Three persons including two Levies personnel were killed and eight civilians were injured when a powerful car bomb exploded in Landi Kotal Bazaar of Khyber Agency in Federally Administered Tribal Aras (FATA) on January 3, reports Dawn. Officials said that explosives fitted in a car were detonated with a remote controlled device when a number of Levies and Khasadar personnel and civilians were present in Bacha Khan Chowk at around mid-day. The killed were identified as Gulzar and Roza Khan, both Levies personnel, and Mohammad Ikram a cloth merchant. Local militant outfit Abdullah Azzam Brigade claimed responsibility for the blast and said that their target was the Khasadar and Levies personnel posted at the square. The group threatened to carry out more attacks against Security Forces.

After a slew of abductions and repeated threats from Communist Party of India-Maoist (CPI-Maoist) during recent months, Indian Railways employees posted in far-flung areas which fall under Maoist-affected zones have sent an SOS to Railway Minister Dinesh Trivedi for better protection during duty hours, reports The Indian Express. While the coal belts in eastern and central India and key routes in the east coast region are the main areas from where these complaints have poured in, a new section proving to be a headache is Gadchiroli in Maharashtra, bordering Chhattisgarh. The Lumding section post in Tinsukia, Assam, is also another area from where complaints have poured in. The matter came to a flashpoint when an assistant loco pilot was abducted late last year and money had to be paid as ransom to get him released. Faced with this problem, the railway unions have threatened to pull out men and women engaged in vital operation-related work in these areas. “We have taken up the matter with the apex level in the ministry, including the chairman and member staff. No one wants a crippling strike, but with so many complaints pouring in, we might have no other option if we cannot find a solution,” said Shiv Gopal Mishra, general secretary of All India Railwaymen’s Federation.

According to Sub-Divisional Police Officer (SDPO) Binay Kamila, the Maoists set ablaze two mobile communication towers at Goudagotha village and another at Barada village, located near Ganjam-Gajapati-Kandhamal border where Maoists are trying to increase their hold. The Maoists also pasted posters asking people to make the bandh a success and to protest anti-Maoist operations. The Maoists also threatened the company officials and staff of the Vedanta Alumina Refinery to immediately give up their jobs and leave the area, adds The Pioneer.

Hundreds of militants who surrendered in Federally Administered Tribal Areas (FATA) areas are facing threats from active Tehreek-e-Taliban Pakistan (TTP) militants who are pressuring them to rejoin or face reprisals, Central Asia online quoting officials and former militants reported. “At least 3,000 militants have laid down arms and expressed repentance over their association with Taliban in Bajaur Agency,” Haji Shafqat Gul, a member of the Bajaur peace committee, told Central Asia Online. “A majority of them are now receiving warnings from the Taliban leaders to join their ranks again.” Militants are trying to recruit former members because the militancy has run out of steam, Gul, who has participated in surrender ceremonies over the past three years, said. In other agencies, like Khyber, Orakzai, North and South Waziristan, individual figures are not available, but an unnamed spokesman of Inter-Services Public Relations (ISPR) said a total of 9,000 former insurgents have surrendered.

Several posters written in red, blue and green ink were pasted by the Communist Party of India-Maoist (CPI-Maoist) cadres at public places and Government offices in Dandai and Chinia areas of Garhwa District in the night of January 6 asking the villagers, Government officials and newly elected panchayat (village level local self-Government institution) representatives to change their modus operandi, reports The Times of India. A day before [January 5], the Maoists also posted similar posters on the walls of Ranka and Ramkanda block (administrative division) offices, Ranka market, passenger shed, pramukh office and Udaypur bazaar of Ramkanda block. The posters also warned the Tritiya Prastuti Committee (TPC) to stop its activities. However, Police removed all the posters. Garhwa Superintendent of Police Michael Raj S said, "We have information that Maoists have been active in some parts of the district in a bid to consolidate their support base." Police are aware of the recent activities of the Maoists.

