The Kantipur Online reported that the leaders of the ruling coalition partners, the Prime Minister Sher Bahadur Deuba, General Secretary of CPN-UML, Madhav Kumar Nepal, Chairman of the Rastriya Prajatantra Party (RPP) Pashupati Shumshere JB Rana, Information and Communication Minister Dr. Mohammad Mohsin and Chief of the Army Staff (COAS) Pyara Jung Thapa have held discussions with the Royal Nepalese Army (RNA) regarding the necessary security arrangements for election on wake of Maoists rejection of the Government's call for peace talks. Meanwhile, CPI-Maoist ‘State Secretary’ Ramakrishna, in a letter sent to the media, squarely blamed the Congress government for the killing of Naxalites in what he termed as ''fake encounters.'' He warned the Congress that it would have to ''pay very dearly'' for the killings of his ''brethren.'' Terming the Cabinet's decision to continue the peace process and hold the second round of talks with the Naxalites as ''a big conspiracy,'' Ramakrishna demanded the suspension of the police chiefs of the four districts where encounters took place and their prosecution for murder ''if the government sincerely wants peace.''

Nepal's King Gyanendra announced this morning on state television that he has dismissed the Government led by Prime Minister Sher Bahadur Deuba. The King is reported to have said that he was taking over direct power because the Deuba regime had failed to fulfill its mandate. "I have decided to dissolve the Government because it has failed to make necessary arrangements to hold elections by April and protect democracy, the sovereignty of the people and life and property," the King said in his announcement. Deuba had been reappointed Prime Minister during June 2004, two years after King Gyanendra sacked him for failing to contain the Maoist insurgency. The insurgents had recently failed to respond to a January 13, 2005-deadline set by Deuba to hold peace talks. Meanwhile, Associated Press has reported that soldiers have surrounded Deuba’s residence and the houses of other Government leaders in the capital Kathmandu.

According to Dawn, tribal negotiators have handed the Government the draft of a six-point peace agreement that seeks to neutralise foreign terrorists from South Waziristan. The Government on February 1 approved the draft of a six-point peace agreement with a Mujahideen ‘commander’ aimed at restoring peace in South Waziristan, according to Dawn. "We have approved the text of the six-point draft agreement. We have told Mehsud tribesmen negotiating the peace deal that we have no problems with it. As far as we are concerned the draft agreement stands approved," head of security in the Federally Administered Tribal Region (FATA), Brig. Mehmood Shah said. The draft agreement reportedly stipulates that Baitullah Mehsud, ‘commander’ of the Mujahideen in South Waziristan, and his supporters would not give protection to nor support any foreign terrorist in their area. Clause II of the draft says that Baitullah or his supporters will neither fire at any Government functionary nor cause damage to Government installations, nor will they obstruct development activities in the area. The third point provides for the exemption of Baitullah and his supporters from any legal and punitive action for their past activities. It does, however, provide for 'appropriate' punitive action under the Frontier Crimes Regulation against anyone violating the agreement and makes it incumbent upon the Mehsud tribesmen to hand over offenders to the authorities.

During the two-and-a-half hour long discussion with a five-member Hurriyat delegation headed by Farooq, he agreed to review cases of all those held in detention and to a time-bound review of those held under the Public Safety Act (PSA) and the now defunct Prevention of Terrorism Act (POTA), according to Daily Excelsior. A press release issued after the talks said it was agreed to carry forward the dialogue process so that all shades of political opinion in J&K are involved. Handing out the release, Prime Minister’s Media Advisor Sanjaya Baru told reporters that talks would continue for which no date has been fixed. The Mirwaiz said after the meeting that the Hurriyat welcomed the Centre’s decision for a time-bound review of cases of detenues booked under PSA and POTA. Quoting Dimapur based newspapers, the report said that the Naga Hoho, the Naga Mothers' Association and the Naga Students' Federation have said that there was no point in continuing with the peace talks if that fail to find a solution and if the Government of India is playing the delaying tactics to divide the Nagas.
