Assam Director General of Police (DGP) Jayanta Narayan Choudhury said that steps have been initiated to modernize the State Police department and it would definitely take time, reports The Sentinel on May 1. He informed that he would submit the report to the State Government for the increase of number of posts of Police Personnel at different levels and sanction of vehicles at the Police Stations of Barak valley (covering the Districts of Cachar, Karimganj and Hailakandi). The DGP said that Closed Circuit Television (CCTV) cameras will be installed at important places of Silchar to control illegal activities and informed that the Police have started the process of installation of 400 CCTV cameras in Guwahati and hoped that this will definitely check the criminal activities in the city.

‘Commander in Chief’ of Karbi People’s Liberation Tiger (KPLT), Blain Hansey, was reportedly killed on May 2 in its hideout inside Tarapung forest in Karbi Anglong District. Superintendent of Police (SP), Karbi Anglong, BB Chetri in this regard said, “We are yet to recover the dead body of Blain Hansey, till then I cannot confirm you officially, we have information about the incident which has taken place inside deep forest, we are trying to unearth the fact”. The reports quotes sources saying that on May 2 night, Blain in tiff allegedly attempted to shoot one of his companion, in retaliation his associate opened fire killing Blain on the spot while three of his bodyguards received bullet injury, later the body was buried near the hideout.

45 tribal and non-tribal organizations, including those representing the Adivasis, Gorkhas and Bengali communities, have come together under the banner of People's Joint Action Committee for Bodoland Movement (PJACBM) to spearhead the movement for formation of the State of Bodoland. PJACBM also announced its agitation programme from May 7 by calling a 36-hour state-wide strike. On May 18, members of PJACBM will hold a district-level demonstration and on May 25, they will block national highways for 12 hours. They have decided to hold a 12-hour railway blockade on June 8 as well.

A two-day conference of Deputy Commissioners (DCs) and Superintendents of Police (SPs), which concluded here on May 3, revolved around Communist Party of India-Maoist (CPI-Maoists) and how to stop those making further inroads in the State, reports The Times of India. Adopting the Central Government policy against Left Wing Extremists (LWE) that believes in a holistic long-term plan in security, development, ensuring rights of local communities, improving governance and perception management, chief minister Tarun Gogoi told the DCs and SPs, "The deputy commissioners and superintendents of police must be more responsive towards the needs of people and they should make more field visits to feel the pulse of the people which will help them to redress their grievances, thereby taking the administration to the doorsteps of people."

Pathak along with executive engineer Faizur Islam was abducted from Kharagpur under Boithamari Police Station in the same District on May 2. The whereabouts of Faizur Islam is not yet known. Police did not rule out the possibility of the involvement of militant groups and is looking into the involvement of the Kamtapur Liberation Organisation (KLO).

The NSCN-IM [Nationalist Socialist Council of Nagaland-Isak Muivah] is also imparting training to the Maoist cadres," he said, adding that the training is given in some places outside Assam "by taking advantage of the ceasefire agreement" with the Centre. "We will have to conduct operations not only in Assam but also in neighboring States like Arunachal Pradesh. I am supporting the NCTC because it will help us in this regard," said Gogoi. "Earlier, the Centre had refused to believe us. Now they know that Assam is also affected by the Maoist menace. SFs recovered an AK-56 rifle, a magazine, and several rounds of live ammunition. Karbi Anglong Superintendent of Police B B Chetri said that a section of KPLT cadres wanted to surrender and had contacted village headmen. “Discussions are on and we are hopeful that they will soon join the mainstream,” he said. Police on May 28 rescued Faizul Islam, a State agriculture department engineer, who was reportedly abducted along with Godapani Pathak on May 2 from Salkocha in Dhubri District, reports The Times of India. Godapani Pathak’s bullet-ridden body was found in Bongaigaon District on May 3. "On Sunday night, [May 27] he was reportedly abandoned by some miscreants near a petrol pump in Salkocha. He is weak and has been admitted to hospital. The interrogation is likely to put light on the murder mystery of Godapani," said a Criminal Investigation Department (CID) official, who is probing the matter. Further, a CID source suspected that Islam was released after paying ransom money. However, he also did not overrule the possibility of Faizul's involvement in the murder. "All ends are open for investigation," the source said. Earlier, a CID source had admitted to political pressure in the case.

According to reports, two central committee members of the CPI-Maoist recently visited the State to monitor the expansion of the militant group. Deccan Chronicle quoted security sources as saying that those two central committee members are Sunil and Deepak Roy visited Assam and Arunachal Pradesh. The news report states that CPI-Maoist has extended its cadre strength in Assam to more than 100, authoritative. Further, CPI-Maoist has acquired weapons of AK series, carbines, rifles, pistols and grenade launchers. The report further adds that the Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM) in Manipur provided arms training to Maoist cadres.
