The Apunba Lup, the apex body of several agitating groups in the State, suspended its class boycott campaign and declared resumption of classes in the valley from January 11, after holding fifth round of talks at office of the Manipur Chief Minister Okram Ibobi Singh on January 8, reports Telegraph. The Apunba Lup had carried out an agitation for the last six months in protest against the July 23 encounter in which a suspected People’s Liberation Army (PLA) militant was shot dead by the Imphal West District Police in the Khawairamband Bazaar area. A pregnant woman was also killed and five other persons sustained injuries in the cross-fire.

Communist Party of India-Maoist (CPI-Maoist) leader Koteswar Rao alias Kishan wrote to Union Minister for Railways Mamata Banerjee on January 24 that it wouldn’t be possible for the Maoists to give up arms and sit for talks. “The CPI (Maoist) will never agree to abandon arms before talks, be it with the Centre, the state government or any political party. Maoists don’t believe in parliamentary politics,” Kishan said in the letter, released to the media. The communication follows the Railway Minister’s appeal to the Maoists at a January 15 rally in West Midnapore’s Jhargram to “shun violence and give up arms”. “I appeal to you with folded hands to shun violence and give up arms. I can even touch your feet. But for god’s sake, start negotiations,” she had said.

The Communist Party of India- Maoist (CPI-Maoist) accepted the Jharkhand Government's offer to come to the negotiating table on January 29, reported Times of India. Holding a rare press conference at Sherghati, Bihar-Jharkhand North Chhattisgarh Special Area Committee of CPI-Maoist spokesperson Gopal while welcoming the Jharkhand Government's offer, expressed doubt over its sincerity. "Whether he (Soren) will be able to resist the pressure of the Central government and his coalition partner BJP to continue war on his own people (read Maoists) is doubtful," he said. "If Soren's proposal is sincere, the government must make the atmosphere conducive for talks. If government wants to hold us on gun point and then negotiate, there is no possibility of negotiations," he said. Putting forth an eight-point 'wish list', the CPI-Maoist spokesman said the list included immediate end to proposed war on its own people and "de-paramilitarisation" of Jharkhand's rural parts. Gopal said all political prisoners, including Central committee leaders — Sushil Roy, Amitabh Bagchi, Mohit and women leader Shila — must be released unconditionally. He also demanded lifting the ban on the outfit and punishment for the police and intelligence officers responsible for "fake encounters".

Ahead of the peace talk with Union Government on March 2 (today), National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) ‘general secretary’ Thuingaleng Muivah on February 28 reiterated that they would not accept anything less than sovereignty, according to Nagaland Page. "It is pretty long time that we have been talking to Government of India and it is high time that the government should take the matter seriously. In more than 10 years, they could not solve the problem so they are responsible for that," Thuingaleng Muivah said. "No, sovereignty cannot be withdrawn because sovereignty is with the people. It is the people who should decide their fate and that cannot withdrawn but the question is how to understand, how are we going to understand Government of India or it should understand us. This is the problem," he said.

According to Times Now, the Government is proposing the setting up of a Naga body without territorial jurisdiction but one that would have Constitutional sanction. The Government proposal would be in exchange for the NSCN-IM withdrawing its demand for sovereignty. The NSCN-IM leader who has been invited for talks to India by the Prime Minister has made his stand clear more than once that there will be no compromise on the issue of sovereignty.

The National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) held the first round of talks with the Union Government’s newly appointed interlocutor R. S. Pandey in New Delhi on March 2 and the group submitted a list of 30 demands including sovereignty for Nagaland, according to Nagaland Post. During the meeting held at undisclosed location a NSCN-IM delegation led by its ‘general secretary’ Thuingaleng Muivah submitted their 30-point demands. Government’s interlocutor, however, conveyed to them that there was no possibility of sovereignty for Nagaland and the talks could be held around granting more autonomy. The Centre offered more autonomy for Nagaland under Article 371 (A) of Indian Constitution but won’t integrate Naga-inhabited parts of Arunachal to Nagaland. The Centre prepared a 29-point counter proposal for the discussions, which included financial sops and greater autonomy. Also, the NSCN-IM leaders met Prime Minister Manmohan Singh and Union Home Minister P. Chidambaram in New Delhi. Muivah during his meet with Prime Minister conveyed the seriousness of his outfit to find a lasting solution to the Naga issue. Muivah later met Union Home Minister during which the two sides had a comprehensive discussion on finding a lasting solution to the six-decade old vexed issue which includes boundary dispute with neighbouring Manipur and Assam. “The government hasn’t given us any counter proposal, we have had comprehensive discussion, we will continue with the talks,” Muivah said. “If the Centre is serious then we will talk,” he said. While the Centre said there would be no discussion on sovereignty Muivah said the NSCN-IM would not compromise on sovereignty.

