Huge security threat of hostage situation and mass killings,” the UN office’s alert says, according to a circular of the Punjab Inspector General of Police (IGP) “Therefore, necessary actions be taken with the cooperation of their management, to enhance the security of important shopping malls, especially those being run by or franchise of foreign store chains,” circular further stated.Another report issued by the Punjab Home Department reveals that the TTP is planning to target the United States (US) and other Western nationals “They are likely to hit top political leaders, senior Government functionaries, key Government installations and Army/Police establishments/envoys. Foolproof security and precautionary measures are therefore warranted to avoid any mishap,” reads another alert. According to yet another report, the leaderships of banned outfits have jointly decided to execute attacks on armed forces’ personnel and installations, law enforcing agencies’ personnel and installations, government setups and foreign missions, embassies and consulates.

Unidentified militants launched three rocket attacks at a camp of Security Forces (SFs) in Miranshah, the main town of North Waziristan Agency (NWA) in Federally Administered Tribal Areas (FATA) on November 1, reports Dawn. According to military sources, the rocket attacks were carried out at 1 am in the morning. However, no loss of life or damage was reported.While the Government is preparing a roadmap for peace talks with militants, a faction of Tehreek-e-Taliban Pakistan (TTP) asked people living near Miranshah to move their families to safe areas by November 1, Dawn reported on November 2. The Shura Mujahideen North Waziristan, led by Commander Hafiz Gul Bahadur, also directed shopkeepers in Miranshah town to shift their expensive goods to other areas. The warning was issued in the wake of recent shelling by SFs of civilian targets in the area. A pamphlet distributed in Miranshah after Friday prayers asked residents of Darpakhel, Dattakhel, Toolkhel, Tabbai, Dandy and Matchus to shift their women and children to other places in North Waziristan. Residents of villages along main roads have been directed to vacate their homes. “The Shura has tried to respect a peace agreement which is still intact but the Army has resorted to fierce shelling over the past few days which has killed and wounded children, women and elders,” said the statement in Urdu.

Hakimullah Mehsud, the ‘chief’ of the Tehreek-e-Taliban Pakistan (TTP), was killed in a US drone strike in Dandy Darpakhel area, five kilometres (three miles) north of Miranshah, the main town of North Waziristan Agency (NWA) in Federally Administered Tribal Areas (FATA) on November 1, reports Dawn. Intelligence officials said Hakimullah was leaving from a meeting at a mosque in Dandy Darpakhel area when the drone targeted their vehicle. Five militants, including Abdullah Bahar Mehsud and Tariq Mehsud, both key militant commanders and close aides of the TTP chief, were also killed with two others injured in the drone strike, multiple sources confirmed. On November 2-morning (Today), Hakimullah Mehsud along with other militants killed in the drone strike, was buried in NWA, reports The News. Sources said that besides Hakimullah Mehsud, his uncle, driver and other aides buried at different places NWA. The Government has not yet confirmed the death of Hakimullah, reports The News. However, it has stopped the delegation from visiting NWA to hold peace talks following the reports of TTP chief's death. Strongly condemning the US drone attack in North Waziristan, Pakistan Government reiterated that these strikes are a violation of sovereignty and territorial integrity of the country. Foreign Office Spokesman Aizaz Ahmed Chaudhry in a statement said that there was an across the board consensus in Pakistan that these drone strikes must end.According to the sources, TTP's Markazi majlis-e-Shoora (Central Advisory Committee) would appoint their new chief. The South Waziristan TTP chief, Khan Said Sajna alias Khalid is likely to succeed Hakimullah Mehsud as TTP chief. Chief of Mohmand Agency Umar Khalid Khurasani is also a strong contestant for the slot as he is the only surviving senior Taliban commander who had directly commanded operations under Hakimullah. Mullah Fazlullah, the chief of the Swat Taliban, is another senior TTP commander but unlikely to replace the assassinated TTP chief for not belonging to Mehsud clan. Jen Psaki, the spokesperson for the US State Department said that “We have seen those reports but we don’t have anything for you on that. The reports just came out. We have a close cooperative relationship with Pakistan on various issues, including counter-terrorism but I do not have anything specific for you on Pakistan on this report.” Reacting to US drone strike, Pakistan Tehrik-i-Insaf (PTI) chairman Imran Khan on November 1 demanded the Government to block NATO supplies going through the country, reports Dawn. Imran Khan further said that the US drone attack was as a conspiracy to sabotage talk’s effort. Earlier on October 31, Imran Khan issued a warning that his party will block the NATO supply line if the US made any drone strike to disrupt the talk’s process with the TTP. His party is set to table resolutions in Khyber Pakhtunkhwa (KP) Assembly and National Assembly on November 4 in this regard. Earlier on November 1, the TTP said that they have had “no contact” with the Government, a day after Prime Minister Nawaz Sharif said a process to initiate peace talks had been started, reports The Express Tribune. The TTP ‘spokesperson’ Shahidullah Shahid said that there had been no overtures. “No one has yet contacted us. The Government is making announcements only by media, no peace talks have yet been started,” Shahid said. “The beginning of peace talks means sitting at a table and discussing issues, no such thing has yet happened.”

