Central Government is planning to start formal talks with the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB-RD) soon, reports Assam Tribune on October 2.Highly placed sources in the Union Ministry of Home Affairs (UMHA) told the newspaper that the Central Government is waiting for a formal letter from the State Government to start the process of talks with the NDFB-RD. Sources said that the Centre’s interlocutor PC Haldar had several rounds of talks with Ranjan Daimary in Guwahati jail to pave the way for talks with the outfit. However, UMHA sources said that no formal decision has yet been taken on releasing Ranjan Daimary on bail to facilitate talks with the outfit.

The decks have been cleared for the signing of a settlement with the Dima Halam Daogah (DHD) factions [Black Widow (BW) and Nunisa Faction of Dima Halim Daogah (DHD-N)] on October 5, reports The Telegraph on October 2. “The signing could be done anytime between October 5 and October 10,” a Government official said, leaving a large time window open until the ceremony. He, however, assured that the Memorandum of Settlement (MoS) would be signed soon. Both factions have already signed the draft agreement — Dilip Nunisa on July 13 this year and Jewel Garlosa in 2011. The MoS was to be signed on July 30 but it was deferred after violence broke out in the Bodoland Territorial Areas District (BTAD). The signing was then scheduled for September 28, but the Centre cancelled the date again.

The IPF and its supporting organizations, including Indigenous Women's Forum, Indigenous Students' Forum and Indigenous Village Chiefs' Forum, had called the District bandh from 5am on September 27 in protest against the proposed agreement between the Dima Halim Daogah (DHD), the Jewel Garlosa faction of DHD (DHD-J) and the Union Government.

Two of the three arrested persons were surrendered cadres of the Karbi Peoples’ Liberation Tigers (KPLT) – a militant outfit operating in Karbi Anglong District of Assam. Both Union Home Minister (UHM), Sushil kumar Shinde and State Chief Minister, Tarun Gogoi were present when the MoS were signed. According to the MoS, DHD factions will dissolve their outfits within six months. “Signing of the MoS with both factions of DHD marks the culmination of the peace overtures of the government and it is expected that DHD-J [Jewel Garlosa faction of Dima Halim Daogah] and DHD-N [Dilip Nunisa faction of Dima Halim Daogah] shall join the peaceful, democratic political process as established by the law, which will usher in a new era of hope and prosperity in Dima Hasao District,” UHM, Shinde said. The State Government has agreed to reorganise the existing Autonomous District into three administrative units for better development management. Further, under the agreement, increasing the restructured council’s membership too has been agreed in principle, apart from transferring 39 administrative responsibilities to the council.

The two factions will now be fighting each other to take control of the autonomous council," a source said. Security agencies also pointed out the factor that has a major stake in maintaining peace in the hill district. "One-third of the population of Dima Hasao District comprises non-Dimasa tribal groups, which include Nagas, Kukis and Hmars, principally. All these groups owe allegiance to different militant groups like NSCN, Kuki and Hmar outfits”. In addition, the tripartite MoS signed to end insurgency in the Dima Hasao District has angered the non-Dimasa tribes living in the District, including the Nagas, Kukis, and Hmars. Further, the Bengalis, the second largest community (approximately 32,000) in the District, continue to remain tight-lipped over the agreement.

The indication came on October 11 when Centre's interlocutor and former Intelligence Bureau chief P C Haldar met Ranjan Daimary, the chief of NDFB-RD, inside Guwahati Central Jail. Haldar, who held an hour-long discussion with Daimary, told the media, "The talks are going well. If both the factions want, then the Centre is ready to sign a peace agreement with them at one go." State Chief Minister Tarun Gogoi on October 20 stated that the foreigners or infiltration was not the only major problem faced by the State as some quarters are trying to project it though he admitted that illegal foreigners were indeed present in the State, reports Shillong Times. The CM announced this while releasing the White Paper on the illegal influx from Bangladesh and other neighbouring countries. Gogoi while providing the figures said, since 1985, 4,52,667 cases of suspected foreigners have been registered with Foreigners Tribunals in the state, of which 1,84,275 cases have been disposed. Out these, 61,774 foreigners have been declared as foreigners. Of these 32,537 cannot be deported since they came between 1966-71 (people who entered during this period cannot be deported. They were disfranchised for ten years after which they could get back the voting right if they get themselves registered).Of the remaining 29,237 declared foreigners’ only 2442 have been deported so far. The CM admitted that the deportation record has been poor and cited the absence of any extradition treaty with Bangladesh as the major impediment. “Bangladesh refuse to acknowledge that these foreigners are their citizens and even talk about involving a neutral party in settling citizenship issues of such people,” Gogoi said.

The Sangai Express reports that, one day after meeting Union Home Minister Shushil Kumar Shinde on October 20 at New Delhi, an official from the Union Home Minister presented the six point draft proposal to Chief Minister O Ibobi at Manipur Bhawan in the morning of October 21. The six point draft proposal pertains to the settlement which is reported to be close at hand after a prolonged political dialogue between the Centre and the NSCN-IM. Though nothing official has come out as yet, sources from the Home Ministry said that some of the probable alternatives for working out a settlement could hinge around ‘more autonomy’, ‘amendment of the Indian Constitution,’ and ‘areas to be administered under the 6th Schedule of the Constitution’. According to Union Home Ministry sources, a draft proposal has been prepared and the same has been placed before the Chief Minister of Assam and Arunachal Pradesh Chief Minister. The final approval or rather the stamp of agreement by the Chief Ministers of the three States will be the key to the solution being sought, said the sources. Significantly, this is the first time that the Chief Minister of Manipur has been taken into confidence in the long, drawn out process of the peace talk with the NSCN-IM group since 1997.

Anti-Talks faction of the United Liberation Front of Asom (ULFA-ATF) has increased their extortion bids in Majuli River Island in Jorhat District, reports Assam Tribune on October 30. Water Resources Minister Rajiv Lochan Pegu, who represents Majuli Assembly constituency, disclosed this to the newspaper. Pegu said that a number of persons of the river island including Panchayat and ward members received demands from the militant outfit. Pegu further said that according to information available, ULFA-ATF managed to set up base in Ahatguri area of Majuli and one militant Pradeep Baruah is masterminding the actions of the ULFA-ATF in the area.