The outfit has finalised its blueprint for regrouping at a meeting held at its central command headquarters, known as Rupohi Ashroy Shibir, at Bakapura in Sherpur District of Bangladesh recently, sources added. According to the Police, cadres will function under the direct supervision and command of Barua and self-styled ‘major’ Jibon Moran. “Although Ulfa has weakened, we can’t afford to lower our guard as no one knows how long this lull will last. Moreover, they may try to carry out strikes ahead of the Assembly polls in order to create pressure on political parties and their candidates,” the source said.

NSCN-IM ‘general secretary’ Thuingalang Muivah led a four-member team of leaders to negotiate their demands with the interlocutor for Naga talks, R.S. Pandey, and senior Union Ministry of Home Affairs (MHA) officials. “We met and discussed the points that they have submitted, but differences continue. The talks will continue,” a senior MHA official said. The key issue for the past three years has been Muivah’s proposal for a “special federal relationship between Nagalim and India” with the Nagas having a constitution of their own. This has been a bone of contention. The Government’proposals, which was readied earlier in 2010, was also being discussed. The MHA had made it clear that unless all insurgent factions come together and accept a package from the Centre, the talks will not succeed.

Telegraph reports that ULFA ‘commander-in-chief’ Paresh Barua rejected the peace initiative taken by the newly floated Citizen’s Forum stating that the outfit would never compromise on its demand for sovereignty. “We will never compromise on the issue of sovereignty. As such, we fail to understand how the Citizen’s Forum will go ahead with the peace talks without our core demand for independence,” Barua said in an e-mailed statement to the media. The forum had been floated to help broker peace between ULFA and the Government. Assam Tribune quoted Barua saying, “We know that the persons organizing the convention on April 24 are prominent personalities of Assam, but they are committed to the Constitution of India, which took away the legitimate rights of the people of Assam.” Also, the ULFA ‘chief’ added that the ULFA would sit for talks only if the Government of India agrees to hold talks on the issue of sovereignty of Assam and hoped that the convention would not call upon the outfit to come for discussions by giving up its demand and ideology. He said that the prominent citizens of Assam should put pressure on the Government of India to hold talks on the issue of sovereignty of Assam. They should also call upon the Government of India to arrange for a plebiscite on the issue of sovereignty of Assam. Paresh Barua said that 12,000 persons lost their lives during the ULFA’s struggle for restoration of the historical rights of the indigenous people of Assam and now the outfit would never compromise on its demand for the interest of holding talks with the Government of India. “We will not respect any call by the convention of prominent citizens if we are asked to give up our demand,” he asserted.

The aspiration of the Naga people to live together should be respected, he added. With regard to the current crisis after Manipur Government’s banning of his entry to his native village Somdal in Manipur’s Ukhrul district, the NSCN- IM leader said the problem was created by the Manipur Government and it should be solved by them with the GoI. But it was very unfortunate the armed forces of Manipur used force on the Naga peace procession, killing two students and injuring about 100 at Mao Gate on May 6, he said. It would take time to heal it, he stated. According to Nagaland Page, Union Government interlocutor refused to say anything on the current impasse between the Nagas and the Manipur Government and asked Muivah to reply on the impasse. "You ask Mr. Muivah," the Pandey said when asked by media persons. The NSCN-IM leader was quoted saying that the problem was created not by Nagas. "The Naga people rallying for the right cause were just smashed out and hundreds of them were wounded. That is a big mistake," he said. The Union Government held talk with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in Kohima on June 1, reports Imphal Free Press. The representatives of the Government were headed by interlocutor R. S. Pandey, former Chief Secretary of Nagaland, and the 12-member NSCN-IM team by their general secretary Thuingaleng Muivah. Both sides have agreed to address the problems facing them while trying to find solution to the protracted Naga issue. Addressing a joint press conference, after holding talks between them, Pandey said that the current problem facing them was “sensitive” but disclosed that both sides agreed to address them. They would continue pursuing negotiations to make all possible efforts for an early solution and would not allow distraction to come in, Pandey said. Pandey also disclosed that there would be no imposition on either side while trying to find solution to the issue. “We would find solution to the Naga issue that is honorable and acceptable on the basis of the uniqueness of the Naga history,” the Union Government interlocutor said. Pandey said Naga sovereignty was out of question while also stating that “without political consensus, boundaries of Northeast (States) cannot be changed.” “The sovereignty and unity of India has to be maintained,” he said. “Yet all possible efforts to meet the aspiration of the Nagas would be explored.” The Kohima talk was the 4th one after Muivah arrived at Delhi this time and they would soon be heading for the 5th one at Delhi for which, the Union Government invited Muivah to come to Delhi, Pandey disclosed.

