Daily Star reports that the Jama’atul Mujahideen Bangladesh (JMB) has threatened to blow up Jessore District School and Government Momin Girls' High School located in Jessore town on the day of their admission tests on January 7. Letters to this effect, posted from Sharsa sub-district of Jessore District were sent to the headmasters of both schools on January 3. Both the letters bore the signature of one Abdul Wahab who identified himself as a JMB cadre in Sharsa. The letters asked the headmasters to introduce Islamic education and compel students to wear dresses according Islamic sariah.

Bihar Times reports that security was stepped up at Bihar's Aurangabad District jail and Police Stations were put on high alert after receiving a phone call from suspected cadres of Communist Party of India-Maoist (CPI-Maoist) on January 4, threatening to carry out a jailbreak. "Additional armed forces have been deployed at Aurangabad District jail. The Police do not want to take any chances after threat of a Jehanabad-like jailbreak," the Assistant Superintendent of Police, A.R. Singh, said. Aurangabad is one of the four Districts of south Bihar affected by Maoist violence where dozens of Maoists, including their ‘commanders’, ‘zonal commanders’ and ‘area commanders’, are lodged in the District jail.

To prove they are serious of this threat they have displayed bodies of three civilians near the Ponnambalam hospital. The bodies were hanged on posts that had banners stating "Fate of traitors', according to civilians, who have managed to escape and are now in Internally Displace Persons welfare centres at Vavuniya and Welioya. These civilians were killed by the LTTE death squads, and dragged in public a long way before being mutilated and displayed, the sources said.

About 400 private schools in Swat in the NWFP have announced to abandon girls’ education in their institutes in the wake of the deadline (January 15) given by the militants to discontinue the practice, depriving more than 40,000 students of their basic right to get education, The News reported. In addition, 84,248 girl students of state-run schools are unlikely to attend schools due to the fear of militants despite attempts by the local administration to reopen the schools on March 1. Maulana Fazlullah-led militants had asked all Government and private schools on December 24, 2008, to stop imparting female education by January 15, 2009.

The Baloch Liberation Army (BLA) claimed responsibility, saying the slain banker was ‘spying’ for intelligence agencies. Attiq Ahmed Qureshi, the bank manager, was shot dead by unidentified men on a motorcycle, near the Sariab Police Station. Faheemur Rahman, the union council chief of Bazidkhel, eight kilometres south of Peshawar on Kohat Road, alleged that the Mangal Bagh-led Lashkar-e-Islam (LI) was involved in this “cheap act” of terrorism. Eyewitnesses said the blast occurred in a car parked on a street near the Hujra of Rahman. The blast also destroyed two cars and damaged six buildings. “It could be linked to the killing of nine tribesmen in Bazidkhel. Nine members of the LI were killed by a Qaumi Lashkar (militia), comprising residents of Bazidkhel and the nearby villages, when they reportedly made a failed attempt to kidnap Rahman on February 4. Mangal Bagh had warned through his FM radio of revenge, directing the villagers to hoist black flags atop their houses or every villager would be considered equally involved in the murder of his men. The accused have been charged under sections 3 (1) (ii) for offence invoking punishment for not less than five years; 3 (2) for conspiring and abetting an offence; and 3 (4) relating to punishment for being part of an organised crime syndicate, of the Maharashtra Control of Organised Crime Act (MCOCA) 1999. Sections 295 (A) (damaging a place of worship with intent to insult the religion of any class), 505 (2) (statements conducing public mischief), 507 and 506 (II) (relating to criminal intimidation), 120 (B) (criminal conspiracy), 121 (waging war against the country), 122 (collecting arms for waging war) and 286 (negligent conduct with respect to explosive substances) of the Indian Penal Code (IPC) have been applied. They are also charged under the Unlawful Activities (Prevention) Act (UAPA) 1967 the Information Technology Act 2000, and the Arms Act. Most of the accused are from Azamgarh in Uttar Pradesh and are well-qualified professionals. The chargesheet states that “The Indian Mujahideen wanted to have bases in Mumbai and Maharashtra and therefore hired premises (in Sewree Cross Lane, Mumbai) and in Ashoka Mews and Kamaldeep Apartment at Kondhwa (Khurd) in Pune. Regular meetings were held at these premises for planning and carrying out terrorist operations and to harbour their members.” The IM, an offshoot of the Students Islamic Movement of India (SIMI), was responsible for bomb blasts in Ahmedabad, Delhi, Jaipur, Surat and Hyderabad. The IM’s media cell had its headquarters in Pune, conducted recces of places, hacked Wi-Fi networks in the city and sent threatening emails under its banner and from the email id ‘

’ before and after the blasts, the chargesheet added. Six persons are wanted in the case, including the masterminds Riyaz Bhatkal alias Roshan Khan alias Aziz alias Ahmadbhai; his brother Iqbal Bhatkal alias Mohammad bhai, and Amir Raza, the head of the IM. In addition, the chargesheet states that Raza was assisted by the SIMI and Lashkar-e-Toiba (LeT). He formed the Sahabbuddin Brigade for attacks in the south, Mohammad Gajnavi brigade for attacks in the north, Shaheed-al-Zarkavi brigade for attacks on VVIPs and media groups. Riyaz gave the orders to the militants while Iqbal played a key role in indoctrination. Non-bailable warrants have been obtained for 13 militants in the chargesheet.

