The three missing traders were identified as Abdul Khalaque (30), Mubarak Ali (22), and Mohammad Mujaharul (18). The news report also states that a red alert was sounded in the district after violence broke out in some areas of the Bodo Territorial Autonomous District (BTAD).

Miscreants at Dhaligaon in Bodo-Muslim clash affected Chirang District set ablaze four houses on August 1, reports IBNLive. However, there was no report of any injury to any person. Police and BSF personnel have been rushed to the spot and the situation is being closely monitored, an officer in this regard said. Night curfew continues in affected Chirang, Kokrajhar and Dhubri Districts. According to State Home Department said that 5,000 houses were set ablaze in 244 villages during the Bodo-Muslim clashes. The clashes started when founder president of All Bodoland Minority Students’ Union (ABMSU) , Mohibul Islam and former leader of All Assam Minority Students’ Union (AAMSU), Abdul Siddique Sheikh were seriously injured in the attack on July 19. In a retaliatory attack, a mob of people at Joypur under Kokrajhar Police Station lynched to death four former militants of disbanded Bodoland Liberation Tiger (BLT) - Pradip Bodo (32), Jonson Bodo (36), Nip Goyari (25) and Jamin Goyari (24) in the night of July 20. Initially, Kokrajhar and then Chirang District were affected. Later, violence also spread to Dhubri and Baksa Districts.

SFs arrested the linkmen from Khardang village under Krishnai Police Station in the District. The arrested linkmen have been identified as Gagan Rabha (32), Barnali Rabha (22), Rahul Rabha (32) and Mukundo Rabha (26). Goalpara Additional Superintendent of Police (ASP), SB Sharma, under whom the raid was conducted, revealed that captured linkman Rahul Rabha supplied mobile phone SIM cards to the organization and Mukundo Rabha kept contact with the members. The police officer also made it clear that this particular group is linked with the IED blast of Tuesday. They were working under the command of ULFA-ATF leader Dristi Rajkhowa.

However, no one was injured in the incident as the inhabitants of the village have been staying in the Madlipara Lower Primary School refugee camp under the Dhaligaon Police Station in Chirang District since July 24. Earlier, miscreants had set ablaze four houses at Dhaligaon on August 1 in the same District. State Home Department, according to a July 30 report, said that 5,000 houses were set ablaze in 244 villages during the Bodo-Muslim clashes. Altogether 5838 people from six relief camps in Kokrajhar District have returned home during the past 24 hours, prompting the authorities to close down six relief camps, reports Assam Tribune. With this, the number of relief camps in the District has come down to 72. According to official sources says the report, 98,710 Bodos, 80,281 minorities and 522 people from other communities are still living in 23 relief camps in Kokrajhar sub-division, 39 camps in Gossaigaon and in 10 in Parbatjhora camps sub-division in the district. According to official sources, 98,710 Bodos, 80,281 minorities and 522 people from other communities are still living in above mentioned relief camps. The recent clashes claimed the lives of as many as 44 people in Kokrajhar district, of whom 32 were male victims and 12 female. Further, out of the 44 victims, two died in Police firing, 41 due to group clashes and one died in a relief camp. It has also been reported that out of the 142 villages affected by the violence in the District, 51 are in Kokrajhar sub-division, 86 in Gossaigaon and five in Parbatjhora sub-division. A total number of 7683 houses were set ablaze during the violence in the district, official sources revealed.

Anti-Talks faction of United liberation Front of Asom (ULFA-ATF) has stepped up their extortions in the three Upper Assam Districts of Tinsukia, Dibrugarh and Sivasagar, besides carrying out disruptive activities to create a sense of panic among the people of the area, reports The Sentinel on August 3. The news report states that in Dibrugarh District, ‘captain’ Babul Gogoi, ‘sergeant’ Jayanta Handique, Raktajit Hazarika and Chandan Majhi have sent extortion notices to a number of people through SMS. In addition, several tea planters and managers of tea estates located in the inter-District border of Dibrugarh-Sivasagar received extortion notices from ULFA-ATF militants Michael Deka Phukan and Rupantar Kakoti. Meanwhile, State has been put on a general security alert in view of the threat by the ULFA-ATF to engage in subversive activities in the run-up to Independence Day celebrations, reports Sangai Express.

