A media report said police, on January 1, 2003, arrested National Democratic Front of Boroland (NDFB) 'vice-president' Dhiren Boro from Tadung area in Gangtok, Sikkim's capital. Police also detained his wife and two children who were with him. Assam police Inspector General (IGP-Special Branch) Khagen Sarma reportedly confirmed the arrest. Assam police personnel suspect that the NDFB might have set-up a base in Sikkim and the 'vice-president' was there to supervise its alleged hideouts in 'Nepal or West Bengal'. The outfit may have been trying to do this with the help of the Maoist insurgents of Nepal and terrorists of the Kamtapur Liberation Organization (KLO). According to the IGP Sarma, "It is quite likely that the NDFB was setting up alternative bases in North Bengal or Nepal with the help of the Maoist rebels and the KLO". Report said it was for the first time that a terrorist leader from the Northeast was arrested in Sikkim.

Rahman described the seizure as one of the largest since the Taliban regime was overthrown. "We don't know who they were supplying these rockets to. We don't know whether it was interference by Pakistan or if they were for the Taliban or al Qaeda," he added.

According to media reports, villagers in Maddikunta, Nizamabad district detained three left-wing extremists—Naxalites—of the People’s War Group (PWG) for six hours after the Naxalites disrupted the Janmbhoomi (self help programme) in the village on January 4. Reports said three armed PWG Naxalites came to the village and asked the nodal officers conducting the gram sabha (village meeting) to cancel the meeting and return. After the officials left, womenfolk of the village expressed their ire against the Naxalites accusing them of depriving people of help under various welfare schemes. They demanded that the Naxalites call back the officials and organise the meeting. While detaining the Naxalites, the villagers also accused them of hoarding 10 bags of rice in the name of famine raid and demanded details regarding the rice collected. Warning the Naxalites not to enter the village again, the people later released them. Later, a police team reached the village and conducted the meeting with the concerned officials.

Police in Kolkata arrested an Al Qaeda terrorist with links to the Taliban militia, who was operating in Jammu and Kashmir for the last six months. He is reported to have made significant disclosures during interrogation about the outfit’s network in the Kashmir Valley. The Myanmarese-born Fazle Karim alias Abu Fuzi was arrested from Howrah railway station on the basis of specific inputs provided by intelligence agencies of the Union government. According to the preliminary interrogation report of Fuzi, the Al Qaeda’s network in Kashmir, Bangladesh and Afghanistan has also come to light. Fuzi claimed to have met Osama bin Laden twice and also interacted frequently with Laden’s close associates before the United States launched attacks on Taliban-controlled Afghanistan. Fuzi was trained at camps in Afghanistan in 1995-96 and had left that country before the US raids and reportedly took shelter in Bangladesh’s Chittagong district from where he crossed over to Kolkata and later reached the Kashmir valley. Fuzi reportedly told interrogators that he came into contact with two higher-ranking officers of the Inter-Services Intelligence (ISI), Pakistan’s external intelligence agency, in Chittagong, who had assigned him the task of creating an Al Qaeda network in the Kashmir valley.

An Australian national suspected to have trained with the Al Qaeda in Afghanistan was arrested at the international airport, in Karachi, on January 4, and is being probed for links to the terrorist network, official sources said, on January 13. The suspect, a former Melbourne taxi driver, is reported to have traveled to Pakistan in 2001 to study Islam before heading to Afghanistan. An unnamed security official was quoted as saying in Karachi that his arrest was connected to the January 9-arrest of two Arab Al Qaeda suspects during a pre-dawn raid on a private residence in Karachi. One of the men arrested on January 9 was an Iraqi and the other a Jordanian-Palestinian, he said, rejecting earlier police identification of the men as Moroccan and Yemeni. A Pakistani hockey player’s daughter and politician-wife, who occupied the ground floor of the raided residence, had lived in Australia for several years and returned to Pakistan in 2002, he said. The Australian is reportedly connected to a Muslim fundamentalist group operating in Chechnya. Meanwhile, Australia’s Attorney General Darryl Williams confirmed to the media in Adelaide that the suspect is believed to have trained with the Al Qaeda and added that Australian authorities had been trying to trace him for the past year.

Two Maoist insurgents of Nepal were arrested from Howrah railway station, Kolkata, on February 27-night. Police sources said the Maoists were arrested following interrogation of four Maoists arrested from the same place on February 26. The Maoists were reportedly distributing leaflets in Nepali calling for mobilization of people for a ‘violent and subversive struggle’ to restore democracy and hold early elections to a new ‘Constituent Assembly’ in Nepal. Speaking to media persons, a senior police official said the Nepalese government would be informed of the arrests. The interrogation of the arrested insurgents led to the trail of a Maoist ring operating in Kolkata and its suburbs. Police have detained 10 Nepalese youth for questioning. Police sources said these Nepalese youth are believed to be on a ‘recruitment drive’ and had conducted ‘motivation and training classes’ for new recruits. There are about 100,000 Nepalese living in Kolkata. Raids on several houses in Tiljala, Barasat and Hooghly areas on February 27 provided evidence of the activities of the Maoist insurgents in the city. Police said raids would continue.
