Local sources said that the prolonged military campaign has resulted in Wazir tribesmen linking with their long-term rivals, the Dawar tribe, to protect their joint independence. The two Islamist clerics – Abdul Khaleq and Sadiq Noor - identified by the military as being behind the current resistance are both from the Dawar clan and are commanding members of their rival Wazir clan, the sources said. Local Taliban and religious leaders in North Waziristan on June 11 issued public notices warning people of “serious repercussions” if they do not shun “un-Islamic activities” like watching movies and listening to music, Daily Times reported. The announcement comes a day after the military bombed a terrorist hideout, killing up to 20 terrorists. The Taliban warned tribesmen to avoid hashish, heroin and wine, end all smuggling, ban all “un-Islamic” video and audio cassettes, ban dish antennas in houses and bazaars, and close all gambling dens. All such places of gambling will now be used for a “noble purpose”, the announcement said. The Taliban also announced a ban on interest on loans, and staged fights between birds and animals. “Any person committing these atrocities from Monday [June 12] will be punished accordingly if spared by the government,” said the announcement. Sources said that most local tribesmen supported the announcement, believing its implementation would bring peace to the troubled tribal agency.

A decision to this effect was reportedly taken at a meeting chaired by Home Minister Shivraj Patil in the middle of October 2006 and was implemented recently after carrying out a review of security for the kin of the VVIPs. An anonymous letter was sent to the Tiruchi (in Tamil Nadu) Airport Director, warned that "Al-Qaeda terrorists have infiltrated Chennai airport and are going to blow it up using sophisticated explosive devices. Suicide-bombers have penetrated Chennai airport and placed powerful bombs there." Written in Tamil, the letter warned of possible attacks on other airports such as Coimbatore and Madurai (Tamil Nadu), besides Kochi, Kozhikode and Thiruvananthapuram airports in Kerala. Sources said, a group of four or five youths swooped over the Bakulacocha check-post, close to the NH-33 in Chandil. The attackers carrying shovels and spade thrashed the forest guards and snatched about INR 4,000 from their possession. Another group of six or seven youths attacked the Pinderbera forest guesthouse atop Dalma hill. Maoists set a mini-truck, a generator set and beds on fire with diesel taken out from the mini-truck. Besides, the looting of cash, the rebels had snatched four walkie-talkies and as many cell phones from the guards. The insurgents left posters with the CPI-Maoist tag-carrying message denouncing the administration for depriving tribals from the forest and warned against the displacement due to industrialisation. Maoists called off a two-day general strike they had threatened from December 31 over a dispute with the Government regarding naming of ambassadors, including to India, reports Kantipur. Maoist spokesperson Krishna Bahadur Mahara said on December 23, "We decided to withdraw the closure after reaching an agreement with the seven-party government. On Friday, our leader Dr Baburam Bhattarai held talks with Home Minister Krishna Prasad Sitaula and the government pledged that in future, when taking decisions on issues of national interest, they would consult us… Sitaula told us the government has agreed not to proceed further with the appointments. They have also agreed to implement the new constitution within a week and deploy Gorkha soldiers for arms monitoring in 10 days or so."