As the filing of nominations for the panchayat (village level local self-Government institution) elections began on January 7, Communist Party of India-Maoist (CPI-Maoist) posters were found in Nuapada District where the Maoists claimed that they would participate in the polls, reports IBN Live. The posters, written both in Hindi and Odia, were found in Nuapada and Komna blocks (administrative division) on January 7. However, in both the areas, the posters carried different messages. Posters written in Odia - issued by CPI-Maoist Chhattisgarh-Odisha division - were found in gram panchayats of Komna block, Bhainsadani gram panchayat of Boden block and Nangelbeda and Ghatmal gram panchayats of Sinapali block asking aspirants to take their consent for contesting in the polls. The Maoists also stated that those daring to contest the polls without intimating the outfit, would face dire consequences. In the posters written in Hindi - issued by CPI-Maoist Mainpur division and found in Dharambandha and Bharuamunda gram panchayats of Nuapada block - the Maoists have asked people to stay alert for the polls. The Maoists stated that those willing to contest ‘should be poor, committed for the cause of the poor, be truthful and honest’.

A statement issued in Lahore District by HRCP said, “The HRCP is alarmed at reports of threats received by journalists on account of their work. While it is not uncommon for journalists in Pakistan to live under a constant cloud of intimidation and violence, the perceptible increase in threats is manifested by over a dozen journalists killed in 2011, while many others have been forced to go into hiding. Many have exercised self-censorship for the sake of safety and others have suffered for airing views that are unpopular in some quarters. A number of journalists have recently gone public about the threats they have received from ‘anonymous callers’. The Police said about 25 armed cadres raided the construction site of Rajendra Singh and Brothers Construction (Private) Ltd Company at Maniari on Sitamarhi-Riga Road around 10.30pm [local time] and held the labourers captive. The Maoists also fired in the air and hurled bombs to terrorise the residents, who could not muster courage to challenge them. The Maoists later escaped from the area abducting three labourers. They also left pamphlets demanding money from the owner of the company. A number of such posters were spotted at Dandabadi and Ramagiri areas under Boipariguda Police limits and at several areas under Narayanpatna Police limits on January 16. Maoist fear in Narayanpatna is evident given that single candidates have filed nominations in six out of nine panchayats in the block for the post of sarpanch (head of panchayat). Similarly, seven out of nine posts of samiti (block level local self-government institution) members are uncontested in the block. According to sources, a group of armed Maoists reached Tonkoguda and forcibly took Khillo away from his house. Villagers later spotted the dead body of Khillo in Bododural village. "The deceased was shot at. Maoists had tied his hands prior to pumping bullets into him. We are trying to retrieve the body," said an unnamed senior Police officer in Malkangiri. A Maoist letter written by Malkangiri Divisional Committee of the CPI-Maoist found at the spot mentioned Khillo was ‘punished’ for passing information to the Police about them. The letter also warned of similar consequences for anyone who tries to act as a Police informer. The Police, however, denied receiving any intelligence input from the deceased. Police said a group of 15 armed GNLA militants came in search of the ANVC cadres — Dion G. Momin, Jangsan Momin and Milseng Momin, at their residences at Soksan village under Mendipathar Police station. After finding that the cadres and the families had already been moved out, the GNLA cadres fired several rounds in the air and also assaulted a villager, Sengrik Sangma, alleging that he was a Police informer. The militants left after warning the villagers. The motive behind the incident is yet to be known, but according to the police, the terror tactic may be because of suspicion that the ANVC cadres were helping the police to track down the GNLA militants. Another reason could be to establish supremacy in Garo hills.

Police said, the threat is meant to extort money from traders. The outfit is headed by Sumona Munlang, once a trusted sharpshooter of Dawood Ibrahim’s gang, Police said. Munlang sought to attain an Autonomous District Council (ADC) by clubbing together some areas of Lohit and Changlang Districts through armed struggle. A senior Police official said Munlang started the group with about 12 cadres, but it now has around 70 members. ‘Besides, the outfit has been extorting money from traders in the two districts,’ the official said. He said Munlang was arrested in 2002 by Arunachal Pradesh police but managed to escape and went to Mumbai later. In Mumbai, he joined the Dawood’s gang and worked for them for a few years. ‘He came back to Arunachal Pradesh in 2010 and started the UPDF,’ the official said adding some cadres of the lesser known militant outfit - Tai-Khamti Liberation Front (TKLF) also joined the group.

