Security Forces (SFs) on July 1 arrested three former United Peoples Democratic Solidarity (UPDS) cadres along with a car on charges of abduction from Borlangpher area under Diphu Police Station, reports Nagaland Post. The trio was identified as Thenglong Hanse alias Robinson Hanse, Raju Engti alias Sarching Timung, and Are Engti alias Kangbura Engti. The trio was involved in the abduction of Mahesh Varma, inhabitant of Longring Thipi locality under Howraghat Police Station on June 9. . SFs also recovered one pistol, two mobile sets, one Mahindra Duro scooter and INR .783 million in cash from them.

SFs in two different operations arrested one All Adivasi National Liberation Army (AANLA) and one Muslim United Liberation Tigers of Asom (MULTA) militants in Udalguri and Darrang District, reports The Sentinel on July 1. In the first operation, SFs launched an operation in Nonaikhuti area and arrested an AANLA militant identified as Ajit Lakra (29). SFs recovered one long barrel gun from his possession. In the other operation, SFs arrested a MULTA militant at Kharupetia. The cadre has been identified as Mumtaz Ali of Daipampara village under Dalgaon Police Station. One pistol along with ammunition was recovered from his possession. Both the militants were carrying out extortion drives.

The militants were identified as Tapan Adhikari who was arrested from Jhapusabari while Neelkamal Roy alias Nobin Roy was arrested from Kherbari village. The Sentinel adds that eight detonators, 580 number of gelatin sticks, 27 metres of electric wire, 1 Chinese grenade, 3 mobile phones and a map of Dhubri and Cooch Behar (West Bengal) were recovered from the duo.

Chetry overall episode said, “One of the labourers who identified himself as Anil Sakma reached Chakihula Police Station and requested the officer-in-charge to rescue his associates, who were in a nearby village.” “The police force accompanied by Sakma reached the site and found the group in a neighbouring Karbi village. One among them who was later identified as Matuwa Siddu died this morning and the group carried his body with them,” Chetry said. “Now we have got the correct number of labourers held hostage. There were 21 in the group, one of whom escaped. Of the remaining 20, one died and we rescued 19 alive,” Chetry said.

Choudhury while talking to The Sentinel on July 9 stated that Left-wing extremism is increasing in different areas of Assam and about 200 Maoist cadres are working jointly with the United Liberation Front of Asom (ULFA) linkmen and other local rebel groups to spread their tentacles in the State. “It’s a strategy of the Maoist groups in Assam. They are taking the help of the local militant groups to know the region in a better way,” said Choudhury, adding, “Aditya Bora, a Maoist leader, is presently leading the Maoist operation in upper Assam.” He said the Maoists were targeting the people in the rural areas and brainwashing them. “The Maoist groups everywhere in the country target the villagers and incite them to go against the government. These groups take the advantage of the backwardness of the area and the poor condition of the people living in such area,” added the DGP. The Samiti submitted a memorandum to Governor J.B. Patnaik, through the local administration, that voiced their opposition to the alleged move to bifurcate Assam and sought the removal of villages with over 51 per cent non-Bodo population from the Bodoland Territorial Areas District (BTAD). It also wanted withdrawal of Sixth Schedule status accorded to the BTAD because it is located in the plains and not in the hills as “mandated” in the Constitution. Khorsan Ali, vice-president of the Samiti, said they had no option but to hit the streets because the non-Bodos had been deprived of all basic Government facilities, were victims of extortion and slowly but steadily Assamese was being replaced by Bodo language. “Under the prevailing circumstances, it is difficult to live in BTAD areas. Therefore, we should be excluded from it,” he said.

Security Forces (SFs) recovered a huge cache of arms and ammunition, including two rocket launchers from Sadiya subdivision of Tinsukia District, which is considered the hotbed of Maoist activities in Upper Assam in the night of July 22, reports The Telegraph. Two German-made powerful rocket launchers, one US-made M-16 rifle, nearly 10 empty magazines of various guns, like .303 rifles and .9mm pistol, were recovered from the site. Tinsukia Superintendent of Police (SP) P.P. Singh said the arms were kept buried in a jungle near the village cremation ground. The SP claimed that the arms belonged to Maoists, as there were intelligence reports of arms being stocked by the Left-wing militants in the area. He said search operations were on, with no arrests made so far. Police sources said the recovery was the outcome of tight vigil and interrogation of arrested Maoist militants and sympathisers across the State. The recovery comes just two months after four Maoist cadres, including a senior leader, were killed in an encounter with the Police in Sadiya. Sources said Maoists, with the help from other banned outfits of the northeastern region, were trying to build a strong base along the Assam-Arunachal border.

The death toll in the ongoing clashes between Bodo tribesmen and Muslims, has gone up to 44 on July 26 with recovery of three more bodies in Chirang District and one killed in Dhubri, reports Hindustan Times. Currently, Kokrajhar, Chirang, Baksa Districts in Bodoland Territorial Autonomous District Council (BTC) areas and parts of Dhubri District are affected. Further, about two-lakh violence-hit people are presently taking shelters in 150 relief camps. Curfew was relaxed for four hours in the morning in Kokrajhar town for the second consecutive day while tension continued to run high in the BTC area. Stray incidents of violence were reported from Kokrajhar district as well as Chirang, Dhubri and Baksa during last night. Indefinite curfew and shoot-at-sight orders were in force in worst affected Kokrajhar District, while night curfew was on in Chirang and Dhubri District. State Chief Minister Tarun Gogoi appealed to the people at large to remain calm and extend cooperation in restoring peace and normalcy in the violence affected areas, adds Assam Tribune. Gogoi declared a compensation of INR 0.6 million to each of the deceased families while medical treatment facility will be provided to the injured by the government with adequate amount. While talking to the inmates of the relief camps, Gogoi assured that as the situation has improved and Government would take steps for the rehabilitation of the displaced people. He further said that normalcy is fast returning to the affected areas and adequate numbers of Police, Army and paramilitary force personnel have been deployed in the sensitive areas to prevent any more untoward incident. According to an intelligence source, is trying to set up base in the District because of three basic reasons — the ongoing projects in the District, better population structure of the community in that part of Assam and the growing ideological clash between the Khaplang faction of NSCN (NSCN-K) and Zeliangrong United Front (ZUF) in neighbouring Manipur. NSCN-IM also runs its own extortion racket, specifically targeting outsiders who come to work in different national-level projects such gauge conversion and East-West Corridor, among others. Designated TADA court judge H.C. Sarma in his order said the prosecution had failed to substantiate and prove its case against the accused persons beyond all reasonable doubt and, therefore, all the accused persons were entitled to be accorded the benefit of doubt.
