According to sources, Federal Minister for Interior Chaudhry Nisar Ali Khan discussed the resumption of dialogue with the TTP with the outgoing Army chief General (retired) Ashfaq Pervez Kayani. “The US does not want peace in Pakistan,” Nisar had said in the aftermath of the November 1, 2013 drone attack that killed TTP leader Hakimullah Mehsud. According to a senior Interior Ministry official, Nisar is likely to announce the government’s new strategy regarding talks with the TTP by the end of this month. Before a formal announcement can be made, however, the Government wants an assurance from the US that the drone campaign in Pakistan’s tribal areas would come to a halt, Ministry officials said. They added that the interior minister wants a categorical policy statement from Washington before he sends a delegation of Ulema to the Taliban.

Federal Minister for Information and Broadcasting Pervaiz Rashid on December 1 dropped a hint that the homework to resume dialogue with militants has been completed, reports The Express Tribune. “Yes, we’re [almost] at the conclusive stage to resume talks with the Tehreek-e-Taliban Pakistan (TTP),” said Information Minister Pervaiz Rashid, adding, “The Government has always had a firm belief in reopening peace talks [with the Taliban]”. He also said that the Government would remove any hurdles existing before talks with the Taliban and would press ahead with the initiative without causing any loss to the state.

The new head of the Tehreek-e-Taliban Pakistan (TTP), Maulana Fazlullah alias Mullah Radio, has returned to the country’s tribal areas after several years based in Afghanistan, TTP ‘spokesman’ Shahidullah Shahid said on December 3, reports Daily Times. Fazlullah has been based mainly in the mountains of eastern Afghanistan since 2009, when a military operation ended his followers’ brutal two-year rule of Swat valley. TTP spokesman Shahidullah Shahid said Fazlullah was now “commanding the Taliban movement at an unknown location in the tribal areas”. Shahid’s comments came after some Pakistani TV channels reported that Fazlullah had reached North Waziristan Agency. “It is not true that Maulana Fazlullah is in Waziristan, he is in the tribal areas but at unknown location,” Shahid said. Fazlullah has a USD 500,000 Government bounty on his head.

Tehreek-e-Taliban Pakistan (TTP) Chief Mullah Fazlullah on December 8 moved from North Waziristan Agency in Federally Administered Tribal Areas (FATA) to Dir District of Khyber Pakhtunkhwa (KP), reported The News. According to sources Mullah Fazlullah has decided to use Dir District as the headquarters of TTP instead of North Waziristan which has been declared insecure by his aides due to the growing intensity of drone attacks. TTP chief first went to Kunar in Afghanistan and then shifted to an undisclosed location in Dir District of KP. However, the TTP sources have not confirmed the movement of Mullah Fazlullah.

Religious scholar and the head of the Dar-ul-Uloom-Haqqania seminary, Maulana Sami-ul-Haq, who is also known as the Father of the Taliban, on October 30, issued a fatwa (religious edict) urging parents to immunise their children against polio and other fatal diseases, adding that vaccinations comply with Islamic law, reports Daily Times. The edict by Maulana Samiul Haq comes more than a year after the Tehreek-e-Taliban Pakistan (TTP) banned polio immunisation following a fake Central Investigation Agency (CIA) vaccination programme meant to help track al Qaeda chief Osama bin Laden. According to a statement signed by Haq and dated October 30, 2013, parents should disregard the militants’ warnings. “According to Sharia’h there is no harm in using vaccines which medical experts recommend to save children against deadly diseases,” the statement seen said. “Polio, measles, tetanus, tuberculoses... are fatal and dangerous diseases and the vaccines to save young children and pregnant women are effective and harmless. There is no reality in the doubts and suspicions being spread against these vaccines,” adding, “Parents should give the injections and drops of these vaccines to their children”.

