Train services in the Kharagpur-Tatanagar route of South-Eastern railway were disrupted on January 2 after a landmine hoax created panic in West Midnapore District, reports PTI. A pilot train and a team of joint SFs rushed to a spot near Jhargram railway station after a driver of the Howrah-bound Sambalpur Express noticed some banners and a tiffin-box with wires spread out lying on the railway tracks, Police said. An inspection by the bomb-disposal squad revealed the absence of any explosives. Police said that this was a ploy by the Maoists to create panic, as a result of which several local trains in the route were cancelled while long-distance trains got delayed.

According to Indian Express, after receiving intelligence reports that cadres of the Communist Party of India-Maoist (CPI-Maoist) are planning to blow up railway installations, security has been tightened in Bihar. The Railway Protection Force (RPF) personnel frisked passengers and checked their luggage with bomb detection devices, and stepped up patrolling of platforms as a part of the drill. Officials said a high alert was ordered since there was information that some anti-social elements from neighbouring Nepal had sneaked into the city.

A number of villagers are compelled to migrate to different places for safety following threats from Communist Party of India-Maoist (CPI-Maoist) cadres in Sundergarh District, reported ANI. About 3,000 villagers of the five villages, namely, Jharbeda, Mahubeda, Sanbalijor, Langlakata and Relhatu under Relhatu Gram Panchayat (village level local self Government institution) deserted their homes due to continuous harassment by the Maoists. The tribal villagers were antagonised by Maoists, who used to demand food from the poor villagers. The Maoists used to force them to attend meetings and participate in creating road-blocks during the bandhs (general shut down) called by the extremists. The Naxalites had also directed the villagers that one youth from each household must join the outfit. Any voice of resentment against Maoists’ diktat would only mean suffering for the villagers.

"We are going to step up our offensive and target security forces and other vital installations," self-styled ULFA ‘commander-in-chief’ Paresh Baruah said in an e-mailed statement. Titled ‘new guidelines and instructions’, the rebel statement also warned of action against Assam Police personnel and ‘informers’. "We are not going to spare those who act as informers to pass on inputs to the security forces," the ULFA leader said. The rebel statement also threatened action against ‘intellectuals’ who are anti-ULFA. "We shall identify the intellectuals and first warn them and then take action on such people," the statement said.

Determined to spoil the Trinamool Congress chief Mamata Banerjee’s rally at Jhargram in West Midnapore District on January 15, the leadership of the Communist Party of India-Maoist (CPI-Maoist)-backed People’s Committee against Police Atrocities (PCPA) is not ruling out the possibility of violence during the meeting, reported The Hindu. The PCPA has already issued a diktat to the local tribal population against participating in the rally. This is being seen as a reply by the Maoists and the PCPA to Banerjee’s demand to deploy the Army in the region to tackle the Maoist menace. Speaking to The Hindu on January 13 over telephone from the Lalgarh region, spokesperson of the PCPA Asit Mahato said, “How does Ms. Banerjee expect the people of the region to listen to her at the rally, when she is asking for deployment of the army against the same? It is a publicity stunt on her part to brighten her party’s prospects in the forthcoming State Assembly elections. But the people of Jangalmahal are not going to be pawns in her political game.” Asked if the PCPA would use force to thwart the rally, he said: “Though we do not have any such plans, but we cannot give any assurances if agitated people do something on the spur of the moment. Ms. Banerjee and the State government are speaking in the same tone these days.”

The Tehreek-e-Taliban Pakistan (TTP) warned the Government against continued drone attacks in the Tribal Areas amid reports that TTP chief Hakeemullah Mehsud is “under treatment” for “serious injuries” sustained in a drone strike on January 14. The TTP warning came in a one-minute audio message, purportedly recorded in Hakeemullah’s voice, released by the group to local journalists a day after the drone strike targeted him in South Waziristan. “There are reports that Hakeemullah was wounded in the attack and is under treatment at an undisclosed location,” official sources said, but did not say what type of injury the TTP chief was being treated for. “There is a 20 percent chance that Hakeemullah will survive,” said the officials, citing sources close to top Taliban leaders. The Inter Services Public Relations (ISPR) said the military was investigating reports of Hakeemullah’s death. “So far, we do not have confirmation of him either getting killed or getting injured. It will take a little more time,” ISPR Chief Major General Athar Abbas said.