The labourer, Sunil Bawre (26), was sleeping in his shack when a group of armed Maoists stormed the labourers' colony at Kundekata village near the construction site. They threatened labourers of dire consequences if they built the road and the bridge. Before leaving Maoist cadres forced Bawre to the bridge under construction and nailed him. On the bridge, the Maoists allegedly stuffed a piece of bamboo into Bawre's mouth before nailing him. Bawre was bleeding profusely when he was rescued by the contractor seven hours later. Several Western embassies in Islamabad on May 16 received letters containing suspicious powder and threats to poison NATO soldiers in Afghanistan, reported The Times of India quoting Pakistan officials. Islamabad Police Chief Bani Amin said that embassies had received small packets containing black powder, which had been sent for laboratory analysis. The letters said "poison" would be hidden in the NATO supplies should Pakistan decide to lift a nearly six-month blockade on supplies for American and NATO troops in Afghanistan. "Embassies have received one sachet each. The problem is that it is in a meager quantity and difficult even to test. It seems somebody has committed some mischief. We are sending it to a laboratory," Amin said.

Reports said the JeM’s purported threat along with a similar warning from the Lashkar-e-Taiba (LeT) earlier is the reason why around 20 panchs and sarpanchs have quit. A number have been shot at, mostly in their legs. Meanwhile, officials have denied such resignations. They might be posters of militants and there is possibility it could be foul play as well," the officer said. "We are fighting Pakistan's war in Kashmir and if it withdraws its support, the war would be fought inside Pakistan," said Salahuddin, who also heads the Muttahida Jihad Council (MJC), a grouping of terrorist organisations based in Pakistan. He said he was "desperate and agitated" with the new approach adopted by Pakistan in the peace process with India. "Kashmir has been the key issue but now it has become peripheral as all claims of supporting our struggle politically, diplomatically and morally are nothing but lip service," Salahuddin claimed. He said he believed that militancy alone is the solution to the Kashmir issues. "All those who were involved in the so-called peace talks eventually admitted that India is not serious and that it gained more and more time to implement its own design for the region," he claimed. Salahuddin said he believed the Pakistanis were silent because of the existing dichotomy on the Kashmir issue that has placed Islamabad in a dilemma on whether to support militancy or the peace process. A letter sent to Khyber Pakhtunkhwa Governor Syed Masood Kausar by Shahnaz Wazir Ali, focal person for polio at the Prime Minister’s Polio Eradication Cell Secretariat requested the Governor to start talks with the TTP through the political agent of North Waziristan. A militant outfit headed by Hafiz Gul Bahadar had announced ban on polio vaccination on June 16, 2012, in reaction to the drone attacks. The letter titled “Ban on polio campaign in North Waziristan” expressed serious concern over reports regarding TTP’s ban on polio campaign in North Waziristan and asked the Governor to hold dialogue with militant leader Hafiz Gul Bahadar to save children from becoming handicapped. “All the available means must be utilised to ensure that the polio campaigns in the area are not disrupted for the sake of the future of 161,000 children there,” a one-page letter said. As many as 24 sarpanches (head of village level local self-Government institution) en-masse tendered their resignations to the local administration in Gadchiroli District of Maharashtra on July 10, citing harassment of people by Police and non-fulfilment of their long-pending demands, official sources said. As many as 114 Panchayat members from these 24 village panchayats had resigned on July 9, they said. Harassment of the local people by Police and non- fulfilment of demands, for which Sarpanches had taken out a morcha in October 28 last year, have been given as reasons for the resignations, the sources said. However, the real reason of mass resignations is said to be threat from the Communist Party of India-Maoist (CPI-Maoist) who are active in Gadchiroli. The village heads and Police Patils (a Government representative at grassroots level) of the 24 villages first organised a meeting at Korchi taluka (administrative unit) town on July 10 and discussed the matter. Later, all of them proceeded to office of Panchayat Samiti (block level local self-Government institution) and presented their resignation letters to its Chairperson Nalinitai Andhe, the sources added. In Korchi, Zilla Parishad (district level local self-Government institution) elections had to be postponed in February last as no candidate came forward to file nominations apparently due to Maoist threat.

