Three foreign nationals have been detained, one of them a Syrian in connection with a letter threatening to harm Prime Minister Narendra Modi, as security was stepped up at vital establishments and crowded places in Goa, reports New Indian Express reports. The Syrian, whose identity was not disclosed, was detained on January 25 and was being questioned, Inspector General of Police Sunil Garg told. The letter, received at the State Secretariat on January 13, 2016 had “IS” written on it and threatened to harm Modi and also Defence Minister Manohar Parrikar.

Syria's Ambassador to India Riad Kamel Abbas has warned that terror outfits such as Islamic State (IS) are luring Indian Muslim migrant workers with phony job offers in Gulf countries, The Times of India reports on February 8. Abbas told that migrant workers from India and other countries are lured "under the false pretext of getting them jobs as drivers or pharmacists." However, when they get there, "the workers are gathered and put in (terror training) camps. This is not specific to India, this happens to people from several countries."Asked if jihadi propaganda was drawing more and more Indians to IS, Abbas said that those who were recruited by the group earlier are now calling their friends and relatives within the country. "Earlier IS would recruit Indians living outside the country like in Dubai or Saudi Arabia. Then they were asked to call their friends in India and describe the situation like it was Heaven itself," he said. When the Indians arrive there, they find the situation on ground very different from what was the described to them, he said.Abbas blamed the poverty, lack of employment and ignorance for youngsters being misled by the jihad" (holy war) espoused by the IS. "Many Muslim scholars do not impart he necessary knowledge o youngsters on what it is o fight in the name of Al ah and who are the right people to follow," he said. However, he added, "Indian society is not vulnerable for large scale infiltration by terrorist groups" as Indian security agencies are "strong enough to keep an eye on such activities". He appreciated India's position on the Syrian crisis of non-interference.

Surya Kiran Gurung, chairman of TRC, while speaking of the challenges faced by the commission and also the progress made since its formation said "If the government and related stakeholders are not sensitive and serious about the issue, several conflict-era cases will become internationalized just like the case of Colonel Kumar Lama, once war-torn countries like South Africa, Sierra Leone, Chile, Cambodia, Peru, East Timor, Nigeria and Mozambique had to undergo bitter experiences while sorting out war-time crimes even though powerful commissions were formed for the purpose.”

The Manipuri film industry shut down indefinitely on February 17 to protest against extortion threats by National Revolutionary Front of Manipur (NRFM) to the Film Forum Manipur, reports The Telegraph. "We have decided to suspend all Manipuri film-related activities after the National Revolutionary Front Manipur issued threats to us for not meeting its monetary demand. We will not resume our activities until the threat is withdrawn," the chairman of the Forum, L. Surjakanta, said. According to Surjakanta, the militant group first approached the Forum for "financial assistance" late last year (2015). In response, the Forum suspended all film activities from November 14, 2015. The Forum resumed work on December 28 after a public meet, attended by civil society and student organisations, appealed to the rebels to withdraw the threat. Surjakanta said the militants have not mentioned the exact amount to be paid, but continue to issue threats to the Forum. "Within days of resuming our activities, telephone calls came from the group, threatening us and warning us that no activities would be allowed until the group is paid. Our repeated appeals and pleas to withdraw the demand and threat went unheeded. After reviewing the situation and also in view of the rigid stance of the group, we have decided to suspend all activities indefinitely from today," Surjakanta said.

No casualty was reported in the encounter. However, KSO ‘general secretary’ who was taken along with one of his aides by ZUF cadres went missing after the gunfight even though his aid backed to his village on the next day. KSO general headquarters expressed serious concern over the gunfight that took place Lenglong village while expressing fearing that the ‘general secretary’ be a victim of the encounter. Prior to this incident, around six cadres of ZUF threatened the residents of Lenglong village to guide them to their destination otherwise to face dire consequences. After the group moved for a distance five or six kilometres away from the village they were ambushed by SFs personnel and amidst the ensuing encounter Thangzou Gangte managed to evade the encounter and escaped to the safety of his village. After the encounter ceased, the villagers tried to go to the place of the incident to look for Lalchoilou. However, they were stopped by SFs from proceeding further towards the place of the incident. The KSO appealed to the armed groups involved in the gunfight to hand over the civilian without any harm. At the same time, the KSO strongly disapproved the action of the ZUF cadres who had forcibly taken the two villagers to accompany them.

