State Home minister, R Lalzirliana said that the Government is making arrangements to hold negotiation with the Hmar militant outfit Hmar People's Convention-Democratic (HPC-D), reports Sangai Express on January 3. R Lalzirliana said, "It is true that the HPC -D is not to be approached by the Mizoram government. However, since they use the very fact that we (the Mizoram Government) do not initiate talks with them, as an excuse, therefore, we shall hold talks with them, if necessary. HPC-D are our brothers, and the government, their father, and we are not enemies". Home minister further said that negotiation between the State Government and the HPC-D shall be held on certain conditions. The conditions according to Home Minister is that HPC-D should cancel their dictate of dissolving Young Mizo Association (YMA) branches, and situation should prevail such that the Government would be able to conduct village council elections in the villages where it has not been held, within areas of Sinlung Hills Development Council (SHDC); and also that they should not create any disturbance to the contractors and also on the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) fund distribution.

Although the Army Generals will discuss the Tehreek-e-Taliban Pakistan’s (TTP) ‘peace offers’ at a corps commanders’ meeting to be in Islamabad, they want the political leadership to formulate a response to the militants’ suggestion for a ceasefire, reports Dawn. “It is for the government to decide whether or not to hold dialogue with the militants. We are continuing with our operations geared towards eliminating terrorism,” a senior military officer said. He said that although the offer was yet to be fully dissected it could be a tactical move by the militant outfit given its timing and the conditions that had been set. “Political leaders should capitalise on the situation,” he said and referred to pressure on the terrorist group generated by the Army’s counter-terrorism operations. Militant leaders in back-to-back statements sent to the media last week offered a ceasefire if the government ‘adopted Shariat after changing the Constitution, revised foreign policy and ended its engagement with the war on terror in Afghanistan’.

The report stated that Singh would discuss the modalities of starting the peace talks with both formations on January 3 (today) followed by a formal signing of agreement the next day. The draft agreement was signed during the tripartite meeting between the representatives of the militant outfit and officials of the State Government and Union Ministry of Home Affairs. A tripartite meeting between the Central, State Government and the ANVC resulted in signing of a draft agreement on January 5. The State Cabinet has also constituted a committee, which will comprise State Government and District Council representatives, Union Ministry of Home Affairs (MHA) officials, and representatives from the ANVC to go into the finer points of the proposed agreement.

This development comes in the aftermath of the Election Commission's announcement to hold by-election to the Chalfilh assembly constituency on February 23. According to an informed source, consensus has been arrived at between the Central Government and the two umbrella organisations of Kuki militant groups namely United People's Front (UPF) and Kuki National Organisation (KNO) on the appointment of PC Haldar as the interlocutor for the upcoming political dialogue. Public blockades were enforced in recent times by the Kuki State Demand Committee in pursuit of its demand for a political dialogue with Kuki SoO groups. Following assurance by the State authorities that the issue would be placed before the Centre, the Committee consequently decided to suspend its agitation. Also, sources revealed that Government of Manipur is clearing the decks to facilitate talks between the State and Central Government representatives with United Naga Council (UNC) leaders with regard to the latter's demand for an Alternative Arrangement, pending a settlement to the Naga issue, for Nagas outside the State Government's ambit. In all probability the fifth round of talk with the UNC delegates will begin next month (February), said the source. Pointing out that the UNC in a recent memorandum submitted to the Prime Minister had urged for necessary arrangement to initiate political dialogue within February 17, the source explained that the forthcoming talks would be of official nature and not political. An official source informed, "The government of Mizoram and Hmar People’s Convention-Democratic (HPC-D) held talk today at 10 am under a peaceful atmosphere at State Guest House, Aizawl". Mizoram Government team was led by Lalbiakzama, Joint Secretary, Home department, while the HPC-D delegation was led by Lalbeisei, the outfit's vice chairman. The two teams in their talk prepared 'ground rules and then signed an agreement for SoO for 6 months duration. The two teams also agreed to hold another talk at the earliest possible. For the first time on November 2010 the SoO was signed betwen the two parties for six months. However, after signing the earlier SoO, the relation between the HPC-D and the Mizoram government experienced a rough weather. In view of that, the SoO was never extended again even after the lapse of the six month period.