Pro-Talks faction of National Democratic Front of Bodoland (NDFB-PTF) on August 3 criticized the Assam Government for its failure to protect the indigenous people and warned that NDFB-PTF will not allow any muslim immigrants from Bangladesh to live in tribal belt and blocks, reports Times of India. ‘General secretary’ of NDFB-PTF, Gobinda Basumatary cautioned that the violence between the indigenous people and muslim immigrants would be repeated if illegal immigrants were not pushed back after updating the National Register for Citizens (NRC), taking 1951 as base year, and deport them. Basumatary further said that 60 per cent of over 1 crore 88 lakh bighas of land in tribal belts and blocks have been illegally occupied by non-tribals, mostly by Bangladeshi nationals. Moreover, he said that over 95 per cent Muslims living in Amteka and Khwila Mwila areas of Indo- Bhutan border in Chirang District have no documents. The NDFB-PTF leader alleged that violence in Kokrajhar, Chirang and Dhubri Districts are instigated by the Government using illegal immigrants to weaken Bodo people. He alleged that muslim camps have better security arrangements. Basumatary also questioned as to why the Centre and Assam government are concerned only when there is conflict with muslims, but why they are not serious when the clashes take place between Bodos and Adivasis and Dimasa and Karbis.

Earlier, a body was recovered from a well in Kokrajhar District on August 4. With the recovery of these six bodies, the death toll in ongoing violence has reached 77. Further, due to recent developments, indefinite curfew has been imposed in Chirang District. Superintendent of Police (SP) Kumar Sanjiv Krishna said the three - father and his two sons - had left the camp for displaced persons at Kawatika village of Chirang District yesterday and their bodies were found today. "Indefinite curfew has been launched and the army is conducting regular flag march in the District," Inspector General of Police –Law and Order (IGP-Law and Order), L R Bishnoi told PTI. Assistant Publicity Secretary of the NDFB-RD, B Samijink said, “The Government should not make haste to rehabilitate the inmates of the refugee camps before checking the antecedents of the persons as we believe there are illegal migrants or citizens of different districts also,” he said adding, “Setting a deadline for rehabilitation will aggravate the situation rather than solving it.” Samijink further said that the NDFB-RD has failed to understand why the Government of Assam and India cannot set a deadline to the illegal migrants to leave the country. The injured militant is suspected to be Saurav Gogoi, a top ULFA-ATF cadre who is an Improvised Explosive Device (IED) expert and have been sent to Lower Assam to carry out a series of attacks ahead of Independence Day. At least three more persons were killed while two others injured as fresh violence erupted in Kokrajhar District in the night of August 6, taking the death toll to 80, reports The Times of India. "The Bodo miscreants indiscriminately fired in Ranibuli village under Kokrajhar Police Station late on Monday night killing three persons and seriously injuring two others," Assam Inspector General of Police (Law and Order) L R Bishnoi said. Bishnoi said that the three killed belong to Lakhiganj of bordering Dhubri District. Following the incident, a curfew has been clamped again in Kokrajhar District while indefinite curfew continues in the neighbouring Chirang District where there are fresh reports of arson. Some houses were burnt down there but the timely action of Police prevented any major violence, Bishnoi added. One person has been arrested in this connection from Chirang. The army continued their flag march in the morning of August 7 (today) in the three Districts of Kokrajhar, Chirang and Dhubri, hit by clashes between Bodo tribals and the minority community, which started on July 20.

A statement signed by Myanmar-based IK Songbijit, the chief of the NDFB-RD's armed wing, said the decision to withdraw the unilateral declaration for cessation from all types of violence has been taken after "considering all aspects of present reality." Ranjan Daimary faction is the breakaway group of parent NDFB, which renamed itself as NDFB-Progressive/ Pro-Talks faction of NDFB (NDFB-PTF), after signing the bilateral truce with the Centre in 2005. Detailing the sequence of the violent incidents, Shinde in Lok Sabha (Lower House) said tension was already simmering in the Bodo-dominated areas and the chain of events started after an attack by suspected Kamatapur Liberation Organisation (KLO) terrorists in which two members of the minority community were killed. He said 14 additional companies of the Central forces were deployed in the violence-affected districts. Their number would go up to 65 companies. UHM informed the House that 170 persons arrested so far and more than 300 cases had been registered. He said that a “comprehensive security plan” had been chalked out to control violence and speed up relief and rehabilitation of the victims and displaced persons. “As many as 104 police pickets have been proposed in vulnerable villages, of which 99 have been established. They have been given the responsibility of ensuring security for the affected villages,” UHM Shinde said.

