Another outfit, the Harkat-ul-Mujahideen also issued a warning saying that, it "won’t reduce attacks against the Indian Army nor will allow New Delhi to use meaningless talks as a delaying tactic". Farooq Kashmiri, chief of Harakat-ul Mujahedeen stated that the "struggle will continue until Kashmir is liberated". A spokesman of the Hizb-ul-Mujahideen, meanwhile, asserted that their "struggle will continue."

On January 3, in an interview to The Telegraph, the ‘commander-in-chief’ of the United Liberation Front of Asom (ULFA), Paresh Barua, said bloodbath in the State would cease only if the Union government agreed to a ‘scientific dialogue’ with the outfit. Baruah demanded ‘Assam’s independence’ through a ‘logical and reasonable’ talk. He claimed responsibility for the January 2-killing of three SULFA men including, Abinash Bordoloi, in Nalbari. He said it was a ‘vendetta strike’ against his former comrades. Three members of the Surrendered United Liberation Front of Asom (SULFA) were killed in an ambush by ULFA terrorists. The dead included Avinash Bordoloi, a prominent ULFA member who had surrendered along with another ULFA leader Lohit Deuri in August 2000.

On January 23, the Union Home Ministry confirmed intelligence reports that Home Minister L.K. Advani could be targeted by a four-member Lashkar-e-Toiba (LeT) fidayeen, suicide, squad. Meanwhile, Delhi police released sketches of four terrorists who were suspected to have sneaked into the national capital and sought public help in nabbing them. Also a woman suicide bomber of the Jaish-e-Mohammed is suspected to have reached Delhi and reportedly conducted a reconnaissance of the parade route before retiring to a safe hideout. Meanwhile, the Union government has constituted a three-member crisis management team to take decisions in case any untoward incident took place during the Republic-Day celebrations. Also, all States and Union Territories have been sensitised about repeated threats from terrorist outfits on disrupting Republic Day celebrations and were asked to intensify efforts to neutralise terrorist designs well in time.

Delhi Police, on January 24, confirmed that some Union Ministers were facing an increased threat from Pakistan-backed terrorist outfits, such as the Lashkar-e-Toiba (LeT), the Jaish-e- Mohammad and the Hizb-ul-Mujahideen (HuM), during Republic Day celebrations, January 26. Delhi police have made unprecedented arrangements to prevent any untoward incident. As many as 55,000 Delhi police personnel and 10,000 more from paramilitary forces have been deployed all over the capital. As part of its security arrangements the Delhi Police have sought help from the Army also, which for the first time has installed anti-aircraft guns in the city. The Quick Reaction Team of the Army has also been deployed along the parade route. One of the firsts this time is helicopter surveillance that will monitor the air not only on the parade route but also in other parts of Delhi and in the adjoining districts. Union Home Minister L.K. Advani today justified the tight security blanket put over the national capital for the Republic Day celebrations, saying there was a threat from militants and the Government had to be ‘careful'.

The Minister, while talking to newsmen in Mumbai said, "The PWG has threatened that if the state fails to agree to its demand, it will trigger large scale arson in the district. Food godowns at the ashram schools will be destroyed and all ashram schools in the district will be declared closed." (VSNL) in Mumbai reportedly received an e-mail threatening to blow up airports, railway stations, hospitals and all important installations in Delhi, Mumbai and Bangalore. A senior police official, while speaking to the media in Mumbai, said the mail had also been sent to the Bhabha Atomic Research Centre (BARC), various airlines and consulates. The mail reportedly said that a group of ‘freedom fighters based in Mumbai, Delhi, Gulbarga and Jaipur’ would execute the plans for ‘Operation Chaos in India’ anytime before November 14. Police arrested the owner of a cybercafe in Ghatkopar for interrogation. Police sources said either the owner or someone known to him must have sent the mail, as only he had the password to the particular machine from where the mail was sent. The police have registered a case of sedition, conspiracy and threatening national security against the unidentified senders.

Left-wing extremists, Naxalites of the Maoist Communist Centre (MCC) held a Jan Adalat (Kangaroo Court) in Bhagwanpur village, Sarguja district on December 10. They executed three persons after four hours of ‘public trial’ on charges of misusing the outfit for monetary gains. Media reports said that approximately 5,000 persons, including some government officials and media persons were present on the occasion. Earlier, the MCC reportedly issued appeals through the public address system and put up posters in 20 adjoining villages, asking the people to assemble at the Bhagwanpur market place for the ‘trial’. They also reportedly directed government officials to be present and ordered schools to be closed. After the ‘trial’, the MCC ‘commander’ said that more such ‘open courts’ would be held and warned that those working against the Naxalites would meet the similar fate. The issue was also raised in the State Legislative Assembly where leader of the opposition alleged that the Naxalites were having a free run and the government law and order machinery had collapsed. The State Home Minister Nand Kumar Patel said the three victims were also Naxalites and were involved in several crimes, including two robbery cases on December 7.

In a statement issued by Akaho Assumi, secretary incharge of ‘ministry of information and publicity’, the NSCN-K asked the UNPO to come to Nagaland to get first hand information about the current situation in Nagaland. The NSCN-K alleged "Nagas have suffered more in the hands of NSCN-IM than in the hands of the forces of occupational countries." The statement pointed it was not wise on part of the UNPO or any other NGO to promote any organisation like the NSCN-IM from faraway places without having proper knowledge about the organisation.

Through its indefinite economic blockade launched on December 20, the UPDS has ‘banned’ the movement of forest products and ginger outside the Karbi Hills. The move has threatened to jeopardize the entire economy of the district. However, the district police chief, while speaking to the media, said the blockade had failed to evoke any response anywhere in the district. "Normal life has not been affected at all while transport vehicles are plying as usual," he said.
