Two more people were killed and five injured on the 11th consecutive day of sectarian clashes in the Kurram Agency of the Federally Administered Tribal Areas (FATA) on January 1, according to The News. A peace Jirga (council) that arrived from Hangu continued talks with the rival groups in an attempt to strike a truce but no progress was made till last reports. On January 1, fighting between the rival groups continued and both the sides used heavy weapons, including mortars, rockets and missiles.

Nagaland Post quoting National Socialist Council of Nagaland – Khaplang (NSCN-K) sources reported that a meeting of the Cease-fire Supervisory Board (CFSB) between the Government of India and NSCN–K was held in the capital Kohima on January 7. The ongoing inter-factional unification move and setting up of a NSCN designated camp somewhere between Ghaspani and Vihokhu village were reportedly discussed. The meeting also deliberated on a strict implementation of cease-fire ground rules by both parties and immediate establishment of NSCN –K’s authorised camps. Representatives from the Union Government and Security Forces who attended the meeting included the CFSB chairman Lt. Gen (Retd) R.V. Kulkarni, IGAR (North), Deputy Inspector General of the Central Reserve Police Force and State Commissioner Toshi Aier. The NSCN-K was represented by C Singson, ‘cabinet secretary’ Nitovi Aye and ‘spokesman’ Hokato Vusshe.

Militant ‘commander’ Maulana Faqir Muhammad was named on January 28 the ‘political face’ of the Tehrik-i-Taliban Pakistan for the purpose of holding talks with the government and negotiate a truce, according to Daily Times. "Ameer Baitullah Mehsud has authorised Maulvi Faqir Muhammad to hold talks with the government on behalf of the new organisation (formed last year)," purported Taliban spokesman Maulana Umar told Daily Times from an undisclosed location. Faqir leads Taliban militants in the Bajaur district of FATA, overlooking Afghanistan’s Kunar province. The spokesman said the Taliban were "ready for talks" with the government.

In a letter sent to the rebel groups on March 28, the peace talks team of the ruling seven party alliance said that their demands would be looked at during the discussion on table. The four armed outfits - Samyukta Janatantrik Terai Mukti Morcha, Terai Cobra, Madhesi Mukti Tigers and Janatantrik Terai Mukti Morcha - had earlier agreed to hold talks with the government but later demanded that their cadres detained by the government be released first.

The Tehreek-e-Taliban Pakistan (TTP) said on March 30 that it was ready for talks with the Government, provided that Islamabad reverses its pro-American policies, Daily Times reported. TTP leaders told a rally in the Inayat Kalay Bazaar of Bajaur Agency in the FATA that they welcomed Prime Minister Yousaf Raza Gillani’s announcement that the Government would negotiate with the Taliban and end the Frontier Crimes Regulations. Gillani said on March 20 that fighting terrorism would be his top priority and offered to hold talks with those militants who laid down their weapons. "We are ready to talk to all those people who give up arms and are ready to embrace peace," Gillani told parliament. TTP leaders, including Maulana Faqir Muhammad, Maulana Sher Bahadar, Muhammad Ismail, and party spokesman Maulana Omar, also demanded the implementation of Sharia law and the jirga system according to tribal traditions. They also said jihad against America would continue in Afghanistan. However, they added that they were ready to end their activities and improve law and order in Pakistan if the Government showed flexibility. Faqir said Islamabad should not cooperate with the United States, AP reported. "Whenever Pakistan will work for American interests as its ally, we will oppose it," Faqir said, amid chants of "death to America". The TTP leaders said that the Taliban were defenders of the country and that Pakistan’s western border was safe because of them.

A cease-fire was enforced in the Balishkhel, Sadda, Khwar Killay and Sangeena areas of the Kurram Agency in FATA on April 15 after 11 days of sectarian violence, which left over 50 people dead and more than 100 wounded, according to Dawn. Sources said that in the first phase rival groups started vacating their positions in the Sadda and Balishkhel areas of Lower Kurram on April 15-evening and paramilitary forces backed by army troops were seen taking positions in the affected areas. The rival groups agreed to a truce after negotiations with the Kohat Regional Coordination Officer Umar Afridi and Political Agent Syed Zaheerul Islam. Officials said the two factions had agreed to a cease-fire and vacate hilltops in the troubled areas of the Kurram Agency bordering Afghanistan.

The outfit’s ‘general secretary’, Thuingaleng Muivah, held discussions with the head of the Group of Ministers, Oscar Fernandes, and Chief Interlocutor, K. Padmanabhaiah, on issues of a separate constitution for Nagalim (Greater Nagaland) and the formation of a new faction, the National Socialist Council of Nagaland-Unification (NSCN-U) in November 2007. An official source said the Government might take strong action against the new outfit. The NSCN-U, which is not in a cease-fire with the Centre, is accused of moving around with arms in civilian areas and indulging in anti-social activity. More than 85 abductions for extortion allegedly took place in 2007. The NSCN-U is made up of cadres, many of whom are from the Sema tribe and who defected from the NSCN-IM, Telegraph reported. A deputy kilonser (minister) for home of the NSCN-IM, Azeto Chophy, got together with the NSCN-K and formed the outfit to counter the Isak-Muivah faction.