The Union Ministry of Home Affairs (MHA) in a statement on May 6 warned civil society groups, non-governmental organisations, intellectuals and the general public to refrain from supporting the Communist Party of India-Maoist (CPI-Maoist) ideology as it will attract action under the Unlawful Activities (Prevention) Act, 1967, reported The Hindu. It warned that under Section 39 of the Act, "any person who commits the offence of supporting such a terrorist organisation with inter alia intention to further the activities of such groups would be liable to be punished with imprisonment for a term not exceeding 10 years or with fine or with both." Asking the public not to become a victim of the CPI (Maoist) propaganda, the statement said: "The Communist Party of India (Maoist) and all its formations and front organisations are terrorist organisations whose sole aim is armed overthrow of the Indian state." The Times of India added that the law, Unlawful Activities (Prevention) Act, 1967, empowers the State to punish those collaborating with a banned organization with imprisonment up to 10 years. Besides, section 39 of the UAPA also provides for fine to be slapped on those found collaborating with extremists.

"I think there has been in the past a view on the part of Pakistan that their primary rival, India, was their only concern," he said at a joint press conference with visiting Afghanistan President Hamid Karzai in the night of May 12. Obama said: "I think what you've seen over the last several months is a growing recognition that they have a cancer in their midst; that the extremist organisations that have been allowed to congregate and use as a base the frontier areas to then go into Afghanistan, that now threatens Pakistan's sovereignty," he added.

ANI reports that the Communist Party of India-Maoist (CPI-Maoist) cadres in Palamu District have threatened villagers not to hold weekly markets so as to prevent any kind of supply to Security Forces (SFs). The villages under the Chak Police Station limits in the District are faced with a Maoists threat for last two weeks. The connectivity to these villages has come to a standstill, as the Maoists blocked the Manatau Chak road, which is also a crucial supply chain for the SFs. The blockade is being viewed as Maoists new method against the SFs, as the latter get supply either from Manatu or from Daktonganj. The Maoists are also threatening villagers to stay away from the weekly markets, due to which supply of essential commodities, food grains and vegetables has been disrupted. Earlier, the local traders use to organise weekly markets on Tuesday and Wednesday.

The anti-talks faction of the National Democratic Front of Bodoland (NDFB) is planning to trigger off explosions in different parts of the State to show its strength, while the Security Forces (SFs) are being kept on high alert to thwart such a move after receiving inputs in this regard, reports Assam Tribune. Police said that Guwahati city was considered most vulnerable to possible NDFB attacks, while the other major towns in the north bank of the Brahmaputra including Tezpur were also considered vulnerable. There is no dearth of explosives for the NDFB and the outfit has the expertise of making powerful Improvised Explosive Devices (IEDs). The Police said that the strength of the outfit would be around 300 and the ‘zonal commanders’ were taking most of the decisions on their own after the arrest of NDFB ‘chief’ Ranjan Daimary. The outfit is still maintaining its bases in the Khagrachari area of Bangladesh, while the newly set up bases of the outfit in Myanmar are being maintained with the help of Manipur-based Kanglei Yawol Kanna Lup (KYKL). The NDFB still have a number of trained cadres as 26 batches of boys were trained in Bangladesh since 2004 and a number of trained militants are still at large, which is a major concern for the SFs. The outfit is also trying to strengthen its batches in the north bank of the river Brahmaputra and the SFs are handicapped by the fact that there is very little intelligence input about the movements of the militants.

The Commonwealth Games face a threat from Pakistan-based terror group Lashkar-e-Toiba (LeT) and other militant outfits, which, according to a US think-tank, may be planning an attack during the event, reports Daily Excelsior. Vice-President of Tactical Intelligence, STRATFOR, Scott Stewart replied in affirmative when asked whether the sporting event scheduled in October faces any terror threat. "Yes. Two days after the February 13, 2010 blast in Pune, Ilyas Kashmiri (wanted al-Qaeda terrorist) threatened the Field Hockey World Cup, the Indian Premier League cricket competition and the Commonwealth Games," Stewart said in an interview. In support of his claims, the STRATFOR analyst quoted a warning of "continue attacks all across India until the Indian Army leaves Kashmir" posted by Kashmiri via the Asia Times Online on February 13, 2010. He, however, added, "Again, we would not expect to hear a threat from a group that was planning an attack, especially the closer we edge to the event they want to attack. They would be very quiet. Publicised threat statements made by militants are not a reliable way to judge the true threat to an event," said the STRATFOR analyst.

