Sources from the negotiating team of the Islamic Republic of Afghanistan said that neither side has shown flexibility over the last three days on the agenda for the negotiations, reports Tolo News on January 11. The sources said that the republic's negotiating team is insisting on ceasefire as a priority in their formal talks, but the Taliban holds that a discussion about a ceasefire must come only after an agreement on a future Government. “There won’t be a need for ceasefire if the Islamic system is confirmed, and ceasefire will be applied accordingly,” said Sayed Akbar Agha, a former Taliban commander.

Tolo News on January 10 based on unnamed sources reported that some members of the Taliban’s negotiating team, including their chief negotiator Shaikh Abdul Hakim Haqqani, have not travelled back to Doha from Pakistan to attend the second round of negotiations. Both sides held a working group level meeting on January 9. However, Taliban spokesman Mohammad Naeem rejected the report that Abdul Hakim Haqqani has not gone to Qatar so far. Sources close to the Taliban said that the suggestion of a plan for an interim government by US special envoy Zalmay Khalilzad is the reason behind the delay in the Taliban’s trip to Qatar.

No significant progress has been made over the past nine days between the peace negotiators from the Islamic Republic of Afghanistan and the Taliban about the agenda of the talks, reports Tolo News on January 21. A member of the republic peace negotiating team has accused the Taliban of not being prepared for the talks. The Islamic republic team has said that the reasons for the Taliban’s lack of interest in the talks are unclear. “Whenever the opposition (Taliban) shows a readiness to discuss their agenda—our expectation is that the talks will get underway as soon as possible,” said Sharifa Zurmati Wardak, a member of the Republic’s team.

The Government and Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand)on March 5 formally signed a three-point agreement reached on March 4 amid a program in Kathmandu, reports Kathmandu Post.The programme was attended by Prime Minister KP Sharma Oli and Netra Bikram Chand, the general secretary of the CPN-Maoist-Chand.Prime Minister Oli, while addressing the agreement signing ceremony, said that Nepal at present does not have any violent conflict as the once outlawed CPN-Maoist-Chand and the Government have sealed the three-point deal.“Nepal doesn’t have any violent conflict. It means Nepal is a peaceful country and peace prevails here,” he said.Addressing the agreement signing ceremony, Chand said “We are committed to honouring the three-point agreement. Netra Bikram Chand, General Secretary of Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand) on March 22 urged the Government to expedite the release of their party leaders and cadres currently serving jail terms, reports Republica. During his meeting with Prime Minister K P Sharma Oli at the latter’s office in Baluwatar, Chand complained that the process to release his party cadres and leaders was slow even as there was an agreement reached between the Government and his party to release all the party leaders and cadres at the earliest. The US began its withdrawal of troops from Afghanistan this week, and, based on President Joe Biden’s decision, the process was to be completed by Sept. 11. According to the Doha agreement, the US was expected to complete the withdrawal by May 1. The Taliban considers the postponement of the withdrawal date a violation of the Doha agreement. “The US has set a deadline for itself and it is possible that the Taliban will not agree to it and then a deadline in the middle will be agreed upon,” said former Taliban commander Sayed Akbar Agha.

As per reports, Intelligence Bureau (IB) former special director A.K. Mishra and the NSCN-IM leadership led by Thuingaleng Muivah held a meeting at the Police complex in Chumoukedima in Kohima. NSCN-IM leader Rh Raising told reporters after the meeting that everything should be initiated on the basis of the Framework Agreement signed with the Government in 2015. “We reiterated our commitment to the Framework Agreement in letter and spirit. After the Covid-19 pandemic, the talks have resumed. The Government of India has sent us a letter stating that Mishra will hold talks with our leaders,” Raising told a television channel. In a statement, ‘ministry of information & publicity (MIP)' stated that the outfit while ushering its commitment to peace and the Naga peace talks, reiterated its stand to the AK Mishra that it would go by the aspirations and wishes of the Naga people and would not impede the Naga peace talks as long as it meets the Naga people’s desire for inclusive and amicable political solution. The Tehreek-e-Taliban Pakistan (TTP) wants to open a political office in a third country is part of one of the three demands the terrorist groups made to Pakistani authorities during their initial talks, Dawn reported on November 21. As per sources, the TTP in a series of meetings with Pakistani officials made three demands that include allowing the opening of a political office in a third country, reversal of the Federal Administered Tribal Areas (FATA) merger with Khyber Pakhtunkhwa and introduction of Islamic system in Pakistan. But Pakistani authorities told the TTP directly and through Taliban interlocutors that these demands were not acceptable. The TTP was particularly told in categorical terms that there was no question of introducing an Islamic system based on their interpretation. Also, the TTP was told that Pakistan is an Islamic republic and the country’s Constitution clearly states that all laws in Pakistan have to be in conformity with the teachings of Islam. The Pakistani officials told the TTP that the state of Pakistan could only allow them to restart their lives if they fulfil certain conditions. Those conditions include accepting the writ of the state, laying down arms, and public apology over the terrorist acts committed by them. If they meet those demands, Pakistan can consider giving them amnesty, paving way for their mainstreaming.