security has been beefed up in the provincial capital Quetta and other restive parts of Balochistan on November 2 in the aftermath of Tehreek-e-Taliban Pakistan (TTP) ‘chief’ Hakimullah Mehsud’s killing, reported Dawn. An intelligence official, who requested not to be named since he was not authorised to speak to the media, said that SFs were placed on a high alert to avoid occurrence of any untoward incident. Apart from Police and Balochistan Constabulary, personnel of Frontier Corps were also deployed at all sensitive parts of Quetta, he said. Security was tightened at all entry and exit points of the city and patrolling was also increased to avoid occurrence of any terrorist attack. “We are taking pre-emptive measures to ensure peace,” he explained.

Security in Khyber Pakhtunkhwa (KP) was tightened and the province was put on high-alert on November 2 after intelligence reports speculated a spike in terrorist activities following the killing of Tehreek-e-Taliban Pakistan (TTP) ‘chief’ Hakimullah Mehsud in a US drone strike in North Waziristan on November 1-evening, reports The Express Tribune. A high-ranking Police official said under the condition of anonymity that whenever an al Qaeda or TTP leader was killed in the past, the group retaliated by attacking targets inside KP. He added the same could happen this time around too. “We have received reports that a high-level meeting of the TTP has been called during which TTP’s future course of action would be decided and attacks across Pakistan could be planned,” he said, adding KP in general and Peshawar in particular could be the most likely targets. Moreover, a high-level meeting was held at the Home and Tribal Affairs Department under the chair of Home Secretary Akhtar Ali Shah to discuss security plans. Senior Police and Government officials attended the meeting during which various security measures and provisions were deliberated over.

He further said that “Nobody in history has ever negotiated with slaves,” he said. “We were waiting for a meeting, while the Pakistan Army and government were sitting with the US finalising deals to sell us.” Shahid stopped short of vowing revenge for Hakimullah. “Time will tell whether we take revenge of his martyrdom or not,” he added. More than 50,000 internally displaced persons (IDPs) have so far returned to their homes in Tirah valley of Khyber Agency in Federally Administered Tribal Areas (FATA) as the first phase of the repatriation process is about to complete, Dawn reported on November 5. FATA Disaster Management Authority (FDMA), which was tasked to supervise the return of over 17,000 registered families to Tirah, said in a daily report that 12,024 families comprising 53,951 individuals left Durrani camp in Kurram Agency and Jarma transit point near Kohat for their respective localities till November 4. FDMA had first fixed October 15 as the final date for the completion of first phase of the return process, started on September 15. The date was later extended to November 5 owing to the eagerness shown by majority of the displaced families to go back to their homes. The return process of all Tirah displaced families would be completed in two phases. The second phase of the return process will be started on March 1. According to official figures, 17,140 families of Bar Qambarkhel, Malikdinkhel, Shalobar, Zakhakhel and Adamkhel were registered with the FDMA when residents of Tirah were forced to leave Bagh-Maidan and its surrounding localities after Tehreek-e-Taliban Pakistan (TTP) captured the area on March this year.