Then suddenly when we had this opportunity we though of taking it," he told BBC Sandeshaya. However, the go-ahead for the talks with the detained ULFA leaders came at a meeting between Union Home Minister, P. Chidambaram and Chief Minister, Tarun Gogoi. The Centre’s interlocutor P. C. Haldar would be given the signal to formally start the peace process in couple of days’ time. The modalities for the talks are expected to be worked out by Haldar in consultation with the State Government and the detained ULFA leadership. Once the modalities are worked out the stage would be set for preparation of the charter of demands, which would be the basis for talks between the Centre and the ULFA leaders. According to Assam Tribune reports on November 2, in reaction to the threat call by the anti-talk faction of the National Democratic Federation of Bodoland (NDFB- Anti talk), the security arrangement has been beefed up in entire Kokrajhar District. According to a highly placed Police sources, the security has been stepped up along the 70 Kilo Metre railway track in the District and as many as 45 railway culverts have been put under strong vigil. It is also revealed that a strong contingent of NDFB cadres has banned out across a few inaccessible hideouts in some vulnerable pockets with the aim of carrying out subversive activities in the area. As part of security measures, Government installations and public places have been put under strict vigil while mobile check-posts, random patrolling have been intensified to foil any attempt of violence and sabotage, the source said. It is also revealed that certain inputs are already obtained regarding monuments of NDFB cadres in a few sensitive locations.

The interlocutors, sources said, are expected to visit different parts of Kashmir valley including Baramulla in north Kashmir from November 11 to November 13 before leaving for Delhi on November 14. Replying to a question if in an interview that it was possible to talk with the Government after Azad's killing he said “ …For the past one and a half year, Comrades Azad, Kishenji and I have been stating our party's stand regarding talks... but government said talks would be held only if Maoists abjure violence. Keeping in view the war on the people...Azad continued declaring till the end that we would be ready for simultaneous ceasefire if the government is ready for it. The government doesn't feel any need for holding talks. It is crystal clear that there is no conducive atmosphere for talks. In spite of this, we request the people to demand from the government to prove its commitment to talks by implementing the following steps. (a) Stop Operation Green Hunt. Withdraw paramilitary forces. If government stops its offensive, then the counter-offensive would also stop. (b) Ours is a political party...with an ideological and military line and clear-cut policies on matters relating to culture, caste, gender, nationality etc. So the ban on our party should be lifted. (c) In Andhra Pradesh, Comrade Riyaz who participated in talks with the government in 2004 was murdered... Azad was murdered. It is not possible to believe the government and send underground comrades for talks... If the government releases our leadership from jails, then they would directly represent our party in the talks.”

According to the reports, the Terrorist and Disruptive Activities (Prevention) Act (TADA) Court in Guwahati will most likely grant bail to United Liberation Front of Asom (ULFA) ‘deputy commander-in-chief’ Raju Baruah on November 19 when it conducts the final hearing of three TADA cases pending against him. On November 16, the TADA Court wanted to know if the Government had any objection to granting of bail to Baruah in the above three cases. Government counsel K. Munir on the same day said the Government had no objection to Baruah’s bail plea because the Government favoured release of some ULFA leaders, including Baruah, from jail in view of their willingness to sit for peace talks. After Baruah’s release on bail, ULFA ‘foreign secretary’ Sasha Choudhury will move bail petition in the Court.
