Hynniewtrep National Liberation Council (HNLC) on January 7 reiterated its readiness for talks but made it clear that it was not ready for demobilization and disarmament, reports The Shillong Times. The militant formation was reacting to Chief Minister Mukul Sangma’s statement that the Government was willing to talk peace with any outfit but would not discuss the ideologies of the outfit. In a statement e-mailed to media houses, the HNLC ‘publicity secretary’ Sainkupar Nongtraw said their main agenda in coming forward for peace talks was to achieve a political solution to the burning problems.“Simply surrendering without any dialogue will take us back by ten years. We do not want to end up like the surrendered cadres who along with the help of the police department were resorting to extortion and elimination of our cadres,” HNLC ‘publicity secretary’ Sainkupar Nongtraw said in the statement. Demanding equal treatment [Khasi and Garo militants], the outfit said that the Chief Minister should avoid being one-sided to prevent disunity among the people of Meghalaya. We deserve to be treated as equal as the HNLC was born out of A’chik Liberation Matgrik Army (ALMA) and Hynniewtrep A’chik Liberation Council (HALC). The A’chik [Garo homeland] and the Hynniewtrep [Khasi-Jaintia homeland] should not be divided politically but they should remain united for lasting peace in the region,” Nongtraw said.

The first formal peace talks and the preceding informal deliberations between representatives of the State Government and the United A’chik Liberation Army (UALA), brokered by the Church body, did not feature Norok Momin. Government sources stated that NDFB-IKS ‘Deputy Army Chief’ G. Bidai alias Bishnu Goyari, one of the mastermind behind the December 23 Adivasi massacre, had discussed the possibility of talks with the State Government nearly a week ahead of the killing, reports The Telegraph on January 13. The discussions failed and an encounter on December 21, 2014 resulted in a massacre by Bidai's men. Sources here said Bidai had been sending feelers on coming to the negotiation table for some time, which prompted the Assam Police to explore the opportunity of getting the entire group.

Prime Minister Narendra Modi has assured a solution to the Indo-Naga peace talk within the next 18 months, reports The Sangai Express on March 31. According to a well placed source, the Government of India (GoI) assured Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) leadership in December last year that the political dialogue would be brought to a logical conclusion within the next 18 months. However, no one is sure when political dialogue will start between Government of India, Government of Manipur and the two conglomerates of Kuki groups such as United Peoples Front (UPF) and Kuki National Organisation (KNO). The matter could not be settled as both UPF and KNO have been insisting that the political dialogue be held at Delhi. NSCN-IM leaders are quite impressed with the new initiatives taken up by the Government of India to expedite the peace process. The political dialogue between NSCN-IM and New Delhi may arrive at a solution by November or December this year.

National Liberation Front of Tripura (NLFT) would hold tripartite talks with Government of India (GoI) and Tripura Government on April 4, reports Tripura Info. An official on April 2 stated that “A tripartite meeting between officials of the central and Tripura governments and leaders of NLFT militant group is likely to be held in Shillong on April 4”.A top Tripura State Government official stated that “NLFT led by its self-styled chief Biswamohan Debbarma expressed its willingness to the central government a few months back to hold talks. The union home ministry sought opinion of the state government in this regard. The Tripura government gave positive response”. Tripura militant groups NLFT and All Tripura Tiger Force (ATTF) shelter and avail arms training in Bangladesh, which shares 856-km border with Tripura. According to a Union Home Ministry (MHA) report, GoI has ceasefire agreement with five terrorist outfits of Assam, two in Manipur.

On April 2, a tripartite meeting was held at Shillong in East Khasi Hills District, between representatives of National Liberation Front of Tripura (NLFT), Government of India (GoI) and Tripura State Government, reports Tripura info. The meeting was convened by centre after the Biswamohan faction of NLFT (NLFT-BM) expressed its willingness to GoI a few months back to hold talks. The Union Home Ministry (UMHA) sought opinion of the state Government in this regard. The Tripura Government gave positive response. According to report the State Government was represented by DG, K. Nagaraj and secretary tribal welfare department L. Darlong, GoI was represented by two senior officials of Intelligence Bureau (IB) and NLFT was by Utpal Debbarma, Kajal Debbarma and Karna Debbarma.In the meeting it was discussed to create a road map for surrender of NLFT, in the next meeting it will be discussed however the date for next meeting was not finalized.

