According to the source, there is acknowledgement that the killing of the Iranian elite force commander General Qassem Soleimani will certainly have an impact on the peace talks between the US and the Taliban, but the group does not want to be hated by the people of Afghanistan for fighting on someone else’s behalf. Sources close to the Taliban said that Iran has an influence on the Taliban faction of Mullah Akhtar Mansour, which is mostly stationed in the western and southern parts of Afghanistan.

Bodoland Territorial Council (BTC) chief Hagrama Mohilary stated that a peace accord containing all factions of the National Democratic Front of Bodoland (NDFB) and the Centre would be inked in near future, reports East Mojo. Some members of NDFB-S, led by its chairman B Saoraigwra, are all set to meet the Government of India representatives to start peace parleys shortly as the insurgent group members are already in New Delhi to talk peace. NSCN-IM delegation submitted their “competencies” and their Naga integration map to the peace talks interlocutor. According to unidentified sources “The interlocutor for Naga peace talks RN Ravi will meet Prime Minister (PM) Narendra Modi shortly to discuss about issues relating to the talks between NSCN-IM and the Centre. RN Ravi will meet the NSCN-IM leadership again after his meeting with PM Modi.”The NSCN-IM delegation also submitted their final formation on agreed “competencies”. The issue of a separate Naga flag and separate constitution were also raised during the meeting of the NSCN-IM leaders with Ravi. Additionally, issues related to extortion were also discussed during the meeting.

Union Ministry of Home Affairs (UMHA) stated that negotiation between the Naga rebel groups and the Government is complete and only the accord is left to be signed, reports Assam Tribune on January 21. Sources said that as part of the agreement reached between the Government and the rebel groups, two autonomous councils would be set up in the Naga inhabited areas of Arunachal Pradesh and Manipur under the provisions of the Sixth Schedule of the Constitution of India. Nagaland will have one more Lok Sabha (lower house of Indian Parliament) seat and the Government will take effective steps for the rehabilitation of the members of the rebel groups. Sources said that though there was a demand for cultural integration of the Naga inhabited areas, that has been rejected as a large section of people of Nagaland is opposed to it. Moreover, the demand for a separate constitution and flag for Nagaland has been rejected. Sources said that the Centre’s interlocutor for Naga talks, RN Ravi, who is now the Governor of Nagaland, had detailed talks with the Naga civil society groups to ensure that the political solution of the Naga problem is an “inclusive one”. The Governments of Manipur and Arunachal Pradesh were also consulted. A major issue currently facing the Government is that a few hundred National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) are still in Myanmar and they would have to be brought back to India before the signing of the Accord so that they also surrender along with the other cadres. Another major issue is that some members including senior cadres of the NSCN(I-M) are involved in unlawful activities such as gun running and car-jacking, adds Assam Tribune. The Government has stated that this was unacceptable.

Taliban’s spokesman Suhain Shaheen told Arab News in a phone conversation on January 21 that Taliban representatives are holding talks with United States (US) negotiators in Qatar to create a “safe atmosphere” for the signing of a peace agreement, reports Tolo News. “There had been no discussion on cease-fire since the beginning, but the US proposed reduction in violence and our stance is to provide a safe atmosphere during the days of the agreement,” Shaheed said as quoted by Arab News. Shaheed, according to Arab News, said that a comprehensive and complete cease-fire would be declared after the peace agreement is signed with the US. We will also provide a safe passage to the US and other foreign forces following the deal,” he said.

The three factions of the NDFB led by Ranjan Daimary, Govinda Basumatary and Dhiren Boro are already talking with the Government of India and the NDFB(S) will join the peace process within the next few days. Sources said that the leaders of the NDFB(S) are keen that they should be treated as a separate entity and not clubbed with the other three factions of the NDFB, which are already talking with the Government. That is why, the Government has decided to start talking with the leaders of the outfit separately.

The accord also made Bodo language the official associate language of the state besides Assamese. The agreement states that the US will fully withdraw its forces over the next 14 months, and that the current force of about 13,000 troops will be reduced to 8,600 within 135 days. Non-US NATO and other coalition forces will also be reduced proportionally over that time. The agreement has four key parts- a) Guarantees and enforcement mechanisms that will prevent the use of the soil of Afghanistan by any group or individual against the security of the United States and its allies, b) Guarantees, enforcement mechanisms, and announcement of a timeline for the withdrawal of all foreign forces from Afghanistan, c) After the announcement of guarantees for a complete withdrawal of foreign forces and timeline in the presence of international witnesses, and guarantees and the announcement in the presence of international witnesses that Afghan soil will not be used against the security of the United States and its allies, the Taliban will start intra-Afghan negotiations with Afghan sides on March 10, 2020 and d) A permanent and comprehensive ceasefire will be an item on the agenda of the intra-Afghan dialogue and negotiations.

The source informed that the issue of the proposed “Upper House” in Nagaland dominated the meeting and that the negotiating parties deliberated, in detail, the composition and functions of the “Upper House”. “The meeting was mainly around the details of the proposed Upper House. We are working on the details so that a draft agreement could be finalised at the earliest,”. The meeting between the Contact Groups of the Afghanistan Government and the Taliban in Doha have been stalled for the past two days, reports Tolo News on September 25. The meetings were aimed at reaching an agreement about the procedural rules intended to guide the formal talks. The Taliban demands recognition of the US-Taliban agreement as the 'mother deal' underlying the Afghan peace negotiations, and Hanafi Fiqh (Islamic jurisprudence) as the sole legal guidelines for the talks. The Government has proposed that if a religious issue arises it can be solved based on Hanafi Fiqh by default, however, the Shia Personal Status Law must be respected, and the choice of religious jurisprudence should be given to other minority groups as well.

The US Special Representative for Afghanistan Reconciliation Zalmay Khalilzad on October 28, met with senior Taliban members in Doha (Qatar) including the group’s ‘deputy leader’ Abdul Ghani Baradar and the two sides discussed issues around the implementation of US-Taliban peace agreement and the release of remaining prisoners, said Taliban ‘spokesman’ Mohammad Naeem, reports Tolo News. He said they also discussed the termination of the blacklist, the causes of the increase in the level of violence. But, an Afghan government spokesman said that the Taliban’s demand for release of more prisoners has no importance for it. “What the Taliban has said and showed in action have weakened the peace process," Presidential Spokesman Sediq Sediqqi said. "The continuation of violence and expressing strange statements and even raising the issue of prisoners itself creates barriers for peace." The Afghan Government has released 5,600 Taliban prisoners as part of conditions ahead of the peace negotiations.

The Taliban has opposed President Ashraf Ghani’s call to hold the next round of the peace negotiations in Afghanistan, saying the request signals fear on the republic's side, reports Tolo News on December 15. Taliban spokesman Mohammad Naeem said, “Many areas in the country are in our control and any decision that we get belongs to us. These locations are those that were suggested to them by the United Nations a while ago in which they mentioned that the members of (the Taliban) remain on a blacklist and pressure is brought on (the Taliban). All these statements are in contradiction”. Naeem termed those making such demands as "spoilers of the peace process." Naeem said that the negotiators of both sides will resume their meetings in Doha on January 5.
