The first round of talks between the Government and Rajan Mukti faction of the Janatantrik Terai Mukti Morcha (JTMM-Rajan) held in Janakpur on January 10 ended in a five-point understanding, reports Nepal News. Peace and Reconstruction Minister Janardan Sharma, who is the coordinator of the Government's talk team, and Rajib Jha, chief negotiator of the JTMM-Rajan, signed the agreement, which includes cessation of hostilities and the Government's pledge to treat the armed group as a political outfit. During the talks, the armed group proposed the cantoning of its fighters, like that of Maoist combatants, but the Government side refused to discuss this, leaving the matter for another round of talks, reports said. Jha claimed that JTMM-Rajn has 8000 fighters. Sharma informed that the Government has been trying to bring other insurgent groups also into the dialogue process and talks with the Jwala Singh faction of Janatantrik Terai Mukti Morcha (JTMM-J) would begin very soon.

Chief Minister Raman Singh has asked the Maoists to shun the path of violence and come forward for talks, PTI reports. "The channel of talks was never shut. We have been asking Naxalites (left-wing extremists) to shun the path of violence and come forward for talks. Now, as there was a reported talk offer by them, the Government is ready to reciprocate," Singh said, adding, "I have no objection to anybody mediating in the talks. It will be the Government officials, may be the Director General of Police who could represent the Government at the initial level of talk, if at all it happens, so that we could measure the real intention of the Naxalites. If anything positive comes out from this, then the political class would be involved in the talk."

Chidambaram has said if the Liberation Tigers of Tamil Eelam (LTTE) laid down arms, India would intervene and arrange for a negotiated settlement to the ethnic issue, according to Times of India. "Our (Congress) policy is clear. LTTE is an armed militant group. They must announce that they are willing to lay down arms and are prepared for talks. Simultaneously, the Sri Lankan Government should suspend its military offensive," he told a public meeting organised by the party at Chennai on February 15. "Indian Government will definitely arrange for a dialogue if the LTTE lays down arms and came forward for talks. A good solution can be found to the 40 lakh Tamils in Sri Lanka," he added. The minister also criticised the LTTE for not utilising the recent 48-hour cease-fire proposed by the Sri Lankan Government to allow people to move to safer areas and come for talks.

The Swat Taliban chief Mullah Fazlullah discussed with the Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM) chief Maulana Sufi Muhammad the Swat peace deal in a meeting at an undisclosed location in the Matta sub-division of the Swat District on February 19. TNSM spokesman Izzat Khan told Daily Times Sufi and his delegation tried to convince Fazlullah and other Taliban leaders to disarm. He also said the TNSM chief told the Taliban that he too had given up his protest after the announcement that Sharia (Islamic law) would be implemented in the Malakand Division. The spokesman said Fazlullah has sought one day for consultation with his Shura (council). He would talk to his associates after the Friday prayer today (February 20) to make a decision, Izzat Khan said.

Urging International Community to effect a cease-fire and initiate a political solution as a priority than insisting the Liberation Tigers of Tamil Eelam (LTTE) to lay down arms, the Political Head of the LTTE, B. Nadesan, on February 22 (today) made an appeal to the heads of the Tokyo Co-chairs countries saying that "when a permanent political solution is reached for the Tamil people, with the support and the guarantee of the international community, the situation will arise where there will be no need for the arms of the LTTE," according to Tamil Net. In a letter to the Co-chairs, he wrote, "The world should take note that calls for the LTTE to lay down its arms and surrender is not helpful for resolving the conflict. The LTTE has [earlier] taken part in numerous peace efforts. No one insisted then that the LTTE should lay down its arms." Expecting the LTTE to lay down arms without political solution is degrading human struggle for freedom and amounts to congratulating genocide, he added. Earlier, the Co-chairs urged the LTTE to discuss with the Government of Sri Lanka the modalities for ending hostilities, including the laying down of arms.

He asked the Government to withdraw troops from schools and other buildings and stop all military operations immediately. He also called on the Taliban and Government to release each others prisoners. The TNSM chief asked employees of the District administration to resume their duties, and the Government to reinstate such Frontier Corps, Police and Government officials who had been dismissed during the past few years. He also demanded immediate compensation for the people of Swat, inviting the NWFP Chief Minister to visit the valley to make an announcement in this regard.

