The Australian Government warned that terrorists were planning attacks in India, and urged its citizens to "exercise a high degree of caution" while travelling through the country, The Times of India reports on January 7. "We continue to receive reports that terrorists are planning attacks in India and assess that attacks could occur anywhere at any time with little or no warning, including in locations frequented by Australians," said a statement on smartraveller.gov.au, the Australian government's travel advisory site. The advisory asked Australians to "exercise a high degree of caution" in India. Australia's department of foreign affairs and trade said the warning applied to all parts of India. It pointed out that in mid-December 2014 Indian authorities increased security at Metro stations and other public spaces in New Delhi.

The Government is bracing for a potential security threat that could come from extreme left and right forces in and around January 22, a self-imposed deadline set by the political parties to promulgate the new constitution, reports Ekantipur.com. Though no big security threats have been identified so far, the Home Ministry’s assessment has suggested that the Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-M) and fundamental religious groups could spur tension if there is no agreement on constitution drafting. “For instance, some pro-Hindu outfits could try to derail the constitution drafting process by demanding restoration of Hindu identity,” a senior Home Ministry official said on January 9. Further, delegates of the breakaway party - the Netra Bikram Chand 'Biplav'-led CPN M - have expressed demands to bring back the Maoists' dissolved conflict-time institutions like the 'People's Government', People's Liberation Army (PLA) and the 'People's Court', CPN-M spokesperson Khadga Biswakarma told the media on January 9, reports Nepal News. During the conference, the delegates discussed views regarding the party's statute proposed by its coordinator Netra Bikram Chand and expressed their desire to move forward with re-establishing the people's government, PLA and people's court to fight back against the state.

The Maoists had summoned 107 sarpanches and panches for a meeting. “Maoist ‘commanders’ Kesa, Madhu, Bhime and Ramesh first advised all of us to stay away from elections. A letter, purportedly written by banned terror outfit Students Islamic Movement of India (SIMI), has threatened to blow up a marriage hall on Thana railway road in Meerut in Uttar Pradesh, reports The Times of India on January 13. According to a complaint filed by the manager of Agrasen Bhavan, the letter was found on January 1 at the gate and it threatened bombing at gate number 1 and 2, between February 6-10, as it is rented out to ‘kafirs’ (non-Muslims), sources said. The letter, written in Hindi by someone claiming to belong to SIMI, said the organisation had joined hands with the Lashkar-e-Toiba (LeT), and was bracing to launch attacks across India. Police said that prima facie going by the language of the letter, the letter appears to be a hoax, but the Police have nevertheless taken the matter seriously and are investigations are on.

Suspected Maoist Community Centre (MCC) cadres have sought INR 10 million, firearms and ammunition as levy from the Railways and have threatened to blow up railway tracks between Motihari and Paniahwa railway stations in Bihar if their demands are not met, reports Zee News on January 21. Divisional Security Commandant (DSC) Kumar Nishant said the demands have been made through a letter sent to Divisional Railway Manger’s office through post and signed by one Ramji Sahni, who claimed to be the ‘area commander’ of the Maoist Community Centre (MCC). “Apart from Rs 1 crore cash, Sahni has demanded 50 rifles, 50 self loading Rifles, 50 carbines and 3,000 bullets and has threatened to blow rail tracks between Motihari and Paniahwa stations,” Nishant added. The DSC also said the letter seems to be a "mischief" by anti-social elements and not written by Maoists as their demands include firearms, which are not in the possession of the DRM.

A Tamil language newspaper, Dinamalar received a letter threatening an attack similar to the one on the office of French satirical magazine Charlie Hebdo, The Times of India reports on January 27. "We have received the letter from the newspaper and a probe is on," a senior Police official said. The letter, typed in English, says "Yesterday-Paris Charlie Hebdo, Tomorrow — Dinamalar." The words appear against the background of India's map. The letter was sent through post by unidentified elements claiming to belong to an outfit called "The Base Moment," and said to be based at "3/10, Ukkadam, Kovai, Tamil Nadu, India." Below the map is a picture of Osama bin Laden and the words "By al-Qaida," and some Arabic words appearing like a signature, the police official said. "It can be a fictitious outfit or someone may be trying to play mischief or it may have some other motive ... we do not know ... only after the probe's completion we will be able to comment," the official said, declining to elaborate. Security personnel have been deployed at the office of the newspaper.

