According to media reports of January 10, National Socialist Council Nagaland-Isak-Muivah (NSCN-IM) leaders would visit India in February 2004 for the continuation of the ongoing Naga peace process. Media reports have indicated that a six-member delegation of the Bru National Liberation Front (BNLF) led by its president Surajmani Reang has arrived in the Mizo capital, Aizawl on January 28, to hold the tenth round of talks with the Mizoram Government. Reports further added that the BNLF delegation included its general secretary Solomon Prophul Ushoy, army chief Hmunsiama and communication secretary Bruto Meska. The delegation of the Bru Welfare Association (BWA) of Mizoram would also participate in the talks. The BNLF which launched an armed insurrection against the Mizoram Government since late 1997 was demanding a separate autonomous district council for the Brus, carving out north western parts of the State.

According to a media report of February 6, the Assam-based proscribed outfit, National Democratic Front of Bodoland (NDFB) has indicated its willingness to hold a political dialogue with the government. The NDFB chairman Ranjan Daimari has reportedly given permission to his subordinates to prepare the groundwork for peace talks. This came to light during interrogations with its 'vice-chairman', Dhiren Boro, who was arrested by the police in Gangtok, Sikkim's capital, and was subsequently brought to Guwahati. The report also said that the NDFB had earlier constituted a three-member committee comprising Dhiren Boro, its 'general secretary' Gobinda Basumatary and 'publicity secretary' B. Erakdao to explore ways as how to respond to the government's offer for talks. Besides Boro, NDFB 'general secretary' Gobinda Basumatary, in police custody in Guwahati, had been arrested from the Rangiya railway station in Kamrup district on November 26, 2002.

The Co-chair meeting of the Tokyo Conference of Reconstruction and Development of Sri Lanka which was held in Washington on February 17 decided to continue the flow of aid despite the stalling of the peace process since April 2003 with the collapse of the talks between the Government and the LTTE. Diplomatic sources indicated that the leading donors reiterated the Tokyo Declaration Principle, which states that aid should be linked to the substantial progress of the peace process but added that humanitarian aid should keep flowing, despite a ten-month pause in peace talks.

Reports have indicated that fighting subsided in South Waziristan on March 21 as a grand tribal Jirga (council) sought a cease-fire to facilitate medical assistance to the injured and retrieve the bodies of those killed during the last four days. However, helicopter gunships reportedly continued to attack terrorist hideouts in the targeted villages. Brigadier (retd) Mahmud Shah, Secretary (Security) for the Federally Administered Tribal Areas (FATA), claimed that two Chechen terrorists were killed when they attempted to escape from the area. Members of the 150-member Jirga, which includes representatives of six tribal agencies, met political agent of South Waziristan, Mohammad Azam Khan, in Wana and sought his co-operation for its peace mission.

Speaking after the two-hour meeting, the Deputy Prime Minister Mr L K Advani asserted that improved relations between India and Pakistan would have an impact on the overall situation in Jammu and Kashmir and the January 6 joint statement issued in Islamabad was a very important step in normalising the relations. Mr Advani said major developments in the State had been the holding of free and fair elections which the world had witnessed, the increasing tourist inflow and the successful holding of the Amarnath Yatra. The PWG demanded that the Government should withdraw rewards for the capture/killing of Naxalites who were underground. He also said police officials should not be involved in the negotiations. Ramakrishna further added that the police should immediately stop combing operations and allow the PWG to carry on with its political campaign and maintain restraint. However, a report in The Hindu indicated that the PWG has rejected the Chief Minister Y.S. Rajasekhara Reddy's appeal that its armed cadre should confine themselves to forest areas arguing that it has every right to propagate its ideology as a political party. In a response to the Home Minister Jana Reddy's statement on the issue of talks, the outfit indicated for the first time that its ‘State Committee’ members would hold talks with Ministers once the modalities were worked out by its yet-to-be named emissaries with Government representatives. The PWG response indicated that once the ceasefire was agreed upon and announced, a committee should be formed to enforce the ceasefire agreement and also examine violations of the agreement, if any. The outfit also expressed willingness to name the emissaries but added it would be done only after the ‘simultaneous ceasefire’ came into effect.

The tribes have promised to support the Federal Government against foreign terrorists and their local patrons. Federally Administrated Tribal Areas (FATA) security chief, Brig (retd) Mehmood Shah, told Daily Times that with the signing of the agreement, the situation in Shakai was under total control. He said Chief Administrator Asmatullah Gandapur signed the deal on the Government’s behalf while former federal minister Faridullah Khan represented the Shakai tribes. Under the agreement, the Sperkai, Shudyakai, Khunyakhel and Khojelkhel sub-tribes pledged that they would not allow foreigners in their areas, would hand over the wanted tribesmen and protect army and government officials. This was the second Shakai Agreement after the April 24 deal between the army and Nek Muhammad, the tribal militant leader, who was killed during the June 17 missile attack in Wana.

Sri Lanka Monitoring Mission (SLMM) spokesperson, Oskar Solnes, told Daily News on August 31 that Major Gen (Retd), Trond Furuhovde, was able to fix this meeting following separate discussions he had with the Security Forces Chiefs and LTTE area leaders in Batticaloa. "The SLMM Chief raised the issue of continued killings in the East with both parties stressing that the only way forward is to commence ground level talks between the two parties to sort out differences", Solnes added. The LTTE had, since June 2004, withdrawn from the ground level meetings they had with the Security Forces to discuss the security situation, accusing the Army of harbouring their breakaway leader Karuna and his supporters.

The Naxalite outfits claimed a broad agreement was reached on this matter but Home Minister K Jana Reddy disputed that claim. He insisted he was still not agreeable to extremists carrying weapons during political activities and asked the talk referees to persuade them to eschew guns. The Naxalites, however, agreed to make disputed clause VII of the ceasefire agreement, which stipulates laying down of weapons, a part of the agenda for the talks, which will resume on October 16, today. ‘State secretary’ of the erstwhile People’s War Group (PWG), Ramakrishna, who briefed the media separately, said despite reservations, both sides had reached an agreement on the terms of the ceasefire, which would be signed on October 16, today. Accordingly, the guerrillas would not cease to carry weapons into villages, he added. The Hindu reports that the first round of peace talks between the Andhra Pradesh Government and PWG, Janashakti resulted in a ceasefire agreement. The ceasefire will be in force "as long as the talks continue" and not merely for three months as announced earlier by the Government. The agreement was reached without a written document signed by both the sides. The five-member Naxalite team insisted on the Home Minister, K. Jana Reddy's signature after preparation of a document. But the latter held that such an arrangement was needless. He pointed out that the existing ceasefire was being implemented on the basis of the correspondence between them during the last four months. With the weapons issue taking most of the time, the first day's talks did not make much headway on the 10-point agenda. Jana Reddy headed the government team, which comprised of Minister for Revenue Dharmana Prasada Rao, Social Welfare Minister D Redya Naik, Municipal Administration Minister K Ranga Rao, former Minister T Purushotham Rao, P Venkat Rao and Tirupati Urban Development Auth-ority chairman Karunakar Reddy and former minister K Kesava Rao. A joint statement issued after the meeting said the Railways authorities of the two countries would meet again on a mutually agreed date for continuing consultation. The work in the project has been stalled for the past three months due to Maoists’ threat. Further, a Kathmandu Post report stated that the insurgents have ‘granted permission’ to four non-governmental organizations to operate their programmes in the districts under their control.
