A unit of the Indo-Tibetan Border Police (ITBP) posted in the Hathidhar forests in Himachal Pradesh, intercepted a wireless message which mentioned targeting Prime Minister Atal Behari Vajpayee and other top Central leaders. Disclosing details, a news report on January 9 said the ITBP has requisitioned the services of communication experts to help track down terrorists using wireless sets and to install high-frequency wireless sets in the area. The news report also added that two persons, suspected to be linked with Pakistan’s Inter-Services Intelligence (ISI), were arrested from Soldha near Nurpur and were being questioned.

SF sources had said that radio messages had been intercepted where local ‘commanders’ of LeT and Jaish-e-Mohammad (JeM) in Jammu & Kashmir were told that that they should not claim responsibility for any suicide strikes, particularly those carried out in New Delhi and other places "as the same could trigger off war". These intercepts also instructed ‘commanders’ that strikes carried out by LeT and JeM would be claimed by Kashmiri terrorist groups like Hizb-ul-Mujahideen (HM), JuM and Al-Omar Mujahideen.

"We are carrying out a legitimate freedom struggle because Kashmir is a disputed territory under the UN Security Council resolutions," said Hizb spokesperson Saleem Hashmi. Syed Salahuddin, the ‘supreme commander’ of HM, is on the list of India's 20 most wanted men. "Pakistan supports the Kashmiris' right to self-determination and any such move would mean a deviation from this position," Hashmi said. While declining to provide details on the whereabouts of Salahuddin, Hashmi added, "The commander lives in his own territory because both Azad Kashmir and held Kashmir are our own territories."

Reports added that the new group attacked a Frontier Constabulary (FC) patrol party with rockets launchers and sub machine guns at Thakot - Batagram in the North West Frontier Province (NWFP) on January 25 resulting in injuries to an unspecified number of personnel. Eight hand-written Urdu pamphlets criticising the Musharraf regime’s policies were recovered from the incident site. They were marked by 'Al-Saiqa' saying, "Stop meddling in the affaris of Deeni Madaris, the religious institutions are the fort of Islam and we are its soldiers…The guerrilla war in Pakistan will continue till the Islamic revolution, now the bullet will not stop, every Muslim should know that initially every guerrilla war is taken in a casual way but it expands gradually…We take prior responsibility of every attack and killings of the law enforcing agency men in Pakistan."

In a statement, issued in Hyderabad on July 1, PWG State Committee Secretary Ramkrishna strongly condemned the recent encounters stating it not only indicated that "their (PWG) restraint was being viewed as lenience", but also offended all those who have been taking the talks- process ahead. In an e-mail message sent to PGA’s "friends", the PGA also indicated of the changed tactic under which a people’s army of peasants might attack the "enemy" with traditional weapons like sticks, axes, knives and spears. This would be besides the ‘fight’ that is being carried out by its armed cadres. According to the message, the PWG would have seven guerrilla zones in the country. This includes those formed in the States of Andhra Pradesh, Orissa, Madhya Pradesh, Maharashtra and Bihar (Kaimur area). Besides, it is also in the process of forming such zones in Jharkhand and West Bengal. The message said, "In guerrilla zones, we must rally people in a big way, and we must enhance their initiative to participate in the guerrilla war. We must turn every village and forest area into a battlefield. We can utilise every opportunity to hit at the enemy only if we can depend on the people’s militia". The message also talks of the PGA teaching the "art of war" to the people’s militia and use of local resources for the purpose.