On January 31, the HPC-D publicity secretary, John F Hmar informed Newmai News Network that both the Hmar outfit and the Mizoram Government had agreed and signed nine-points 'ground rules' for implementation of SoO between the Government of Mizoram and the outfit which initially will be for a period of six months effective from January 31, 2013, and which may be extended by mutual consent. "The two parties also mutually agreed to hold at least two rounds of peace talks for a political solution during 6 months SoO period," John F Hmar disclosed. According to the HPC-D leader, the ground rules for implementation of SoO between the Government of Mizoram and the HPC-D was signed by representatives of the Mizoram Government and the outfit at the State Guest House, Aizawl (Mizoram) after an exchange of views to initiate a peace dialogue in the common interest of finding a permanent political solutions to the Hmar political issues in Mizoram. The Tehreek-e-Taliban Pakistan (TTP) on February 3 expressed its willingness to hold talks with the Government, but on two conditions — release of its seven leaders and guarantees by leaders of Pakistan Muslim League-Nawaz (PML-N), Jamiat Ulema-e-Islam–Fazal (JUI-F) and Jamaat-i-Islami (JI) to make the exercise fruitful, reports Dawn. “The release of Muslim Khan, Maulvi Omar and five other TTP leaders is a prerequisite for talks, while former Prime Minister Nawaz Sharif, Maulana Fazlur Rehman and Syed Munawar Hasan should be the guarantors,” TTP ‘spokesman’ Ehsanullah Ehsan said in a video message released in Peshawar. He said the release of Muslim Khan and Maulvi Omar was essential because they would be TTP’s main negotiators. He did not disclose the names of five other leaders the TTP wanted to be released. Ehsanullah Ehsan said the TTP responded positively to an offer for talks, but the Government was not serious. The TTP, he added, was serious but wanted its two demands met before any talks. Meanwhile, Khyber Pakhtunkhwa Minister for Information Mian Iftikhar Hussain welcomed the TTP’s offer and said the Government was ready to discuss all issues if peace talks began. “We have offered talks. Kanglaonline reports on February 5 that the United People’s Party of Kangleipak (UPPK) cadres who were `rescued` by a team of Thoubal commando team on February 3 had come from a camp which the outfit shares with the Manipur Naga Revolutionary Front (MNRF) and the Katampur Liberation Organisation, KLO of Assam at Leipok of Tamu Sub-division of Myanmar, informed a reliable source. In all 45 cadres of the UPPK including newly announced functionaries and women cadres were rescued by the team from Moreh during an operation which lasted for about a day starting from the early morning of February 3 and concluding the next day at 3 am. Sources said that there was a woman cadre of the KLO identified as one Sapana Jughy Koch amongst the total four women cadres. All the 45 cadres are now at the 27 Assam Rifles camp at the Old Airport, Kakching Lamkhai, the source added. Meanwhile, after the ‘rescue’ of the UPPK cadres, the process to release some 20 members of the outfit is said to have being started. According to information available with Imphal Free Press, there are around 20 cadres of the outfit including its ‘secretary general’ Nithoujam Shanti alias Chinglemba Mangang presently lodged at Sajiwa Central Jail. There are two cases registered against general secretary Ningthoujam Shanti alias Chinglemba Mangang by National Investigation Agency (NIA)’s Imphal and Guwahati offices. Besides these two cases, there are other 25 pending cases registered against him at various Police station of the State. However, out of his 25 cases, bail has been granted to him from 15 cases by the concerned courts and the other 10 cases are still in process. Besides him, other cadres of the party who are presently lodged at Sajiwa Central Jail are also said to have approached their concerned courts pleading for their release on bail. The Sangai Express reports that the next round of talk to discuss the demand raised for an Alternative Arrangement for the Nagas of Manipur, outside the State Government and pending a settlement to the Indo-Naga talk has been scheduled on February 12 at Senapati District headquarters. This will be the 5th round of talk on the demand for the Alternative Arrangement. The date was fixed during a meeting between Union Home Minister Shushil Kumar Shinde, Chief Minister O Ibobi and Deputy Chief Minister Gaikhangam at Delhi on February 5. Significantly the February 12 date was set after the United Naga Council (UNC) had served an ultimatum to the Prime Minister that the next round of tripartite talk should be held on or before February 17.