He said he was not happy over the fact that there had been no tangible progress since February 16 when the NWFP Government agreed to implement the Nizam-e-Adl Regulations 2009. “The Government announced enforcement of Sharia [Islamic law] but so far no practical step has been taken and we are not satisfied… I’m not seeing any practical steps for the implementation of the peace agreement, except for ministers visiting Swat and uttering words,” Sufi told reporters in Swat’s main town Mingora. The cleric said he was also unhappy over a delay in an exchange of prisoners and urged both the Taliban and the Government to release people they were holding by March 10. “If the Government does not appoint Qazis [Islamic judges] by March 15, and the two sides do not release prisoners in their custody, we will set up protest camps,” he said. He also said armed patrol by either side would not be allowed after March 1, and anybody who violated the truce would be charged and punished in line with the Sharia.

On March 15, cadres of the outlawed Gono Mukti Fouz (GMF) outfit openly distributed leaflets threatening the law enforcement agencies of 'any action anytime' including killing of some people at a few places in Kushtia District, reports Daily Star. Around 20-25 armed extremists came to Bittipara Bazaar at about 8:30pm (BST) and made an announcement through loudspeakers asking people to take their leaflets, said locals. After giving leaflets to some people in the market area, the cadres fired several rounds and left. They subsequently distributed leaflets in Ujangram, Gajna-bipur, Abdalpur, Ratulpara and some other areas and left the places firing, people said. In the leaflets, the outfit said that they killed businessman Ashraful Islam Bokul on December 21, 2008 for helping the Police to kill GMF leaders Majid, Nobin and Saddam, from December 6 to 9, 2008. The leaflets also threatened to kill several people, including the outlawed Gono Bahini chief Azibor Rahman alias Azibor chairman, younger brother of the slain trader Anisur Rahman Jhantu, Obaidul Islam and Amirul Islam.

The government had promised to declare all unIslamic laws in vogue in Malakand null and void but it is yet to be done despite the passage of 38 days,” the TNSM chief said. He also accused the Government of not entrusting Qazi courts with authority to hear all cases. “Qazis in the newly-established Shariah courts are sitting idle as they have not been mandated to hear crucial cases. I am not satisfied with the Qazi courts either,” he said. He threatened to quit the peace efforts in Swat if the Government did not act to practically rescind all un-Islamic laws and authorise Qazi courts to take up all cases.

In addition, women who were going out alone without male family members had also been warned. Some of the shopkeepers in the Super Market, Bara Market, Sitara Market, Abaseen Market, Waqar Market, Waqas Market and other shopping markets have already notified the womenfolk not to visit their shops without their male family members. The letters also warned CD and music shop owners to stop their business immediately, adding that they were spreading obscenity among the youth of the area. He also threatened to show his power to the world when his people would attack the US capital as a reaction to frequent drone attacks in the tribal areas and the reward on his head. “By the grace of Allah Almighty, I am claiming responsibility for the attack on the police training school in Lahore with eagerness, honour and love and will continue similar strikes across the country, if the US drones were not stopped from killing innocent people in the tribal areas,” Baitullah Mehsud said in his telephonic conversation with reporters. Baitullah also claimed responsibility for two other suicide attacks, including one on a military convoy near Bannu in the NWFP on March 30 and another on the Police intelligence office in Islamabad on March 23. Baitullah said his men were out to target Government installations against its failure to protect tribesmen against non-stop drone attacks. About the recent reward of $5 million for his head by the US State Department, he said he loved to be martyred, but threatened his men would soon attack Americans in their own country, not in Afghanistan. He said his men would soon teach a lesson to the Americans in Washington and the White House. An Associated Press report added that Baitullah said his group was planning a terrorist attack on the White House that would “amaze” the world. “Soon we will launch an attack in Washington that will amaze everyone in the world,” said Mehsud. Faqir said he would not allow the BISP to operate and “mislead” simple women of the tribal region. Police sources said a group of four ULFA cadres shot Rabha from close range when he came out of his house after dinner. Rabha was with ULFA’s 709th battalion before he came over ground. This is the second major attack by suspected ULFA militants on the pro-talks group within a month. Earlier, on March 25, they had killed Robin Gogoi, who was instrumental in roping in leaders of the A and C companies of ULFA’s 28th battalion for talks. The banned Tehrik-e-Taliban Pakistan (TTP) has allegedly warned doctors of the public sector hospitals in Peshawar, the NWFP capital, to stop wearing shirts and trousers or face suicide bombing. A senior doctor at the Lady Reading Hospital told The News they had received a letter from the TTP, asking doctors and all other medical staff to immediately stop wearing shirts and trousers or suicide bombers would target them at their institutions. Two other senior doctors at the Hayatabad Medical Complex and the Khyber Teaching Hospital also confirmed receiving similar threats from the TTP. They said chief executives of all the three hospitals directed their staff members, particularly doctors, to stop wearing shirts and trousers so that they could be saved from suicide bombers. The NWFP Secretary for Health, Dr Sohail Altaf, confirmed the threatening letters that were received by the hospital executives from unknown people. He said he too had received a copy of the letter, adding that he did not believe the Taliban would have sent the letter.