Faisal Shehzad, the man arrested for plotting car bombing in New York’s Times Square appeared in a video on Al-Arabiya television on July 14 in which he said he planned to attack the United States, reports The News. “This attack on the United States will be a revenge for all the Mujahideen... and oppressed Muslims, including ... Abu Musab al-Zarqawi (the late leader of al-Qaeda in Iraq), î said Faisal Shahzad”. The recording, whose authenticity could not immediately be confirmed, was made in English and had an Arabic voiceover. “I will carry this attack on their behalf, and I hope that it will please Muslims,” Faisal Shahzad said in the first video linking him to the abortive May 1 bomb plot and al-Qaeda. “With Jihad (holy war), the basis of Islam can be enforced and the word of Allah and his religion will prevail,” he said. “Abandoning Jihad destroys the religion and puts Muslims in an insulting position as they get robbed of land and authority,” he added. Dressed in the attire of Afghan fighters with a black turban and a trimmed beard, Shahzad appeared in a video that carried the “Umar Media” brand, with an AK-47 rifle apparently added by video editing to his left. “Eight years have passed since the war in Afghanistan. You will see that the Muslims’ war has just started, and we will tell you how Islam will spread all over the world,” he said, reading at some point from a book. Dubai-based Al-Arabiya said the video was 40-minutes long. It said Shahzad appeared in the video with Faqir Mohammed, the Tehreek-e-Taliban Pakistan (TTP) leader in Bajaur Agency, but such footage was not aired.

Pakistan-based Sikh militants, supported by the Pakistani Inter-Services Intelligence (ISI), might carry out bomb blasts in New Delhi before the Commonwealth Games, the Punjab Police has alerted, reports Times of India. An advisory circulated recently among all senior officers in the State by the intelligence department of Punjab Police has pointed out that Sikh militant leaders based in Pakistan are under "tremendous pressure" from the ISI to carry out sabotage activities in India before the Games. "Militant leaders, including Khalistan Zindabad Force (KZF) chief Ranjit Singh Neeta are planning to undertake some militant actions, including bomb blasts, before the Games scheduled in New Delhi in October," the advisory said. It also stated that around 15 kilograms RDX was smuggled into India from Pakistan by Neeta's contacts, which was divided into three parts, most of which has been seized by Police from different places in the State including Ferozepur and Rajpura. Intelligence sources of the State Police have inputs that Neeta could himself enter India if those directed to carry out the nefarious designs failed in their task. "Certain militants sitting abroad are desperate to push four Sikh extremists into India to carry out nefarious activities," the advisory said. Meanwhile, police have been sensitised and directed to take necessary preventive and detective measures to avoid any untoward incident, official sources said.

A former Inter-Services Intelligence (ISI) official, Colonel Ameer Sultan alias Colonel Imam, who is in custody of militants since four months in North Waziristan, appealed to the President, Prime Minister and Director General of the ISI to accept demands of the militant organisation, Lashkar-e-Jhangvi al-Alami, to save his life, The News reported on July 26. He said his fate would be worse than that of the former Pakistan Air Force officer Khalid Khwaja, who also served in the ISI and was put to death by the same group of militants on April 28. The militant organisation holding him and a British journalist, Asad Qureshi, released videotape on July 26 in which Col Imam was shown recording his written statement. Col Imam, Khalid Khwaja and Asad Qureshi were kidnapped on March 26 from Mir Ali town in North Waziristan where they had gone to make documentary on Taliban and victims of the US drone attacks. Initially, a little known militant organisation, Asian Tigers, had claimed responsibility for the abduction and later set their terms for the release of the three abducted persons. On April 28, the militants shot dead Khalid Khwaja and placed his body on a road near Mir Ali town, threatening to kill the remaining two hostages if their demands were not accepted. The outfit had demanded a huge amount as ransom and release of 160 militants in exchange for Asad Qureshi and Col Imam. In the new videotape, Col Imam said he was recording his statement on July 24. He complained he had become fed up with his life as he was being held in an underground cell. “I am in custody of Lashkar-e-Jhangvi al-Alami led by Abdullah Mansoor. I sent several statements and CDs to the Government but they did nothing for my release. He appealed to the President, Prime Minister, ISI director-general, Lt Gen (R) Hameed Gul and Gen (R) Mirza Aslam Beg to accept the demands of Lashkar-e-Jhangvi al-Alami. “You people know about my services for this country and nation. If the Government does not care for me, then I will not care for it and disclose its several weaknesses,” Col Imam said.

