Islamist militants have threatened to kill Bangladesh Prime Minister Sheikh Hasina and blow up a high-security prison in north-eastern Chittagong city if their associates are not released from the prison within a month, reported Daily Star, according to Times of India. The jailer of the prison in Chittagong port city received a letter containing the threat, with its sender calling himself a member of the Jama'atul Mujahideen Bangladesh (JMB). "She (Hasina) survived this year's August 15 but she will not be alive in future as she will also be blown to smithereens," the letter said in an oblique reference to August 15, 1975 when her father and the country's founder Bangabandhu Sheikh Mujibur Rahman was assassinated along with most of his family members, according to the report.

The Jama’atul Mujahideen Bangladesh (JMB) threatened to blow up Chittagong District Central Jail and Court Building on January 5, reports New Age. A letter, claimed to have been signed by two militants of the JMB reached jailor, Rafiqul Quader, by post on January 5. The outfit threatened to bomb the jail and the Court building if its detained militants were not released in a month’s time, Quader told. Lieutenant-General (retd) Abdul Qadir Baloch of Pakistan Muslim League – Nawaz (PML-N) warned the Government in the National Assembly on January 7 that its indifference towards Balochistan would augur well neither for the province nor for the country’s integrity. On the issue of custodial killings allegedly by the Frontier Corps (FC), he said, had paralysed most of southern and central Balochistan and also the issue of reappearance of FC posts which had been removed under the Aghaz-i-Huqooq Balochistan package. A pamphlet distributed in Miranshah on behalf of the Shura-i-Mujahideen (council of holy fighters) said the Government had been recruiting locals in the army, Frontier Corps and Levies Force to use them against the TTP. This Shura is led by a militant leader Hafiz Gul Bahadur. “Recruitments can create civil war in North Waziristan,” said the pamphlet written in Urdu. “Those who have already joined Levies and (other) paramilitary forces should quit their jobs. Those who don’t obey the advice will face consequences and Mujahideen will not accept any excuse,” it said.

The cadres of the Communist Party of India-Maoist (CPI-Maoist) attacked a camp of a construction firm involved in construction of remote rural road under Pradhan Mantri Gram Sadak Yojna (Prime Minister Village Road Scheme, PMGSY) and set ablaze a poclain machine in Ganjam District in the intervening night of January 20 - 21. At around midnight a group of around 40 Maoists reportedly reached the spot searched for the driver of the poclain machine parked there and forced him to drive away the poclain away from the camp and set it ablaze. Later, the Maoists terrorised the workers of the construction firm camping at the site. They also left some posters at the spot. Through these posters they threatened construction contractors not to take up any construction work in remote areas without their permission. They also threatened the construction firms not to use machines during the PMGSY road construction.

A group of armed Maoists packed explosives to blow up a stretch of railway track, four kilometres from Mile station in Ramgarh District, at 1.15 AM (IST), Police sources said. Similarly another stretch of railway track was blown up between Dania station in Bokaro District and Bihar's Jageshwar station, disrupting train services on the two routes, the sources said. The Maoists also warned the station master of Dania against movement of trains during the shutdown, and took away the keys of the railway crossing gate there, the Police said.

Stating that they planned to capture the urban areas, he said the struggle plan would be announced within five months. A recent intelligence report sent to the Union Ministry of Home Affairs (MHA) has warned that nearly half-a-dozen Maoists lodged in prison may pose a serious threat to the security of Motihari District jail, reports Telegraph. The East Champaran Superintendent of Police, Ganesh Kumar, has issued stern directions to all Station House Officers (SHOs) and asked them to keep a strict vigil in the areas. According to another intelligence report, the Maoists are contemplating the abduction of bureaucrats. The depot of Indian Oil Corporation at Raxaul town and other Government offices in the East Champaran District are also on the target of the Maoists, the report said. A new White House Report warned on April 5 that Pakistan still has no clear path to triumph over insurgents, and said Afghanistan’s Taliban was turning more and more to soft civilian targets, reports Dawn. The semi-annual White House Report to Congress is designed to judge progress or otherwise towards key objectives of the war in Afghanistan and operations against al Qaeda in Pakistan, now nearly a decade old. The report noted a deterioration of the situation in inhospitable Federally Administered Tribal Areas (FATA) in northwest Pakistan alongside the Afghanistan border between January and March of 2011. It details an operation in Mohmand Agency and Bajaur Agency in the areas that started in January to clear insurgent strongholds —the third time in two years that the Pakistani army has attempted to complete the task. “What remains vexing is the lack of any indication of ‘hold’ and ‘build’ planning or staging efforts to complement ongoing clearing operations,” the report said. “As such there remains no clear path to defeating the insurgency in Pakistan, despite the unprecedented and sustained deployment of over 147,000 forces.” The report also however noted the “tremendous human sacrifices” made by Pakistani forces in the region.