In a statement to the press, HNLC ‘publicity secretary’ Sainkupar Nongtraw informed that they have coordinated with other groups of the North East. The recent arrest of its cadres along with an ULFA cadre is a huge loss but they will be replaced by others, the outfit said, adding that they will vehemently take to military tactics. He stated that the two institutions were a target as both was trying to ‘segregate’ the Hynniewtrep community by taking away the rights of the people. Threatening to intensify their violence, Nongtraw stated, “The police are overconfident of ‘Operation Hillstorm’. But they should not forget that the HNLC can create operation IED storm in the heart of the city and its political institutions.” “Henceforth if any casualty is taking place in the Khasi and Jaintia Hills, the State government shall be solely responsible. The disclosure was made by one Abu Anas, a native of Tonk in Rajasthan, who told sleuths that he had "applied for a loan with Axis Bank by showing his official status as an employee of Ms Techno World Group where he was employed as senior consultant", the report said. Anas, a master's in computer application, was employed in Hyderabad at the time of his arrest, said officials. "The probe has revealed that Anas deposited INR 1,49,000 in the account of one Mohammad Khadeer, alias 'Sulaiman', a native of Hyderabad who is said to be fighting in Syria," said an official. They would be responsible for the resultant loss of life and property, the letters added. The BDO of Kolebira in Simdega District received the threat letter on June 9 by ordinary post while his counterparts in Murhu, Khunti; Mandar, Ranchi; and Saria in Giridih Districts received them two days ago. A few days earlier, Giridih's Birni BDO had also received a similar letter. Interestingly, Khunti superintendent of Police (SP) Anish Gupta went on to add that involvement of any rebel outfit was unlikely. "It seems that these are jobs of some mischievous elements. The MalkangiriKoraput Vishaka Border Division Committee (MKVDC) of the CPIMaoist has stated this through letters sent to a few mediapersons in Malkangiri District on July 22. The state government through Police is trying to suppress the people's movement in the state. "Security personnel are killing innocent tribals and going scotfree. We condemn the Kandhamal killings and demand appropriate action against the policemen involved in the killings," read the twopage letter. The extremists have also cited that Kandhamal is not the lone example of Police excesses on tribals. "Earlier, police have killed tribals in Kalinga Nagar, Niyamgiri, Narayanpatna and in Malkangiri district in fake encounters only to weaken the people's movement and no action has ever been taken against the policemen," it stated. The insurgents have appealed to all, including various political parties and civil society members, to start a movement against fake encounters of tribals in the name of Maoist operation. "We will intensify our fight for the rights of tribals in the days to come and any type of police excesses will not be tolerated," it reads.

In a seven-minute video, a masked man, standing against a wall banner inscribed with Quranic verses in Arabic and an AK-47 hanging by his side, described Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani - whose killing by the SFs two months ago triggered massive violence in the valley - as 'shaheed-e-millat' (martyr of the community). The masked man threatened that the militants would take the violent "movement" to its logical conclusion. "This is the last warning for pro-India politicians and youth who work for the Police and Army. Don't think we don't know your names. We have your addresses as well," the militant threatened while reading out the names and addresses of the targeted people. He asked the identified people to seek forgiveness from Allah and join the militants' cause. The Communist Party of India-Maoist (CPI-Maoist) cadres blasted the house of a former Maoist Uday Mahto of Pirtand block in Giridih District on November 3, and also set a rest room on fire in the same locality under the Pirtand Police Station in the District, reports The Pioneer. According to reports, suspected Maoists numbering 120 cadres raided the house of ex-Maoist Mahto near Bhirangi Mor in Madhubhan area and triggered a dynamite blast blowing up the house of Mahto, who recently surrendered before the Police. They also set the rest house on fire in the same locality, the Police said, adding, nobody was present in the two houses during the incident. Both the families were residing elsewhere following threats from Naxalites [Left Wing Extremists (LWE)]. No person has been injured in the blast. Giridih, Superintendent of Police (SP), Akhilesh B. Varrier, who confirmed no casualty took place, said Maoists tried to terrorise their colleagues mulling the surrender option and harmed the Parasnath Action Plan by blowing up the under-construction shed meant for poor palki-bearers, adds The Telegraph.

The administration told that some suspects have threatened the parents of girl's students to keep them at homes instead of sending to the school. This move has also terrified the students of the school. The enrolment has also decreased after these threats. The school management has informed the concerned authorities about this situation, but Education Department and Law Enforcement Agencies (LEA) are not taking any concrete steps for the security of the school.

The Department of Intelligence has issued a warning in Kasargod District, that there is a possibility of backlash by naxals [Left Wing Extremists (LWE)] on November 28, reports Daijiworld. The Policemen working in Districts which are facing threat from Naxals have been asked not to patrol the streets at night alone. The department has also suggested that teams comprising Police Sub-Inspector (SI) and Assistant Sub-Inspector (ASI) should alone conduct night patrolling, and that during patrolling, the officers should without fail carry guns with them. The department said that Police Stations like Adur, Bedaga, Badiyadka, Rajapuram, Vellarikundu, Cheemeni, and Ambalattara are located on the borders of thick forests. It said possibility of Naxals crossing over through forests in Karnataka to this side and attacking the Police Stations cannot be ruled out. Based on this advice, the Policemen are on high alert in forest areas in Kannur, Palakkad, Wayanad, Kozhikode and Malappuram Districts. The case relating to exchange of fire between Policemen and Communist Party of India-Maoist (CPI-Maoist) cadres at Nilambur has been handed over to crime branch, which has formed a special team for the purpose.In the meanwhile, wallpapers pasted inside the toilet of a hotel at Thiruvananthapuram has warned Policemen of revenge attacks. Policemen are trying to find out whether this writing was related to the firing incident at Nilambur.

Federal Socialist Forum-Nepal (FSF-N) Chairman Upendra Yadav said “We’ll not allow the government to hold civic polls if it proceeded with the process without ensuring passage of the constitution amendment bill,” Yadav said. He added that the major parties should also ensure that provinces had the jurisdiction over the local bodies and provinces should have the power to hold municipal elections. Similarly, General Secretary of Sadbhawana Party (SP) Manish Kumar Suman added that if the revised constitution amendment bill was not passed in the Parliament and if the government proceeded with the plan to hold civic polls, they would boycott and disrupt the polls.
