The Chairman of Joint Intelligence Committee (JIC) and interlocutor for the Naga peace-talks, Mr R. N. Ravi on February 10 said that ongoing economic blockade in Manipur may have an impact on the peace-talks, reports Asian Age. JIC Chairman RN Ravi said, “The Naga issue can’t be dealt in political isolation. Naga neighbours are important stakeholders. A durable solution is not possible by disregarding neighbours’ sentiment and confrontational attitude towards them.” The news report further adds that over the stubborn attitude displayed by the Nationalist Socialist Council of Nagaland-Isak- Muivah (NSCN-IM) over Manipur, Mr Ravi had said, “It is bound to impact the tenor and character of further talks with NSCN-IM.”Notably, the Manipur based United Naga Council (UNC) is spearheading the economic blockade in the State for over three months and two rounds of meetings with the stakeholders to resolve the crisis has failed to elicit any result. UNC is protesting against creation of seven new Districts in the State of Manipur.

A top level meeting between former Nagaland Chief Minister Neiphiu Rio, National Security Advisor (NSA) Ajit Doval and (JIC) Chairman R.N Ravi to discuss the current situation in Nagaland arising out of the Urban Local Body (ULB) elections was held on February 13, reports Nagaland Post. Neiphiu Rio expressed his concern over the ongoing turmoil of the State over the issues of ULB elections and said that the situation of the State had to be tactfully handled as it could adversely affect the already fragile ‘Indo-Naga peace talks’. He also strongly urged upon the Centre to bring about an early solution to the Naga issue.

(NDFBP), Ranjan Daimary faction of National Democratic Front of Bodoland (NDFBRD), Karbi Longri NC Hills Liberation Front (KLNLF) – all from Assam, while the IsakMuivah faction of National Socialist Council of Nagaland (NSCNIM), NSCNKitovi Neopaokonyak (NSCNKN) and NSCNReformation (NSCNR) of Nagaland are under ceasefire agreements.A total of 23 underground outfits of Manipur, consisting two conglomerates – the United Progressive Front (UPF) and Kuki National Organisation (KNO) are currently under Suspension of Operation (SoO) agreement with the Union Government. Three valleybased underground outfits of Manipur – the United Revolutionary Front (URF), Kangleipak Communist PartyLamphel (KCPL) and Kanglei Yawol Kanna LupMDF (KYKLMDF) have signed Memorandum of Understanding (MoU) with the Union Government.The Union Government has informed that pursuant to the policy of talks, various insurgent outfits, including the United People’s Democratic Solidarity (UPDS), Dima Halam Daogah (DHD) of Assam and Achik National Volunteer Council (ANVC) and Breakaway faction of Achik National Volunteer Council (ANVCB) of Meghalaya have signed memorandum of settlement with the Government and dissolved themselves. As a result, a number of members of insurgent outfits have surrendered after laying down arms and joined the mainstream of society.

The Home Department officials of the State said that the fourth round of peace talks between the Mizoram Government and the Hmar People’s Convention-Democratic (HPC-D) had been deferred against the earlier schedule which was scheduled to be held in the second week of February, reports The Morung Express on February 16. The exact date for talks could not, however, be decided, but it is likely to take place in the last week of February, officials added. Meanwhile, Lalthalien, a Church leader from Manipur who headed the HPC-D delegation in the first and the second rounds of parleys said that the State Government has agreed in principle to fulfill a ‘five-point charter of demands’ put forth by HPC-D and HPC-D leaders are optimistic about the outcome of the peace talks.

Nationalist Socialist Council of NagalandIsak Muivah (NSCNIM) has cautioned certain individuals that their “campaign” to sabotage the peace talks with a new approach of “Nagas of Nagaland” and “treacherous venom” to mislead the people by demanding the declaration of the content of the framework agreement would not deter the dedication of the true Nagas, reports The Assam Tribune. In a release, NSCNIM maintained that the Naga people have hope that the agreement will bring peace and honourable settlement of the Naga goals. A framework agreement was signed between the NSCNIM and the Union Government on August 3, 2015.

It resolved to urge the KNO and the UPF to present the "Kuki people's demand for statehood" during the parleys. The three top separatist leaders of Valley including Mirwaiz Umar Farooq, Syed Ali Shah Geelani and Mirwaiz Umar Farooq on October 31, in a joint statement, said the Government of India is continuously refusing to acknowledge Jammu and Kashmir as a dispute which, they said, is ‘basic premises’ for talks. “In principle, the (separatist) leadership always advocated and supported sincere and productive dialogue as a means of conflict resolution over Jammu and Kashmir. What it inherently entails from all participants to dialogue is the basic acknowledgment that there is a dispute that has to be resolved. But Government of India continuously refuses to accept this basic premise and the reality on the ground,” said the separatist trio in the statement. Ravi made the statement in a meeting held at Nagaland House in New Delhi in the afternoon. Earlier in the day, Nagaland Chief Minister T.R. Zeliang, his cabinet ministers and MP (Member of Parliament) Neiphiu Rio met Union Home Minister (UHM) Rajnath Singh in his office. Zeliang requested Ravi to ensure that all Naga political issues are settled before elections and appreciated his efforts in bringing about an inclusive, "honourable and acceptable" solution. Ravi urged them to impress upon all parties the need for an early solution, preferably before elections, in the best interests of the state. He said they were very near the final solution and it was essential that all parties were involved in the final negotiations to ensure a peaceful and long-lasting solution. Earlier, Zeliang impressed upon Rajnath the need for a final solution to the Naga political issue before the Assembly elections next year. Rio said with the commitment and leadership of Prime Minister Narendra Modi and Rajnath, the final settlement did not seem far and it would be in the interest of all if it was arrived at before Christmas. Rajnath hoped that a settlement to the Naga political issue would be arrived at soon.

The director-general of police and secretary of tribal welfare department were sent to New Delhi," Sarkar told the House. He slammed the Centre for its alleged lack of initiative, as none of the meetings had any high officials from the home ministry but admitted that the Director-General (DG) of Border Security Force (BSF) had joined the talks. "Three meetings were held. Recently, the NLFT-BM has declared new leaders (Subir Debbarma in May this year). "The memorandum is almost final. It will be submitted to the Chief Minister (N. Biren Singh) in the next couple of days. It will be finalized after an all-party meeting," Deputy Chief Minister Y. Joykumar Singh, who is the chairman of the committee, on November 17, said. "It is early to disclose all the details of the memorandum. Zosangbera faction of the Hmar People's Convention-Democratic (HPC-D), would end the imbroglio over the Sinlung Hills Development Council (SHDC), reports The Telegraph. The home minister said the onus for the continuation of parleys with the group lies with Chief Minister Lal Thanhawala."We are trying to hold political-level talks as most of the points on the memorandum of settlement have been agreed upon by both the parties," he said. An unnamed Home Department source said another HPC-D faction of the Convention, led by Lalhmingthanga Sanate, which had earlier insisted on conditional talks with the state, has now softened its tone. The Sanate faction has expressed willingness to come to the negotiating table, before the government signs a peace agreement with the Zosangbera-led faction, he said.