There were two official rounds of talks between the Government representatives and the UALA leaders in the past couple of months. Decision for designated camps is one aspect that they are working upon to ensure that all the UALA cadres comes over ground However, the UALA leadership has not communicated to the Government representatives on the desired location of the designated camps. UALA, a split faction of breakaway faction of Achik National Volunteer Council (ANVC-B) is expected to have around 70-80 odd militants. Its armoury is expected to consist of barely a dozen sophisticated AK-47 Rifles and other small arms It has been learnt that the militants been asked to report to their respective ‘area commanders’ along with the arms and ammunitions in order to facilitate their location prior to the talks at a higher level. Highly placed sources stated that Government policy to snub the GNLA and A'chik Matgrik Elite Force (AMEF) is still valid. Government of India (GoI) had directed State Government not to entertain the GNLA in view of its violent activities. On the other hand, the AMEF has been viewed as a bunch of armed criminal gang.

According to State Officials, Government of India (GoI) has not been paying any heed to the State government’s eagerness to invite Hynniewtrep National Liberation Council (HNLC) for peace talks, as it has received intelligence inputs from the Intelligence Bureau (IB) as well as the State Intelligence Bureau (SIB) about the dwindling numbers and its gradual disintegration, reports The Shillong Times on April 19. According to a senior official, “As per the intelligence inputs received by the Union government, the outfit does not have enough weapons at its disposal”. Meghalaya Police sources have also corroborated the IB claims and confirmed that there are only 25 senior HNLC members including the ‘general secretary’ and the ‘commander-in-chief’ who are active and still at large. According to the police sources, new recruits do not receive any instruction or training since the HNLC does not have any functional training camp.

NSCN-R insiders said top leaders have already reached Delhi to meet Government of India (GoI) leaders before signing a truce, and to work out modalities of cease fire. A functionary of NSCN-R stated that both sides would have to meet and work out modalities, which would include truce ground rules, before signing the papers. The group also stated that they have more than 200 cadres who would be resettled in designated camps. NSCN-R also stated that Security Forces (SFs) were preparing to launch an operation against NSCN-K. Around 300 NSCN-K militants based in Nagaland and Arunachal Pradesh had fled to Myanmar after the unilateral abrogation of ceasefire.

A delegation of the ULFA-PTF led by its ‘chairman’ Arabinda Rajkhowa is likely to call on Union Home Minister Rajnath Singh and press for expediting the peace process. The ULFA-PTF leaders who arrived in the capital early this week, has been holding talks with the Centre’s interlocutor PC Haldar. Sources said the Centre is currently in the final stages of preparing the MoS. According to reports, one of the major demands that the Centre is likely to fulfil is the grant of Scheduled Tribe (ST) status to the six communities of the State. The move is likely to have a political impact in the State as an outcome of the move would be that 70 per cent of the seats in the Assam Assembly are likely to be reserved for ST candidates, confirmed sources.

The National Commission for Scheduled Tribes (NCST) and the Union Tribal Affairs Ministry (UTAM) has raised objections to the demand of Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF) that six additional communities be granted Scheduled Tribe (ST) status in Assam, reports The Hindu on May 28. ULFA-PTF has demanded that the Moran, Tai Ahom, Sootea, Koch-Rajbongshis and 36 Tea tribes who are currently listed as other backward classes be granted ST status. The grant of tribal status to these six communities will also, after fresh delimitation, lead to a significant increase in the number of ST seats in the 126-strong Assam State Assembly, making it a tribal-dominated State. The Assembly currently has 16 ST seats. Government sources say that the NCST has raised concerns that granting tribal status to these communities would eat into the quota for the existing STs. The Union Ministry of Home Affairs is therefore exploring alternatives to ensure that the share of the existing STs is not affected.

The Telegraph on July 29, reports that Government of India (GoI) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) are all set to sign a preamble to the agreement on the Naga political issue. Sources said the preamble has been drafted and they were waiting for the NSCN ‘chairman’ Isak Chishi Swu to recover, who is currently undergoing treatment at a hospital in New Delhi. Sources also added that any pact may not be the final solution to the Naga political imbroglio but would include a time frame for the people to decide on their future. GoI also decided to have joint defence force guarding Nagaland borders though a final agreement has not been finalised, according to a source.