Ehsan spoke to The Associated Press in an interview on August 6 in the militant group’s stronghold of South Waziristan Agency in Federally Administered Tribal Areas (FATA). “We will kill him,” said Ehsan. Some of Imran’s critics have nicknamed him “Taliban Khan” because of his views and his cozy ties with conservative leaders who could help him attract right-wing voters in the next national elections. One Abu Irfan has issued the letter. "We warn journalists to mend their ways or face dire consequences," it said. The letter warned editors against ignoring the warning and asked them to publish it in their newspapers. Earlier, KNS reported that members of eight little-known terrorist groups met under the ‘chairmanship’ of Lashkar-e-Toiba’s (LeT’s) Abdullah Ghaznavi and warned journalists "to remain away from security agencies and police officers". Official sources said many grassroot-level representatives have announced their resignation during the Friday prayers but have not put in their papers before the authorities concerned. The Times of India adds that the poster of al Qaida Mujahedeen has criticized the panchayati raj institution as "un-Islamic" and has set an ultimatum for all sarpanches and panchayat members to resign within a week. The hand written pamphlets, bearing the outfit's stamp, appeared in Shopian's villages of Tehlipora, Krenz, Turkiwangam, Mool Chitragam. The panchayat members have also been asked to issue public apology in mosques during coming Friday's prayers for associating with panchayati raj. The outfit has also directed the sarpanches to retain clippings of newspaper advertisements that make their resignations public, and these have also to be produced on demand by militants.

The IMK in its statement issued to a local news agency announced "Operation Revenge" against the Police personnel and what it said "anti-movement elements." The spokesman of the outfit, Omar Mukhtar, told the news agency that the operation will be launched against the Policemen and officers on a large scale in a couple of days. He, however, asked the Policemen who have not been "anti-movement" to go to Masjids and other places without any fear. The IMK in its statement also claimed responsibility for the killing of Deputy Superintendent of Police (DSP, retired) Abdul Hamid Bhat, recent killing of Policemen in Kulgam District and at Daresh Kadal and Batmallo in Srinagar District and that of Inspector Bashir Gull at Tengpora in Srinagar in 2001. Police sources said the arrested youths — Aqib Rashid Paul, 20, and Adil Rashid Koka, 21, both residents Shopian District — were over ground workers of a little known militant outfit Lashkar-e-al Qaida on whose behest they were pasting the posters during wee hours. “Police had been following their movements for some time and finally managed to nab them on Friday [August 31],” they said. The demand comes at a time when talks with the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) have reached a crucial juncture. Both are competing for over-lapping territories, claims that had led to large scale violence in 1993. “The Manipur government unilaterally extended the suspension of operations (SoO) agreement (on August 30) for only three months, citing violation of ground rules by cadres. We signed the agreement but our stand is that if a dialogue is not started we will abrogate the SoO,” KNO spokesperson Seilen Haokip said. The outfit signed the tripartite suspension of operations in 2005. The KNO claims a Zale’-gam (Land of freedom) that includes large parts of Manipur’s hills under one administrative unit within the Indian constitutional framework.

The resignations have come from Palhalan, Goshbugh, Taapar, Wusan and Kalsari Nehalpora villages. Most of Panchs and Sarpanchs submitted their resignation to the Block Development Officers of the respective blocks. Some of them issued advertisements in local newspaper announcing their resignation. Others have announced their resignation through posters and by making announcements through the loud speakers of the Masjids. The killing of Palhalan Sarpanch took place after Lashkar-e-Toiba (LeT) posters had appeared in several areas of Pattan asking Panchs and Sarpanchs to resign or face consequences. These posters appeared outside Masjids. As reported earlier, militants in the evening of September 10 shot dead Sarpanch of Palhalan village in Baramulla District. In South Kashmir Districts of Shopian, Pulwama and Kulgam around 200 Panchs and Sarpanchs resigned over the past few months following militants’ threats. In August posters of lesser known militant outfit, al Qaida Mujahideen appeared in several villages in Shopian District forcing around 50 Panchs and Sarpanchs to resign. The villagers said the pamphlets had been handwritten in Urdu on Tehreek-e-Taliban Pakistan (TTP) letterheads. They said this was not like other communication where they just pasted copies of their messages on walls. Residents reported seeing three separate pamphlets. In one of the letters, militants claimed responsibility for killing a resident named Ahmad and his son Niaz Wali for working against the Taliban and warned his family not to confront militants for the sake of their own safety. In the second pamphlet, Police had been warned to abandon a Police checkpoint in the market near the house of a man called Altaf Bacha, or they would bomb the post and police would be held responsible for the bloodshed. The third letter was directly addressed to the residents. “We greatly respect the people of Mattani,” it said, “We warn them to stay away from peace militias otherwise we will claim war between you and the Taliban.” The letter also said that if anyone had complaints, they should call the TTP directly on a number that was listed in the poster. This is the first time a pamphlet written on a TTP letterhead has appeared in this area. In the past, militants have distributed pamphlets and sent letters in the adjacent villages of Adezai and Darra.