Official sources said four HM militants led by Ishfaq Ahmed appeared at the house of Aijaz Ahmed at 10.30 pm (IST) and dragged him and his father, Ahmed Din out of the house. They took the duo to nearby house of Aijaz Ahmed’s in-laws and brought out his mother-in-law, Taja Begum. They shot dead all three civilians and managed to escape. The report adds that Ishfaq Ahmed is the self-styled lover of Aijaz Ahmed’s wife. He wanted to marry her and asked her mother, Taja Begum, to marry her daughter with him. Since both Taja Begum and her daughter had rejected the militant’s proposal. Ishfaq had threatened all local people in the area not to marry the girl. However, Taja Begum dared to take on the militants and married her daughter with her neighbor Aijaz Ahmed, son of Ahmed Din, only four days back. Ishfaq Ahmed along with his three associates—Nazir Ahmed, Khalid Hussain and Janbaaz, struck at village Bandara and shot dead the three civilians.

In protest against the abduction and demanding safe release of the drivers, members of Northern Valley Stone Crusher Owners’ Welfare Association and workers demonstrated at Pheidinga on June 26. According to general secretary of the Association Angom Boby said that there are over 20 stone crusher factories in and around Mantripukhri, Potsangbam and Sekmai area, and that the armed outfit has demanded INR 30,000 from each of these factories. The threat was issued through a letter originating in Garhwa District and is now in circulation in State capital Ranchi. Dated July 20 and numbered 25, the letter is signed by one Anupji “on behalf of Ghatshila sub-zonal committee.” The letter-head reads, “CPI (Maoist), Jharkhand State Central Committee” and is not addressed to anyone in particular. “Chidambaram says Naxalites would be wiped out... He should stop daydreaming or else he would be given death punishment,” the letter reads and dares him to come to the “land of Jharkhand” and see that “Naxalites are not clay toys.” The letter also threatens Prime Minister (PM) Manmohan Singh and UPA Chairperson Sonia Gandhi, saying, "Both the PM and Sonia Gandhi will meet a fate like former prime minister, late Rajiv Gandhi," adds Indian Express. It asked all Congress legislators, both from the Parliament and Assembly, to quit within a week or face “death warrants.” However, the Superintendent of Police in East Singhbhum District, Navin Kumar Singh, said "I have not come across such a committee as of now," when asked whether Anupji operated in Ghatsilla sub-division which falls under East Singhbhum. An official in the Home Department said these youths, most of them members of an organisation ostensibly espousing the cause of farmers and also believed to be a frontal organisation of ULFA, had left Assam during 2006-2007. “Most of these youths are from areas where the organisation was active till a few months back. Now it is trying to form District-level committees throughout the state. Most of these youths are from Golaghat and Nagaon Districts. We have names of some of them who had disappeared since 2006. Some of these youths may have even been taking shelter in the Lalgarh area of West Bengal, which was till a few days back a stronghold of Maoist rebels,” the official said. He said there were reports of the ULFA striking a deal with the Maoists and that these trained youths had been assigned to carry out subversive activities in the State. “Ulfa has been trying since long to work together with the Maoist rebels operating in India, who have links with China,” the official added. But we have reasons to suspect MCC's hand in the incident," Amiruddin said. He said that about 15 days ago, the Maoist Communist Centre had sent him a letter demanding a sum of INR 2 lakh and five SIM cards. Besides, the extremists also sought a monthly payment of INR 5000. He also received several threat calls from a number 9504097082. The caller even inquired about his son’s Naushad Hussain's arrival. He said that his son, who is in Army, had recently come home on leave. Amiruddin said that the caller had asked him to deposit the levy and the SIM cards in the village school. The caller had also informed him about two fellow villagers who make a monthly payment of INR 5000 to the outfit through the school. The four-page press release was sent to journalists at the District headquarter of Rayagada. The note was allegedly sent by Dona Kesaba Rao alias Azad, who claims to be the Maoist ‘commander’ of the Vansadhara division that operates in the region. The Christian community has informed the Government that residents of Chak No 3 RB, Maryamabad, had received threatening phone calls from unidentified persons, who warned of attacking the congregation and “reducing it to a pile of ashes in a manner similar to the Gojra attacks” on Christians earlier in August. Organisers of three-day religious conference – from September 4 to 6 – said they had informed the local Police about the threats, which had expressed its inability to secure such a large gathering of people due to limited resources. The community has, consequently, appealed to the prime minister, the Punjab chief minister and the Punjab inspector general of police to take notice of the security threat and demanded the Government deal with extremist threats to the community sternly.