Government of India (GoI) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), signed a peace accord on August 3, at New Delhi reports The Hindu. The details of the accord have not been released by the Government. Prime Minister Narendra Modi stated that signing of the accord was historic and praised NSCN-IM leaders T. Muivah and Isak Swu for showing wisdom and courage and for making this effort which resulted in the historical agreement. After signing the pact, NSCN-IM ‘general secretary’ Thuingaleng Muivah stated that “Better understanding has been arrived at and a framework agreement has been concluded, based on the unique history and position of the Nagas and recognising the universal principle that in a democracy sovereignty lies with the people.” The agreement was the culmination of over 80 rounds of negotiations spanning 16 years, with the first breakthrough coming in 1997 when a ceasefire agreement was sealed. Prime Minister stated that “Today, we mark not merely the end of a problem, but the beginning of a new future. We will not only try to heal wounds and resolve problems, but also be your partner as you restore your pride and prestige”. The Telegraph reports that the accord is actually a "framework of agreement" that lays the broad contours under which new rules of the game will be written and signed, probably three months from now. Prime Minister stated that NSCN's accord will not only inspire other insurgent groups to return to peace but also want NSCN to be partners in protecting the eastern frontier with Myanmar. The Indian Express on August 3 reports that peace deal rests on a breakthrough formula which does not involve redrawing the state’s borders. Instead, the sources said, the deal involves creating a mechanism which would create institutions allowing autonomy to Naga tribes living across the border in Manipur. In addition, the sources said, negotiators had agreed to set up a mechanism to discuss decommissioning of arms now held by NSCN-IM. NSCN-IM’s main demand had been of a 'Greater Nagalim', which would include all contiguous Naga-inhabited areas in Manipur, Assam, Nagaland and Arunachal Pradesh. Further, R.N Ravi, the chief interlocutor of GoI for Naga peace talks stated that the agreement was signed in view of the request made by NSCN-IM ‘chairman’ Isak Chishi Swu, who wanted an agreement signed between the two entities in his lifetime. Asked what the “major issues” were agreed upon, Ravi, refused to divulge much but admitted, that issues such as sovereignty and integration was also deliberated and some formula worked out for them. On the signing of ‘Naga Peace Accord’, Ravi said “Nagas have suffered all these years because of lack of understanding. Their dignity and pride has to be restored. Their uniqueness will be reflected in all the competencies.” Emissary to collective leadership of NSCN-IM, V.S Atem, stated that “we have agreed to share sovereign power with each other”. Asked whether integration issue was also agreed upon, Atem claimed that “everything was on board” adding “yes integration will be in the agreement”, reports Nagaland Post on August 4. A statement issued by Nagaland Chief Minister's office stated “The chief minister has expressed confidence that both parties have taken into account the aspirations of the Nagas as expressed by the mass-based Naga civil societies during their interaction with the interlocutor R.N. Ravi. Our people have been struggling for more than six decades for a settlement to the Naga issue, and the signing of the peace accord is a welcome step towards such a settlement. This positive development will pave the way for a permanent solution acceptable to the Nagas." Joyson Mazamo of Naga Hoho (apex body of Naga tribes) stated that “Until and unless we see the contents of the accord, it is difficult to say anything. The decision was taken during the second meeting of the Joint Task Force on Fake Currency Notes between India and Bangladesh held in Dhaka (Bangladesh) on August 12-13. The first meeting was held in Delhi in January 2014. "Both sides discussed various issues to related with the menace of FCN and key areas of common concern were identified...It was agreed that a Standard Operating Procedure would be drafted to operationalise the MoU signed between India and Bangladesh during the visit of Indian Prime Minister to Bangladesh in June," the NIA said in a statement. He said though Nagaland enjoyed absolute safeguard as per the Article, the Centre would have ‘eminent domain’ and overriding power. Ravi said the first point in sharing sovereign power was that Nagas will be the ‘master’ and secondly, in case of minerals and resources “whatever is below and above land” will belong to Nagas. Ravi said sharing sovereign power will not be mere semantics or playing with words but that there will be a “genuine devolution” where Nagas will become “almost sovereign-like.” He said this was what Government of India translated in terms of uniqueness of Naga history. When asked if the issue of Article 371(A) only covered Nagas of Nagaland, Ravi replied that both the entities were “talking about Nagas comprehensively” and not only about Nagas of Nagaland. The ENPO, in a release, said both the parties agreed in principle that the process of discussions and the demand of Statehood by it is a separate issue in nature from the present Naga peace talks with the Centre. It was also agreed that both the issues “cannot be mixed up and misunderstood”, the release said. The ENPO stated that the discussion between Union Ministry of Home Affairs (UMHA) officials and ENPO delegation was very cordial with constructive atmosphere, fairness and openness. Issues and grievances of Eastern Nagaland were highlighted for better understanding and feedback of both the parties, it added. The release further informed that the discussion was related to the historical and political background of the ENPO. “The glaring socio-economic and political imbalances were highlighted before the Central officials which is an outcome of outright discrimination and negligence by the successive governments, both at the Centre and the State from day one,” it alleged. As the tripartite talks, proposed by the Centre was opposed, both the parties mutually agreed to initially hold several rounds of bilateral talks. The NDFB-RD observed the 27th Martyrs’ Day at Khourang in Udalguri designated camp and North Gandabilw in Chirang District on September 14 and re- affirmed to make their dream a reality. The ‘organizing secretary’ of the NDFB, N. Danswrang said the NDFB had been fighting for the right to self-determination since its inception. In the prolonged arms struggle over 3,000 members and well wishers had lost their lives, he said, adding that they were not sitting with folding hands but continuing the struggle for creation of Bodoland through peaceful manner. According to reports, slow progress of talks between the Government of India (GoI) and Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF) has resulted in growing frustration among the cadres of the outfit, reports The Assam Tribune on September 21. Reports said that under the circumstances, the possibility of a sizeable number of ULFA-PTF cadres switching over to the hardline faction headed by Paresh Baruah (ULFA-I) cannot be ruled out. The security agencies recently intercepted a few calls of ULFA-I ‘commander-in-chief’ Paresh Baruah and he also spoke about the possibility of some ULFA-PTF members switching over to the hardline faction. The report further said that a senior central committee member of the ULFA-PTF admitted that the cadres of the outfit who are sitting idle in the designated camps were frustrated and the possibility of some of them joining the hardline faction cannot be ruled out. He said that the GoI would lose a golden opportunity of political solution of the problems if the talks are not resumed by November, 2015 and this would only strengthen the hands of the hardline faction. He pointed out that there were only six instances of cease-fire violation by members of the ULFA-PTF in the last four years. He added that during the talks with the Government so far, they called for rehabilitation of the cadres, who are not even getting their monthly stipend regularly, but the Government only gave assurances and did nothing on the ground.