Following talks hosted by British Prime Minister David Cameron, Afghan President Hamid Karzai and his Pakistani counterpart Asif Ali Zardari urged the Islamists to join the reconciliation process in Afghanistan. “All sides agreed on the urgency of this work and committed themselves to take all necessary measures to achieve the goal of a peace settlement over the next six months,” they said in a joint statement issued by Cameron’s office. “They supported the opening of an office in Doha for the purpose of negotiations between the Afghan Taliban and the High Peace Council of Afghanistan as part of an Afghan-led peace process,” the statement said. The Tehreek-e-Taliban Pakistan (TTP) on February 15 rejected an offer of peace talks coming out of an All-Parties conference (APC) called by the Awami National Party (ANP), reports Daily Times. The contents of the APC declaration are ‘old wine in a new bottle’, said TTP spokesman Ehsanullah Ehsan. “The Taliban are still waiting for a serious and meaningful response to peace talks offer from the Pakistani Government and the military,” said Ehsan, reading out a statement issued after a key meeting of their Shura. “The non-participation of the Jamaat-i-Islami in the APC is also a clear indication that it was a failure,” he added. “This ANP-sponsored offer of talks is just the party’s election agenda,” said Ehsan. He said there was no roadmap for peace talks in the joint statement issued after the conference. Ehsan added that the offer of the TTP to hold talks with the Government was still valid however recent statements made by Interior Minister Rehman Malik may prove to be detrimental.

Bruno Msha, general secretary of the Naisingpara (Tripura) camp-based MBDPF, said they received a letter from the State home department for talks to be held on February 21 in Aizawl (Mizoram) to deliberate on the impasse on the repatriation of refugees. "We discussed the invitation of the state government in the relief camps and agreed to hold talks with the government as we do not want to stay in Tripura relief camps forever," Msha said. He dismissed charges that MBDPF leaders were stalling the repatriation process and not willing to return to Mizoram as they were leading luxurious lives in the camps. The MBDPF has submitted their demands to former Union Home Minister P Chidambaram and the present home minister Sushil Kumar Shinde, he said, adding that the demands included extension of the period of providing free ration from one year to two years, INR 150000 for each family for rehabilitation, resettlement of 40 to 50 families and a school, playground and hall for Bru children. Msha said the conditions in the seven relief camps in Kanchanpur subdivision of North Tripura District worsened in the last few months and they were facing acute water scarcity and healthcare problems. "When we asked the Tripura government for help, they refused to help us and instead told us that if they treated us so well by providing basic amenities, we would never leave their land," he said.

Addressing the State assembly, the governor said three insurgent groups — United Revolutionary Front (URF), Kangleipak Communist Party-Lamphel (KCP-Lamphel) and Kanglei Yawol Kann Lup–Military Defence Force (KYKL-MDF) — have entered into agreements with the union and State governments. The governor said the state government with the union government has signed the extension of suspension of operations (SOO) agreement with Kuki outfit, United People’s Front (UPF) and offered to sign a similar agreement with another Kuki outfit, Kuki National Organisation (KNO). Jagat appealed to the KNO to come forward and sign the SOO agreement along the lines of UPF and asked the civil Kuki organisation, Kuki State Demand Committee (KSDC), demanding a separate Kukiland, to desist from calling frequent bandhs and blockades which affected the common man. Official sources said peace talks with URF, KYKL-MDF AND KCP-Lamphel would begin soon since the three had signed agreements with the Government under which the forces would suspend operations against them. They said both central and State Government forces had stopped operations against UPF since it signed the agreement with the Government some years ago. Talks for a settlement with the outfit, demanding creation of Kukiland, have already begun.

