Telegraph reports that Communist Party of India-Maoist (CPI-Maoist) cadres shot dead Ramprasad Mondal, a local committee member of the ruling Communist Party of India-Marxist (CPI-M) and a primary teacher, in Madhabpur village under Chapra police station of Nadia district, on January 2. "The murder is the handiwork of Maoists. Police movement is difficult in the area because of poor road links. The Maoists are taking advantage of that to strengthen their base in Chapra," Nadia district Superintendent of Police, H.K. Kusumakar, said. Around 50 printed leaflets found at the incident site warned villagers against testifying in cases pending against the Maoists. Some posters also warned the villagers against co-operating with the police.

The Tehrik-i-Taliban Pakistan (TTP) has given another two days to the government to end the military operation in the Swat district of NWFP and pull out all security force personnel from the area, and warned that it will expand its actions from Waziristan to Kohistan and settled districts if their demand is not met. Maulana Omar, a spokesman for the TTP, told Dawn by telephone on January 2 that an earlier deadline for withdrawal of troops had lapsed on December 15, but they did not resume their activities because the entire nation was in mourning following the tragic death of Benazir Bhutto. "Now we extend the deadline for two days and ask the government to withdraw troops and halt the operation in Swat. Otherwise, we will attack the government everywhere and it will be an all-out war," he warned.

Assam Tribune however, indicates that the banks might start functioning from January 12 (today) following withdrawal of its demand by the outfit. The closure reportedly affected the Indo-Myanmar border trade ‘severely’. In addition, 35000 customers of the UBI, the first nationalized bank to enter the State, couldn’t carry out their daily transactions amounting to over INR 100 to 150 millions.

Addressing a press conference, the Inspector General of Police Azhar Ali Farooqi said the militant outfit, Tehrik-i-Islami Lashkar-i-Muhammadi, had ties with Mullah Dadullah, Taliban commander Tahir and Sirajul Haq Haqqani. A large quantity of explosives was seized from their possession. He said the group was planning attacks on political and religious leaders and philanthropists, adding that it had also obtained lists of members of the Rotary and Lions clubs and Theosophical Society. "They had plans to sabotage the election process. The city and the province as a whole have been saved from a major disaster," Farooqi said. According to a press release issued by the Sindh Police, a warning letter by the group addressed to military institutions, intelligence agencies and police read: "You people have become part of the conspiracies hatched by the infidels. You have lost the difference between friends and foes and you are fighting against your fellow countrymen and the Mujahideen. Now you have two options before you - become protectors of Islam and the country and turn against those who order you to act against the fellow countrymen." Farooqi disclosed that the arrested men were formerly members of other banned outfits, like the Jaish-e-Mohammed (JeM) and Harkat-ul-Mujahideen (HuM), but after the Lal Masjid operation they formed a group of their own because their former organisations had ‘deviated’ from their mission.

NWFP Special Home Secretary Khalid Khan Umarzai said that the elections all over the province were held with a peaceful atmosphere, except for an incident in Karak district in which one person was killed and another wounded when supporters of the Awami National Party and an independent candidate clashed in the PF-40 constituency’s Ghara Khel polling station. However, minor violent incidents were reported from the province. Militants blew up Middle School Shakardara polling station in the Matta area of Swat district and set ablaze the election material. Gunship helicopters later shelled the Shakardara area but no casualties were reported. Militants also targeted a security forces convoy with remote-controlled bombs in the Shakar Dehri and Charbagh areas, while a bomb exploded in the Dheri area of PF-83 constituency. No casualty was reported in these incidents. Peshawar remained peaceful during the elections and no untoward incident was reported in any part of the city. In Charsadda, Dera Ismail Khan and Bannu, no violent incidents were reported. According to Dawn, women voters were barred from casting their votes in several parts of the NWFP. Threatening pamphlets issued by militants and religious extremists were plastered on walls on the Kohat road close to Darra Adam Khel, warning women of suicide attacks if they came out to vote. Similar threats forced reportedly women to remain indoors in the Baddabher, Sarbund, Matanai, Sungo, Daibahadur, Achar, Ghari Ata Mohammad, Bahdur Kalay and Mathra areas. In Timergara, women were stopped from voting in the Lower Dir district, officials and witnesses said. The number of registered women voters in the district was 145,377. No woman turned up at any of the polling stations. The overall turnout was also low because of the boycott announced by Jamaat-i-Islami which has a large following in the district. Women voters in Bachkan Ahmadzai, Aezerkhel, Jhangkhel and Chandukhel were also forced to stay indoors. The situation was the same in most areas of the Karak, Swabi and Hangu districts.