At the meeting, Sumi Hoho general secretary, Vihvuto Asumi pronounced the Sumi Baghi Hoho (general public meeting) resolution adopted on September 3 declaring the revocation of the abrogation of relationship imposed upon NSCN-IM. NSCN-IM ‘steering committee executive member’, V Horam and Sumi Hoho president, Toniho Yepthomi in their speech, expressed happiness on the reunion and further pledged to march together for the cause of the Nagas. Meanwhile, Myanmar Peace Center (MPC) has said the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and other two ethic groups Chin National Front (CNF) and Restoration Council of Shan State (RCSS) would attend the Nationwide Ceasefire Agreement (NCA) signing conference, reports Nagaland Post on September 23. According to reports, MPC’s U Nyo Ohn Myit said the three groups would however not be able to attend the preliminary meeting because they have central conferences with their respective committees. Ahead of the Assam Assembly elections next year, the Centre may sign a peace accord with Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF) to bring an end to the nearly four decades of insurgency in the northeastern state. According to reports, hectic parleys have been going on between Central Government’s interlocutor P C Haldar and the ULFA faction led by its ‘chairman’ Arabinda Rajkhowa almost every week for an amicable solution to the group’s demands after it threatened to walk out of the talks if no solution comes by November-end. The peace accord may not be ready by November-end but Union Ministry of Home Affairs (UMHA) is making efforts to finalise it well before the next year’s assembly elections. “Efforts are on to achieve a breakthrough soon,” Union Minister of State for Home Kiren Rijiju said.