Militancy has adversely affected the Union Government's flagship programme, National Rural Employment Guarantee Scheme (NREGS), in Garo Hills. There are instances of huge number of people, working under NREGS projects in East and South Garo Hills Districts, who cut short their work to go home early due to fear of being intimidated by Garo National Liberation Army (GNLA) militants. "The villagers do not feel safe to remain out of their houses till late due to the rise in criminal activities of the GNLA," a senior Government official said on August 1. The official on condition of anonymity admitted that implementation of the Centrally-sponsored programme has suffered badly in both the districts of Garo Hills due to this emerging problem. The GNLA has also continued to serve demand notes and send SMS to Block Development Officers (BDOs) and other Government officials asking for millions of rupees.

"The media should avoid creating rifts in the ranks of Mujahideen (holy warrior) who are fighting a holy war," the TTP spokesman said while addressing media organisations on phone from an undisclosed location. He said that the US commander in Afghanistan, General David Petraeus, was dictating the Government and forces in Pakistan to secure US interests here. Pakistan has become a part of the NATO plan, which would further create problems for the country, he added. Tariq said the Government and other institutions in Pakistan were protecting NATO’s interests in the region. He vowed that the TTP would continue its resistance against such forces until the Pakistan government parted ways with the US-led NATO forces. He paid tribute to Faisal Shahzad for his "bold activities" in the US and said he had rendered great sacrifices to uphold the cause of Islam. "America is not safe on its own land," Tariq added.

A former supporter of the Communist Party of India-Maoist (CPI-Maoist) Mandangi Subarao (42) of Kondabaredi village under Ramanaguda Police committed suicide by hanging himself in the office building of the anti-Naxal [Left Wing Extremism] cell in Rayagada in the morning of August 11. Mandangi was a hardcore Maoist supporter earlier; he had contested the local body elections and was leading life as a contractor. According to Rayagada Superintendent of Police (SP) Anup Krishna, Mandangi was a key element in the anti-Naxal operations as he remained in regular touch with local Police and used to provide precise information about Naxalites' movement. For that, he had been under constant threat of Maoists. In the last week of July, a group of Maoists led by Naxal leader Suresh had abducted him and taken him to their secret hideout in jungles near Vardha. He had faced torture at the hands of Maoists who had also threatened to kill him, it was reported. The mental pressure might have driven him to suicide, Police said. He committed suicide while his room-mate had gone out. Police registered a case.

The United Nation aid envoy to flood-stricken Pakistan, Jean-Maurice Ripert, warned on August 11 that armed militants could take advantage of the country's worst humanitarian disaster by operating among its displaced victims, reports Dawn. “We all hope that militants will not take advantage of the circumstances to score points” by exploiting people driven from their homes by the floods, Jean-Maurice Ripert said. “The people's misery can always be exploited by those who have political or militant aims,” the newspaper quoted him as saying, describing the floods as “the worst natural disaster the country has known.” His comment came in response to a question about reports that some local aid groups working for the victims in Pakistan had links to extremists. “For us, the essential thing is to help the Pakistani authorities to work together, set priorities and implement them,” Ripert said. “That is the best response to make to those who want to use the catastrophe for other purposes.”

The National Investigation Agency (NIA) made the arrest and he has been sent to the jail custody. The militant outfit has regarded this incident as a great injustice to it and this act of the Government has hampered the peace process in the Dima Hasao (erstwhile North Cachar Hills) District.

The Khyber Pakhtunkhwa Information Minister Mian Iftikhar Hussain warned on August 19 that militants were regrouping in areas around Peshawar and could launch an attack anytime, reports Dawn. The warning came a day before the Provincial Government hosts a donors’ conference in Islamabad to seek assistance for rehabilitation of the flood-affected people. Representatives of the United Nations, US, European Union, Gulf states, China and lending agencies have been invited to the conference. Chief Minister Ameer Haider Khan Hoti will brief them on the devastation caused by the floods. Addressing a press conference, Information Minister Mian Iftikhar Hussain said: “Militants are reorganising themselves and planning terrorist activities. Therefore, the Federal Government should act immediately against them.” A couple of days ago, he said, about 200 militants from the Khyber Agency clashed with Police and Paramilitary Forces in Serband area near Peshawar. Militants killed two tribal elders in Adezai area in the Frontier Region of Peshawar. Two suspected suicide bombers have been arrested in Mathra area, adjacent to the Mohmand Agency. “Resurgence of militancy in the region can pose a serious threat to the country, if the Khyber Pakhtunkhwa Government does not get immediate help from the Federal Government and the international community,” Mian Iftikhar said, adding that KP alone could not cope with the natural disaster and combat militancy at the same time.

