A threat letter received at the office of Superintendent of Police (SP) of the Communist Party of India-Maoist (CPI-Maoist) affected Mirzapur District on January 4 has brought the officials on their toes, reports The Times of India. The person who wrote this letter has posed as a Maoist cadre and has threatened to blow the district court, tehsil (revenue unit) and railway station buildings on January 7. During initial investigation of police and intelligence wing officials, the letter looked like someone's mischief. The letter was posted to the SP office from a local post office.

There are two intelligence inputs about possible terrorist strikes ahead of Republic Day, The Times of India reported on January 5. The first pertains to a joint strike by Lashkar-e-Toiba (LeT) and Indian Mujahideen (IM) with imported explosives, the second talks about IM plan to storm Police special cell office in Lodhi Road (New Delhi) and free ‘Indian operations chief’ Yasin Bhatkal. "ISI smuggled in a cache of arms, ammunition and explosives. Hizbul Mujahideen has already received a large consignment in Udhampur, Jammu and Kashmir," the Intelligence Bureau (IB) input reads. The consignment has been passed on to LeT operatives in Delhi and Punjab, sources say, adding IB has not indicated where the strikes will happen. Nevertheless, Police will deploy 200 spotters on the Republic Day parade route and 15,000 personnel in New Delhi District. The second input, a source said, says that absconding IM operatives Waqas and Tehsin alias Monu were planning to strike at special cell's office.

The outfit also announced in its statement that it would be entering Songsak region in East Garo Hills in the current month of January and warned other militant groups not to provoke it adding that it was ready to take on any kind of offensive action carried out by them.

The Breakaway Faction of Achik National Volunteer Council (ANVC-B) on January 10 claimed that its ‘chairman’ Rimpu Marak had a role retaining Mukul Sangma as the Chief Minister when there was a tussle for power during the last term, reports The Shillong Times. In an open letter addressed to the Chief Minister and released to the media, Ajaju .R. Marak, ‘political secretary’ of ANVC-B alleged that though the Chief Minister is denying his closeness with the ‘chairman’ of ANVC-B, the militant outfit reminded the Chief Minister so as to who met him in Delhi Meghalaya House last term when all his legislators deserted him, leaving Abdus Saleh alone by his side? “You must recall who met you and rendered support if it was not for our ‘chairman’ who instructed Mokus (commander-in-chief of ANVC-B) to call up all Garo MLAs to lend support to you for the sake of ‘peace’ in Garo Hills and in the interest of hundreds of youths who would join mainstream if settlement happened under your leadership”, the ANVC-B said. The militant outfit also alleged that the ‘Chairman’ signed the pact, “which was incomplete leaving us out of it”. The ANVC-B also threatened to go back to jungle and return only to bring down Mukul Sangma -led Government.

Jamaat-ud-Dawah (JuD) ‘chief’ Hafiz Mohammad Saeed on January 12 warned India will have to leave Kashmir just like the United States has been compelled to pull out from Afghanistan, reports India Today. Saeed said this while addressing at a local media workshop in Pakistani capital of Islamabad. The workshop was organised by Defence of Pakistan Council, an alliance of about 40 religious and political parties. "America, that did not want to leave Afghanistan, is now forced to leave it. It had long plans in Central Asia. It wanted to change the entire scenario in this region. It had plans to make this region its base and had further big aims. If my God failed it in its plans and now it has been forced to leave Afghanistan, then God willing, India will have to leave Kashmir," Saeed told the participants of the workshop.

