The Times of India reports that Union Ministry of Home Affairs (MHA) has urged Mizoram Government resume dialogue with the Hmar People's Convention-Democrats (HPC-D) in order to find a solution to the Hmar tribal issue. The HPC-D and Mizoram Government began negotiations on November 11, 2010 and six months bilateral Suspension of Operations (SoO) was signed between the two. However, the peace talks were abandon when the state government sent a letter to the HPC-D leadership on December 22, 2010, saying that it would not accept 'foreigners' as members of the delegation. The HPC-D however denied that their delegation team included a foreigner.

Government and Terai-based armed outfit Janatantrik Terai Mukti Morcha Party (JTMMP) signed six point agreement during the first round talks held in Lumbini on February 25. The Government agreed to provide security to the leaders and cadres of JTMMP and start the process of releasing the cadres of JTMMP who have been imprisoned in various jails. Similarly JTMMP agreed to give up the activities which are prohibited by the existing law of the country and hand over its weapons to the government after reaching agreement with the government in the next round of the talks. The underground armed outfit had announced 'cease fire' on January 30 after the Government invited it for the talks.

About the issues, which figured in the talks, the Union Home Secretary, R.K.Singh said that the ULFA-PTF team raised issues like “safeguard” to the indigenous people of Assam but a detailed discussion on it and issues like Centre-State relations would be taken up in the next round of dialogue. Also discussed were adherence to ground rules, signed by both sides, surrender of arms and ammunition and a total halt of operations by Security Forces against the ULFA-PTF. The State Chief Secretary WMS Pariat informed that the State Government has already received feeler from this oufit for talks with the Government. However, according to Pariat, a meeting will be convened shortly to explore whether they should be brought under the ambit of previous tripartite peace agreement or to have separate truce pact. Nado R. Marak, who is the personal secretary to Mokus Marak, the ‘commander in chief’ of the breakaway outfit had said that the group would aspire for Greater Garoland and reiterated the need to have a separate truce agreement with the Government. Earlier, the breakaway faction had alleged that they were not included in the peace process by the senior leaders of the outfit. The Chief Secretary said the Government was also ascertaining what went wrong while signing the tripartite agreement with the Garo rebel group in 2004. Agreeing to the views of Chief Minister Mukul Sangma, the Chief Secretary said it was the Centre which had initiated the move to sign the ceasefire agreement with the ANVC and the State was just a signatory.

This is in line with a decision taken by the Army Integration Special Committee (AISC) on April 10. NA will now be responsible for the Security of the 15 remaining Maoist cantonments, including its infrastructure. Around 9,700 combatants who have opted for integration remain in these cantonments, and there are over 3,000 weapons in the containers. A little more than 7,000 former fighters who voluntarily retired with cash packages left the camps in mid February, while 12 satellite camps were shut down in March.

NSCN-K sources revealed that top leaders from the outfit have left for its Council Headquarters (CHQ) located in Myanmar where a meeting will be held on April 20 to work out strategies and modalities for setting up ceasefire ground rules with the Myanmar Government. ‘Chairman’ S.S Khaplang, who will also attend the proposed meeting at CHQ, will be attended among others by senior leaders--Kughalu Mulatonu and Wangtin Naga. The outfit will also discuss setting up of offices in Nagaland State and in Myanmar as well. This development comes in the wake of NSCN-Khole-Kitovi led by “general” Khole and Kitovi Zhimomi, who have all the while alleged S.S Khaplang of being more concerned with politics in Myanmar than in Nagaland. Incidentally, NSCN-K will ink further extension of cease-fire with the Government of India which was signed April 28 2011 and sources said the modalities of cease-fire agreement with the Myanmar Government also will be completed before April 28.