However, he maintained that their peace agreement with the Government remained intact. He said the peace talks had been halted after BaitullahMehsud did the same. "We (Swat Taliban) will immediately end our peace agreement with the NWFP Government if BaitullahMehsud orders it," Khan said, adding that the June 30 meeting would have discussed the withdrawal of troops, end of all check-posts and release of Taliban prisoners. "The operation has been suspended until Saturday morning on the request of the tribal jirga and we have relaxed the curfew in Bara to facilitate locals," Khyber Agency Chief Administrator Tariq Hayat Khan told Daily Times. Sources said that about six hours of talks were held in the Taliban office in Saidu Sharif and the two sides discussed each other’s reservations to some provisions of the May 21 accord and agreed that the dialogue would continue. Provincial minister Wajid Ali Khan told journalists that the talks were held in a cordial atmosphere and both sides put forward positive proposals. He said the Government would enforce Sharia (Islamic law) in Swat in three months and the Taliban would be given representation in the committee formed for the purpose. He said the administration would wind up ‘unnecessary’ check-posts and armed patrolling and display of arms would be stopped. He also stated that the Government would release the people associated with Taliban after studying their cases and necessary legal procedure. Talking to The News, spokesman for the Taliban in Swat, Muslim Khan, said the Government was not sincere in keeping its commitments made during the talks in the past. "The Government failed to honour its promises made during the last two months of talks and now it will be meaningless to continue the process of dialogue," he said. He also said that it would be waste of time to continue negotiations without the dismantling of roadside checkpoints, withdrawal of all cases against Taliban, withdrawal of Army from Swat and compensation to the victims of the military operations. This is the third time that the Taliban in Swat operating under the command of Maulana Fazlullah have discontinued peace talks. Muslim Khan said if the Government was really sincere in establishing peace through talks, it should translate its promises into action. "We agreed to the provincial Government's request for a three-month time for the enforcement of Shariah, but it had assured the immediate implementation of other promises. Now it is dilly-dallying. Daily Times reports that a cease-fire between two sects in the Kurram Agency in FATA was holding, as security forces took positions on both side of the divide on September 9, locals said on September 10. The Hangu amn Jirga (council) on September 8 had brokered a cease-fire between the Toori and Bangash tribes and they agreed to suspend 33-day-long clashes until 15 days after Eidul Azha. However, several shooting incidents were reported between the two tribes. Political authorities deployed security forces in the agency after the cease-fire was agreed.

Karunanidhi in Chennai on October 14 to discuss the problems of Sri Lankan Tamils adopted a resolution which said that Members of Parliament (MPs) from Tamil Nadu will resign from the Parliament if the Union Government does not come forward to ensure a cease-fire in Sri Lanka within two weeks. In other resolutions, the meeting demanded that the military hardware supplied by India to Sri Lanka not be used against the Tamil people and asked the Centre to intervene at once to stop the killing of innocent Tamils. The resolutions reflected the collective mindset of the Tamils in the State following the large scale massacre of innocent Tamils in Sri Lanka, Karunanidhi said. There are 39 MPs in the Lok Sabha (Lower House of Parliament) from Tamil Nadu and one from Puducherry. Leaders of all the parties in the State that are represented in the Lok Sabha, barring the Marumalarchi Dravida Munnetra Kazhagam which has the support of two members, agreed to abide by the resolution. "HNLC has no agenda to hold talks with the State Government or its Police Department as they are only actors of the Indian Puppet Government," Nongtraw said. He added that the State Government's invitation to HNLC for talks was aimed at creating "mistrust and confusion among the people." The HNLC said that it had sent a letter to the Union Ministry of Home Affairs (MHA) in 2003 offering to hold talks, adding the outfit was yet to get a reply from the Centre. The report added that the HNLC had earlier prioritised six points to be included in the cease-fire agreement with the Centre. They included lifting of the ban on the outfit, talks in a "neutral" country with safe passage to its cadres, supporters and sympathisers and a transparent agenda for talks.

According to Daily Times, the government released three Taliban prisoners, including Baitullah Mehsud’s deputy Maulvi Rafiuddin, while the Taliban released 10 soldiers taken hostage in Hangu district of NWFP on November 5, official sources said on November 6. Sources said the exchange, which took place at Thal tehsil (revenue division) of Hangu district, was made possible by the efforts of the Hangu Aman Jirga (council) in facilitating talks between the local administration and the Taliban. The Taliban released seven soldiers, including Hawaldar Tanveer, Ghulam Mustafa, Imran, Rizwan, Imran Ali, Mohammad Nisar and Arshad, and three Kurram Militia personnel, Shahid, Subhan and Dawar. The three Taliban released were among the seven arrested by the Hangu police in Daoba area on July 9. The Taliban had besieged the Daoba Police Station in retaliation and taken 15 security force personnel hostage. The release of the three men had been a key Taliban demand since their arrest in July. Earlier in September, Rafiuddin and the other two Taliban were released on bail by an anti-terrorism court in Kohat but were re-arrested under the Frontier Crimes Regulation for failing to give security for good behaviour. The release was negotiated after tribal elders said Rafiuddin’s release would help restore peace in the troubled region.