A delegation of the United Nations (UN) Working Group on Enforced or Involuntary Disappearances (WGEID) on September 20 warned of the danger of Intelligence Agencies acquiring new powers to interrogate, arrest and detain people to the detriment of the law-enforcement agencies, reports Dawn. “This shift can ultimately endanger rule of law as the collection of intelligence and evidence about criminal acts becomes more and more blurred,” the group’s chairman Olivier de Frouville said, adding, “agents in charge of intelligence may be tempted to abuse the usually legitimate secrecy of intelligence operations and commit violations of human rights under the cover of this secrecy”. The group had noted that military personnel in Pakistan could not be submitted to trial before civil courts. However, accountability and full oversight of law-enforcement and Intelligence Agencies was all the more essential in a situation where the state had to face multiple threats like terrorism or political violence, he said. Further, the group urged Islamabad to take action to tackle the apparent impunity enjoyed by intelligence and law enforcement agencies in “enforced disappearance” cases. The group recommended that suspected perpetrators of human rights violations, including army personnel, be suspended from official duties during investigation and tried only by ordinary courts and not by any other special tribunal. The group made it clear that as stated in Article 6(1) of the declaration for the protection of all persons against enforced disappearances, adopted by the UN General Assembly in 1992: “No order or instruction of any public authority, civilian, military or other, may be invoked to justify an enforced disappearance. Any person receiving such an order or instruction shall have the right and duty not to obey it.”

Though the letter was addressed to State Chief Minister Prithviraj Chavan, it was sent to vice chancellor Vilas Sapkal at his office address on September 21. Security Forces (SFs) on September 30 arrested four Hizb-ul-Mujahideen (HM) militants, who were threatening Panchayat (village level local self Government institution) members, from Shopian District, reports Daily Excelsior. An unnamed senior Police official said that these militants were responsible for threatening Panches (members of Panchayat) and Sarpanches (heads of Panchayat) of the District besides extortion. Police few months back found them involved in several extortion cases. "Later, their involvement was also found in issuing threats to Panches and Sarpanches of the area", he added. Arms and ammunition including four AK 47 rifles, 16 magazines and 500 rounds of ammunition was recovered from the arrested militants. Police said that several Over Ground Workers (OGWs) of the outfit working with them have also been detained and they are being questioned. Police said that these OGWs might be involved in threatening Panchayat members through posters that appeared in the District in August 2012. As reported earlier, Police on September 22, busted a HM module that was targeting Panches and Sarpanches in Tral area of Pulwama District by arresting its three cadres.

All of them are posted in villages of Panasput, Andrapali, and Jodamba Gram Panchayats (village-level local self-government institution) of the cut off area of Chitrakonda reservoir under Chitrakonda Police Station limits. When contacted, Malkangiri Superintendent of Police Akhilesh Singh said on October 5 that no such letter had reached him or the Chitrakonda Police Station directly from the village guards. He, however, said that the so-called letter by the village guards raised some suspicion as it bears the signature of only one though names of 18 gram rakshis are mentioned in the letter. An investigation was launched to verify the authenticity of the joint resignation letter, he added. The resignation letter had come a few days after the murder of two village guards on September 25 in the Jodamba area by the Maoists.