Singh reviewed the progress so far made in talks with ULFA. After detailed discussion, it was decided to follow up on a few specific steps on some issues, said official sources. A spokesman of United Peoples Front (UPF), one of the two conglomerates of Kuki armed groups under SoO pact, told The Sangai Express that the proposed political dialogue was put off repeatedly because of the Assembly elections in Tripura, Nagaland and Meghalaya. As the elections of the three States are now over, UPF would urge the Government of India to initiate political dialogue. The key ULFA leader is in “protective custody” in Rajshahi jail in Bangladesh, pending a decision on his petition in the Bangladesh Supreme Court. The meeting would deliberate on the date and place for resumption of talks between the Mizoram government and the Hmar outfit and also discuss the observance of the bilateral SoO signed between the two parties on January 31 in Aizawl. The Mizoram Government and the HPC-D had earlier signed SoO for six months on November 11, 2010 but the proposed resumption of talks could not take off due to differences between the two sides which resulted in a massive crackdown on the Hmar outfit.Top leaders of the outfit, H Zosangbera, Lalropuia and Lalbiaknunga were arrested by the police in 2012. All the arrested HPC-D leaders were released on bail and the talks were initiated again during the first part of 2013. The HPC-D has been demanding a separate autonomous district council (ADC) in the north eastern part of the state adjoining Manipur under the Sixth Schedule of the Constitution.

A State Home department official said that after the clearance from the Political Affairs Committee, the matter will be brought to the Union Cabinet for consideration. “We hope to get a favorable outcome from the Centre within a month,” the official added. The draft documents related to the peace pact were earlier circulated to relevant Central ministries including the Home Affairs to get their comments. However, there was undue delay in reaching a final settlement coupled with a faction of ANVC-B led by Singbirth Marak alias Norrok X Momin forming the United A’chik Liberation Army (UALA). Asked about any hurdle due to the presence of various factions of the ANVC, the official said that the final peace settlement will be with all the factions of the ANVC and added that the Government hopes that all the groups under ANVC will come under the settlement. It was in January in Shillong, ahead of the Assembly elections in the State, that the Government had signed a draft peace pact with both the ANVC and the ANVC-B. The outcome of the meet was that the Government and the ANVC mutually agreed to strengthen and expand the Garo Hills Autonomous District Council (GHADC) after the militant outfit had scaled down from their earlier demands of formation of a separate Garo state and also constitution of Garoland Autonomous Council (GAC) in line with Bodoland Territorial Council (BTC).