Chief Minister (CM) Tarun Gogoi on August 11 said there are illegal migrants from Bangladesh in the state and that influx from across the border is still on, though in lesser numbers, reports The Times of India. The CM, however, did not say how many illegal migrants are here in the State. CM Gogoi said that between 1996 and 2001, the then Illegal Migrants Determination by Tribunals (IM-DT) tribunals had declared 7,444 persons as "illegal migrants". Between 2002 and 2011, the courts declared 11,127 persons as "illegal migrants. Illegal migrants are here. The influx is also on and that is why I have been trying my level best to plug the holes in the border with Bangladesh. I have been seeking more border outposts and floodlights. We have managed to bring down influx, but we need to be more foolproof," said the Chief Minister. Gogoi added, "The bigger problem is that Bangladesh is not accepting the persons ordered to be deported by our tribunals. This is an issue under the Government of India." Every time State Police takes a declared illegal migrant to the border for deportation, the Border Guards Bangladesh refuses to accept them. In 2010, the State Government set up three detention camps to keep all "illegal migrants" since Bangladesh was not accepting them. In addition, Gogoi said that at present, there are more than 150 declared illegal migrants at detention camps in Goalpara, Kokrajhar and Silchar. Gogoi also pointed out the vanishing acts by some persons immediately after they are declared as illegal migrants by the tribunals. According to latest updated records with the State Government, between 1985 and 2010, 34,622 persons have vanished after tribunals declared them as illegal migrants. In addition, 1446 persons, who have been pushed back, are found to have returned to the state during the same period.

The report further calls for deployment of more Police Personnel and says a large part of the problem lies in the pathetic manpower at their disposal. In Kokrajhar, State Police needs four new Police Stations and five additional outposts. There is also a plea for 40 prefabricated barracks for "platoon strength" and 10 for "company strength". Further, Police needs eight deputy SPs, 75 sub-inspectors, 150 male and 50 female constables. The police-population ratio stands at a measly 79 per 100,000 population. They also want 120 light motor vehicles, 75 medium and 15 heavy motor vehicles, and 100 motorbikes to cover an area that is 2,700 sq km of both plains and hills. The report gives a demographic break-up that shows Bodos at 3.10 lakh (30%) and Muslims at 2.36 lakh (25.15%).

With this incident, the death toll in the ongoing violence between Bodos and Muslims has risen to 87.The clashes started on July 20.Hindustan Times adds that the village, 250 kilometer west of Guwahati and close to the Bangladesh border, is Muslim-dominated. “The cause of firing could even be internal economic rivalry. We are investigating all angles,” said LR Bishnoi, IGP (law and order). However, the attack followed a United Liberation Front of Asom (ULFA) warning against the Muslim settlers two days ago. The involvement of Bodo militant groups also cannot be ruled out. The report further states that around 30 families left villages in Dhubri District fearing post-Eid violence. Four persons were injured in the incident. Similar incidents were reported from Hatipota area under Chapar Police Station and Gauripur of Dhubri District and from Sivasagar District. Hindustan Times adds that indefinite curfew was also imposed in 26 villages of Ambagan in Nagaon District after a clash between bandh supporters and local people who opposed the shutdown. The report further states that another 79,000 cases have been referred by Superintendents of Police (SP) of various Districts to the tribunals, but notices on these have not yet been sent to the individuals. Union Home Minister (UHM) Sushil Kumar Shinde on August 30 said that that he would visit the border areas soon after the Parliament session. “Illegal migration has to stop and we will ensure the borders are sealed. It is a matter of better management,” he said. The report also states that UMHA had sent a communication to Dispur on May 10, asking it to revive the tribunals as most of the cases of illegal migration were “pending for 20-25 years”. Three months later, on August 17, the Centre sent another communication to the Assam government asking it to “review” the working of tribunals and help them expedite the cases under the more stringent provisions of the Foreigners (Tribunal) Amendment Order, 2012.

Chief Minister Tarun Gogoi on August 30 said that the process of updating the National Register of Citizens (NRC) would be accomplished within three years in a phased manner, reports The Telegraph. “We will take 42 constituencies at a time in a year, and the 126 constituencies would be covered in three years,” Gogoi said at a press conference. In addition, Tarun Gogoi revealed that from January 1, 2012 until August 30, 2012, State has witnessed as many as 23 Assam bandhs, 48 District bandhs, 65 road blockades and 13 rail blockades, reports Assam Tribune. Earlier, State Government on August 29 has taken a decision to ban bandhs in the State for the next one month. Also, Tarun Gogoi said some divisive forces were at work against restoration of peace in the state because of which violent incidents continued, reports Shillong Times. Gogoi gave examples of the bandhs called recently by the Bajrang Dal and AAMSU, which, he said, worked against return of peace.

Security Forces (SFs) on August 31 arrested a militant belonging to Anti-Talks Faction of United liberation Front of Asom (ULFA-ATF), identified as Mithun Rabha alias Rocky (21), at Rajadwar from North Guwahati, reports The Telegraph. A hand grenade, two mobile phones and some cash were recovered from him. According to the Police, the accused was wanted in connection with a grenade attack on March 30 on a Tura-bound convoy of vehicles carrying Border Security Force (BSF) personnel in Goalpara District.