The Crime Investigation Department (CID) of Police claimed to have arrested a key Tehreek-e-Taliban Pakistan (TTP) ‘commander’, identified as Abu Hamza, and recovered two hand grenades, handguns and bullets from his possession during a raid in West Wharf area December 14, reports Dawn. Chaudhry Muhammad Arif, an officer of CID’s investigation unit said the suspect had also worked for al Qaeda’s Takfiri group before joining the TTP. A militant belonging to the Tehreek-e-Taliban Pakistan (TTP), identified as Dwanollah alias Misbahullah, was killed and an alleged ‘commander’, identified as Ameer Hamza, was arrested during an encounter with law enforcers foiling an attack on a polio team in Sohrab Goth area of Gadap Town in Karachi, the provincial capital of Sindh on December 17, reported The Express Tribune. It's powerless and dollar-hungry,” said TTP ‘spokesman’ Shahidullah Shahid. “They should happily launch a military operation against us. We have seen their military operations in the past and would like them to start this long-awaited operation,” he said defiantly. However, the Government said the Taliban's tough rhetoric did not mean negotiations had failed. “Their public posturing is different from what's going on in the background,” said Tariq Azeem, a senior official in Prime Minister Nawaz Sharif's team. “They want to appear tough but back channels show that they are also interested in talks.” The Taliban could not be immediately reached for comment. The Pakistan Government, earlier in the day, ruled out military action against the Taliban as its first preference and promised to persuade the militants to lay down their weapons through peace negotiations. Prime Minister Nawaz Sharif chaired a meeting of the Cabinet Committee on National Security (CCNS) where officials confirmed their commitment to talks rather than military action. “The committee reaffirmed (the) Government's commitment to the strategy of negotiations with TTP and considers the use of other options only as a last resort,” the PM’s office said in a statement. “The committee deliberated upon the government's strategy to engage various groups of Pakistani Taliban to address issues of extremism and militancy.” The meeting focused on three key issues, including formulation of national security strategy to safeguard national interests, strategy on internal security and relations with Afghanistan.

Additional Sessions Judge Swat (II) Mohammad Tariq Pervaiz Baloch awarded two death sentences to Jahangir Khan for killing his former wife and her father. He was fined PKR 50 million for murdering Javed and PKR 20 million for killing her father. The judge further imposed PKR 1 million fine for injuring Javed's sister, Farhat, in the attack. Khan was opposed to her singing career and wanted her to stop it. He had threatened her with dire consequences for leaving him. On June 18, 2012, Javed, along with her father, was shot dead in Peshawar by unidentified armed assailants on a motorcycle.

According to reports, Inspector Shafiq Tanoli, Station House Officer (SHO), Mochko Police Station Baldia Town, had just climbed down from his pickup truck when the bomb struck. He sustained serious injuries in the attack. Inspector Tanoli said that it was a suicide attack. In his statement, recorded before Senior Superintendent of Police Farooq Awan, he said that a biker rammed into his vehicle and blew himself up. According to tribal elders of Mir Ali, the administration and members of the TTP shura (council) announced in Miranshah and adjoining villages that a ceasefire had been declared in accordance with a peace agreement signed in 2006. Major points of the agreement included a ban on cross-border movement of armed groups, expulsion of outsiders and foreigners from Waziristan, protection of state installations, return of troops to barracks and rehabilitation of affected people. The agreement was renewed in 2007. Maulvi Gul Abbas, an elder from Mir Ali, quoted TTP shura spokesman Ahmadullah Ahmadi as saying that all parties, including the administration, Taliban and elders, had agreed to follow the peace deal and to resolve issues in accordance with the agreement. “There will be no curfew in Miranshah, Mir Ali and other parts of North Waziristan and displaced people should start coming back to their homes.”

The attackers would use vehicles with fake official number plates or motorcycles or rickshaws with applied-for-registration plates. Police have declared 14 processions scheduled in Karachi highly sensitive and 150 sensitive. Similarly, 29 majalis (gathering) are considered highly sensitive and 170 sensitive. Security has been tightened across the city for Chehlum (40th day) of Imam Hussain on December 23 and 24, 2013. In order to avoid untoward incidents, almost 10,000 cops include 1,450 non-gazetted officers, 8,300 constables and 54 policewomen have been stationed. Moreover, military troops would be deployed throughout the province to assist Police and Rangers. The entrances of Imambargahs (Shia place of commemoration) are to be guarded jointly by the police and private security company personnel. Female volunteers would also be deployed at Imambargah entry points to deal with the threat of female suicide bombers. Cellular services would be suspended and pillion riding banned in several cities of Sindh, including Karachi, Hyderabad, Khairpur, Mirpurkhas, Sukkur and Larkana.

He also indicated that his two sisters, Asifa and Bakhtawar will also participate in practical politics before the next elections, scheduled to be held in 2018. Besides criticising his political rivals, he criticised the Government’s policy of negotiating with TTP militants. On behalf of his party, he suggested very strict conditions for dialogue, if any, with the TTP. They include surrendering arms, blood money for victims of terrorist attacks and respect for minorities, among others. He said his party would support the Pakistan Muslim League-Nawaz (PML-N) government against any conspiracy to derail democracy in Pakistan. Ehsanullah Ehsan, the group’s former ‘spokesman’ said that the TTP will issue a formal response later. At the same time, Ehsan heaped scorn at the leaders of Jama’at Ulema-e-Islam (JUI) factions Maulana Samiul Haq and Maulana Fazlur Rehman and accused them of pursuing their political agenda under the pretext of the talks.