The three militant groups had on February 14, 2012, entered into separate MoUs for peace dialogue with Government of India and Government of Manipur. The first round of peace talks was held on May 22. Kanglaonline reports that United People’s Party of Kangleipak (UPPK), on May 24, signed a tripartite Memorandum of Understanding (MoU) with the Central and Manipur Governments joining the peace process during a home coming ceremony in Imphal. The tripartite MoU was signed by Shambhu Singh, Joint Secretary (northeast) on behalf of the Union Ministry of Home Affairs (MHA) and J Suresh Babu, Principal Secretary (Home) on behalf of the State Government. On behalf of the UPPK, the MoU was signed by the outfit`s ‘president’, Achoibam Bonbihari, its ‘home secretary’ H. Ahoi alias Lemba and ‘Chief of army’ Mayengbam Maichon. The arms laid down by the UPPK were a total of 37 weapons including one SLR, 21 HK-33 Rifles, 4 Pistols, 2 lathod guns, one each of M-22 Rifle, AK-56 Rifle, Type 81 Rifle, A-4 Rifle, A-1 Rifle, MG A-2, MG M-23, MG MK-3 and RPG. In addition to many hand grenades, the UPPK has also brought 5742 rounds of 5.56mm ammunition and 507 rounds of 7.762mm ammunition. Bonbihari, ‘president’ of UPPK said that UPPK group had decided on the path of peace as the general public does not like bloodshed. The outfit’s ‘general secretary’ Konthoujam Shanti (who was lodged at the central jail of Gauhati in connection with a case registered by the National Investigation Agency against him) arrived at Tulihal Airport in Imphal in a helicopter at about 3.30pm. and signed the MoU, adds Kanglaonline. He was flown back to Gauhati central jail in a helicopter after he attended the ceremony. Speaking at the function, Chief Minister (CM), Okram Ibobi Singh expressed his happiness that UPPK cadres had come out to join the national mainstream by laying down arms and signing the MoU following an understanding with the Government. The Government will seriously take up the actions to rehabilitate those persons who have taken the path of peace, he said. The CM further said that the door is wide open for underground organizations of all communities in the hills and the valley to return to a normal peaceful life. Nongdrenkhomba (30) was reportedly arrested by a team of Delhi Police on October 31, 2012, from the Inter-State Bus Terminus at Sarai Kale Khan in New Delhi. On the request of Manipur Police, Nongdrenkhomba was brought back to the State and was re-arrested by Manipur Police for his involvement in cases including murder, abduction and extortion. He joined KCP on 2007 and was earlier arrested on 2008 from Meghalaya but was released on bail after two months. In an interaction with the media at his official residence, Siddaramaiah maintained that the Left-wing extremism (LWE) problem was ‘not very serious’ in Karnataka. “Only three or four Districts are affected by this problem,” he said. However, his Government was serious in taking up development work in backward regions and forest areas prone to Left-wing extremism. Asked whether Karnataka’s stand on the issue was not contrary to the Union government’s decision to act tough on Maoists, Siddaramaiah said, “This is the stand of [my] Government. We appeal to all those involved in these activities to come forward for a dialogue across the table.” State Home Minister K.J. George said on that the Government would recruit 8,000 Police personnel this year in the State. Addressing presspersons after chairing a review meeting on the implementation of development work in naxalite-affected areas, George said that there was a shortage of 19,000 police personnel as recruitment had not been taken up in the last three or four years. As far as Maoist-affected areas were concerned, the Police would recruit tribal youth from these areas. It would provide some relaxation in education and other parameters while recruiting policemen in these areas. The Government would set up an Anti-Terrorist Squad in the place of Anti-Naxalite Force. This squad will be given training not only in dealing with terrorism but also jungle warfare. To a question, George said that the Chief Minister had urged the Centre to include Karnataka in the list of Maoist-affected States to get more funds for development work in such areas. Asked how the list of Maoist-affected Districts had gone up from four to seven in the State, he said that when the Police took action in the affected Districts, the Maoists moved to the neighbouring Districts. There were about 30 Maoists in the State. Some of these 30 were from other States. The Government had hiked the amount paid under the Maoist surrender package. The relief amount for a surrendering Maoist had been increased from INR 200,000 to Rs. 500,000, he said and added that the amount for surrendering an AK-47 rifle had been increased from INR 15,000 to INR 30,000.

In response to the statement issued by the ‘publicity secretary’ of the ANVC-B, Doang D Shira, inviting his organization to join the ongoing peace process with the Government, GNLA leader, Sohan D Shira reiterated that such a proposal from the rival outfit cannot be entertained since there is a move to try and bring the rebel group to its knees by the State Government in collaboration with the ANVC-B. While it has distanced itself from having any involvement in the ANVC-B’s offer of talks, the Sohan D Shira-led GNLA has said that it was ready to talk with the Central Government. “We will talk to the Centre, not with the ANVC,” announced Sohan D Shira in a communique to The Shillong Times on July 17. Shahidullah Shahid said if the Government gives a guarantee of putting forward ideal religious and intellectual leaders, the TTP would be interested in holding talks. It is up to the State Government to initiate the process to resolve differences,” HNLC ‘general secretary’ Cheristerfield Thangkhiew said in a statement issued on the eve of the outfit’s 26th foundation day. Thangkhiew, however, lamented that the Government had not been serious about holding talks with the outfit and “the matter has been lingering for quite some time.” The HNLC was formed on August 14, 1987. Meanwhile, except for the HNLC which called for a bandh (general shut down) from 1am to 5.30pm on August 15, no other militant group, who are active in the Garo Hills region, issued any bandh call.