The arrestee, Manish Bahadur Tamang, Dipak Lama, Manoj Lama and Kale Tamang, had long been spreading panic among affluent people in the Budhanilakantha area by threatening them and demanding huge amounts of money. According to Deputy Superintendent of Police Deepak Thapa, preliminary investigations indicate that they, in the name of SJM, had extorted millions from scores of Budhanilakantha denizens. During interrogation, they confessed that they had extorted many people and their soft targets were affluent families. So far only a woman, who was forced by the SJM to cough up NR 110,000 recently has filed a complaint, Police said.

Sher Bahadur is a District Committee member of the Unified Communist Party of Nepal-Maoist (UCPN-M) in Okhaldhunga District, while Laldhoj and Champak are District level leaders of the Matrika Yadav-led Maoist. Himalayan Times quoted Senior Superintendent of Police Hemant Malla Thakuri as saying that Police pounced on the group after receiving information that they had issued a warning letter to all VDC Secretaries in Sindhuli to shun official work or quit their jobs, saying the country was heading for a federal structure. “They had threatened the VDC Secretaries with death if their order was ignored. They were also preparing to issue warning to VDC Secretaries across the country,” he informed. According to Thakuri, the outfit was formed in 2010 with the objective of operating political activities in the interest of the Sunuwar community. The anti-talk faction of the United Liberation Front of Asom (ULFA), headed by ‘commander in chief’ of the outfit Paresh Baruah, threatened the Congress and managed to trigger off an explosion in the Rajiv Bhawan, but the outfit could not indulge in any other major act of violence due to tight security measures taken up. Though there were intelligence inputs of a few ULFA militants entering the city, the elections passed off peacefully. Polling in the militancy hit Districts of Dima Hasao (formerly known as North Cachar Hills) and Karbi Anglong was also by and large peaceful with most of the militant outfit operating in the area are under ceasefire agreement with the Government.

The arrestees, Dhan Bahadur Thapa and Karun Thapa, claimed that they are affiliated with Samyukta Janabadi Morcha (SJM). Army chief General V K Singh observed that "the major concern" at the moment was the ongoing "attempts" by "non-state actors" to acquire weapons of mass destruction (wmds). Telegraph reports that dissident Garo Hills District Congress legislators on April 29 claimed to have received “threatening” text messages from Garo National Liberation Army (GNLA) militants, asking them why they did not support beleaguered chief minister Mukul Sangma. Frankenstein W. Momin, community and rural development minister and a dissident Congress legislator, said he had received threatening messages from people who claimed to be cadres of the nascent militant outfit. According to him, the phone number from which the text messages were sent was reportedly from Bangladesh and the language used was English. Apart from Momin, other legislators who have received similar text messages include Saleng Sangma, the legislator from Dalamgiri in West Garo Hills. In the past, the GNLA was alleged to have sent “text messages” to demand money from legislators cutting across party lines representing Garo hills. The Sangma Government, which completed a year in office on April 20, is under strain with dissidents trying to overthrow the chief minister and replacing him with former chief minister D.D. Lapang.