Two of the guards, however, managed to escape during an encounter that later took place between the extremists and Police. The Maoists raided the SPML plant at Hariondhi village and damaged pay loaders and three trucks, the Additional Director General (Headquarters) Neelmani said. The Maoists also set ablaze six vans and damaged the store where construction materials were kept. Neelmani said though Special Task Force personnel, assisted by district-armed policemen, engaged the Maoists in an encounter for some time, the extremists managed to escape into the thick forest lining the Jamui-Chakai Road. During the exchange of fire between Police and Maoists that went on for about half an hour, two of the abducted guards managed to slip away. The other six were taken away by the Maoists, who threatened the company with dire consequences if it did not pay levy. The non-payment of levy demanded by the Maoists from the private firm owner was allegedly the reason for the attack, the officer added. Meanwhile, sources said SPML has suffered losses worth INR 2 crore in the Maoist attack. PTI reports that over 400 Maoists were involved in the attack.

At least 10 people were killed in the attack in Peshawar, while seven, including two Policemen, were killed in the assault on the Bannu Police station. But a Police official in Bannu said 13 people had been killed. Authorities said the death toll could rise as many among the injured were in critical condition. Around 94 people were injured in Peshawar and 64, including 31 Policemen, in Bannu. "It was a car suicide blast and according to our calculations 100 kilogram’s of explosives were used," Shafqat Malik, bomb disposal squad chief, told reporters at the incident site of the Peshawar attack. "The suicide bomber sitting inside the car hurled a grenade and then he detonated himself and the car," Malik said, describing the target as a branch of a bank run by an Army welfare trust. Eyewitnesses said Police arrested two suspicious persons from the site of Peshawar blast, which occurred some 300 metres away from the headquarters of the 11 Corps and the US Consulate in the high-security zone. According to The Hindu, Security Forces (SFs) were put on high alert in Chennai and its suburbs since the night of October 22 following a letter received at the Adyar Police Station that warned of attacks on important targets. Though the letter did not specify any date or time for an attack, it named the Tamil Nadu Police Academy, Chennai Airport, Officers Training Academy and the "American Embassy" (U.S. Consulate) among others as its targets and challenged the Police to avert the sabotage if they could, Police sources said. According to a source in the intelligence wing of the Police, the letter also listed T. Nagar, Ritchie Street and the Marina beach as possible areas of attack. It warned of an RDX explosion at the Chennai Central Railway Station. However, an official of a United Nations agency based in New Delhi communicated to the Tamil Nadu Police a similar threat perception, based on inputs that were received by the agency. The Chennai Police, meanwhile, enhanced surveillance and manpower deployment at vulnerable places as part of ‘Standard Operating Procedure’. "It could be a prank… but we are not taking any chances. Anti-sabotage checks are being conducted at vantage points and police presence has been stepped up in areas of public gathering," Commissioner of Police T. Rajendran said on October 23.

The announcement came with the claim that PCPA members had looted 10 firearms by raiding a CPI-M armed rally in Goaltore. The PCPA spokesperson, Asit Mahato, who replaced Chhatradhar Mahato (under detention), said the tribal forum would "no longer continue democratic processes of rallies and agitations". "We have formed the People’s Militia Force," he said, adding "After facing continuous torture by the joint forces and the administration in Jangalmahal, PCPA has decided to pick up arms to combat the forces." Narasimhapur Reddy (40), at Konapur village in the Warangal District in the early morning on October 28. About 20 insurgents, reportedly led by the Kothaguda ‘area secretary’ of the CPI-Maoist, reached Konapur in the midnight and asked Narasimhapur Reddy to follow them as they had something to talk to him. Later, they shot him dead outside his residence and escaped from the incident site. Reddy was a village committee secretary of the party. The Maoists branded him as a Police informer and killed him warning other villagers of same fate if they befriended the police. This is the third killing in Warangal District by the Maoists in a month. Speaking to The Hindu, Superintendent of Police Shah Nawaz Qasim said the Maoists reportedly killed the villager to avenge the killing of their ‘action team member’ in a recent encounter with the Police in Bhupalpalli mandal (administrative division). "We are alert about the movements of the armed squad. We will soon neutralise it," he said.