Gogoi, however, reiterated his call to all the communities in the State to live together in the State like a ‘big joint family’. “It is unfortunate to see the movements turning violent in some parts. PM said that he has made it clear that he sees his election victory as a mandate for peace with India. He said, “There will be progress and there has to be progress... If we have to prosper, there has to be progress on this,” adding, “We didn’t have any India-bashing slogans in the elections. We don’t believe in such slogans. There have been such slogans in the past, 10 years ago, 20 years ago, 30 years ago, but not now. In fact, I very clearly spoke about good relations with India even before the elections were happening.” He said that he made his position very clear that “if we get a mandate, we will make sure we pick up the threads from where we left off in 1999 and then reach out to India, sit with them, resolve all our outstanding issues, including the issue of Kashmir, through peaceful means”. He said the Government was exploring all options to restore lasting peace in the country and was in contact with Taliban at different levels. He endorsed a statement made by Jama’at Ulema-e-Islam-Fazlur Rehman (JUI-F) Chief Maulana Fazlur Rehman that a formula had been chalked out for holding formal talks with Taliban within a month. “Maulana Sahib is a responsible person and whatever he said is correct,” Information Minister added. The Information Minister did not say at what level talks had been initiated and with which group of militants. But, he said the Government was ready to negotiate with any group of Taliban interested in holding talks. “I cannot say with which group of Taliban we are holding talks because today we are talking with two groups and if another group wants to join we will welcome it too,” he said. Rashid said the Government’s main objective was to restore peace and it would do everything possible to achieve that. “We have to rid the country of the menace of terrorism for which all options would be utilised.” Meanwhile, a senior Taliban leader confirmed that initial contacts between the militants and the Government had been made. The groups which have laid down arms are Nongdrenkhomba faction of Kangleipak Communist Party (KCP-Nongdrenkhomba), Kuki National Liberation Front (KNLF) and Kuki Revolutionary Front (KRF). 44 cadres of the KCP-Nongdrenkhomba surrendered to the Government along with 26 different kinds of weapons. Nongdrenkhomba was released from Sajiwa Central Jail on June 12, 2013, with a view to enable him take part in the ‘home-coming ceremony’. Altogether 50 cadres of the KNLF laid down 35 numbers of weapons. KNLF is a constituent member of Kuki National Organization (KNO), an umbrella body of several Kuki armed outfits. 53 cadres of the KRF surrendered to the Government along with 30 assorted weapons. KRF is a constituent member of United Peoples Front (UPF), another conglomerate of Kuki outfits. In addition to the cadres of the three outfits, eight cadres of Kanglei Yawol Kanna Lup (KYKL) surrendered to the Government along with four weapons. Altogether, 95 numbers of assorted weapons, 15 IEDs, 10 grenades, 10 lethod bombs, three mortar bombs, 12 radio sets, a number of magazines and 977 numbers of ammunition were deposited.