In the agreement signed in Hetauda of Makwanpur District on April 18, the SKTMMM has expressed commitment to embrace peaceful politics by giving up violence and other armed activities, work towards ensuring peace and constitution and hand over all of its arms to the Government. Further, to divide the KAAC into four administrative Districts. In addition, a monitoring committing that was to be formed and led by a Joint Secretary in the Union Ministry of home affairs (UMHA) to oversee implementation of the MoS is still not in place although the UPDS claims it has sent a list of its nominees to the Government. Talks that will ink the crucial bilateral cease-fire agreement between National Socialist Council of Nagaland-Khaplang (NSCN-K) and Myanmar Government on the long drawn Naga-Myanmar political issue was reported to have started on April 26 at “Khamti” town in Myanmar located beyond the borders of India, reports Nagaland Post. The source informed that NSCN-K chairman S.S. Khaplang is not attending the meeting at Khamti but senior leaders Kughalu Mulatonu, Wangtin Naga and P. Tikhak are representing the group at the meeting being held with Myanmar representatives. Chidambaram in his last press conference as the Union Home Minister of India, on July 31, observed that the ongoing peace talks between Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and Government of India (GoI) have reached a “sensitive stage” and efforts were on to iron out a longstanding solution to the Naga political issue. Chidambaram made it clear stating “first we will try to reach an agreement with NSCN-IM. Only then, we will talk with the other two groups provided they are willing to talk. As everybody knows, one group lives outside India.” On the possibility of an interim Government comprising representatives from NSCN and others, Chidambaram cautioned, “Let’s not go too fast. Komal, on behalf of the Government, had on July 31, submitted an affidavit stating that the Government had no objection if the court accepted the bail plea of Meena Choudhary, paving the way for the release of the Maoist on bail. Times of India reports that amid the Okram Ibobi Singh Government's frequent calls to underground organizations for talks, the United Revolutionary Front (URF), a conglomerate of five different factions of the underground Kangleipak Communist Party (KCP), has started dialogue with the Government. Three rounds of initial tripartite meetings involving the Centre, State and the URF have already been held in Imphal. "Since March 23, three rounds of initial meetings involving us and representatives of the state and central government have taken place and the outcome was fruitful," said Lalheiba Meitei, the URF acting chairman and leader of KCP- Military Council (KCP-MC). Besides KCP-MC, the other constituent members of the front include Sunil Meitei faction of KCP Military Task Force (KCP-MTF), KCP-Chingkei Nganba faction, Lamyanba Khuman faction of KCP-MC and KCP-KK Nganba faction. Though formal political dialogue is yet to start, the URF cadres and leaders, numbering over 100, are currently putting up at a camp of 30 Assam Rifles at Khurkhul village in Imphal West District. URF's total cadre strength is 470 and most of them have been asked to turn up at the camp, Lalheiba said, while disclosing that two more KCP factions are likely to join the front. "Instead of holding ceasefire or suspension of operation with the government, our demand is to begin official tripartite political dialogue and we have a 31-point charter of demands to be put up during talks," said Lalheiba on August 17. "It would be premature to disclose our demands at this stage but some agendas are focused on formulating work culture and green revolution in Manipur," he said, while welcoming other groups to join the front and go together for dialogue. The Central and Assam Governments on October 8 signed a Memorandum of Settlement (MoS) with the two factions of Dima Hasao District based Dima Halim Daogah (DHD), reports Nagaland Post. Both Union Home Minister (UHM), Sushil kumar Shinde and State Chief Minister, Tarun Gogoi were present when the MoS were signed. According to the MoS, DHD factions will dissolve their outfits within six months. “Signing of the MoS with both factions of DHD marks the culmination of the peace overtures of the government and it is expected that DHD-J [Jewel Garlosa faction of Dima Halim Daogah] and DHD-N [Dilip Nunisa faction of Dima Halim Daogah] shall join the peaceful, democratic political process as established by the law, which will usher in a new era of hope and prosperity in Dima Hasao District,” UHM, Shinde said. The State Government has agreed to reorganise the existing Autonomous District into three administrative units for better development management. Further, under the agreement, increasing the restructured council’s membership too has been agreed in principle, apart from transferring 39 administrative responsibilities to the council.

However, it is not certain whether the NSCN-IM leaders will meet other Naga militant outfits during their stay in Nagaland this time. The Centre and the NSCN-IM are inching towards a political settlement, ending over five decade long insurgency in the State, reports The Sangai Express on October 17. Political integration of Naga inhabited Districts of neighbouring Manipur, Assam and Arunachal Pradesh are not part of the deal under negotiation. The memorandum of settlement being worked out in consultation with the NSCN-IM includes a proposal to convert Nagaland legislature into a bicameral Assembly by creating a second House, autonomous development councils, separate flag for the State, more autonomy, special status, formal recognition of the unique history of the Nagas and a slew of development projects, among others. The Naga militant group had demanded increasing the size of the 60-member Nagaland Assembly by 20 seats. The Centre reckons that bicameral legislature would take care of the demand to accommodate marginal tribal groups and sub-groups. Nagaland Post reports on October 17 that if any solution was arrived at between NSCN-IM and government of India, it would be an “inclusive” one for all Nagas. This was stated by NSCN-IM’s leader T.T. In lieu with Afghan High Peace Council Chief Salahuddin Rabbani’s three-day visit to Pakistan to re-start the peace process, Islamabad on November 13 agreed to release several Taliban leaders detained in the country’s jails, reports Dawn. However, the development hasn’t been made public by either side. It was unclear if the detainees, who are said to be numbering close to 10, have been set free or would be released at the conclusion of Rabbani’s visit. The group, according to a source, does not include Mullah Baradar — Taliban’s second in command — who was captured by Pakistani Security Forces (SFs) in Karachi in 2010. Talks between the peace delegation led by Rabbani and Pakistani officials would continue on November 14, 2012 when the two sides are expected to come up with a joint statement on the progress made by them. A Pakistani official, who had been briefed on the talks, told Dawn that “significant progress has already been made”. The release of Taliban detainees in Pakistan has been a longstanding Afghan demand for catalyzing the slow moving process. A keen follower of the negotiations, who didn’t want to be named, said the release of prisoners was a positive step, which would provide the right environment for reconciliation.