The organisation had recommended a series of measures designed to protect journalists in Pakistan in April. “A mere six months after our recommendations, media workers face even greater danger,” said Reporters Without Borders on the eve of the review. “The number of journalists killed continues to increase, and most of the investigations opened into these murders remain inconclusive, contributing to an intolerable level of impunity.” Since January last year, eight journalists have been killed in Pakistan, namely: Abdul Haq Baloch, Abdul Qadir Hajiazi, Abdul Razzaq Gul, Tariq Kamal, Aurengzeb Tunio, Murtaaza Razvi, Syed Saleem Shahzad, Mukarram Khan Aatif. Pakistan based United Jihad Council (UJC - an alliance of Pakistan-based terrorist groups) ‘chairman’ and ‘supreme commander’ of the Hizb-ul-Mujahideen (HM) Syed Salahuddin issued fresh threat to the elected panches (member of village level local self government institution called Panchayat) and sarpanches (head of Panchayat) asking them to either resign or face dire consequences, reports Indian Express on November 3. Salahuddin in an interview with a New Delhi based newspaper had on Friday said that panches and sarpanches in the state will continue to be targeted irrespective of the level of their security by government as Government of India was exploiting them to project Kashmir as “pro India’’. Shafiq Mir, chairman of All Jammu Kashmir Panchayat Conference – an umbrella organization representing nearly 33,000 panches and sarpanches, in reply to the threat said, “If he wants to execute nearly 33,000 panches and sarpanches who are unarmed and living without any security cover across the state, such an action will be nothing but cowardice.” He further said, "However, on our part, we will not resign under militants threat and we will continue to fight against state government for empowerment of Panchayats in Jammu and Kashmir.”

A senior Awami Nationalist Party (ANP) leader revealed that ANP is being threatened by the Tehreek-e-Taliban Pakistan (TTP), and its activists – especially those from the Mehsud Tribe – are being told to either pay large amounts of money or quit the party otherwise they would have to face dire consequences, reported The News. He revealed that party workers and the business community were called to the Sohrab Goth area, where they were told not to take the threat lightly. The leader said that as a result, a number of activists parted ways with the ANP to save their skin. He said that increasing Talibanisation was making leaders wary of the fact that there could be a threat to their safety. “The ANP has allowed its activists to make their own decision and there is no pressure on them.” While admitting that Sohrab Goth (Karachi, Sindh) was still a high risk area for the ANP, he said “we cannot surrender to the TTP as Sohrab Goth is one of our strongholds.” He also said that the central leadership of the party had ordered the resumption of political activities and it vowed not to be intimidated by the threats of militants. ANP General Secretary Bashir Jan, while talking to The News, admitted that the nationalist party had received certain complaints about the intimidation tactics used by the TTP, but could not name any particular leader.

The proscribed militant outfit Lashkar-e-Islam (LI) on November 26 asked residents of Bara tehsil of Khyber Agency in Federally Administered Tribal Areas (FATA) to dissociate themselves from pro-Government peace committees and threatened attacks against those ignoring the warning, reports Dawn. The LI men distributed threatening leaflets among people and pasted posters in the area over the past two days. Most of the areas where the pamphlets were distributed are under curfew for quite some time. The pamphlets have been distributed at a time when the local administration has announced reinstatement of 600 Khasadars who had resigned after they received similar warnings a week after the start of a military operation in the area in September 2009. In some places, the posters were hanged in trees, apparently to attract maximum attention. The pamphlets warned people of dire consequences if they were found ‘guilty’ of supporting, patronising and helping pro-Government Lashkars or peace committees. “All the so-called peace activists are on our target list and they will be attacked in due course of time,” the pamphlet warned, saying people of Bara should voluntarily sever contacts with peace committees.

The FDA employees were abducted on December 10, 2011. The TTP has threatened to kill all the captives if its demands are not met until December 6, 2012. The video shows the FDA engineer Khurshid pleading the FDA and Government authorities to help secure their release. He warned that the Taliban would kill them after the expiry of final deadline. The TTP has released three videos of the captives during the last 10 days. In the previous video, the abducted employees of Gomal Zam Dam were seen begging to the Government and Water and Power Development Authority (WAPDA) to accept the their demands before December 3, 2012.

At a meeting held at Nisanimunda in the District on November 27, the Gram Rakhis set December 3 as the deadline to meet their demands, failing which they would tender mass resignation on December 4. However, though the Gram Rakhis have mentioned ‘health problem’ as the reason behind their resignation, but the reality is something different which they didn’t want to disclose fearing the CPI-Maoist cadres, sources said. The Village Guards in Malkangiri and Koraput Districts have become soft targets for the Maoists, who accuse them of tipping off the Police about their movement.