In a twice-annual report to the US Congress, the Pentagon said that “a surge of foreign troops into Afghanistan has dealt a blow to the Taliban insurgency but total violence has risen since last fall”. It said the increase in overall security incidents, which includes roadside bombs and direct fire, was due in part to the surge of foreign troops, stepped-up targeting of insurgent safe havens, and mild winter weather. Deputy Inspector General (DIG) North Kashmir Range, Muneer Khan, said that the militants were operating in Kunzer village of Pattan area. The module was set up on the directions of a HM ‘commander’ Maqsood Ahmad Bhat alias Tariq, resident of Mamoosa, Pattan, presently serving detention in the jail. The aim of module was to revive militancy and to spread terror among people in areas like Pattan, Khore, Shirpora, Kunzer and Tangmarg (all in Baramulla District). The group was offering arms training to school going children in the adjoining orchards of Pattan. They had also intimidated people not to take part in the Panchayat elections and in fact had pasted threatening posters. The group was involved in two grenade blasts with one carried out on Army at Pattan market on September 9, 2010 and the second at Magam market on July 11, 2009. They had also made an unsuccessful attempt on the life of Abdul Karim Dar, Chairman Municipal Committee, Kunzer in 2010.

On May 16, party cadres and security guards at party headquarters Paris Danda heard Janak Gadtaula, a central member in the dissolved labour union headed by Shalikram Jammar Kattel and a bouncer at Casino Tara in Hotel Hyatt, saying ‘we need to finish vice chairman Baburam in a few days’. Maoist members present at the headquarters at the time of the incident said they also heard Gadtaula instructing his supporters to come in motorcycles and vans to ‘finish Baburam.’ Gadtaula had gone with about two dozen friends to the party headquarters to pressure the leadership for releasing their peer Kuldip Rai, chairman of the Maoist labour union at Casino Anna, arrested on several charges few days ago. Gadtaula is considered a labour union leader close to Maoist chairman Pushpa Kamal Dahal aka Prachanda. Labour union members close to Dahal have blamed Baburam Bhattarai for Rai’s arrest. Two consulate personnel in the bullet-proof Land Cruiser also suffered minor injuries. According to Police, the vehicle carrying US personnel was going to the consulate office in the cantonment from the American Club in the posh University Town. US embassy spokesman in Islamabad, Alberto Rodriguez, said in a statement that the vehicle had been hit by an improvised explosive device. The vehicle was damaged, but no US personnel were seriously injured. One of these letters warned Hindus against undertaking pilgrimage to Amarnath cave and Mata Vaishno Devi shrines in Jammu and Kashmir. SP Kamaljeet Singh Dhillon said he had been given the letters which were first received by the Mahant (Chief priest) of local Sheetla Mata Mandir Kamal Kishor. Another letter threatened that eight important temples of Himachal Pradesh and several important temples of Punjab, including Hanuman Garhi Madir, Sheetla Mata Mandirs of Phagwara and Kapurthala, Shri Kali Mata Mandir of Patiala and Durgiana Mandir of Amritsar would be targeted with bombs. A three page letter written in Telgu language signed by the Communist Party of India-Maoist (CPI-Maoist) Malkangiri Division ‘Secretary’ Poonam Chand stating “We the Maoists are working for the people, but you are preventing us to reach the people by utilizing the Police there by foiling our mission,” was handed over to Balwant Singh, District Collector of Malkangiri District by one Village Level Worker (VLW) on June 2. The letter addressed to the Collector Balwant Singh further reads that “we released the then Collector R. Vineel Krishna in the ‘Praja Court’ after the Chief Minister Naveen Patnaik’s assurance to abide by all the demands within 15 days”, however instead of acting on the demands, the State Government is unnecessarily wasting times. The letter has asked the Collector “Are you mot aware about the killing of Comrade Gajla alias Ratnalu in Police encounter on April 24, 2011 at Tentulipadar village despite the State Governments claims that combing operation has been stopped”. The Maoist letter has also demanded the release of all the tribals who have been languished in Malkangiri and Koraput jails on the false cases. The Maoist leader has also said no to operation green hunt. The Maoist leader has further urged to fulfill all the demands of the common men and to supply rice to the cut-off region soon. Any deviation of the warning would have dangerous consequence, the letter said.