The PM and the COAS exchanged notes over the process and strategy to initiate the dialogue process with militants. The participants at the APC had agreed that talks should be held with militants as a measure to tackle terrorism in Pakistan. It was the Prime Minister’s note that Jama’at Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazl-ur-Rehman could be taken aboard as a facilitator to begin the talks. The Army Chief, however, noted that all prominent religious leaders should be consulted, particularly those having close contacts with Taliban leadership, adding that the Intelligence Agencies were ready to facilitate in this regard. The COAS said this while referring to the key role of Maulana Sami-ul-Haq, who is also known as ‘the father of Taliban’. It should be noted that Maulana Sami’s Jama’at Ulema-e-Islam-Sami (JUI-S) had not been invited in the APC. His party featured nowhere in the Government’s plans of initiating dialogue with the TTP. Earlier, the PML-N Government did invite Sami for facilitating the Government’s intended peace negotiations but after receiving JUI-F chief‘s reservations, the Government removed Sami-ul-Haq’s party from its preferred list of facilitators for talks with the militant outfit.

The Taliban should be dealt with force, stated the resolution. The SIC resolution said that while the Government was making peace overtures, the Taliban continued their “terrorist activities”, most recently with the bombing of a Peshawar church. The Government had, without receiving any assurances from the Taliban, released several “terrorists”, it said. Talking to militants who had killed hundreds of Pakistanis was to rub salt in the wounds of the bereaved. SIC Chairman Hamid Raza Rizvi said the organisation would continue to oppose talks with “rebels”. The SIC condemned all acts of terrorism and would continue to do so, he added. The Government, by offering talks, had ignored the sacrifices of groups like the SIC, which had lost several leaders including Doctor Sarfaraz Naeemi to Taliban attacks. While the Taliban were seeking guarantees before the dialogue in the form of prisoner releases, they were not even prepared to guarantee a ceasefire during the talks, he added.

In a message uploaded on social media networks, Khurasani said: “We want to clarify that we are not begging for peace talks, but we took the initiative of offering talks for the wellbeing of the countrymen and for saving Pakistan from more losses.” “This does not mean that we are weak. We are still organised and strong. We (Taliban) are still loyal to our ‘chief’ Hakimullah Mehsud,” the message said. He said that since the killing of a major general in Upper Dir and the attack on a church in Peshawar the media had been criticising TTP and questioning their seriousness about negotiations although no ceasefire had yet been declared. On November 3, the rebel groups signed an 11-point draft framework agreement during a four-day Laiza peace conference in Kachin State to declare a countrywide ceasefire, calling for a political talks with the Government and discussed establishing a federal union system in Myanmar. But the NSCN-K, on November 5 said it would never be part of such peace deal, which would sell out Nagas’ right to sovereignty. “We will never be part of the group as we are for sovereignty,” said a senior kilonser (minister) of the outfit, Wangtin Naga. He said other ethnic rebel groups were now seeking solution within the ambit of the constitution of Myanmar, which could never be accepted by the NSCN-K. The outfit was not seeking a solution within a federal system but full sovereignty for the Nagas of Myanmar and India, he added. The Naga outfit had signed a ceasefire with Myanmar on April 9, 2012, but talks have not been started.

Prime Minister’s (PM) Adviser on Foreign Affairs Sartaj Aziz on November 20 said the United States (US) has promised that it will not carry out drone strikes in Pakistan during any peace talks with the Tehreek-e-Taliban Pakistan’s (TTP) militants in the future, reports Daily Times. Briefing a session of the Senate’s Standing Committee on Foreign Affairs, Aziz said a team of Government negotiators was prepared to hold talks with TTP former chief Hakimullah Mehsud on November 2, 2013 the day after he was killed in a US drone strike. He said Mehsud had been sent a list of negotiators, and that the ex-TTP chief had himself added the names of two clerics to the list. The foreign affairs adviser said the US has now assured that no drone strikes would be carried out during any peace talks. However, he did not clarify when had the US given this assurance. Aziz also told the committee that the drone issue was raised by Prime Minister Nawaz Sharif in his recent visit to US and he called it totally against the sovereignty of Pakistan.