Pakistan's lawless tribal areas along the Afghan border have borne the brunt of the US drone campaign since 2004, with hundreds of missile strikes targeting suspected al Qaeda and Tehreek-e-Taliban Pakistan (TTP) militants. Anyone who does speak out in favour of the drones in the tribal areas runs the risk of being kidnapped tortured and murdered by militants – their agonising last moments captured on camera. "Anybody who supports drone strikes, they will try to kill him. They will say that person is pro-American, a friend of the Jews," Gul Wali Wazir (name changed) from South Waziristan Agency of Federally Administered Tribal Areas (FATA) said. "They will cut his throat or shoot him, they will film his false confession, kill him and leave the body on the road with a DVD and a note saying that anybody who supports America and drones will face the same fate. The days chosen for the terrorist activities are 9th and 10th of Muharram (the mourning period observed by the Shias, commemorating the tragedy of Karbala). The report, which narrates in detail the ‘sabotage plan’ of the TTP, has also been shared with the Punjab Government. It says that a group of five terrorists has transported more than dozen small-sized blue cylinders of explosive material to target different cities of Punjab, particularly Lahore on or before the 10th of Muharram. Intelligence agencies told the Interior Ministry in their report that a group of TTP terrorists had left Miranshah, the headquarters of North Waziristan Agency in Federally Administered Tribal areas (FATA), and Mir Ali in North Waziristan Agency on November 7 – in the guise of pilgrims of Tablighi Ijtima in Raiwind. The five alleged TTP terrorists - Usman Ghani alias Talha of Jameel Town, Ghulam Mohammadabad, Ali Azam alias Farooq of Razabad, Mubashar Nadeem alias Bao of Chak Jhumra, Usman of Lahore and Shahzad Ali of Gurunanakpura – had been produced before the media by the Police at a press conference on November 5. The sources said the plan to kidnap members of two communities was approved after an ‘edict’ in favour of such kidnappings for ransom issued by an unidentified cleric.According to the sources, the militants told their investigators that they would raise funds for terrorist activities by looting houses of Shia community members and stealing PTCL cables. They also confessed that they would send a part of their ill-gotten money to their group leader, Qari Imran, in Miranshah (North Waziristan Agency, Federally Administered Tribal Areas). Briefing a session of the Senate’s Standing Committee on Foreign Affairs, Aziz said a team of Government negotiators was prepared to hold talks with TTP former chief Hakimullah Mehsud on November 2, 2013 the day after he was killed in a US drone strike. He said Mehsud had been sent a list of negotiators, and that the ex-TTP chief had himself added the names of two clerics to the list. The foreign affairs adviser said the US has now assured that no drone strikes would be carried out during any peace talks. However, he did not clarify when had the US given this assurance. Aziz also told the committee that the drone issue was raised by Prime Minister Nawaz Sharif in his recent visit to US and he called it totally against the sovereignty of Pakistan.

Imran Khan had given a call to all party workers to attend the rally on the morning of November 23, 2013 in Peshawar to block the supply trucks which pass through the Khyber Pakhtunkhwa province where his party is in power. “Imran Khan has taken a welcome step,” TTP spokesperson said while talking to reporters from an undisclosed location. “No there is no question of ceasefire,” he said responding to a query regarding any chance of respite for peace. “We are being attacked in Khyber Pakhtunkhwa where we are fighting a defensive war, so we will continue to hit the area from where we are targeted,” Shahid said, adding, “But one thing is clear we are exacting revenge from Security Forces and not the public.” Here he specified that the public did not include the Awami National Party (ANP), Pakistan People’s Party (PPP) and Muttahida Qaumi Movement (MQM), the three leading secular parties of Pakistan that the Taliban will never pardon. The encounter came about after the alleged terrorists, detained in Mochko Police Station lockup managed to escape by breaking the windows. “They went to Baldia Town after escaping from the lockup, but were killed in an encounter a few hours later,” said Station House Officer (SHO)Shafiq Tanoli. Talking to reporters following a JUI-F backed tribal jirga at the JUI-F’s provincial secretariat Rehman said that the jirga regrets that the Government has still not outlined its policy regarding the peace process. The Jirga elders hope that government will stand by its promise to the people of Federally Administered Tribal Areas (FATA) of bringing peace in the region, said Fazl to the reporters. He added that the jirga also recorded its protest over drone strikes and that drone attacks were sabotaging the peace process. The Government should take concrete steps to end drone attacks in the tribal areas of the country, he urged. He revealed that the jirga also expressed its concern over the delay in rehabilitation of internally displaced persons (IDPs) from tribal areas, which was affecting the education of thousands of children.