Security forces (SFs) killed a ‘district commander’ of the Lashkar-e-Toiba (LeT) in an encounter in the Harwan area of Srinagar on April 14, Daily Excelsior reported. He was identified as Zakaria, a Pakistani militant. LeT spokesman Abdullah Gazali confirmed the death of Zakaria but said that he would be issuing a statement after getting all details. According to the report, some 400 Maoists including over 100 women stormed into the company premises at Kadampal locality in the town around 11.30 p.m, doused the vehicles with diesel and set them afire by keeping the guards and drivers away at gun point. Maoists subsequently fled the scene leaving behind a pamphlet issued in the name of the Dandakaranya Special Zonal committee of the outfit. They also warned owners of other CD shops of dire consequences if they did not switchover to other businesses within 24 hours. In a statement issued in Hyderabad on July 2, the Maoist spokesman in Andhra Pradesh, Janardhan, said that the statements of Chief Minsiter Y.S. Rajasekhara Reddy and Home Minister K. Jana Reddy on the Chitrakonda incident spoke of the government’s plan to unleash repression and target people believed to be Maoist sympathisers. The spokesperson termed the Chitrakonda ambush as a ‘fitting lesson’ to the Greyhounds personnel who had become a law unto themselves. The identity of over five million people including those of the Tharu community will disappear if the demand is fulfilled. The threat from the militants came after a US unidentified aerial vehicle (UAV) hit yet another town of Bajaur Agency on July 8. “This latest US attack in Khar (Bajaur Agency) by US Predator proved that Pakistan is continuously supporting the US air strikes on its territory. We will avenge the killing of our innocent people by the Pakistani security forces and will launch suicide attacks in important cities of the country,” Maulvi Omar, a TTP spokesman, warned. He said a woman sustained injures and two cattle were killed when a US UAV reportedly fired “Hellfire” missile on a house owned by one local tribesman Subhan Khan in Khar, headquarters of the Bajaur Agency. Omar said they had already suspended the peace talks with the Government after the latter failed to stop action against the Taliban in various parts of the FATA and the settled districts of the NWFP. He said the Government, on the one hand, had been giving an impression to the people that it wanted to restore peace in the country through negotiations and peace agreements with the militants but on the other it was still supporting the American forces in Afghanistan to continue attacks in the tribal areas. “We know very well that Pakistani officials have been providing information to the US forces on the whereabouts of our important people and our centres in the tribal areas. If the US troops target us, we will target the Pakistani soldiers and hit their important installations in Islamabad, Lahore, Karachi, etc,” said Omar. He added that though the TTP did not claim responsibility for the recent suicide attack in Islamabad, but it was carried out by their like-minded people who were still angry at the military operation against the Lal Masjid and the Jamia Hafsa in which, according to him, hundreds of students were ruthlessly killed. About the Karachi bomb blasts, the TTP spokesman said the attacks were carried out by the Government only to malign the militants and Pakhtuns living in Karachi.

Bomb disposal personnel who examined the shrapnel said the rockets were of Russian 107 make, which could hit a target 10 kilometers away. The Taliban have claimed responsibility for the attacks. Taliban spokesman Abu Mohammad told journalists that the attack was in retaliation for the military operation in Badrashi. He warned of more attacks if the operation continued.

In a communiqué, Rakeshji, the spokesperson for the outfit’s Jharkhand-Bengal-Orissa border committee, has threatened the JMM chief Shibu Soren of a social boycott and dire consequences, if he went ahead and voted in favour of the nuclear deal. “We will initiate a state-wide campaign to unmask the JMM MPs, including Mr Soren and none of them will be allowed in the rural areas. And finally, if this attitude of Mr Soren continues, his fate will the same as that of his other MP, Sunil Mahato”, the communiqué said. Sunil Mahato was killed by the outfit in 2007. Banners and posters have been put up by the outfit in the villages along the National Highway linking Dhalbhumgarh and Chakulia to Ranchi, in favour of the bandh.