Nagaland Chief Secretary R.S. Pandey, the Union government’s interlocutor, met with the top leadership of the NSCN-IM, represented by its chairman Isak Chishi Swu and general secretary Thuingaleng Muivah, the latest in a series of closed-door negotiations that have continued for more than fifteen years. Neither side made statements after the talks, which are expected to continue for several days. The talks, have been shrouded in secrecy, but a senior Government official told The Hindu, centred around a deal which would give Naga communities in both Nagaland and Manipur similar substantial rights across State lines — but without territorial concessions from Manipur on Naga-inhabited areas in the Districts of Tamenlong, Senapati, Ukhrul and Chandel. “In essence,” the official said, “the best-case outcome would be a deal which created a institutional mechanism to give Naga communities across the region full recognition and rights, but without redrawing state boundaries.” “There is no immediate prospect of a breakthrough, but the Government is optimistic,” he added.

Talking to reporters following a JUI-F backed tribal jirga at the JUI-F’s provincial secretariat Rehman said that the jirga regrets that the Government has still not outlined its policy regarding the peace process. The Jirga elders hope that government will stand by its promise to the people of Federally Administered Tribal Areas (FATA) of bringing peace in the region, said Fazl to the reporters. He added that the jirga also recorded its protest over drone strikes and that drone attacks were sabotaging the peace process. The Government should take concrete steps to end drone attacks in the tribal areas of the country, he urged. He revealed that the jirga also expressed its concern over the delay in rehabilitation of internally displaced persons (IDPs) from tribal areas, which was affecting the education of thousands of children. Talking exclusively to The Sangai Express, Shambhu Singh said that as of today, nothing is certain on what the outcome of the ongoing peace talks with the Nationalist Socialist Council of Nagaland-isak-Muivah (NSCN-IM) will be. Admitting that the dialogue with Isak-Muivah led faction of the Naga rebel group has not seen any concrete progress, the Joint Secretary said that the outfit has submitted their charter of demands in July 2011 after abandoning the demand for sovereignty, unification of Naga areas and Nagalim. He said that as there is need for involvement and consent of the Governments of Manipur, Assam, Arunachal Pradesh and Nagaland regarding the demands of NSCN-IM, the Centre is yet to give any reply to the Naga rebel group. On the other hand, dialogue with the pro-talk faction of ULFA has witnessed considerable progress and a final settlement may come soon, Shambhu Singh said. Although, the Joint Secretary refused to disclose the demands raised by ULFA, he said that it was related to the protection of the identity of Assamese people. Responding to a query regarding United Naga Council (UNC) demand for an ‘Alternative Arrangement’ (AA) outside Manipur Government pending a final solution to the Indo-Naga issue’, Shambhu Singh opined that the demand is quite hazy and explained that the Government of any State, including Manipur is made up by its people. Although, UNC has urged to upgrade the AA talk to a political level, the Centre has asked the State Government to resolve the matter with the UNC. Regarding the demand for a separate Kuki State, Shambhu Singh said that formation of a new State must be considered after assessing population, resources and area. It's powerless and dollar-hungry,” said TTP ‘spokesman’ Shahidullah Shahid. “They should happily launch a military operation against us. We have seen their military operations in the past and would like them to start this long-awaited operation,” he said defiantly. However, the Government said the Taliban's tough rhetoric did not mean negotiations had failed. “Their public posturing is different from what's going on in the background,” said Tariq Azeem, a senior official in Prime Minister Nawaz Sharif's team. “They want to appear tough but back channels show that they are also interested in talks.” The Taliban could not be immediately reached for comment. The Pakistan Government, earlier in the day, ruled out military action against the Taliban as its first preference and promised to persuade the militants to lay down their weapons through peace negotiations. Prime Minister Nawaz Sharif chaired a meeting of the Cabinet Committee on National Security (CCNS) where officials confirmed their commitment to talks rather than military action. “The committee reaffirmed (the) Government's commitment to the strategy of negotiations with TTP and considers the use of other options only as a last resort,” the PM’s office said in a statement. “The committee deliberated upon the government's strategy to engage various groups of Pakistani Taliban to address issues of extremism and militancy.” The meeting focused on three key issues, including formulation of national security strategy to safeguard national interests, strategy on internal security and relations with Afghanistan.