In the report titled 'Combating Terrorism: US Government Should Improve Its Reporting on Terrorist Safe Havens', the GAO said al Qaeda and other groups such as the Haqqani network used the FATA to launch attacks in Afghanistan, plan operations worldwide, train, recruit and disseminate propaganda. A group close to UCPN-M, the Upper Karnali Struggle Committee, has warned to protest again if the Government awards the construction contract of Upper Karnali hydropower project to the Indian company GMR. The struggle committee organised a protest assembly in Paltada of Baitadi on June 13 and urged the Government not to issue the construction contract to GMR. GMR is the company which prepared the Detailed Project Report (DPR) of the project. It is not necessary to provide the construction contract to the company which prepared the DPR, said Dharmendra Bastola of the struggle committee. Bastola is also a politburo member and Seti Mahakali region in charge of UCPN-M. Claiming no hydropower project can be completed without support of the locals, Bastola said, we will not allow any foreign company to invest in Upper Karnali. This project should be constructed with Nepali investment as it is also one of the cheapest hydropower projects, Bastola argued. He also condemned the Government plans to deploy Nepal Army soldiers at the project site and warned of protest against the plan. Locals of the area had vandalised and torched GMR office a few months ago destroying property worth millions. The ongoing DPR preparation work has been stalled after the vandalism. Earlier, Energy minister Gokarna Bista had informed lawmakers at a parliamentary committee meeting that the Government was planning to resume the DPR preparation work of Upper Karnali by deploying NA soldiers for security if required.

Local Trinamool activists, who requested anonymity, said they had been threatened in at least 20 villages of Jhargram, Salboni, Sankrail and Kotwali areas of West Midnapore in the past three weeks. “Maoist armed squad leader Badal Mahato travels with his guerrillas at night and holds meetings. He tells villagers about Mamata Banerjee’s promises. He says if the promises are not kept, they will wipe out Trinamool from Janglemahal,” a Trinamool activist said. Obama's comments underscored festering tensions between Washington and Islamabad in the wake of a unilateral US raid that killed al Qaeda leader Osama bin Laden in his hideout in Abbottabad on May 1. In blunt language, Obama made clear he was ready to order more assaults against any safe-havens harbouring those who aimed to kill Americans. Both the calls have been traced to Iran but routed through the US, an official said. The first call was received by Hashim Ilahi, a meat trader in Ismail Nagar locality of Meerut city, about 400 kilometres from Lucknow on July 13. Two days later, on July 15, a similar call was received by Vikas, a young farmer living in Soop village in neighbouring Baghpat District, said state Special Director General of Police Brij Lal. Both Vikas and Hashim claimed to have been offered huge amounts of money to plant explosives and bombs in different parts of Meerut city. "They made it a point to promptly inform the police about the calls, following which the matter was referred to the Special Task Force (STF) which is now looking into both the cases," said Lal. Hashim told Police that the caller told him that he had been handpicked because his phone number ended with '786', regarded as auspicious in Islam. He said he was offered INR 20 million to carry out the mission.

In a correspondence among the Punjab Police, the Directorate of Inter-Services Intelligence (ISI), and the Government in April 2011, made available to The Express Tribune, there was a clear warning of the outfit attempting a ‘deep infiltration’ of the military and academia. Wary of its burgeoning network and in what appeared to be an early warning of the group’s growing influence, the Crime Investigation Department (CID) of the Police called for taking ‘appropriate’ steps to control the group that calls for establishing a caliphate in Pakistan by overthrowing the Government. “All were forewarned about what was coming,” an official said. According to the document, HuT was working on a plan to seek an uprising in Pakistan similar to ones in Tunisia and Egypt earlier this year. “They wanted an Arab spring in Pakistan,” said an official familiar with the letter. HuT had regularly been distributing pamphlets and leaflets in middle and upper-middle class residential areas of large cities. Intelligence Agencies warned that HuT was trying to mobilise public opinion in favour of establishing a caliphate in Pakistan by overthrowing the Government.

