Pulithevan. Xinhua adds that both the Government and LTTE have assured the SLMM that they are committed to the Norwegian backed truce agreement. Thorfinnur Omarsson, the spokesperson for the SLMM said, "Both sides also said that they would guarantee the safety of our monitors," adding, that the Nordic truce monitoring group would soon restructure its operations with district monitors and a rapid deployment team.

The Kathmandu-based Industrial Security Group (ISG) – which comprises of representatives of the Embassies of France, Germany, India, the United Kingdom, the United States of America, and the Delegation of the European Commission, along with their bilateral Chambers of Commerce – has urged the Maoists to cease violence, abductions and extortion. According to Nepal News, the ISG in a statement on February 9 said, "In Kathmandu, while Maoist extortion has continued all along, it appears to be soaring in the run-up to the Maoist rally on February 13. Once again, the Maoists are demanding money, lodging and food from the businesses and residences in the Valley. We call upon the Maoists to cease these activities immediately. The Maoists' continuing use of violence and intimidation is in clear violation of their commitments under the Comprehensive Peace Agreement and at complete odds with their new status as members of the Interim Parliament.”

Musharraf said in a statement. As reported earlier, at least 66 people, including some Pakistani nationals, were killed in explosions reportedly set off by improvised explosive devices (IEDs) in two coaches of the Delhi-Attari special train for Lahore in Deewana near Panipat (in the Haryana State of India), about 100 kilometers from Delhi. The train runs non-stop from Delhi to Attari where the passengers are shifted to the Samjhauta Express, which goes to Lahore after customs and immigration clearances.

"We have to have a multipronged strategy. In Afghanistan it is only the military strategy which is working now," Gen. Musharraf said, adding that peace could not come from the barrel of a gun. "[The] political element is the negotiations between warring factions. Who are the warring factions? Warring factions are the Afghan government and the coalition forces on one side and the militant Taliban and even non-Taliban... so some form of negotiations between these two." He opined, "Maybe, there are groups who want to give up militancy and negotiate ... so I can’t lay down whether you negotiate with the Taliban, but [if] they want to go on fighting, you don’t negotiate with them, take a military angle. You negotiate, you develop contacts with people who are not for fighting." He claimed Pakistani intelligence agencies played no role in the creation of the Taliban, although he acknowledged that Pakistan gave the extremists legitimacy by being among the only countries to establish diplomatic relations when Taliban took over the government of Afghanistan. "I know for sure – 200 percent – that they were not a creation of Pakistan. They were a creation of circumstances in Afghanistan," he said. Gen. Musharraf claimed that Pakistan was the only country that had a military, political, developmental and administrative strategy to defeat extremism. "I would tell everyone: Come and learn from us. We are sitting here knowing exactly what is happening on ground," he said. "You sitting in the West don’t know anything. So, don’t teach me, come and learn from us. Come and understand the environment. And then decide on what has to be done and what doesn’t have to be done. We are doing more than any other country in the world." Commenting on casualties in the war on terror, President Musharraf said: "Unfortunately the people in the West think that their lives are more important than our lives ... they think the gun fodder should be from these countries like Pakistan and developing countries. If their soldiers, one soldier, dies, there is a problem, but 500 of ours have died. And then, yet they are blaming us. Isn’t 500 important? ... And yet Pakistan is blamed for not doing enough."

The peace committees are being formed to mobilise the public against militancy and extremism in the province and the formation of the committees would start from the police station level and would gradually be extended to tehsil and district levels. District nazims, district police officers and district coordination officers are responsible for the committees’ formation in their respective districts, and these officials will pay scheduled visits to local police stations. Union council nazims, councillors, moderate clerics, local elders and political activists would comprise a committee. They will be required to meet on monthly basis and motivate people against terrorism.

On August 30, the government and Madheshi Janaadhikar Forum (MJF) reached a 22-point agreement and the MJF, consequently, agreed to call off its planned strike, according to Himalayan Times. The government agreed to the MJF’s demand for autonomy in a federal system of governance and restructuring the state keeping the country’s sovereignty, unity and regional integrity intact. The rights, nature and limitation of the autonomous federal state would be determined by the Constituent Assembly. The government also agreed to immediately constitute a commission on restructuring the state, to immediately provide compensation to the families of those killed during the Madhesh movement and to provide relief and medical treatment to the injured. All the cases filed against the MJF leaders and cadres would be withdrawn. The state would ensure "balanced" and "proportional representation" of marginalised communities, Madheshi, indigenous nationalities, dalits (lower caste Hindus), women, backward communities, disabled, minorities and Muslims in all state structures. The government has also agreed to give national recognition to the Madheshi language, culture and customs. The government has agreed to adopt a three-language policy - mother tongue and Nepali for official and education purposes and English for international communication. A reservation policy would be adopted to resolve the problems faced by the Dalits. They would be provided land for housing along with a provision for job opportunities. The MJF dropped the demand for full proportional representation in the Constituent Assembly. But its chairman Upendra Yadav has said their position on the issue of establishing a republic and proportional representation system remains unchanged and these issues would be raised during the Constituent Assembly polls.

Power supply was disrupted in the area following the clash. The clash ensued after two people were attacked in Parachinar city on November 15. Later shops and markets were partially closed, according to Dawn. Paramilitary and Levy forces were deployed in sensitive locations, including places of worship in the town. Despite the presence of paramilitary personnel, warring factions started attacking each other’s positions with mortar shells and rockets. According to one report, army and paramilitary forces were trying to work out a truce and were making announcements asking rival groups to stop fighting. However, some people accused paramilitary personnel for creating trouble and said that scouts who took positions in the city early in the morning had opened fire. “It was all a pre-planned attack and people expected this turmoil,” said an elder of the area.

Martin said, "The weaknesses of implementation of commitments so far indicate that mechanism for negotiations and follow-up could be more systematic and effective." However, the cabinet meeting, on November 14, passed a proposal extending the tenure of the UNMIN by six months after it expires in January, 2008. The meeting, however, did not decide on widening the mandate of the UNMIN. The UN had shown willingness to take up further responsibilities in implementing the agreements between the government and the Maoists. The cabinet decision would now be put forth at SPA meeting for final decision after which a formal letter would be handed over to the UN requesting extension of UNMIN tenure.

In an e-mail to the media, ULFA ‘commander-in-chief’ Paresh Baruah said that the outfit is prepared for the peace process to be revived and release of five top jailed ULFA leaders is not the only precondition set by the outfit for talks. The first precondition, Baruah said, was that the issue of sovereignty should be included in the agenda for talks. The government should also divulge the whereabouts of the outfit’s missing leaders in the December 2003 military operations in Bhutan.