The Federal Ministry of Interior on February 25 said that Lashkar-e-Jhangvi (LeJ) was carrying out terrorist activities across the country to get the hangings of its leaders and workers stopped and to secure their release or help them escape, reports The News. According to the National Crisis Management Cell (NCMC) threat alert issued to the Provinces, militant groups like the LeJ and Tehreek-e-Taliban Pakistan (TTP), may jointly carry out terrorist activities. According to a private television channel, the cell has dispatched a letter (threat alert) to the home secretaries of Sindh, Punjab, Khyber Pakhtunkhwa (KP), Balochistan, Provincial Police Chiefs, the Inspector General (IG) Frontier Corps (FC) of KP and Balochistan and authorities in Pakistan Occupied Kashmir (PoK) and the Gilgit Baltistan region. “The LeJ is infuriated over crackdown on its activists. LeJ had approached al Qaeda for help but it expressed its inability to do so citing its preoccupation in other areas like Syria and Iraq. LeJ then contacted TTP chief Mullah Fazlullah who not only provided finance to LeJ but also promised to extend further assistance. Now LeJ-Fazlullah nexus is at work in unleashing the wave of terrorism in the country,” the letter read. In the letter, the cell claims that terrorists are planning to conduct terrorist activities in the Punjab, most likely in Lahore.

Posters warning people against setting of polluting industries appeared in the name of Communist Party of India––Marxist-Leninist [CPI-ML] Spokesperson Jagan at Siddipet town in Medak District on April 29, reports The Hindu. The posters were pasted near the Revenue Divisional Officer (RDO), one of the main centres at Siddipet. “The real estate brokers are buying lands at Marpadaga, Sirsinagandla, Khmammampally and Peddamasanpally from poor farmers and then selling them to the industries. Those who are cooperating to establish industry that pollutes the area would not be spared,” Jagan warned in the poster. He has also demanded the Government withdrawal of the ‘police informer’ system in the State. Transporting silt removed from tanks to the fields of farmers at free of cost, providing Jeevana Bhruthi (sustenance allowance) to all the beedi workers, payment of INR 2 million ex-gratia to the families of farmers who had committed suicide, waiving of all the loans for farmers and sanctioning new loans, completing the land distribution for the SCs immediately and extending this programme for minorities and others were some of the issues also mentioned in the two-page poster.

Militants on May 1 threatened the staff of the cellular companies in Sopore area of Baramulla District after a communication device which they had reportedly installed on an Airtel tower in the militancy infested town went missing, reports Daily Excelsior. Reports said that two militants barged into Airtel show room at General Bus Stand and snatched cell phones of the staff. They were seeking information about missing device which they might have installed on the tower in Sopore area. However, they returned their cell phones and left threatening them. The same group of militants later went to Vodafone office at Water Tank and sought information about the missing communication equipment. They also threatened the employees there. Later, they went to Aircel office at Main Chowk with same inquiry and snatched a laptop and I-card of an employee. All the showrooms of the cellular companies are closed since May 1 after the incident as militants have directed them not to open them. Sources said that militants might have installed some communication device which would have boosted the internet facility as they don’t use cell phones for communication after they were being traced through them. They mostly rely on internet for communication. They are using improved communication technologies which are difficult for security agencies to detect. Their reliance on radio sets and cell phones is a bare minimal. A lot of the communication is happening on Voice over Internet Protocol (VOIP) and over Skype. For this they need internet facility.

The Communist Party of India-Maoist (CPI-Maoist) has threatened a violent backlash against any attempt to re-launch the controversial Salwa Judum (anti-Maoist vigilante group) campaign — arming villagers to take on the Maoists, reports The Times of India on May 11. For revival of a 'jan jagaran abhiyan' (people’s awareness campaign) to wean away people from Maoists, a massive public meeting has been convened by ‘Vikas Sangharsh Samiti’ (struggle for development organisation) at Dantewada on May 25, second death anniversary of Mahendra Karma, who spearheaded the ‘salwa judum’ movement. Karma was among frontline Congress leaders killed in a deadly Maoist attack in Bastar in May 25, 2013. Former ‘salwa judum’ leaders, including Sukhdeo Tati and Chaitram Atami, are also associated with the fresh move to revive a movement against the Maoists. However, the Maoists issued a statement to the local media, describing the move as "Salwa Judum-II" and calling upon people to fight back the new 'repressive movement'. CPI-Maoist Dandakaranya special zonal committee spokesman Gudsa Usendi said party has given a call to Peoples' Liberation Guerrilla Army (PLGA), military wing of Maoists, to bring such people to peoples' court and take action. Maoists claimed Salwa Judum-II in the name of peace and development was in fact aimed at selling off the natural resources to domestic and foreign capitalists. "The heroic masses of Bastar will defeat Salwa Judum-II. The revolutionary movement and People's War would avenge the 'jan jagaran' as it did to Mahendra Karma and other members of salwa judum," the statement said.