Pakistani security officials on November 14 said authorities released at least seven Afghan Taliban leaders in a move seen as a potential breakthrough in stalled peace negotiations before the withdrawal of United States (US)-led NATO troops in 2014. It is not clear if Mujahid was among that group. But he is the first Taliban prisoner recently released by the Pakistani authorities to be identified by name. “He was with us last night, he has rejoined his family members and his health is good,” the relative said. Another family member also confirmed the release. Mujahid, who is in his 40s, had formed his Tora Bora Mahaz (front) whose fighters are allied with Afghan Taliban. Amid efforts to convince Taliban for peace talks in Afghanistan, a Taliban Shura member on condition of anonymity told Daily Times that every Afghan-to-Afghan effort is respected. “Kabul regime’s existence depends on presence of foreign troops. Once the foreign troops withdraw, the regime would automatically collapse,” they said. Taliban are so far publicly declining to comment on the appeal by Pakistan and Afghanistan as well as the High Peace Council to join peace talks, but among Afghan groups probably the policy is under review. Taliban spokesman Zabihullah Mujahid was approached to ask about the policy of Taliban after the visit of High Peace Council Chairman Salahuddin Rabbani to Pakistan, his demand of releasing detainees in Pakistan, and Islamabad’s positive response in support of the reconciliation. Federal Minister for Interior Rehman Malik said on November 26 that the Government was ready to give a general amnesty for all proscribed organisations, including Tehreek-e-Taliban Pakistan (TTP), if they renounced terrorism, reports Dawn. “If proscribed organisations agree to cooperate with the government and give up terrorism, they will be removed from the list of banned organisations,” the interior minister said at a press conference in Islamabad. The Minister discussed in detail performance of law-enforcement agencies personnel in providing security to Aashura processions and gatherings. He invited all banned organisations, including the TTP, for talks and said it was time for Hakimullah Mehsud, whether he was physically fit or suffering from any disability, to apologise to the nation and stop playing into the hands of anti-Pakistan forces. Mr Malik said it was an opportunity for Hakimullah Mehsud to stop killing of innocent people and live a peaceful life. “Hakimullah don’t hide in one bunker or another. Today, I announce a general amnesty for you if you stop killing innocent people. The enemies you are working for will kill you too, one day,” the Minister said. He claimed the Government knew the forces which were using the TTP to fulfil their designs. “We know who they are. We know that those involved in the killing of Ms Benazir Bhutto are using you.” Mr Malik said proscribed organisations could take advantage of the amnesty offer and cooperate with the Government in eradicating terrorism from the country.

Pakistan and the United States (US) have restored full military and intelligence ties after relations hit a low point last year, and Islamabad will take further steps to support a nascent Afghan peace process, Foreign Minister Hina Rabbani Khar said on November 28, reports Daily Times. “There was a fairly difficult patch and I think we’ve moved away from that into a positive trajectory,” Khar said, adding, “We are coming closer to developing what could be common positions. We wish to see a responsible transition in Afghanistan.” Relations between the uneasy allies were severely strained by a series of incidents in 2011. Now, Khar said, relations were fully repaired, including military and intelligence contacts. “We are having very useful, deep conversations with the US,” she said, as the two countries try to find common ground on Afghanistan ahead of the scheduled 2014 pullout. Further, she said the Afghan and Pakistan Governments were discussing ways to strengthen military cooperation. Currently, relations are strained. Afghanistan still suspects elements in Pakistan of supporting the Taliban, despite denials from Islamabad. The Pakistan military, pursing Pakistani insurgents, has also shelled villages across the border in Afghanistan, prompting protests. In addition to improving ties with Afghanistan, Khar said Pakistan also wanted to pursue closer ties with arch-rival India. “The Pakistani leadership has shown a great willingness to move forward, sometimes at the cost of losing some political capital, because sometimes improving ties with India might not be the most popular thing to do,” said Khar.

The announcement came after talks in Islamabad between visiting Afghan Foreign Minister Zalmai Rassoul and his Pakistani counterpart Hina Rabbani Khar. The number of prisoners to be released was not specified but is not thought to include the Afghan Taliban’s former deputy leader Mullah Abdul Ghani Baradar, who was captured in 2010. A senior Pakistani security official earlier told AFP that “no decision” had been taken on his release. The joint statement said both sides agreed the “release of more prisoners, facilitating contacts and urging the Taliban to renounce ties to al Qaeda”.