Army on August 4 warned of the possibility of terrorists attempting to disrupt peace in Jammu and Kashmir especially in view of the upcoming Independence Day (August 15), reports PTI. "There is a need to be more vigilant in view of the possibility of terrorists attempting to disrupt the existing peace in the Region, especially during the coming days on account of the Independence Day," said the Security Advisor to the Jammu and Kashmir Government and General Officer Commanding (GOC, White Knight Corps) Lieutenant General J P Nehra. He said, "The downward slide in terrorism should not lull us into complacency as the intentions of terrorists and their infrastructure across the LoC is still intact." DNA reports that militants have resorted to old tricks of soft target killings to instill fear among the people of Jammu and Kashmir. According to officials, over two dozen civilians have been killed by militants in 2011 in the State. Data given by Police says at least 19 civilians have been killed by militants so far in valley alone. Sopore tops the list with five followed by Srinagar and Kupwara with four killings each. Ganderbal has witnessed two civilian killings so far. So far, Baramulla, Shopian, Awantipora and Budgam have witnessed one killing each. “We are comfortably placed in terms of militancy on all parameters except for civilian deaths. Last year the number was 22 and this year it is 23. There is marked decline in all the parameters. Like I said there is no room for complacency,” said Chief Minister Omar Abdullah. “There seems to be no logic to these killings by militants which have happened in a series. Actually they are under tremendous pressure after their leadership has been eliminated,” said an unnamed top Police officer.

It said that the stance was again reaffirmed by the Central Committee of the outfit as per resolve taken in April 1994. PREPAK warns that any individual defying the party norms will be viewed as a traitor and working against the outfit. It warns of dire consequences if the warning goes unheeded and if one starts campaigning for elections, the public should not collude with such individuals and the person should remain cautious, it said.

Garo National Liberation Army (GNLA) on August 26 threatened to call a 72-hour bandh (general shut down) from September 10, if the Assembly session does not deliberate on the alleged secret killing of innocent youths by the Achik National Volunteer Council (ANVC) cadres. The GNLA ‘commander-in-chief’ Sohan D. Shira’s personal secretary Kakam D. Shira told the media that the legislators of both the ruling and the Opposition should check the atrocities being committed by the ANVC. Shira also alleged that the ANVC members had resorted to secret killings as it was evident from the unmarked graves of innocent Garo youths killed by the outfit and buried behind the Tura Youth Hostel and Samanda camp in the East Garo Hills. The Government must investigate the use of hidden weapons by the ANVC since the beginning of the ceasefire, as dozens of Garo boys and adults who refused to accept the ANVC diktat, have gone missing. Some are buried in unmarked graves, the GNLA leader said. Though the ANVC was supposed to deposit arms some of the cadres were still holding on to them, the GNLA alleged.

The Tehreek-e-Taliban Pakistan (TTP) on September 6 set conditions for freeing 27 abducted youths it has been holding hostage for about a week and demanded that the Government should release children and women languishing in various prisons, stop instigating tribesmen for forming anti-TTP lashkars (militia) and disband such lashkars and ‘peace committees’ in Bajaur Agency of Federally Administered Tribal Areas (FATA). In a video released to the media from Kunar of Afghanistan, Bajaur Agency TTP ‘chief’ Maulana Dadullah confirmed that the 27 children from Mamond tehsil (revenue unit) were in the custody of his group. The TTP leader threatened that the lives of the children could be at risk if the demands were not met. He said no-one had so far contacted the TTP for negotiating the children’s release. He said the children were safe.

Mounting pressure on the Government to withdraw Central Forces from Garo Hills region, the GNLA, threatened to bomb different areas in the western part of Meghalaya. “We want the government to withdraw all security forces from Garo Hills and suspend the combing operation against us or else we will bomb several areas in Garo Hills,” Kakam D Shira, a top GNLA leader said. Shira said the outfit also decided to go ahead with the three day dawn-to-dusk shutdown from September 12 to 14 from 5am to 5 pm everyday in protest against the ongoing combing operations. The GNLA’s threat came after personnel of the Commando Battalion for Resolute Action (CoBRA) and Border Security Force (BSF) were deployed in the Garo Hills region.