Jailed Communist Party of India-Maoist (CPI-Maoist) cadres in West Bengal on May 13 wrote to Chief Minister Mamata Banerjee, claiming that she will soon be “punished” for “disowning and convicting” Chhatradhar Mahato — “the face of Lalgarh movement and without whom the CM could not have succeeded in bringing change” in Bengal, reports The Indian Express. On May 12, a Midnapore court had sentenced Mahato, the convener of People’s Committee against Police Atrocities (PCPA), and five others to life imprisonment after holding them guilty under UAPA for their alleged links with Maoists. The letter, signed by several Maoists, has been written by IIT dropout Arnab Dam and senior leader Patit Paban Haldar. Both leaders are currently lodged at Presidency Jail. The letter stated: “The chief minister held several meetings with Mahato and asked him to spearhead the tribal movement. She promised that Mahato would be released when she would come into power. However, she disowned him after assuming office. She would be punished for this treachery… She alone did not bring change in Bengal. Many people like Chhatradhar Mahato were with her.” However, the letter — written on white paper — is yet to reach Mamata and is lying with the superintendent of Presidency Jail.

Central intelligence agencies have warned of a terror attack possibly in Gujarat or Mumbai (Maharashtra) in September-October this year (2015), reports The Times of India on May 21. The alert issued by the Intelligence Bureau (IB) apparently states that a Pakistan-based terror group is planning to target Gujarat or Mumbai. The alert mentions that six to nine terrorists could enter into India through the sea route from Karachi or via the land border in Jammu and Kashmir (J&K), said sources in the Gujarat Police. According to sources, the central IB had received human intelligence about a major attack in India. "According to details shared by the agencies, the terrorists, possibly in a group of 6 to 9 fidayeen, could this time target public places as they had during the 26/11 Mumbai terror attacks," said a senior Gujarat Police official. "We are in touch with Jammu and Kashmir Police. We have beefed up security along the coastal areas of the state and the land border with Pakistan," said the official. "Marine police have been asked to activate sources. We are taking all necessary steps with regard to the terror alert," the official added.

Amid opposition from political parties, the move to revive a "Salwa Judum" (an anti-Maoist vigilante group) like people's movement against the Communist Party of India-Maoist (CPI-Maoist) in Bastar region of Chhattisgarh has fizzled out with organizers now saying that they would organize a meeting on May 25 to pay homage to the victims of Maoist attack that killed frontline Congress leaders of the state in May 2013, reports The Times of India. Slain Congress leader Mahendra Karma's son Chhavindra Karma and other leaders had announced on May 5 that they would convene a meeting at Faraspal in Dantewada District on May 25 — the third anniversary of Bastar massacre — to chalk out strategies to re-launch a peoples' movement against Maoist rebels. Leaders of erstwhile Salwa Judum had also supported the move. While Maoists have threatened a bloody backlash against all those trying to revive any movement against them, mainstream political parties did not come out in open to support the proposed campaign fearing violence and bloodshed in the tribal region. Late Mahendra Karma's son and two former Salwa Judum leaders Chaitram Atami and Sukhdev Tati had formed a "vikas sangharsh samiti" to fight for the development of Bastar. In the process, they sought to project the proposed movement as the second phase of Salwa Judum, a controversial movement that led to bloodshed in Bastar between June 2005 and December 2008. Then, Congress leader Mahendra Karma had spearheaded the Salwa Judum campaign. "We are organizing a meeting at Faraspal on May 25 to pay homage to Mahendra Karma and others who were killed in Maoist attack in 2013," said Chhavindra Karma.

Maoist leaflets threatening to kill the junior Karmas were circulated in remote Bastar region, including in areas close to the home of Karma family in the village of Farsapal in south Bastar District of Dantewada, a senior Police officer posted in Bastar told to The Asian Age. Chhavindra has announced to launch a “peaceful movement” in the line of Salwa Judum under the banner of “Vikash Sangharsh Samiti” to take on Maoists in Bastar on May 25.

They and their families would face boycott or physical action if they failed to surrender to the people and avoid promoting bauxite mining, ‘secretary’ of the ‘east division committee’ Kailasam said in a press release. The statement has names of 30 tribals on it and alleged that they had fallen to the Government’s plan to divide the tribals to facilitate bauxite mining in an easy way. Apart from the 30 persons named in the list some others are working secretly but all have been warned in the past through people’s courts, posters, banners and paper statements. In Jerrela alone people’s court was held three times but they failed to change their stand. They cannot bring disaster to their own people just for the sake of receiving a salary of INR 14,000 a month, Kailsam said and warned the government that would be held responsible for any action taken against the people the party had listed or those working secretly.

At a press conference in Ranchi on November 20 Police spokesperson and Additional Directorate General (ADG) (operations) S N Pradhan said: "The MHA inputs have been promptly shared with all SPs with instructions to take it with all seriousness. A few districts which have a background of terrorist activities have been instructed to be extra careful about the alert." Police officials believe Jharkhand has high risk of vulnerability to IS designs as its north-eastern border is situated close to Bangladesh. In September 2015 police arrested JMB second-in-command Tariqul Islam alias Sadiq alias Sumon from Ramgarh, a District which neighbours Ranchi. The arrest revealed that JMB was using Jharkhand as its hiding ground as its key man Rejaul Karim was arrested from Sahebganj railway station (close to Bangladesh border) in January (2015). "There are apprehensions IS might collaborate with local units of these terrorist groups in Jharkhand. We have to be alert against it," Pradhan said.