Addressing a press conference on August 5 in Anayat Kalley in the Bajaur Agency of the FATA, the TTP deputy chief Maulana Faqir Mohammad and spokesman Maulvi Omar said that a ‘Fidayeen Squad’, comprising 10- to 20-year-old boys and girls, was ready to carry out the attacks if the Government did not immediately stop the operation in Swat in the NWFP and did not reverse its decision to launch military operation in other tribal areas. Omar said the TTP chief, Baitullah Mehsud, had held consultations with key Taliban commanders and they were of the opinion that the only way to effectively counter the Government’s aggressive plans was to launch massive attacks. He said a plan had been finalised and the TTP had decided to launch suicide attacks in Peshawar, Mardan, Dir and other districts of the NWFP. The spokesman also said Taliban had set up ‘modern anti-aircraft and missile systems’ on their ‘check-posts’ along the Pakistan-Afghanistan border to avert any threat of incursion by the NATO and Afghan National Army into tribal areas. He said arrangements had been made to effectively wage a "Jihad against the infidels". Asking MQM chief Altaf Hussain to "wind up his group’s activities", Maulvi Omar said Karachi would soon fall into the hands of Taliban who were awaiting Baithullah’s orders to launch action in the city. He reportedly claimed that the Taliban had ‘massive’ support of Karachi’s residents and Mehsud could take control of the city whenever he wanted to. The Taliban spokesman said the Tehrik had responded "positively to the government’s peace overtures", but both the federal and the NWFP Governments had "failed to meet their commitments". Speaking at Reporters' Club on September 3, Pun said that unification of the two armies is essential to take the peace process to a logical end, warning, "those who are against integrating the PLA into NA are in favor of inviting conflict. There will be conflict if the two forces are not united." Pun, who is set to become chief of the Maoists' army after Prime Minister Prachanda quits the post, said that the integration process would begin within three months and the task would be completed within six months. The posters asked Congress party leader Raghunath Patro to restore the adivasi (tribal) lands he is alleged to have possessed and return INR 700,000 he is said to have amassed during elections. The Maoists threatened to punish him with death unless he complies with directives. Some posters also asked the newly-elected Notified Area Council (NAC) chairman Ladi Someswar Rao to resign from his post and return lands to adivasis. Thokchom said that a demand letter of the outfit signed by its ‘finance secretary’, Lamjingba Luwang, was placed at his residential gate by unidentified persons October 20, demanding INR 3, 00, 000 with October 25 as the deadline. He further said that on October 30-morning two unidentified men, belonging to the Meitei community and claiming to be KLA-U cadres, threatened him with a gun in front of his patient whom he was attending. The growing incidents of attacks on their lives have demoralised the policemen who feel insecure in their jobs. District Police Officer Dilawar Bangash, however, withheld their resignations and asked them to change their decision, police sources said. Some of the policemen have been publishing advertisements in the local and regional newspapers disowning the police force. As per the posters, the four persons would be murdered like the killing of Dhanurjaya Pradhani. This poster has come up five days after the killing of a Sangh Parivar activist Dhanurjaya Pradhani at Kumbharigaon under Brahmanigaon police station of the district. Pradhani was in the hit list of Maoists, which they had posted earlier. 14 persons who worked for frontal organisations of the Sangh Parivar in Kandhamal district were threatened to be killed by the Maoists after the killing of the VHP leader, Swami Laxmanananda Saraswati. In a letter to Chief Minister Manik Sarkar, their leader Milan Kumar Jamatia said unless the cases were withdrawn before November 20, all the vocational trainees would go on a fast-unto death stir. Three villagers, identified as Madan Singh, Chhote Lal Singh and Mahesh Singh, were abducted and subsequently killed by Naxalites (left-wing extremists) for refusing to pay levy at Kharik Maheshwari village under the Sono police station of Jamui district on November 15-night, reports Times of India. 50-odd armed Naxalites had entered the houses of those villagers, woke them up and took them away towards the forest area. The bodies of the three villagers, with their throats slit, were later found from Charka Patthal Bazar, some 300-metres from Kharik Maheshwari on November 16-morning. The extremists had demanded rangdari (levy) from them three months ago, but the trio had refused to oblige them. Handwritten leaflets found at the spot said others who do not comply with the demand of Reds would meet the same fate. The report also added that the Naxalites had threatened the family members with dire consequences if they reported the matter to police before sunrise.

TTP spokesman Maulvi Umar also claimed killing 100 members of a tribal lashkar in a clash in Bajaur on November 16, and said 25 of them had been captured. He said the Taliban attempted to resolve their issues with the Government through a dialogue but the lashkar leaders were planning to eliminate them at the Government’s behest. “Anyone who tries to stand against the Taliban in future will meet the same fate as those killed in today’s (Sunday’s) clash,” he warned.