A special communiqué sent to Sindh Government, the Federal Ministry of Interior has expressed fear that extremist might target MQM leaders. "Several journalists have lost their lives for the truth," KP Inspector General of Police Nasir Khan Durrani said. "[But] the police will take any security measure to protect media men and media houses." The Tehreek-e-Taliban Pakistan (TTP) Shura, under the leadership of Mullah Fazlullah, recently decided unanimously to target journalists or news outlets that carry what they call "fabricated" statements that "tarnish" the TTP's image or that of their spokesman, Shahidullah Shahid. But journalists remain committed to providing accurate accounts of what is happening in society. "The media have to convey a true picture to the masses," Peshawar-based senior journalist and Khyber Union of Journalists (KhUJ) President Nisar Mehmood told Central Asia Online. Separately, the Tehreek-e-Taliban Pakistan (TTP) on February 18 claimed that it is serious about peace talks with the Government, reports Dawn. TTP ‘spokesman’ Shahidullah Shahid said the Taliban leadership was in constant contact with all factions on the issue of ceasefire and a decision in this respect would be taken soon. He said all Taliban factions unanimously backed the dialogue process and there would be no problem in implementing TTP’s decisions, including the issue of ceasefire, claiming the TTP practised Sharia’h and any decision endorsed by the chief of the Tehreek was final and obligatory for all factions to abide by. Meanwhile, Prime Minister Nawaz Sharif chaired a meeting of the Government's committee formed to hold talks with negotiators representing the TTP, during which the committee expressed its inability to carry forward peace talks, reported Dawn. The committee said the talks could not progress without any solid steps and also asked the TTP to unconditionally cease all violent activities without any delay. According to a statement issued by the Prime Minister House, the Government committee briefed Nawaz Sharif and told him that during the 13-day process of talks several acts of violence took place killing a number of people. The committee further said that the talks were progressing satisfactorily until the Taliban-claimed blast was carried out in Karachi on February 13, 2014. Following these developments, the committee members had unanimously decided that holding the scheduled talks with the Taliban committee was a meaningless effort. Police have interrogated SIMI ideologue Safdar Nagori, operatives Imtiyaz and Abu Faisal in this connection and got some leads. Sirsa had received a call on his private number in March, 2014 from Aftab, an alleged SIMI cadre. "Aftab told Sirsa that SIMI was furious with him for organizing the Khalsa Fateh Diwas at Red Fort in March and alleged that the event was an attempt to insult Muslims. Sirsa told him that the programme was just a get-together but Aftab, who was speaking in Urdu, did not pay heed to him," a source said. Sources further said call detail records of the number from which the threat call was made has revealed that the user was in constant touch with some numbers in Dubai and the UK which are already under the radar of security agencies. NWA Peace Committee Chief Haji Sher Mohammad told a press conference at Peshawar Press Club that about one million people had been displaced due to military operation in the tribal agency, but the Federal Government had failed to provide them adequate shelter in Khyber Pakhtunkhwa. Flanked by other members of the peace body, including Malik Noor Rahman Dawar, Fazal Khan Wazir, Saad Shah and Fazal Ghafar Wazir, the tribal elder said that they could not believe in the hollow claims of the government and would protest for provision of basic facilities and proper shelter if they were forced to vacate school buildings in parts of Bannu and other Districts. Malik Noor Rehman said that almost 25,000 displaced families had been accommodated in various Government schools in Khyber Pakhtunkhwa, but now they had received a notice to vacate the schools before August 30. Intelligence sources say, there is information that not only is Inter-Services Intelligence (ISI) regularly recruiting youth from this troubled region of Sri Lanka for espionage and covert operations against India but even Lashkar-e-Toiba (LeT) has set up a base and now wields some sort of influence in the region. "The region has been in some ethnic turmoil of late and Pakistan has been fishing in troubled waters. For its intelligence-collection and covert action operations directed against India, ISI uses four external bases - Kathmandu [Nepal], Dubai, Bangkok [Thailand] and Colombo [Sri Lanka]. The last one has traditionally been used as a base to collect intelligence about developments in sensitive Indian nuclear and missile establishments, many of which are located in south India, particularly in Tamil Nadu and Kerala. But the last few arrests show that these elements could now be used to mount an attack. This is worrying," said a security establishment officer. Radicalization in eastern Sri Lanka began way back in the 1980s when clashes with the Liberation Tigers of Tamil Eelam (LTTE) and Tamils led to a section of Muslims gravitating towards fundamentalist forces. Post Lanka-LTTE war, this radicalization is now being fuelled by increasing attacks of triumphant Buddhist Sinhala groups on the religious minority, who make 9.7 per cent of Sri Lanka's population.

The journalists who support the surrendered Maoists will be termed as ‘anti-people’ by the party,” said Ganesh Uike, ‘secretary’ of the South Regional Committee (SRC) of the CPI-Maoist, in a press statement. The Maoist leader criticised senior journalist and president of Bastar press club Karrimuddin for giving “financial assistance” to a surrendered Maoist cadre a few days ago. “Karrimuddin is a senior journalist. It does not behove him to encourage those (surrendered Maoists) who have deceived the people’s movement. He should not repeat this,” said the Maoist leader.The SRC secretary termed the spate of Maoist surrenders in Bastar in the past few months as “fake and engineered”. “The new surrender policy is acting as a tool for corrupt police and paramilitary officers to loot money. The police and administration is misleading the media about surrenders. Common people and activists working in Bastar are threatened with arrest and are asked to pose as surrendered Maoists. The ‘political secretary’ of UALA, Rangdat Garo said that the State Government was dragging its feet on the peace talks with UALA and accused it of failing to bring any group to the negotiating table with concrete conclusion. Meanwhile, a little known group calling itself the A’chik Revolutionary Force (ARF), believed to be having close ties to the UALA, has voiced its support for the group in its endeavour for peace talks. However, Meghalaya Police claim that there is no such group as ARF other than UALA using the same name to exert pressure on the Government. Tehreek-e-Taliban Pakistan (TTP) had reportedly threatened to kill Ziauddin, who was also a former Union Council nazim (convenor) of the area, after he refused to pay them PKR1 million in extortion. TTP had threatened him to quit the party and had warned of dire consequences if he did not comply. According to other details, Ziauddin hailed from Swat District in Khyber Pakhtunkhwa. He was among the several ANP leaders and party workers to be targeted this way. The letter was received by Pakistan authorities on December 19, 2014. Sources said that they were trying to verify if the letter was genuine. The letter justified the killing of young children saying the kids were committed to following in the footsteps of their parents. The letter says that if any incarcerated terrorist is killed, TTP will take revenge by killing more young children. "Let us make it clear to Pakistan establishment that if any of our associates is harmed, we will avenge ourselves by targeting your children. We would ensure that houses of army generals and political leaders become centers of mourning," said the letter. It further read, "Why the human rights organizations, which are not aware of the reasons of the attack on Army Public School, silent on this decision of the infidel Government. We, in light of Islamic teaching, consider the killing of the children of army personnel as justified as they are not opposing the anti-Islam role of their parents and are committed to follow the path of their parents. The outfit's motive may be to avenge the arrest of at least 14 of its terrorists over the May 13, 2008 Jaipur serial blasts which killed 71 people.