The warning came after the United States (US) requested Dhaka to send combat forces to help the coalition forces in Afghanistan, reports Daily Star on September 29 quoting the Search for International Terrorist Entities (SITE) intelligence group, a US monitoring service dedicated to gathering information on international terrorist groups. SITE said the Taliban has responded by posting messages in Arabic and Pashto on its website and Jihadi forums calling on Dhaka to spurn the US request. "(We) believe that the leader of Bangladesh has enough Islamic knowledge and political wit not to involve people in the fight against Islam and against the Afghan people by sending a few hundred soldiers to Afghanistan," the message read.

The wife of a key figure in the November 26, 2008 Mumbai terrorist attacks (also known as 26/11) warned US federal agents three years beforehand that her husband was training with a Pakistani militant group, the Washington Post reported on October 15. Citing sources close to the case, the daily said the wife of David Coleman Headley warned Federal Bureau of Investigation (FBI) agents in August 2005 that her husband had undergone intensive training with Lashkar-e-Toiba (LeT) and was in contact with extremists. Headley's wife, who was not named in the report, called a terrorism hotline after getting into a fight with him in August 2008, the Post said. The FBI agents followed up, and interviewed her three times, the newspaper reported in a story co-authored with journalism foundation Pro Publica. She told agents that her husband "was an active militant in the terrorist group Lashkar-e-Toiba, had trained extensively in its Pakistani camps, and had shopped for night vision goggles," the Post reported. Despite the warning, Headley was able to continue moving freely, travelling to Pakistan, India, Dubai and Europe in 2006, gathering information and material that made the attack possible. US anti-terrorism agencies did warn Indian counterparts about a possible LeT plot to target Mumbai in 2008, but it was unclear whether the warnings were based on Headley's wife's tip-off two years earlier. Headley was reportedly also bragging about being a US Government informant before the attacks, telling his wife and others that he is working for the Drug Enforcement Agency (DEA) and FBI. Headley did work as an informant for the DEA in the 1990s when he was known by his birth name Daood Gilani and had been arrested for smuggling heroin from Pakistan. After a second arrest and more work for the agency, he went to Pakistan, where he became radicalized, the Post reported. Then, after the September 11, 2001 attacks, he began telling people he was working for a joint DEA-FBI project. But FBI officials told the Post they did not believe Headley, who changed his name in 2006, had ever worked for the FBI. Headley, the son of a former Pakistani diplomat and a white American woman, is being held in the United States. He confessed to plotting the attacks and in exchange for pleading guilty, US prosecutors agreed he would not face extradition to India or the death penalty.

The Tehreek-e-Taliban Pakistan (TTP) on October 25 threatened to move into Afghanistan and launch an "unending war" against the Pakistani troops from there, reports Indian Express. A pamphlet purportedly distributed by the "Mujahideen Shura of North Waziristan" in the market in Miranshah, the main town of North Waziristan Agency, said the TTP asked Afghanistan President Hamid Karzai to provide them shelter if an operation is launched in the region. "If the army starts another operation we will migrate to Afghanistan...But this will lead to an unending war in the region and jihad will continue," the pamphlet said. The pamphlet further said there was a possibility that the Pakistan Government will launch an operation in North Waziristan because it has received a fresh military aid package worth USD two billion from the US. It asked people to be prepared to "cope with the situation". "If the government launches an operation for the sake of money, the people of Waziristan will collect two billion dollars," the pamphlet added. The warning by Taliban comes amidst reports that the US is stepping up pressure on Islamabad to launch a military offensive in the tribal region, which they suspect to be the haven of al Qaeda and Haqqani Network faction of the Taliban.

US officials received at least five warnings that an American man who became a key figure in the 2008 Mumbai attacks was training or working with extremists, The Washington Post said on November 6. Despite the warnings to US intelligence agencies building up over seven years, officials did not move to question David Coleman Headley or place him on any watch list, the report said, citing a review underway for the US director of national intelligence (DNI). The report was co-published by the The Washington Post and ProPublica, an investigative journalism group that reported the story. In October, ProPublica revealed that one of Headley’s wives had warned the Federal Bureau of Investigation (FBI) agents in August 2005 that her husband had undergone intensive training programmes with the Lashkar-e-Toiba (LeT) and “was an active militant” with the radical extremist group, in a report the newspaper said prompted the DNI review. Despite the warnings, Headley continued to move freely, travelling to Pakistan, India, Dubai and Europe in 2006, gathering information and material that made possible the attacks by the Pakistani militants on Mumbai, which left 166 people dead and more than 300 others injured.