The Islamic State (IS) has warned that the terror group is preparing for fresh attacks in Bangladesh, reports Dhaka Tribune on November 21. In the latest edition of its online propaganda magazine ‘Dabiq,’ the extremist groups strategic expansion to countries like Bangladesh is discussed at length. The extremist group dedicated an entire article titled “The Revival of Jihad in Bengal” to their activities in Bangladesh or Bengal as it refers to the country. The magazine said reiterating IS' claim of carrying out the attacks. “A security cell belonging to the soldiers of the Khilafah in Bengal assassinated an Italian crusader named Cesare Tavella on the streets of Gulshan in the city of Dhaka. Only days later, another security cell targeted a Japanese citizen in the northern region of Rangpur. These back-to-back attacks have caused havoc among the citizens of the crusader nations and their allies living in Bengal and forced their diplomats, tourists and expats to limit their movements and live in a constant state of fear.” The article claimed that while IS was busy preparing for further attacks, the secular Awami League Government continued to “twist the facts” on the ground and play a blame game.

Fourteen PULF militants had surrendered with weapons to the state government in 2012, along with 100 other militants of various groups, at a function held at the Assam Rifles (AR) headquarters in Imphal. Chief Minister (CM) Okram Ibobi Singh, Deputy CM Gaikhangam, who is the Home Minister, and senior AR and Police officers were present at the programme. The PULF cadres have claimed that they were yet to get any benefit of the Centre's surrender and rehabilitation scheme even three years after their surrender. "Despite our repeated requests, the state government remains indifferent. Our cadres are getting restive as they feel the government has betrayed them. We were promised rehabilitation and a normal life after leaving the jungles," Md Kaji Umar, former chairman of PULF said. He said none of the militants who surrendered with weapons in his group got the promised benefits. "We are setting the deadline for extending all the benefits to my cadres by January 10 next year (2016). If there is no response from the government, we may launch an agitation or go back to the jungles," Umar warned. The PULF is one of militant groups which operated in Manipur valley.

Accused in the call money-cum-sex racket would be given the strictest punishment if the Telegu Desam Party (TDP) regime fails to take action against them, warned the Communist Party of India-Maoist (CPI-Maoist) ‘state committee’, reports The Times of India on December 29. A statement released by party Spokesman Syam contained the poser "Will you do it (awarding punishment) or shall we do it", indicating that they were waiting for the government to prosecute the financiers in question and their henchmen too. The Maoists charged the ruling party with shielding those financiers who sexually exploited several women by taking advantage of their poor financial background. Syam alleged that the government and the police were protecting member of Legislative Assembly (MLAs) and Member of Legislative Councils (MLCs) of the TDP despite victims filing complaints of regular extortion by the same leaders. "Even Chief Minister Chandrababu Naidu and a senior Police officer in the rank of Additional Director-General (not named by the banned outfit) were photographed with a key accused Dayanand," the Spokesman said, implying that there is a nexus between moneylenders and the authorities. Syam claimed that the Police top brass intentionally diluted the sex racket case and saved the 'kingpins' only at the behest of the CM. "A crackdown was launched across the state just to divert the public's attention from the main issues. The government sacked anganwadi teachers en masse even as the opposition took up cudgels on their behalf," he rued.

National Security Advisor (NSA) Ajit Doval and Union Home Secretary Rajiv Mehrishi have sought reports from Jammu and Kashmir (J&K) on the activities of Islamic State (IS) as direct link has surfaced in the State of three youths arrested from Nagpur following sensational disclosures that they wanted to reach Pakistan occupied Kashmir (PoK) via Kashmir for their onward journey to Iraq and Syria via Afghanistan, reports Daily Excelsior. The disclosures have been substantiated with recovery of IndiGo air tickets from Mumbai to Srinagar from the possession of three youths at the time of their arrest. Official sources told the Excelsior that J&K Police was in touch with their Hyderabad counterparts and didn’t rule out the possibility of a J&K Police team visiting Hyderabad to join interrogation of the youth, who had been arrested for second time in the past two years for their attempts to join the IS. Sources said Doval and Mehrishi have written to five States including Jammu and Kashmir, Telangana, Andhra Pradesh, Kerala and Maharashtra seeking details of radicalization of youth towards the IS. Though Defence Minister Manohar Parrikar and Union Home Minister (UHM) Rajnath Singh had recently stated that the Centre has minimized the impact of IS, the Centre wanted all vulnerable States to remain on high alert on the IS threat.