Naga National Council (NNC) said it was conscious of Government of India’s “extreme difficulties” with regard to Naga sovereignty, but asserted that the Nagas cannot let go their sovereignty given to them by their history and resolutely defended by them at great cost, reports Nagaland Post on December 7. A joint statement titled “position of NNC against the backdrop of recent political development”, signed by several NNC/FGN leaders, said it has now become “sufficiently clear” that the framework agreement of August 3, 2015, being negotiated, would essentially be another Accord signed between the Government of India and “some Nagas”, which also would not be recognition of sovereignty. Affirming that the Naga sovereignty remained the central stand of NNC, the joint statement said the 16-point agreement, the first ceasefire of 1964 ending in the abrogation of the rounds of talks, the revolutionary government, the Shillong Accord, and now the “next awaited settlement” from the Framework Agreement, have revealed India’s inability to discuss sovereignty with the Nagas. The NNC leaders contended that Naga struggle cannot be categorised and treated as secessionist and anti-India because it was launched long before the British left, reaffirmed before India became independent, and sacrificially defended ever since.

The National Conference (NC) on December 10 welcomed the announcement of a comprehensive dialogue process between India and Pakistan but underlined the need to “address the internal dimensions of the Kashmir issue,” reports The Hindu. “Both New Delhi and Islamabad should endeavour to start a simultaneous process of sustained political engagement with all shades of opinion in Kashmir, including the All Party Hurriyat Conference (APHC) leadership,” said NC spokesman Junaid Azim Mattu. Describing the dialogue “a positive development”, Mattu said: “There is no alternative to dialogue and political engagement and the people of Jammu and Kashmir stand to benefit from peace and cordiality between India and Pakistan.” He hoped the dialogue will start a process of structured engagement over the Kashmir issue. “It was vital for both India and Pakistan to politically engage with internal stakeholders on both sides of the Line of Control (LoC). The process of any successful dialogue on the Kashmir issue has to include various shades of opinion and leadership of political entities on both sides of the LoC,” said Mattu. He warned that the exclusion of primary stakeholders of the Kashmir issue on a parallel track would render any such dialogue “incomplete and incite a sense of political omission and marginalisation within Kashmir.”

This is the first time that the Government has used the term “framework agreement” for the peace accord. Rajnath Singh, who is attending the three-day Director General of Police (DGP)s’ conference in Rann of Kutch in Gujarat, mentioned this during the opening session speech he delivered in the presence of Prime Minister Narendra Modi and around 250 top Policemen of the country. R.N Ravi, who is the interlocutor for Naga peace talks, said “We never said it was a peace accord, some people loosely refer to it as an accord. It is a framework agreement and the minor details are still being worked out. We have agreed on the basic fundamental ground on which the accord would be signed.” The Twitter handle of Rajnath Singh posted, “HM expressed hope that the Framework agreement between NSCN-IM and the Centre would help in resolving the Naga problem.” Rajnath Singh also said Security and Police forces had controlled the insurgency situation in the North-East. There had been the least terrorism problem in Assam this year (2015), he said. The Security Forces (SFs) arrested 231 armed terrorists and more than 300 conspirators, he added.

Rejecting Paresh Baruah’s assertions of Assam’s sovereignty as the core issue of future talks, spiritual guru Sri Sri Ravi Shankar on December 20 expressed optimism of bringing the Independent faction of United Liberation Front of Asom (ULFA-I) ‘chief’ to the dialogue table with the Centre, reports Morung Express. “He has asserted Assam’s sovereignty would be the core issue but there is no question of that happening. Probably he is under some foreign country’s influence,” Ravi Shankar said on the sidelines of an event in Kolkata. The Art of Living founder, who has been attempting to broker peace with the ULFA-I chief, said he had a talk with the elusive leader earlier this week. “I had a talk with him (Baruah) on Wednesday. I am trying to persuade him for talks. I am very optimistic of a positive outcome,” he added.
