious notice’ of Asmatullah Muawiya’s recent statement as he was not authorised to respond to the Government’s offer for talks. “The Taliban decision making body met under ‘Commander’ Hakimullah Mehsud and decided that Asmatullah Muawiya has no relation with the TTP,” Shahid said. “He is respectable for us, but he has no relation with the TTP. The decision about the new head of TTP’s Punjab Chapter will be taken in next meeting of our decision makers,” he added. However, Muawiya responded that the TTP Shura did not have the capacity to remove him because the Punjabi Taliban is a separate group. He said his group has its own decision-making body to decide leadership and other matters.

“Unofficial talks between the Government side and Tehreek-e-Taliban Pakistan (TTP) are in progress,” Information Minister Pervez Rashid said on August 30, reports Dawn. He said the Government was exploring all options to restore lasting peace in the country and was in contact with Taliban at different levels. He endorsed a statement made by Jama’at Ulema-e-Islam-Fazlur Rehman (JUI-F) Chief Maulana Fazlur Rehman that a formula had been chalked out for holding formal talks with Taliban within a month. “Maulana Sahib is a responsible person and whatever he said is correct,” Information Minister added. The Information Minister did not say at what level talks had been initiated and with which group of militants. But, he said the Government was ready to negotiate with any group of Taliban interested in holding talks. “I cannot say with which group of Taliban we are holding talks because today we are talking with two groups and if another group wants to join we will welcome it too,” he said. Rashid said the Government’s main objective was to restore peace and it would do everything possible to achieve that. “We have to rid the country of the menace of terrorism for which all options would be utilised.” Meanwhile, a senior Taliban leader confirmed that initial contacts between the militants and the Government had been made. He told the British Broadcasting Corporation (BBC) Urdu Service that the talks encompassing a wide range of issues including prevention of sectarian violence and snapping of ties with al Qaeda and Lashkar-e-Jhangvi (LeJ) had been held.