Following the signing of the accord, in which the Government reportedly announced amnesty for the Taliban, Maulvi Faqir Mohammad, Taliban commander in Bajaur and deputy leader of the Baitullah Mehsud-led Tehrik-e-Taliban Pakistan (TTP), announced a unilateral cease-fire through his FM radio on the evening of February 23. He directed his cadres to stop fighting the Security Forces and help restore peace in Bajaur as an understanding had been reached with the Government. Military spokesman Major General Athar Abbas said they had heard about the militants’ announcement of a truce but the Government had not yet reciprocated. He said the chief of the Frontier Corps, after discussions with the civilian administration, would decide about the Government’s stance on February 24 (today) in response to the militants’ cease-fire. Official and tribal sources said that besides pro-government militant commanders, prominent tribal elders, including Malik Abdul Aziz, Malik Ayaz and Malik Manjapar, helped in peace talks between the Government and the Faqir Mohammad-led Taliban in Bajaur. The first phase of the talks concluded successfully in provincial capital Peshawar with the three parties agreeing to continue talks, a private TV channel reported. The agreement was signed at a jirga (council of elders) – aimed at re-establishing the writ of the Government in the agency – in agency headquarters Khar on March 9, with around 900 tribesmen, elders and clerics in attendance. Addressing the jirga, the head of the Mamoond Peace Commission, Malik Abdul Aziz, said his tribe would continue to co-operate with the Government to restore peace in the area. He said tribesmen had decided to take stern action against anti-social elements and uphold the supremacy of law. Mamond, the largest and most strategically placed tribe in Bajaur, has promised to surrender key figures of the Tehreek-e-Taliban Pakistan in Bajaur, lay down arms, disband militant groups and stop militant training camps, Dawn reported. I request Sufi Muhammad and his companions through this press conference to come forward for consultations with the government as all arrangements for the implementation of the system are complete,” said the spokesman while addressing a press conference. The minister said the TNSM chief had suspended peace talks after a military operation in Dir that he opposed and that Government emissaries could not contact him as he had gone to Taimer Gara and refused to talk to them. He said the Government believed in dialogue and not in use of force because only dialogue could solve problems. The minister warned that the provincial Government would take strict action against all those challenging the writ of the state, forming a parallel Government, endangering the life and property of citizens and patrolling troubled areas with weapons. “There were some technical problems in the establishment of Darul Qaza and appointment of qazis. In the talks held at the Timergara Rest House, the provincial Government was represented by NWFP Information Minister Mian Iftikhar Hussain and central information secretary of the Awami National Party (ANP) Senator Zahid Khan while the TNSM team was led by its chief Maulana Sufi Muhammad. Deputy chief of the organisation Maulana Muhammad Alam, spokesman Amir Izzat Khan and Maulana Samiullah also participated in the talks. Though no details were provided to the media, it was reports indicate that the two sides couldn’t reach an agreement on the establishment of Darul Qaza for Swat and rest of the Malakand Division. The TNSM had proposed three names for the Qazis of Darul Qaza, including Amir Gulab, Maulana Shamsul Haq Hanif and Mufti Habibullah, while the Government has drawn a list of another panel of Qazis which they shared with the TNSM. Sufi Muhammad is reported to have rejected the Qazis nominated by the Government as incompetent. Talking to the media, Mian Iftikhar he expressed hope that they would reach an agreement on the appointment of Qazis in the second round of talks. He said the first round mainly focused on putting an end to continued armed activities and the restoration of peace. The “Covenant of Reconciliation” was signed by the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) chairman Isak Chishi Swu, National Socialist Council of Nagaland-Khaplang (NSCN-K) chairman S.S. Khaplang and S. Singya, the president of Naga National Council. The “historic” declaration was made after the 5th Naga Reconciliation meet which concluded at Chiang Mai in Thailand on June 8. The meet was held at the behest of the Forum for Naga Reconciliation (FNR). The FNR convenor Rev. Wati Aier on June 15 said the declaration would give a “new direction” to the Nagas. The leaders of the outfits said they would pursue Naga reconciliation and forgiveness based on the “historical and political rights of the Nagas”. “We resolve to continue to work together in this spirit of love, non-violence, peace and respect to resolve outstanding issues amongst us,” the three Naga leaders stated in the joint declaration. Since its inception in March 2008, the FNR has organised 10 meetings of the groups both within and outside the country. As a follow-up action, it would organise another meeting of the representatives of the Naga militant factions in the middle of August 2009 in Dimapur. “This is the wish of the Naga people,” Rev. Aier said. The FNR’s reconciliation process is reportedly supported by many international organisations like Quakers from United Kingdom and American Baptist churches.

The assurance was reportedly given by Major General Sajjad Wazir and other military officers. The jirga was attended by about 120 elders of the tribe, including Malak Bismillah, Ajmal and Malak Noor Khan. Two top ULFA leaders Chitrabon Hazarika and Sashadhar Choudhury, who had surrendered to the Border Security Force on November 6 in Tripura, have expressed their willingness for talks. They had also said that ULFA ‘Chairman’ Arvind Rajkhowa would shortly issue a statement to this effect. Further, the ULFA has set up bases in China and other foreign countries with the help of money extorted in the State, two senior ULFA leaders, Chitrabon Hazarika and Sashadhar Choudhury, have told Police during interrogations, reports Sentinel. ULFA “foreign secretary” Sasha Choudhury and “finance secretary” Chitraban Hazarika, now in Police remand since November 6, 2009, told interrogators that apart from Bangladesh they have bases in China and other foreign countries. “Millions of rupees have been extorted from Assam and transferred to ULFA leaders in Bangladesh, China and other countries where they have established hideouts,” the Special Operations Unit (SOU) of Assam Police quoted the two leaders as confessing. Several foreign agencies and NGOs provided logistic assistance to the ULFA leaders in foreign countries. The interrogation report was submitted to the Chief Judicial Magistrate’s court in Guwahati. In addition, Sashadhar Choudhury and Chitrabon Hazarika also confessed that their 'commander-in-chief' Paresh Baruah is not only procuring arms from Chinese manufacturers but also selling them to militant outfits such as National Democratic Front of Bodoland (NDFB), National Liberation Front of Tripura (NLFT), All Tripura Tiger Force (ATTF) and Communist Party of India-Maoist (CPI-Maoist). This revelation by two top ULFA leaders has corroborated what Union home secretary G.K. Pillai had hinted about two weeks ago on November 8, 2008 in New Delhi. Pillai said that "Chinese are big smugglers... suppliers of small arms. I am sure that the CPI-Maoist also gets them."

However, the possibility of the Centre heeding to their demands appears remote, with Union Home Minister P Chidambaram expressing his skepticism on the ground that the remaining top leaders are all based abroad and not keen for negotiations. Official sources told Assam Tribune that Haldar, a former Director of the Intelligence Bureau (IB), arrived in Guwahati to hold preliminary talks with the militant outfits under cease-fire agreement with the Government. Sources said that during the visit, Haldar would stay in the State for at least four to five days and he would be holding preliminary talks with the leaders of the outfits.