The group’s spokesman Maulvi Omar told newsmen that the TTP wanted dialogue with the government for restoring peace in the tribal areas and other parts of the country. He claimed that the Taliban were sincere in their offer because violence was in no-one’s interest. He, however, said that the Taliban would not lay down weapons before the opening of dialogue but they would do so if talks proved to be fruitful. Claiming that the Taliban had reduced their activities over the past three months and taken only defensive measures in Bajaur, he threatened to launch major attacks on government installations if the military action was not stopped. He warned the government against pitting tribal people against the Taliban by setting up lashkars and said the government had resorted to the move after having failed to achieve its objective through military operations. He also warned tribal elders against “playing in the hands of the government,” and said the Taliban would wage a war against them if they formed lashkars.

He met Anurag, spokesperson for the Samyukta Janakrantik Party (SJP), at Maghawapur in the morning and later met spokesperson for the Madhes Rastriya Janatantrik Krantikari Morcha, Bibas Bidrohi, at an undisclosed location. He also met a top leader of the Madhesi Virus Killers (MVK) in Trikaul late in the previous night. Talking about the outcome of the meeting, MVK spokesman Gaurab said the talks ended on a positive note. "We put forth our demands in an hour-long informal meeting," Gaurab said, adding, "As we were satisfied with the preliminary talks following the minister’s assurances, we have declared truce w.e.f. Monday (November 17)." He said the talks would move depending on the government’s actions. SJP spokesman Anurag said, "We raised the demand of One Madhes One Pradesh. The minister said he would take up our cause in Kathmandu and invite us for talks later." He said the minister was for opening a liaison office to facilitate more talks and assured him of security. Sharma also held informal meetings with 15 Terai armed outfits led by Jwala Singh at an undisclosed location near Sitamadhi. Talking to the media at Janakpur airport, Sharma said he met leaders of the Jwala Singh faction of Janatantrik Terai Mukti Morcha (JTMM-J), MVK, Terai Janatantrik Party, Janatantrik Terai Mukti Morcha and Samyukta Janatantrik Terai Mukti Morcha (SJTMM), among others. The condition was presented before members of a Kanjoo Peace jirga (council), who met members of the NWFP Assembly from Swat district at the Frontier House to discuss a possible truce in the valley. The peace jirga, led by Inamur Rehman, informed the legislators that the Taliban were ready for ‘unconditional’ talks with the Government and that their chief [Fazlullah] would abide by the decisions of the jirga, the sources said. Peace and Reconstruction Minister Janardan Sharma led the Government talks’ team while MVK chief Jay Prakash Yadav ‘Diwan’ headed his side. Both parties agreed on four crucial points. The Government will categorise 11 demands of the MVK and address these accordingly. MVK demands, requiring the approval of the CA, would be left to the apex body to settle, said Ram Chandra Jha, Local Development Minister, also a member of the Government’s talks’ team. MVK will provide a list of the people arrested during the Madhesh movement and the Government will conduct a probe before setting them free. The outfit will postpone violent activities during the dialogue period and the Government, in turn, will treat its cadres as political activists. The Government will provide security to MVK negotiators. MVK chief Yadav said the talks were encouraging. He added the CA would safeguard the rights of citizens. The Government’s team was led by Peace Minister Janardhan Sharma while the SJTMM-P team was headed by Kautilya Sharma. Addressing the media after the closed-door meeting, the Minister informed that the Government will provide security to the SJTMM-P talks’ team during the entire duration of the dialogue, treat SJTMM-P cadres as political activists and gradually release those arrested during security operations, and suspension of armed and provocative activities by both sides. Similarly, the SJTMM-P has agreed to sit for the next round of talks with the Government in Kathmandu after mutually agreeing on a date. The two sides also agreed that a mediator could be appointed for the talks if necessary.

First round of talks between the Government and Terai Samyukta Janakranti Party Nepal (TSJPN), an armed outfit operating in the Terai, ended in a 5-point understanding on December 31, reports Nepal News. Peace and Reconstruction Minister Janardan Sharma, who heads the Government team, and Anurag, head of the TSJPN's three-member team, signed the deal at the end of the talks held in Singha Durbar. As per the agreement, the Government will ensure security to TSJPN negotiators throughout the dialogue process and will treat the armed group as a political organisation while TSJPN has agreed to halt its armed activities. Likewise, the Government has also promised to release detained TSJPN cadres once the latter provides the name list.
